This projec is par of he US 113 Corridor Improvemen Plan, which includes proposed ransporaion improvemens along abou 30 miles of US 113 from Ellendale o he Delaware/Maryland sae line. 2 PROJECT PURPOSE & NEED The purpose of he projec is o preserve mobiliy for local residens and businesses while providing roadway improvemens along US 113 ha would reduce congesion, improved safey, and accommodae anicipaed growh in local and seasonal raffic. Sussex Couny coninues o grow a a high rae. New developmen is rapidly replacing farm fields, and i is expeced o increase he Couny s populaion and employmen by approximaely 50 percen over he nex 20 years. Coninued developmen in he sudy area would require addiional access poins and raffic signals along US 113, resuling in greaer conflics, reduced safey, and increased raveler delays. This projec is needed due o he exraordinary growh along he US 113 corridor, and is burden on he local and regional ransporaion nework. 3 LOREM IPSUM PROJECT BACKGROUND AND SCHEDULE The inersecion a US 113 and SR /SR was deermined o be a prioriy ransporaion improvemen due o he exising raffic congesion and repored crash raes. During summer peak periods, he inersecion operaes a Level of Service (LOS) E wih an average delay of 78 seconds per vehicle. The hreshold for LOS F is 80 seconds. By 2040, wihou any improvemens, he average delay during summer peak periods will be over 260 seconds and vehicle queues will exend well beyond he exising capaciy. Beween February 2015 and February 20, a oal of 128 crashes were repored a he inersecion, which is he highes rae among inersecions in he Georgeown Area. Among he repored crashes here were 105 (82%) rear end crashes and 43 (34%) were easbound righ-urn, rear end crashes. Tweny-wo (17%) of he repored crashes involved an injury and 36 (28%) crashes were repored during he summer. 4 PROPERTY ACQUISITION PROCESS PROPERTY ACQUISITION PROCESS If i is deermined ha all or a porion of your propery is necessary for he projec improvemens, will conac you well in advance of any consrucion aciviy and follow he process oulined below: RELOCATION PROCESS There are wo basic ypes of relocaion processes: Residenial. Public Workshops Non-Residenial (Commercial/Indusrial). 's Righ of Way saff aends workshops when here are poenial righ of way impacs. Saff begins o inerac wih propery owners who may be impaced a he ime. Appraisal Process mus have a Fair Marke Value, in wriing, for all acquisiions. Owners are given he opporuniy o accompany he appraiser. All appraisals are reviewed by a licensed appraiser. Negoiaions An Agen will conac he owner in person or via mail o begin he Residenial Tighly conrolled by 49 CFR, Par 24 and Tile 29, Chaper 93 (Federal Regulaions) and Delaware Code. Owners/Tenans are provided various opions including housing/renal supplemens and moving coss. Owners/Tenans are no required o vacae unil offer has been made, lisings of available comparable housing has been provided, and he Sae has acquired legal ownership of he propery. Non-residenial negoiaion process. The Owner will receive a copy of he Sae's appraisal or Waiver Valuaion Moving coss and re-esablishmen expenses as well as advisory assisance is offered. for non-complex acquisiions.
