1 2018 Riverview 10U Baseball Classic Team Managers, First, let me thank you for selecting the 2018 Riverview 10U Baseball Classic. Our goal is to have a fun, fair and enjoyable tournament for the players and their families along with all fans attending. Contained in the following pages you will find; A: Team Roster Sheet B: Games Rules C: Directions Please send the $325 check for your team payable to the RAA and include your team s name in the memo line to Riverview Athletic Association 10U Baseball Classic PO Box 374 Oakmont, PA Please a completed team roster to the tournament director shown below. We ask you to bring 3 new game balls (preferred model Wilson A1074) to the tournament. The RAA will do its best to accommodate special schedule requests from coaches for pool play only. 3 GENERAL RULES Conduct: Managers are ultimately responsible for the conduct of their coaches, players and fans. Obscene language/and or gestures will not be tolerated. Violation of this policy will result in immediate removal from the game, field, and/or stands by the umpire, Tournament Chair or appropriate RAA representative. Any ejected person must vacate the field complex. Only a manager may question a call, make an appeal, or question a rule interpretation. Proper rule interpretation(s) and/or protests will be reviewed and the decision of the umpire in charge, Tournament Chairmen or appropriate RAA representative is final. Any manager, coach or player that is ejected from a game shall not be permitted to participate in the team s next game. Each team is responsible for cleaning the area in and around their dugout and/or bench area immediately following their game. RAA assumes no responsibility for injuries, damaged or lost property. Absolutely no alcohol is allowed on RAA premises. Coaches are responsible for the conduct of their fans. Failure to comply with the above conduct rules could result in game forfeiture. Eligibility: The Riverview Athletic Association 10U Baseball Classic is a single community C tournament. Any team that violates the single community rule or is not deemed a C team, RAA Board has the right to remove from the tournament without refunding the entrance fee. Proof of age in the form of a birth certificate is required for each player on the roster and must be available at each game in the event a player s age is questioned. Only another manager can question the age of a player. If a team cannot prove the age of the player in question within 24 hours, the player will be ruled ineligible to participate until his age is verified. Any games in which an ineligible player has participated will be deemed to be forfeited. Each team shall have no more than 12 players on the roster. Roster must be submitted to the tournament director (or their designee) prior to the team s first game. Once a roster has been submitted, there will be no replacement players permitted. No player may be rostered for more than one team and must be from that team s association. Only Association teams permitted. No Multi-Associations or AAU teams permitted. Forfeiture is 15 minutes after the scheduled starting time unless approved by the Chairman. In Pool Play, the Home Team will be determined by a coin toss. In Bracket Play, the higher seed will be the Home Team.

4 Each team will be limited to a manager, two coaches and a scorekeeper in the dugout, bench area. Only adults (18 or over) may coach the bases. RAA will maintain the official tournament scorebook for each game. Teams must submit a batting order to the appropriate RAA tournament scorekeeper ten (10) minutes prior to the start of the game. The batting order may not be changed or altered once the game has begun unless there is an injury or other reason acceptable to the Tournament Chair or RAA designee. (A player showing up late is not an acceptable reason). In any and all cases, the scorebook kept by RAA shall be deemed official. All pitching records will be kept in the official book and each manager will be asked to sign off on the pitchers log at the end of the game. Teams must begin play with no fewer than nine (9) players, and there must be a minimum of eight (8) players to continue play for any reason. 10 fielders (4 outfielders) to be used. Should a situation arise where a player was named in the batting order, and his/her turn comes to bat and the player is not present, an out shall be immediately recorded. Exception - does not apply to roster batting age levels due to player injury. If there is a rain delay, you may not take your team home until official notification from the Tournament Chair or RAA designee. Games called before completion due to weather/darkness/curfew issues will be resumed exactly from the point of interruption. Games will not be restarted. All batters and base runners are to wear protective batting helmets at all times (includes the on deck batter). All catchers are required to wear a mask, chest protector, leg guards. Any player not conforming to the above will not be permitted to participate. The avoid contact rule is in place. Base runners must slide or make an effort to avoid collision with fielders. Any collision in an umpire s opinion, whether intentional or unintentional, may result in the runner being called out. Each team will receive one bat throwing warning. Once a team warning has been issued, subsequent players from that team that throw the bat will be immediately called out, while returning other runners to their original bases. Little League Rules in effect, except where amended by RAA tournament rules. There will be a 1hr 45 min limit on pool play games. Otherwise, games will last six (6) innings, unless it goes into extra innings. There will be no time limit for Semi/Finals. Games called before completion due to weather/darkness/curfew, will be considered complete if the home team is ahead after three and one-half (3 ½) innings or, if the visiting team is ahead after four (4) complete innings. As noted earlier, if the game is not considered complete, it will be resumed exactly from the point of interruption. Bats must conform to our USA Baseball specifications. (All bats must have the USA stamp to be legal) Headfirst sliding is prohibited. A runner is allowed to dive headfirst back to a base.

5 Specific Rules for 10 Year Old Tournament: Teams will bat entire roster Courtesy runner for the catcher can be used with 2 outs, the last batted out must be used as the courtesy runner. A pitcher must be removed after hitting 2 batters in one inning or 3 in a game. There will be no ties if the time limit expires or extra innings occur the following format will be used: The inning will start with 1 out. The last batted out from previous inning will start the inning as a runner at second base (regardless whether that player was a pitcher or catcher. No courtesy runner). All hitters will bat with a 2-1 count. Intentional Walks can be granted by just asking the umpire for a walk (4 pitches do not need to be thrown) Runners may advance on any and all overthrows until time is called by the umpire. Stealing of home is not permitted. If a runner is on 3B he cannot advance to home on a poor throw from the catcher back to the pitcher. If the ball has left the playing field the umpire will direct the runners Catchers may catch a struck ball to record an out provided the ball is above the batter s head, excluding the third (3rd) strike foul tip, which may be caught by the catcher. Any pitcher removed from the mound may not return in that game to the position of pitcher. A pitcher must be removed upon the second visit of the inning to the mound. Calling the pitcher over to a chalk line for consultation is considered a visit to the mound. A pitcher may have up to five (5) warm up pitches between innings. TIEBREAKERS: Head-to-Head competition between two tied teams will break any ties. If there is still a tie after head-to-head, or in a three or more way tie, least amount of runs ALLOWED will be the next tie-breaker. Run Differential is the 3rd tie-breaker. Most runs scored is the 4th tie-breaker. Coin Flip is the 5th tie-breaker.
