1 Commentary on Strategic Cycle Routes in Portsmouth - Annex A A Detailed Comments on Eastern Road Route Velder Avenue Jn with , Milton Road, Rodney Road, Alverstone Road Access from Alverstone Road. No provision for cyclists at lights (e.g. ASL) or cycle provision on single lane section of Velder Ave. No provision for cyclists at all. Cyclist must either cross multiple lanes of traffic (unless turning left) or mount the pavement and use pedestrian facilities. Velder Avenue , Short, narrow cycle path adjacent to parked cars (hazard from doors). As Velder Ave widens to accommodate 2 lanes of northbound traffic the cyclepath diverts onto the pavement where it is unsegregated from pedestrians No provision for cyclists at all Southbound on Velder Ave. It is presumably assumed that they are all killed when they are tipped back into the traffic flow at the end of Eastern Road. Eastern Road , to , Shared pavement access. Obstructed by: 1. Eastern Ave Bus Stop, which the cyclist must pass behind, through crowds at busy times; 2. Lay by with very rough surface where the cyclist should briefly leave the pavement before remounting after a short distance; 3. Ambulance station car par entrance; 4. Ambulance Station; 5. Langstone Road. Traffic on the road has priority over all of these (except the Ambulance station), cyclists on the pavement must give way. Shared pavement access very poor surface and crossed by kerbstones at oblique angles. Pavement constrained by vegetation at Eastern Ave junction where the cyclist must give way to left turning traffic approaching from behind. As on the other side the path is obstructed by Eastern Ave bus stop and usually blocked by illegally parked cars on football match days. The cycle path just ends at the Junction with Moorings way and Velder Ave with no signage or safe way to rejoin the carriageway. Eastern Rd Jn with East , Shore Way After crossing Eastern Road cyclists Same issues must cross East Shore Way. Traffic Leaving East Shore road is controlled by lights but the state of these lights is not visible to the cyclist. Traffic can turn left from Eastern Road into East Shore Way at speed. The redevelopment at this location has been a missed opportunity to extend the Eastern Road Cycle Path. Eastern Road Cycle Path, opposite Sword Sands Road , Hazardous left hand then immediate Same issues right hand right angle bends. Force cycles to slow, awkward for unstable (e.g. child-carrying) cyclists. Eastern Rd Jn with Tangier Road , Junction with Tangier Rd. Access to Same issue. Tangier Road from Eastern Rd CP is via dedicated traffic light for cyclist which is triggered by a sensor in the short cycle path. The location of the light and the function of the crossing are unique in Portsmouth and likely to be entirely unfamiliar to the uninitiated. Eastern Road CP, Junction with Car Park , Dropped kerb is still relatively high and can be approached at an Same issue but more acute in this direction. Page 24 of 62

No visibility to cyclists of state of traffic lights means that guesswork must be used to cross Harvester car park entrance. No cycle access to Burrfields Road. High hedge on Eastern side and 4 lanes of high speed traffic on western side leave no room for error. Exacerbated by entrances to compounds which give little visibility of cyclists to traffic entering/emerging or vice versa. No signage warning traffic to give way to cyclists (in fact there is indication on the path that cyclist should give way to traffic entering/leaving these gates). Page 26 of 62

No indication about state of lights (i.e. whether the heavy lorries waiting to exit industrial place are about to crush you). No access to Anchorage Road/Morrisons. Same issues. Eastern Rd CP , Path narrows drastically and returns to shared access. Hazardous for cyclists meeting head-on. Same issue. Page 28 of 62

