1 The York and North Yorkshire Road Safety Partnership 95 Alive Officer Working Group Friday 25 th October 2013, 09:30 NYP, Athena House, York Attendees: Honor Byford () (Chair) Mark Naylor (MN) (via teleconf, part) Teresa Saxton (Minutes) Dave Brown (DB) Mick Barron (MB) Jack Lewis (JL) 1. Apologies Allan McVeigh, Trish Hirst 2. Minutes from the Previous Meeting Agreed as an accurate record. 3. Matters Arising Not Covered on the Agenda None. 4. Data informed group there are no updates as yet but Paula Dea (PD) working on them at the moment and as soon as they are ready will circulate to the group. TdF Routes & PD producing reports on this and will send out frequently each time they are completed. Building a Legacy NYCC is wanting to raise promotion on cycling and how it can be taken further. /PD working with Emma Davis on this. to look at Skyride Schemes for Older Cyclists and also look at feasibility of involving NYF&R. to speak to Mark Naylor re the potential for fire-fighters helping with this scheme. to check with British Cycling to see what schemes they have ongoing. /PD 5. Speed Management Protocol Review, Camera Enforcement and Speed Watch sent round the final document for the Speed Management Protocol and a discussion took place regarding this. to send it to 95 Alive Steering Group. 1
2 All agreed a need for an E-Publication Scheme to sort/action and update quarterly. It was also suggested to make the Protocol more widely known. Encourage and send to Parish Councils and update Websites on a regular basis i.e. couple of times a year. Speed Camera Enforcement DB advised group he is working through his review of all current operational sites but there is a lot more work to be done on this. Speed Watch DB informed group he has not received any strategic information as still in a period of transition since DCC Iain Spittal left. DB has received no further updates on SMP Data from Districts. DB to look at and do more work on the impact on enforcement of VAS. He is working with NYCC engineer, Darren Griffiths on this. DB has had exchanges of s from the Police & Crime Commissioners Office regarding enforcement and traffic management and thinks they still have some concerns regarding the SMP. 6. Progress on PRG Work Streams Children s Traffic Club advised this is working well. has been liaising with dbda and their Consultants Rob Gifford Associates, and agreed the evaluation format and approach etc. to feedback findings on how the programme is working once all the data has been completed. Motorcycling informed the group that Fiona Ancell has been summarising what has happened this year and she and are taking a fresh look at what we are doing, will liaise with partners as soon as we have a basis for discussion re next years programme The groups are already planning by end November details on how to deploy and a tactical plan re speed camera vans and motorcycles, drink driving and young and old drivers. to send D&D report to Jack Lewis. MB advised that Nick Hunter has put the prevention/reduction of road deaths back on the Crime Plan regarding for NYP. This means it is a stated priority has received a request for Motorcycle casualty numbers and Shiny Side Up signage for the A684 from Sgt Stewart Grainger, NYP. He asked if NYCC could assist with developing more enforcement sites? has asked FA to look into the Shiny Side Up and also Paula to look at the data and look at the top 5 sites. to send DB information regarding A684 request. 2
3 Cars & Cyclists Identifying reasoning what they can and can t see. s team has been looking at the latest research report. FA and PD are reviewing the social profiles of who the riders are in regards to accidents. Can we communicate any better and to what age group. Are they deliberately reckless behaviours or human errors and how best to address them Think Bikes Discussion took place regarding signage on roads where cycling accidents have taken place. The NYCC team and regional RS group are developing combined Think! Biker and Cyclist stickers. advised it is at the final proof stage. More work is on-going with the regional group re cycling and TdF and cycling within Schools for Bikeability basic training and cycling as a sport. Older Drivers informed group this is going well but funding runs out March 2014 but is looking at outcome to see if further funding can be obtained. DB to look into extracting data from information he has collated regarding elderly drivers and send to. to speak to David Clark to see what information he has on this. Young Drivers informed group this is slowing down. NYCC looking at this over the coming months and where we are heading with it with regards to further funding. 7. Report and Presentation to Steering Group for PCC The presentation is complete. A discussion took place regarding the period of time to bid for future funding. The Outcomes and Outputs are to be added to the reports for bids. 8. Commissioning Event found it very interesting. PCC looking at two Community Partnerships under one CSP Forum and commissioning programmes that make a measurable and reportable difference to local communities. JSI Assessment due December and rolled out after that. handed out the draft new CSP structure and a discussion took place Memorandum of Understanding, Project Agreement Form and Grant Application Form These are to be put forward to Steering Group next week and a discussion took place regarding these documents. to send the draft Action Plan to the group. Hartwith Drive, Harrogate This has gone through SMP regarding 20mph. Donna Hodgson is concerned and looking into the background of this and when the scheme was put in place. has asked for data so she can take to her Directors to review. MoU Nothing to report. 3
