1 EGMSA HOUSE LEAGUE RULES TYKE / ATOM HOUSE LEAGUE REGULATIONS AND CODE OF CONDUCT (Revised: May 23, 2001; May 24, 2002; July, 2002; April 2013) CA.S.A./O.A.S.A. rules apply, except for those situations superseded by E.G.M.S.A. rules. Teams playing in the Tri- Township loop are also governed by the Rules of that Association; where E.G. specific rules and Tri- Township Rules are in conflict (the fair play rule, for example), the Tri-Township Rules govern play. Teams playing in the North York Select Fastball League are also governed by the Rules of that Association; where E.G. specific rules and NYSFL rules are in conflict, the NYSFL rules govern play. PLAYER REGULATIONS Uniform Team Area Helmets Cleats Throwing the bat Catchers Jewelry Injury No casts 1 Sponsor's shirt must be worn and tucked in during each game (C.A.S.A. Rule). Short pants are prohibited in all House League games. 2. Players are expected to remain in respective team area (i.e., the bench), unless otherwise engaged in activities directly related to the game, or as instructed by the coach or umpire. 3. All players must wear a helmet while batting, base running, or waiting on-deck, and may not remove helmets until in the dugout area. They will be warned by the umpire and subsequent occurrences may result in ejection from the game. Additionally, helmets for players 18 years of age and younger must have a fastened chin strap. 4. No metal cleats or shoes with detachable cleats are allowed in any division. No hard plastic, nylon or polyurethane spikes similar to a metal sole and heel plate, are allowed in any division at any level of play. 5. Bat throwing is not allowed and a player will receive a warning on the first occurrence. Subsequent occurrences will result in the player being called out for this infraction. 6. All catchers must wear shin guards (optional in Co-Ed Slo-Pitch), chest protector, mask/helmet/throat protector and protective cups (males only) while playing that position. This protective equipment must be worn by any player while receiving warm up pitches. 7. No player is allowed to wear jewelry of any kind of material during the game. The only exception is Medic Alert Identification. Any player refusing to remove jewelry when requested to do so by an umpire will not be permitted to participate in that game. 8. A game may be interrupted to allow a player who is bleeding or has blood on their uniform a reasonable amount of time to treat and cover the wound or to change/remove/cover the soiled uniform. Having been given such time, the umpire may choose to have the player leave the game and have a substitute take the place of the injured athlete until the bleeding stops. (C.A.S.A. Rule). 9. Casts (plaster, metal or other hard substances in its final form) may not be worn in a game. NOTE: Any exposed metal (other than a cast) may be considered legal if adequately covered by a soft material, taped, and approved by the umpire. (C.A.S.A. Rule).

2 PLAYER CONDUCT Appropriate conduct Horseplay Alcohol, tobacco, drugs 1 Players must refrain from using abusive language, smoking, throwing or misusing equipment, or performing in an overly aggressive manner on the playing field. Any such infractions may result in ejection from the game and ballpark, at the discretion of the umpire. Repeat violators may be suspended or expelled from the league on the recommendation of the Division Director and approval of the Executive Committee. 2. Climbing the backstop, and horseplay are not permitted. Players must remain in their dugout area. PROHIBITIONS 1. No smoking, drugs, or alcoholic beverages are permitted on the benches, in the dugout, or on the playing field by any player or coach. The way you act and react at practice and at games will be copied by your players. Teach your players the meaning of good sportsmanship and insist that they reflect this behavior in their performance and conduct. Playing ball to have fun is the number one priority of the league and of the players. 2. Coaches must not harass or intimidate umpires, opposing players, coaches, or spectators. 3. Coaches ejected from the game will immediately leave the park. 4. Base coaches must remain in foul territory at least four feet away from 1st and 3rd base, respectively. 5. Coaches may not physically assist a base runner. If such assistance occurs, the base runner will be declared OUT. (C.A.S.A. Rule). COACHING GUIDELINES Coach responsibility for players Communication 1. Coaches are responsible for their players' conduct during the game and must insure that players not involved in the field of play are within the designated team area. 2. Coaches are responsible for informing players of all games and practices. Proper equipment 3. Remember, bats are not to be used for hammering in the base pegs. The coach should carry an appropriate tool for this job. With the exception of the following, regular C.A.S.A. rules apply. 3 2. PLAYERS All players in batting order, including those late Player rotation fair play Pitching rules 2.1 All players on the roster, who are present, will be placed in the batting order. Should a player arrive late, while the game is in progress (regardless of how many innings have been played), he/she may still play in the game. The player s name will be added to the bottom of the batting order and the player will play the usual rotation. 2.2 Coaches are encouraged to rotate players between infield and outfield positions. All players must sit out equally before a player sits a second time. 3. PITCHERS 3.1 a) TYKE/ATOM The ball will be pitched by a coach or parent volunteer for the full season. The pitcher (parent/coach) must not touch the ball when it is in play, except to pitch. 4. BASE RUNNING 4.1 a) TYKE / ATOM Runners may not leave the base until after the ball is hit. Runners must be hit home, they are not allowed to steal home. 5. THIRD STRIKE Batter out, runner can move 5.1 a) TYKES / ATOMS The batter is automatically out on the third strike in these divisions. However, in the ATOM and MITE divisions, the ball remains in play and base runners may advance at their own risk. 6. INFIELD FLY Infield Fly - definition 6.1 The infield fly rule will not be used in TBALL, TYKE, ATOM, MITE & SQUIRT leagues. 6.2 An Infield Fly is a fair ball (not including a line drive or attempted bunt) which can be caught, in the umpire's discretion, with ordinary effort by an infielder, when first and second bases or first, second and third bases are occupied with less than two outs registered by the team at bat. The infield fly ball does not need to be in the infield; rather the umpire decides that the ball could be caught by an infielder. Additionally, not every fly ball in the infield will be an infield fly ball. When the infield fly is called by the umpire, the batter is automatically out, regardless of whether the ball is actually caught. Base runners may advance with risk provided they tag up after the ball is caught. A tag up is not required if the ball is dropped. 4/20/13 3