Dangerous for 2-way cycling. When a kerbside barrier starts near the junction it is low and hard to spot meaning it is a hazard in itself. This part is particularly hazardous for wide bikes e.g. those pulling child trailers. 8 Commentary on Strategic Cycle Routes in Portsmouth - Annex A Eastern Rd CP at Farlington RAB , Crossing this junction to proceed to the Northern section of the Eastern Rd is tortuous it involves the use of 4 traffic light controlled crossings and takes in excess of 2 minutes. Same issues apply. Access to Farlington Marshes CP is even less clear here Are cyclists supposed to ride over the rapidly eroding dirt bank or should they follow the pavement to the right and then turn left to enter via the car park as Northbound cyclists do? Eastern Rd CP opposite , Perry's motor dealership Narrow, shared use. Same issue. Eastern Rd Farlington Shell Petrol Station/Hilton Hotel The cycle path crosses the entrance of the garage as cars accelerate out to rejoin the carriageway. There appears to be no indication to cars that they should give way to or beware of cyclists. The entrance slip road to the garage indicates that cyclists should give way to traffic entering. The issue is much worse as traffic entering the garage and therefore crossing the cycle path can be doing so at some speed and is approaching the cyclist from behind. Similar issue at the exit to the garage traffic approaches the cyclist from behind , Page 30 of 62

10 Commentary on Strategic Cycle Routes in Portsmouth - Annex A Eastern Rd / Fitzherbert , Rd Jn Very narrow shared access path Issue less severe as only Fitzherbert approaching junction, inadequate for Rd needs to be crossed. This still bidirectional cyclists & pedestrians. takes approximately 90 seconds. The path for cyclists to cross the junction is not obvious. The cyclist must assume that they should now cross to the western side of the Eastern Rd as a cyclepath now starts on that side (the left hand side). Doing this is tortuous, time consuming and dangerous particularly as there is no pedestrian phase of the lights crossing the Eastern Rd at either end of the junction and the central refuges are too narrow to accommodate a bike (especially when towing a trailer as might well be used for a supermarket trip) or using a tandem. Eastern Rd CP North of , Fitzherbert Rd Narrow, shared access, severely constrained by Fitzherbert Rd Bus Stop. Shared access pavement CP constrained by vegetation and signs. Too narrow. There appears to be a largely redundant RH filter lane in the road which could be sacrificed to make better space for cyclists. Page 32 of 62

13 Commentary on Strategic Cycle Routes in Portsmouth - Annex B B Detailed Comments on Copnor Road Route Central Southsea No signage indicating cycle route out of city (e.g. via Speck's Lane) Milton Road, approaching St Mary's hospital , Very narrow lane, heavy traffic generally impatient to pass if road clear or causing obstruction to cyclists if busy. Milton Road, St Mary's junction , No cycle facilities (e.g. ASL) or cycle Same issue lane to bypass traffic queue. Two lanes, cyclists wishing to turn right into Alverstone Rd/Rodney Rd must cross into right hand lane. Challenging manoeuvre, especially for inexperienced cyclists. Traffic overtaking stopped buses and then pulling back into left lane is a particular hazard. No facility for cyclists at lights (e.g. ASL); outside peak times the lights appear to be controlled by sensors in the road so a cyclist waiting will not get a green light until a car joins the queue. 14 Commentary on Strategic Cycle Routes in Portsmouth - Annex B Milton Road, approaching Kingston Prison roundabout , Two narrow lanes for motor vehicles, very narrow and perilously little space for a car to safely pass a cyclist. Bus lane on approach to roundabout gives priority access but puts cyclists on left of all traffic difficult if cyclist wishes to turn right. Drivers are generally unaware of highway code rule 183 (drivers should cede priority to traffic emerging from a bus lane). The island separating the bus lane from other traffic brings buses and bikes into conflict. Milton Rd (N)/Baffins Rd , (S) Northbound on Milton Rd no issues Southbound on Baffins Rd cycle path runs directly behind echelon car parking. This is hazardous as larger vehicles (e.g. trade vans) that are often parked there do not fit fully into the spaces and consequently block the cycle lane. Copnor Bridge Cycle path on left of carriageway. Traffic approaching the bridge often enters the cycle path as the road bends left, as the road bends right the line of the cycle path is hard to follow. It is best for cyclists to ignore the cycle path and take primary position on the carriage way. Southbound the cycle path is often blocked by cars waiting to turn left into Baffins At busy times when a cyclist may be using the path to pass traffic on the left hand side cars turning left present an additional hazard, as do cars 'edging out' from Dover Rd onto Baffins Rd , Page 36 of 62

