7 Sign Design Manual (TEM 295-2) General Introduction Although physically a separate publication, the Sign Design Manual (SDM), has also been incorporated by reference into the Traffic Engineering Manual (TEM) as Section The SDM, is intended to provide standard sign designs for the signs prescribed or provided for in the Ohio Manual of Uniform Traffic Control Devices (OMUTCD) and the TEM. TheOMUTCD and the TEM are both available on the ODOT web site, and revisions of the TEM and this Manual are posted only on the ODOT web site. The ODOT web address is provided on the back of the title page for this Manual. These designs have been provided by the ODOT Office of Traffic Engineering for use by all traffic authorities, agencies, jurisdictions and persons involved with the fabrication, installation and maintenance of traffic signs on streets and highways in Ohio. If there are any questions about any of this material, please feel free to contact us. Contact information is provided on the back of the title page for this Manual. The drawings in this Manual are presented in English units and are provided to promote uniformity in design throughout the State. As stated in OMUTCD Section 2A.06: Standard: Uniformity in design shall include shape, color, dimensions, legends, borders, and illumination or retroreflectivity. Where a standard word message is applicable, the wording shall be as herein provided. Standardization of these designs does not preclude further improvement by minor changes in the proportion or orientation of symbols, width of borders, or layout of word messages, but all shapes and colors shall be as indicated. In situations where word messages are required other than those herein provided, the signs shall be of the same shape and color as standard signs of the same functional type. Except as stated in the Option below, Internet addresses shall not be shown on any sign, supplemental plaque, sign panel (including logo panels on specific service signs), or changeable message signs. Guidance: Unless otherwise stated in this Manual or shown in the SDM for a specific sign, and except as stated in the Option below, phone numbers of more than four characters should not be shown on any sign, supplemental plaque, sign panel (including logo panels on specific service signs), or changeable message sign. Option: Internet addresses or phone numbers with more than four characters may be shown on signs, supplemental plaques, sign panels, and changeable message signs that are intended for viewing only by pedestrians, bicyclists, occupants of parked vehicles, or drivers of vehicles on low-speed roadways where engineering judgment indicates that driers can reasonably safely stop out of the traffic flow to read the message. Highway agencies may develop special word message signs in situations where roadway conditions make it necessary to provide road users with additional regulatory, warning, or guidance information. OMUTCD Sections 2A.13 and 2A.14 also provide, in part, that: Revised January 20, General Information

8 Sign Design Manual (TEM 295-2) Standard: Symbol designs shall in all cases be unmistakably similar to those shown in this Manual andinthe SDM (see Section 1A.11). New symbol designs shall be adopted by the Federal Highway Adminsitration based on research evaluations to determine road user comprehension, sign conspicuity, and sign legibility. Guidance: New warning and regulatory symbols signs not readily recognizable by the public should be accompanied by an educational plaque. and... Standard: Except as noted in Section 2A.06, all word messages shall use standard wording and letters as shown in this Manual and the SDM (see Section 1A.11). An attempt has been made to provide uniformity of specific design details between two or more different types of signs having approximate sizes. Additionally, details for arrows and other items have been standardized as much as possible to facilitate fabrication of the signs and for national uniformity. For word messages, although some of the older designs provide detail letter placement information, the newer drawings show only the overall length and placement of the characters. Only the Series 2000 Standard Alphabet spacing charts may be used to determine overall length. Spacing tables for this alphabet and general design information are provided in Appendix D. The spacing between individual character combinations can be adjusted visually to attain the most satisfying balance. Where spacing between individual letters has been reduced or increased, the dimension is noted by an asterisk on the plate dimension detail. Any such change represents a deviation from the full spacing as suggested in the spacing charts provided in Appendix D. For symbol messages, the overall height and width of the symbol and its placement on the sign is shown. The exact detail of the symbol is shown on a grid. All symbols and symbol drawings are contained in Appendix A. Any symbol may be enlarged to any size if done proportionally. The grid is provided as a reference to ensure proportional relationships remain correct. The Sign Design Manual prescribes design details for a number different sign sizes to reflect the specified sizes in the OMUTCD, based generally on three types of highway facilities, freeways, expressways and conventional roads, and the following categories: Minimum - For use on low-speed roadways where the reduced legend size would be adequate for sign legibility. Low-Volume Road - A roadway outside built-up areas of cities, towns and communities that is either paved or unpaved having a traffic volume less than 400 vehicles AADT. Special Purpose Road - A low-volume, low-speed, road that serves recreational or resource development activities or that provides local access. Bicycle Facilities - Facilities provided for bicycle usage defined as either in the roadway or a shareduse path that is physically separated from motorized traffic. 9 Sign Design Manual (TEM 295-2) Oversized - The oversized sign size and larger freeway and expressway signs may be used for those applications where speed, volume or other factors result in conditions where increased emphasis, improved recognition or increased legibility would be desirable. The sign size tables are found in the appropriate Sections of the OMUTCD. The OMUTCD is available from the Ohio Department of Transportation s web site at Additional design information has been provided in Appendix B, and Appendix C details Ohio s Freeway and Expressway Guide Sign Design Method. The decision to use the most appropriate sign size is the responsibility of the street or transportation agency or engineer having authority over the traffic facility. Larger signs are needed for two reasons. The driving population is aging, with reduced visual acuity requiring larger sign legends for the signs to be read. There has also been an increase in traffic volumes and multi-lane roadways dictating larger and more effective signing for conspicuity and legibility. Revised January 20, General Introduction
