1 RAMS FORM Activity: Race 1 of the Auckland Secondary school Series of Mountain Bike Cross Country Races hosted by Jafakids for Auckland Secondary Schools. The aim is to improve the riding skills of Auckland riders in preparation for Secondary School National Championships. Date: Sunday 7th May 2017 The event consists of a short duration (approx 1 to 1.5 hour) Cross Country mountain bike race. Instructors Key personnel: John Bolland Head Marshall Thomas Neradt Race Manager Jon Hasler Event Manager Location: Riverhead forest, Waitakere. Race starting at Barlow s Road entrance to the forest and following the loop as shown in the attached map. Race route: The course follows the track leaving the start/finish area to the south east parallel to Barlow Road uphill towards the floating bridge. [Marshall 1] It crosses the bridge and continues on uphill and towards the right to cross Hansen Road, [Marshall 2], across the road into Patterson 1.5 and after 100m veers left into the Patterson Link track. This trail runs parallel south to the road and eventually turns right up two pinch climbs and then continues left into Patterson 2 [Marshall 3] The course continues back down Patterson 2 onto Hansen Rd [Marshall 4], turning right onto (the new logging) Hanson road and then into the two-way section on [Marshall 8]
2 At the end of the 2 way section turn right into trail No.13 (Lower Hanson) and follow the trail all the way to where it T-intersects with the gravel (Hansen) road [Marshall 5] Turn left along Hansen Rd for about 100m and keep right into the track leading to the fire hut trail, turn left onto fire hut trail [Marshall 6] and continue up hill. Then left into Loamy DH, at the bottom of this turn left and then right back onto Hansen Rd, then left [Marshall 7], back into the two-way section until the River Trail to the right. About two-thirds of the way in past the bridge [Marshall 9] to the start of the picnic area and up to Race HQ and the finish. Risks Traffic Management Parking Car park provided at Riverhead Forest. Overflow in areas outside first gate by Ararimu Valley Road and Barlow Road.. Road Crossings The trail course will neither use nor cross public roads. Signage Substantial signage will be erected to advise: Event area Briefings Volunteer briefing Identification of key personnel Hazard review Identification Traffic Management (as above) Participant briefing Hazards (as in appendix 1) Non Smoking event No Fires No Rubbish Emergency evacuation (fire) First Aid Procedure (St Johns) 3. Risk Assessment & Management Table Mountain Biking The purpose of this table is to identify all the risks relevant to the operation of mountain biking Events on Bike Park program. Hazard Mitigating factors Clients previous medical history St Johns will supply all event emergency support including 4WD access, radio communication and liaison with external emergency services as required Hot weather causing Clients will be advised to carry water on a normal day and dehydration of clients while will be encouraged to wear appropriate clothing. Water riding, heat exhaustion will be available at event HQ Clients becoming wet and cold A waterproof raincoat and wool or polypropylene thermal underwear are advised to be carried on days forecast for bad weather.
3 Risk of minor accident (sprain, scrape) possible causes: slippery track, fences, trees, banks, rocks, blackberry, gorse Risk of major accident requiring evacuation (broken bones, etc) Possible causes: rider fault, equipment failure, track design, Comprehensive 1 st aid will be available Where possible these hazards have been minimised through track design and maintenance. Bike Check available at event HQ St Johns personnel available throughout course 4WD access available radio communication available Bicycle mechanical failure Rider inexperience Rider fatigue, Fire Running into Animals Flooding Track becomes unpassable due to slip or tree Loss of communication Meeting oncoming traffic Hazards Specific to this Race Hazard Entrants getting lost Wet muddy sections, particularly Lower Barlow Return. An injury/accident occurs Bikes are checked at the start of the ride for trail worthiness - good brakes, tyres, lubed and running smoothly [all riders are advised to get bike serviced before an event] Route is aimed at Intermediate level and informed of this. Comprehensive Course notes provided and must be read (in waiver) Obstacles will be taped off and are hazards will be signposted along the route Riders will be advised to carry and consume both drink and high energy food for the duration of the ride. Refreshments will be available at base (via team manager/guardian/parent) Smoking is forbidden always. Cell phones can be used to alert outside help in the event of a fire Farm animals are docile unless provoked and will usually scatter as riders approach. Wild animals are infrequent and will run. If there is significant risk of flooding (due to several days of heavy rain) then a cancellation will happen. Event organisers staff to check trail and advise of any maintenance issues. Mobile phone batteries will be charged every evening and are specified to last several days (depending on talk time). Track will be "one way", two way area is coned and separated, including marshall control. Track is closed to public for the event Mitigating factors Use of tape/arrows/direction signs Strategic placement of marshalls Strategy for lost person reinforced at briefing Stay Put! We will find you. Advise where these are at the briefing. Ride within your capabilities. Lower tyre pressures. If in doubt, walk. Make other riders aware of your presence when approaching from behind. At the briefing riders are told that if they are the first rider on the scene, stay with the injured person, send the next