Exacerbated by cars advertising car wash parked of double yellow lines. Copnor Road, from Chichester Road to Stubbington Ave , , Narrow carriageway, choked by parked cars on both sides. Same issue Copnor Road/Stubbington Ave/Burrfields Rd Junction , ASL for cyclists but no adequate route past traffic to get to it. ASL for cyclists but no adequate route past traffic to get to it. There can be very lengthy queues at this junction and the cycle lane to the ASL is about the length of 3 cars. Copnor Road/Norway Road jn , narrow lanes approaching lights, no facility for cyclists at lights. 2 narrow lanes approaching lights; in order to go straight on cyclist must move into right hand lane, crossing sometimes busy fast moving goods traffic turning left into Norway road. No ASL for cyclists or route past queuing traffic. Island at South side of junction means that cars tend to race past in the junction to try to get through the pinch point before cyclists. Copnor Road/Old London Road Jn , Fast moving one-way system with 2 lanes of traffic. Requires confident riding. No access to Peronne Rd which leads to an excellent pedestrian & cycle bridge to Cosham. Fast moving one-way system with 2 lanes of traffic. Requires confident riding. Copnor Road, Peronne Rd , NA 2 lanes of traffic. Cycles heading for North End must now bear right into lane 2. No signs at all for the excellent cycle/pedestrian bridge to Highbury and Cosham. Old London Rd/London Rd Junction , Traffic turning left into London Rd tends to cut across cyclists here causing a hazard. As the road merges with London Rd the cyclist finds himself in lane 2 of a busy 3 lane road and has to cross a lane of undertaking traffic to reach the NA Page 38 of 62

London Rd, News Centre pedestrian crossing , NA London Rd/Northern Parade Jn , Busy junction with clearly marked bus lane. Hazard can be caused by traffic crossing the bus lane to enter and leave city bastion petrol station. London Rd Southbound , NA London Rd Bus Interchange Bus lane leads to cycle lane bypassing Hilsea roundabout. Cycle lane is poorly signed. Any cyclist who does not have prior knowledge of the cycle lane is likely to follow the bus lane onto the roundabout proper, which is highly dangerous especially if the cyclist aims to take any exit except the first , Fast traffic in two narrow lanes with no bike or bus lane. Pedestrian crossing to News Centre causes a choke point bring traffic closer to the cyclist. Car park exits into bus lane which ceases after a short distance at the Military Rd junction. Cyclist must merge right into fast 2 lane traffic on London Road. Page 39 of 62

Very narrow with blind bend and frequent obstructions by road signs etc. Hilsea Roundabout car park , NA The cyclist emerges from the underpass into a semi-derelict car park. Access to this car park is poor the cyclist must either cross a short unsurfaced stretch to reach the car park or use the pavement. Hilsea Roundabout cycle path (N) , Junction between cycle paths is completely unsighted due to hedge. Path widens after this junction. View is clear for Southbound cyclists. Page 40 of 62

As cycle path bears right to enter the underpass beneath Western Road there is a confusing (and presumably obsolete as both sides are signed as cycle path) 'END' painted on the surface. 20 Commentary on Strategic Cycle Routes in Portsmouth - Annex B Hilsea Roundabout cycle path, between Western Rd and Northern Rd , As cycles emerge from the underpass there is no signage to indicate that the cycle path North mounts the pavement to head towards Northern road. No issue. Hilsea Roundabout cycle path (S) , NA Underpass on Eastern side of Hilsea roundabout has barriers at both ends- these make access to nonstandard bikes (e.g. trailer towing bikes, tandems) awkward or impossible. Sharp bends at both ends makes it impossible to see oncoming bikes or pedestrians. Page 42 of 62

