3 Tee Ball Division 1. Time limit: 1 hour 2. Field will be a 60-foot diamond 3. Diamond Level 1 Low Compression Baseballs a. Each coach will provide 2 game balls per game 4. Players will hit off a batting tee 5. Continuous batting order a. Every player will bat in an inning 6. Every player will play in the field 7. Outs are called a. Every player still gets to bat each inning b. If a player is out, he/she will go back to the dugout 8. No home runs for the last batter 2018 Colorado Springs Little League 3

4 Coach Pitch Division 1. No new inning after 1 hour or 4 innings 2. Field will be a 60 foot diamond 3. Diamond Level 1 Low Compression Baseballs a. Each coach will provide 2 game balls per game 4. Coaches can pitch from wherever comfortable a. No more than 46 feet away 5. Each player gets 4 pitches from his/her coach a. The tee will be used if the hitter does not successfully put a pitched ball into play 6. A half-inning is completed when 5 runs have been scored or 3 outs have been called 7. Hitter can advance 1 extra base on balls hit to the outfield grass a. Base runners can also advance 1 extra base on balls hit to the outfield grass i. i.e. Runner can run from 1st to 3rd or 2nd to home 8. Runners cannot advance on overthrows 9. Outfielders will play in the outfield grass 2018 Colorado Springs Little League 4

5 Rookies Division 1. No new inning after 1 hour and 30 minutes or 6 innings 2. Game can be extended due to a tie score a. California-Rule i. In the event of a tie game at the end of 6 innings or when time expires: Child that was the last batted out will be put on 2nd base and the inning will start with 1 out 3. No drop dead time. Once an inning has started it must be completed. In the event of a game being halted due to weather, curfew, lighting, and/or another safety issue; then reference bullet number In the event of a game being called early due to weather, curfew, lighting, and/or another safety issue, the following applies: a. Minimum of 3 innings must be completed to be considered a completed game i. If the Away team is losing, the game can be considered complete after 2 and one half innings ii. If the Home team is losing, the game cannot be considered completed until after 3 innings b. If a game is halted during an incomplete inning, the game ends at the end of the last previous completed inning in each of the following situations: i. The Away team scores 1 or more runs to tie the score in the incomplete inning, and the home team does not score in the incomplete inning ii. The visiting team scores one or more runs to take the lead in the incomplete inning, and the home team does not tie the score or retake the lead in the incomplete inning c. A regulation game that is tied after 3 completed innings and halted, shall be resumed from the exact point that play was halted 5. Field will be a 60 foot diamond 6. Pitchers pitch from 40 feet 7. Wilson 1060 Baseballs 8. Pitch Count Procedures: a. Scorekeepers from both teams will report pitch counts to umpire at the end of each half inning b. The responsibility of the pitch count is ultimately on the head coach. c. Pitch count logs must be signed and reported to the Rookies Commissioner at the end of each game. 9. Coach Visits to the Pitcher s Mound a. Approved modification by Little League International i. Modifies Rule 8.06(a) and (b) in the 2018 Official Little League Rule Book b. This rule, which applies to each pitcher who enters a game, governs the visits of the manager or coach to the pitcher at the mound. i. A manager or coach may come out twice in one inning to visit with the pitcher, but the second time out, the player must be removed as a pitcher. Example: If a manager visits Pitcher A once in the first inning, then makes a pitching change in the same inning, Pitcher B would be allowed one visit in that inning before being removed on the second visit Colorado Springs Little League 5

6 ii. A manager or coach may come out two times in one game to visit with the pitcher, but the third time out, the player must be removed as a pitcher. Example: If a manager visits Pitcher A twice in the first three innings, then makes a pitching change in the fourth inning, Pitcher B would be allowed two visits in that game before being removed on the third visit, subject to the limits in (i) above. 10. No forfeits 11. No infield fly rule 12. Maximum of 5 runs scored per half inning 13. No unlimited scoring in the last inning 14. Continuous batting order a. Everyone bats 15. Open substitutions a. Players, at a minimum, must play 6 defensive outs and have 1 at-bat in a 6-inning game 16. Players will start with a 1-1 count (1 Ball, 1 Strike) 17. No walks 18. On Ball 4, the coach will come and pitch 4 pitches to the batter a. If a coach hits a batter, it is a Ball b. If a batter fouls off pitch number 4, then the coach continues pitching until the following i. Swing and miss ii. Ball is put in play 19. Strike count remains the same when the coach comes in to pitch 20. Coach can either kneel or stand to pitch, but the back foot must remain on the rubber 21. Coach must wear a baseball glove when pitching 22. Coach must pitch overhand 23. If a kid pitcher hits a batter, then the batter will be awarded 1st base 24. Runners can advance 1 base on overthrows 25. On hits to the outfield grass, once the ball is returned to the infield and caught by an infielder, the runners may not continue advancing beyond the base to which they are running 26. If a runner is caught between bases when the ball is returned to the infield and possessed by an infielder, then the runner can take the base in which they are heading at their own risk 27. Courtesy Runner (Optional) a. The last batted out may be used as a courtesy runner for a Pitcher or Catcher to allow that player to prepare for defense b. This can be done with 0, 1, or 2 outs 28. Runners leaving the base early violations a. Reference Section 7.13 of the 2018 Little League Baseball Rulebook 29. First half of the season (prior to Picture Day): a. All kids on the team may play the field i. One person per infield position; the rest in the outfield grass (respectively at least feet from the infield dirt) ii. This is not mandatory to play all kids on defense b. Coaches may be present on the field i. 2 in the outfield and 1 in the infield 30. Second half of the season (after Picture Day): 2018 Colorado Springs Little League 6