Trail in each direction will be clearly marked with tape and/or cones, and will have clear direction markets, Marshalls with radios will be stationed at both ends of the two-way and will advise reduced speed and caution. Where possible a median strip will be created. Hazard signs will be posted on trees. Riders will be made aware at briefing and marshalls will be posted close by and will advise riders Additionally The possibility for changeable trail and structure/obstacle conditions exists at all times due to weather, forestry debris (including protruding branches, pine cones and stumps) and terrain erosion; these factors effect the ridability of a trail or structure/obstacle and participants are advised to be aware of changeable conditions Accident through collisions with natural or man-made obstacles, other riders, pedestrians, runners, recreational walkers and domestic (i.e. dogs) or wild animals (i.e. pigs, deer, pheasant etc). Every day falls also occur through rider error or equipment failure Be aware of forestry trucks, vehicles, and other mountain bikers when travelling on forestry roads and when entering or exiting the car park. Trails contain obstacles and terrain variations that can appear quickly when travelling at speed; participants are advised to ride unexplored trails slowly and to do so several times in order to gain a good understanding of the conditions presented Participants should be aware of other riders at all times and be informed that both inexperienced and advanced riders may appear without warning, and at speed. Participants should be aware of trails getting close at one point. Casual Factors People People wanting watch the race around the course Environment Risk Management Strategies People Please stay behind the taped areas Away from the racing line These tracks are classed as Intermediate to Advanced. The tracks can be muddy and greasy. Mud tyres would be an advantage, so would sprigs in cleated mountain bike shoes. Do not wear smooth bottom track shoes you will find it difficult to get up some of the more slippery banks. The course will be marked with tape from Saturday afternoon prior (approx). We hope to have marshals posted at any intersections and tricky sections. St Johns Ambulance will be in attendance. Downhill for our purposes means down a slope NOT as in downhill races (jumps etc.)
5 Remember to give way to faster riders. Much of this course is single track with limited room to pass. Be courteous! If you are overtaking please talk to the rider in front and say coming through on your right etc. Coaches/competent riding parents are welcome to ride as sweepers. Emergency procedures Initial Response Plan Approach with Safety Assess the situation If Unsafe to approach STOP, contact help Provide Immediate First Aid if required Contact Help See Emergency Contact Points page (St Johns staff located throughout area) Take control of bystanders to ensure no further harm is done Consider the mechanism of Injury eg. Slippery tree roots Take action to make the scene safe Check medical history Assess all injuries Consider location, program, weather conditions, group etc Contact St Johns if further action will need to be taken Collect and Record all necessary information Organize evacuation or other further action
6 First Aid Policy and Equipment St Johns have been contracted to provide Emergency and first aid support. They will provide all required equipment St Johns personnel will be in radio contact throughout the event St Johns Personnel will be located strategically throughout the course. Accident /Incident Reporting, Recording and Investigation Completion of incident form (appendix?) Completion of accident record by St Johns Event Support Emergency Planning Serious Injury After initial assessment and emergency assistance as necessary, contact nearest St Johns staff member and follow instructions Large Scale Disaster Direct participants away from event via track exits onto Barlow Road. Ride course to check for stragglers (see missing person ) Missing Person All trail rides will be followed by a designated Tail End Charlie. Vehicle Incident Render Assistance Contact St Johns (as required) Contact LTSA as necessary Emergency Contact Points Emergency calls Waitemata Motorcycle Club (hold the use of trails from Rayonier Forests) Auckland Grammar MTB Club Jafakids Mountain Bike Club HOSPITALS HELICOPTERS Fire. Police, Ambulance Bill Mancer Jon Hasler Thomas Neradt John Bolland Auckland Hospital North Shore Hospital Emergency Rescue helicopter Other Options Private House The areas used at Riverhead are near private houses. In the event of an emergency the owners of these houses should be approached for the use of their phone. Private Car The areas used for Bike Park are often near to public roads. In the event of an emergency, move to the nearest road, flag down a car and ask for assistance as required. Skills required by staff First-Aid