21 Commentary on Strategic Cycle Routes in Portsmouth - Annex B Junction between Northern Rd and Portsmouth Rd , NA Very heavy traffic, the pavement cycle path is badly signed and likely to be missed by a cyclist heading S on Northern Rd. The crossing from the cycle lane to the island in to Portsmouth Rd junction does not align with the bus lane. If the bus lane is missed then there is no second chance to access the cycle route on the Eastern side of Hilsea roundabout meaning the cyclist is forced onto the roundabout proper, which is highly dangerous. The cycle route is not signposted from Northern Rd or Portsmouth Rd. Northern Road Cycle/pedestrian crossing , Northbound cycle path ends here. NA No signs to indicate where a cyclist should go next or how to rejoin the main carriageway. It appears that the preferred option is to cross Northern Road at the crossing and start to head south again i.e. giving up and going home. 22 Commentary on Strategic Cycle Routes in Portsmouth - Annex C C Detailed Comments on Pilgrim's Way Route Hilsea Roundabout , Track comes to an end just north of Track bumpy, signs exist but are out Hilsea roundabout with no real of date (e.g. no mention of indication of where cyclists should go Gunwharf). next. No signs. Acute angles at cycle path intersections block sight lines and make it impossible to see cyclists approaching from Hilsea. Hilsea Roundabout Mountbatten centre , , Cyclists filtered left at acute angle over raised kerb. Rough surface, particularly uncomfortable for riders of narrowtyred bikes. Page 44 of 62

Sharp left turn dangerous at night as very difficult to see and failure to negotiate will result in a plunge into the sea. Matapan Rd playground , Same issue Unclear marking at junction, lack of signs. Bollards in centre of cycle path. Mountbatten Centre Same issue with respect to signing but angle of turn is much less acute. Access to the Mountbatten Centre cycle race track is via a narrow path which accessed via an extremely sharp (135 degrees) left turn. The status of this path (footpath, cycle path, bridleway) is not indicated. However, it must be considered that the cycle track is the sort of place some cyclists may be headed for therefore cycle signing and access should perhaps be more carefully considered , Page 45 of 62

Confusing arrows painted on cycle path incorrectly suggest that it is one way (note that heading North RH side is for cyclists and LH side is for pedestrians) No proper entrance to Mountbatten Centre for cyclists, no signs for any bike parking or indication to cyclists of how to access the facilities. Mountbatten Centre , Entrance to cycle path at Northern end of Twyford Ave is fouled by some sort of electrical installation in the centre of the path. Confusing marking on cycle track which appears to bear right to join the end of Twyford Avenue but the painted markings bear left into a flower bed. There are also mysterious give way lines on the track. Page 46 of 62

Cycle path through industrial premises/portsmouth Greyhound track , Same issue. Entrance South of Greyhound stadium is poorly signed and it is too easy for the cyclist to mistakenly head into the stadium car park and onto a footpath leading towards the M275. Dangerously bad surface, narrow path with bollards in centre. Very intimidating something of a wasteland. Feels very unsafe for vulnerable cyclists, especially after dark. Page 47 of 62

Jervis Rd/Stamshaw park entrance , Same issue Dropped kerb to access shared pedestrian/cycle path though Stamshaw park often blocked by illegally parked vehicles. Stamshaw Park , Same issue Shared route. Surface badly broken up by tree roots. Page 48 of 62

27 Commentary on Strategic Cycle Routes in Portsmouth - Annex C Stamshaw Park/Knox Road , Entrance to Stamshaw park via Knox Road. No drop Kerb. Paths into Stamshaw park are confusing and badly signed. Easy to end up at Skate Park or Newcomen Road by mistake. Stamshaw park ends in a labyrinthine car park the route through which is not at all clear. However, the official cycle route actually bears left (this iss hard to spot) just before the car park and joins Knox Rd. There is no dropped kerb to allow the cyclist to smoothly return to this quiet residential road. The absence of a dropped kerb was perfectly concealed by a large pile of fallen leaves at the time it was surveyed meaning that the high kerb comes as a rather hazardous surprise. The cyclist is then directed to proceed back up another high kerb to follow a shared cycle/footpath to Ranelagh road. Lack of signs. Page 49 of 62

Signed only for Whale unsigned Island. Cyclist seems to be expected to travel contraflow on oneway street. Not aware that this is yet allowed in this location. Page 51 of 62