7 a. Only 10 players may be put on defense (4 outfielders respectively at least feet from the infield dirt) b. No coaches on the field (except for base coaches) 31. Standings / Tie-Breakers (In order) a. Best record i. Either Win-Loss or Win % depending on if teams have a different amount of games played b. Head-to-Head i. Record against team tied with c. Run Differential i. Runs For - Runs Against = Run Differential d. Runs Against e. Runs For f. Coin Toss i. Overseen by Rookies Commissioner or disinterested third party if Commissioner is not available 32. Postseason: a. There will be an Upper Bracket and a Lower Bracket Postseason Tournament b. Championship Bracket: i. This will consist of the top half of the teams in the standings at the conclusion of the regular season ii. Top seed will play bottom seed from that group, and so on 1. i.e. 1 vs 4 and 2 vs 3 iii. Single elimination c. Consolation Bracket: i. This will consist of the bottom half of the teams in the standings at the conclusion of the regular season ii. Best team of that group will play the last place team, and so on 1. i.e. 5 vs 8 and 6 vs 7 iii. Single elimination 33. Final scores and pitch counts must be reported to Rookies Commissioner 2018 Colorado Springs Little League 7

8 Minors Division 1. No new inning after 1 hour and 45 minutes or 6 innings 2. Game can be extended due to a tie score a. California-Rule i. After entering the batter s box, batters must keep one foot in the batter s box throughout their entire at-bat. a. There are 8 exceptions to this rule: i. On a swing, slap, or check swing ii. When forced out of the box by a pitch iii. When the batter attempts a drag bunt iv. When the catcher does not catch the pitched ball v. When a play has been attempted vi. When time has been called vii. When the pitcher leaves the dirt area of the pitching mound or takes a position more than five feet from the pitcher s plate after receiving the ball or the catcher leaves the catcher s box viii. On a three ball count pitch that is a strike that the batter thinks is a ball b. First offense is a warning given by the umpire c. After the first warning, the umpire will give the batter a strike for each offense i. Any number of strikes can be called on each batter d. No pitch has to be thrown, the ball is dead, and no runners may advance 13. No infield fly rule 14. No dropped 3rd strike 15. Intentional walks are allowed a. This can be done by announcing the decision to the home plate umpire. After the notification, the ball is ruled dead and no other runners may advance unless forced by the batter s award of 1st base. Once the award is granted, 4 pitches will be added to the Pitcher s pitch count total. 16. Continuous batting order a. Everyone bats 17. Open substitutions a. Players, at a minimum, must play 6 defensive outs and have 1 at-bat in a 6-inning game 18. Courtesy Runner (Optional) a. The last batted out may be used as a courtesy runner for a Pitcher or Catcher to allow that player to prepare for defense b. This can be done with 0, 1, or 2 outs 19. Runners leaving the base early violations a. Reference Section 7.13 of the 2018 Little League Baseball Rulebook 20. Stealing Bases a. 10 a. There can only be 2 successful steals of home plate per half inning b. Successful steals of home will NOT be charged when either of the following happen: i. There is an overthrow on an attempt to throw a runner out at any base ii. There is an overthrow of the Pitcher by the Catcher c. Any other situation that would render an attempt to steal home will be counted and applied in accordance with rule 20(a) 22. The Pitcher is considered to be in control of the ball when he is on the mound a. Runners must return to the base when the Pitcher has this control 23. Standings / Tie-Breakers (In order) a. Best record i. Either Win-Loss or Win % depending on if teams have a different amount of games played b. Head-to-Head i. Record against team tied with c. Run Differential i. Runs For - Runs Against = Run Differential d. Runs Against e. Runs For f. Coin Toss i. Overseen by Minors Commissioner or disinterested third party if Commissioner is not available 24. Postseason: a.