COACHES Transportation to games Coach role models Team at bat location No physical assistance for players Player of the Game 1.1 Coaches are not responsible for transporting children to and from their game. 1.2 The aim is to teach basic softball skills and rules. Please remember that you are dealing with 6 and 7 year olds. Setting a good example through sportsmanship presents an extremely important role model. 1.3 When your team is at bat, please ensure that team members remain behind the backstop (standing/sitting in their batting order, well out of the way of the diamond). The on deck batter must be ready, but remain behind the backstop until it is his/her turn to bat. 1.4 No coach, parent or other assistant may physically assist any player on the field of play. 1.5 At the end of each game, the coach shall designate a Player of the Game from his/her team for special recognition. 2. PLAYERS Uniforms No cleats Catchers Helmets 2.1 Players must wear their pants, team jersey and hat. This requirement is a means of saying thank you to the sponsors who provide support so that our youngsters can play. Shorts are not allowed for any house league play. Players wearing shorts are will not be permitted to play. 2.2 Shoes with metal, hard plastic or removable cleats cannot be worn. Sandals and thongs are not allowed. Soccer-type shoes with rubber cleats are acceptable. 2.3 Catchers must wear shin guards, catching mask and chest protector while playing this position. 2.4 Approved helmets must be worn by players when batting, base running, pitching, or playing first base. 3. THE GAME Maximum innings, time All players in batting rotation Record keeping 3.1 The game will be a maximum of 3 innings in duration. Games start at 6.45 P.M. sharp!! No new inning will begin after 7:30 P.M. 3.2 All players on the roster, who are present on the day of the game, will hit in rotation. All batters will have a turn at bat each inning and this constitutes an inning regardless of the number of outs registered against the team. 3.3 A batting order shall be maintained by the coach for the purpose of ensuring a correct batting rotation. 4. DEFENSIVE RULES Player rotation Defensive coaches allowed No bowling 4.1 Rotation of players is mandatory. All players must rotate between the infield and the outfield. No player my play the same infield position for more than one inning in the same game. 4.2 While a team is in its defensive half-inning, two defensive coaches may be on the field to assist verbally in the positioning of players. 4.3 Absolutely no bowling of the ball to a base shall be allowed. An attempt to throw (either overhand or underhand) must be made. Penalty the runner is safe. Note: players should be encouraged to throw for an out and not chase the runners. 4/20/13 4

5 5. BASE RUNNING When runners advance No advance on overthrow 5.1 When a ball is hit in fair territory, runners may advance until a defensive player throws the ball. Runners attain the next base with liability (this means the runner either reaches the base safely or an out is registered). The runner cannot advance beyond the next base after the throw has been made. The play is dead when all runners reach the next base safely or the out(s) are registered. 6.2 Base runners can only advance when a fair ball has been hit. 6.3 Base runners will not be awarded a base on an overthrow (An overthrow occurs when the ball is thrown out of the field of play). No overtaking preceding runners One runner to a base No lead-offs 6.4 A base runner is automatically out when he/she physically passes a preceding base runner on the base path before that preceding base runner has been put out. 6.5 Two base runners may not occupy the same base et the same time. The runner who first occupied the base is entitled to it until such time as he/she has attained the next base in order. An out is registered by touching the trailing runner (the one who is not entitled to the base) with the ball. 6.6 Lead-offs are not permitted. Base runners should not leave their bases until the batter hits the ball. 4/20/13 5