30 Commentary on Strategic Cycle Routes in Portsmouth - Annex C Entrance to Twyford Ave Underpass , Sharp left turn for traffic-free route, bollard in centre of very narrow route. Bollards in centre of lane. Access to underpass hampered by barrier which effectively prohibits access to tandems/trailer towing bikes/trikes etc. No signs for Continental Ferry Port here. Rudmore Roundabout twilight zone , Same issues as Southbound with an extra hazard which is the barrier in the underpass leaving Northward towards Twyford Ave which slows the cyclist to a dead stop at the bottom of the slope. This makes it difficult to climb out of the underpass. Gloomy, threatening, desolate area underneath M275. Underpasses contain sharp, blind bends which are very hazardous for 2-way cycling. Western Underpass which leads almost directly to the continental ferry port is not signed as such it is only signed for Wharf Road, which won't mean a lot to most people. No useful signing for cyclists arriving in the city via the continental ferry port just a wasteland and a motorway welcome to the UK. Page 52 of 62

31 Commentary on Strategic Cycle Routes in Portsmouth - Annex C Mile End Road , Same issue As cyclists climb out of the underpass from Rudmore Roundabout they are presented with a sign for 'Ferries' not very helpful. The Continental Ferry Port is best accessed from Rudmore Roundabout (in the opposite direction to the sign). The Isle of Wight Ferries are in the direction the sign points as is (loosely) the Hayling Ferry. Mile End Road, Buckland , Continental Ferry Port accessed via pedestrian only crossing (cyclists must dismount). Continental Ferry Port accessed via pedestrian only crossing (cyclists must dismount). Cycle path (separated from pavement via coloured surface) gives way to pedestrians before joining Estella Rd. The cyclist who heads for these signs on the assumption they continue the cycle route goes the wrong way they are pedestrian only signs. Cyclists need to turn left. Surface still appalling. Very narrow 2-way cycle path leads from Grafton Street to an underpass leading towards the Town Centre/Dockyard/Historic Ships. Tight right turn into underpass. Grafton Street to Herbert Street underpass Same issues Badly surfaced underpass with a distinctly threatening feel. Often obstructed by rubbish/discarded shopping trolleys etc. No signs at Western End to indicate to the cyclist whether they should follow Mile End Rd or Herbert St , Page 55 of 62

Inconsistent signs - the Historic Dockyard is now not mentioned but the Naval Base suddenly is. Poor surface. Hope Street, Market Way, Unicorn Rd , , Same serious issues. Narrow 2-way cycle path shared with pedestrians. Fast moving traffic (closing speed ~50mph) within 1.5 metres on one side and dockyard wall on the other. No room for error. Frequently fouled by fortifications protruding from wall at head height and by large road signs which are mounted on double poles on the pavement/cycle path. 37 Commentary on Strategic Cycle Routes in Portsmouth - Annex C Unicorn Rd entrance to Naval Base , Underpass exit to Unicorn Gate is poor the cyclist is not expected by or visible to traffic entering/leaving the naval base and the cyclist has no visibility of traffic leaving the base. There is no obvious route across the wide entrance and the way is also fouled by a sharp speed hump running parallel to the cycle lane. This junction is crossed via 3 Toucan crossings, which means that a legitimate crossing can take some time. The cycle route appears to end here There are several signs indicating End of Cycle Route on Alfred Rd and cyclist dismount signs. It appears that the cyclist must dismount, cross Alfred Rd via the pedestrian crossings and then join the two lanes of heavy traffic on Alfred Rd. This would very likely drastically shorten one's life expectancy. However, there is an excellent underpass with a dedicated cycle lane running from the Dockyard Gate on Unicorn Rd to Edinburgh Rd. This is not apparent (unless you already know about it) and it is poorly signed. There are no signs to Historic Ships, Gunwharf. Page 59 of 62

Patchy cycle lane, constrained by parked cars which force cyclists and the heavy traffic together. Queen Street/St James' , Street No issue Cycle route turns left to take cyclists away from the traffic. The sign for this (placed on the right behind other signs) is hard to spot. The Hard Signs for route onto College Street is hard to spot in the cluttered environment, hidden on the far left well away from the junction. Only signed for City Centre and Fratton. Arrive at The Hard via Kent Street/College Street.
