1 Quarterly Prgress Reprt: T the San Francisc Visin Zer Task Frce and The Visin Zer Cmmittee f the Transprtatin Authrity Bard Visin Zer Subcmmittee Updates June 2016 Engineering (Lead: Luis Mntya, SFMTA) Established plicies and prcedures fr tracking and reprting prgress n Visin Zer Pririty Prjects. Awarded grant funding fr key Visin Zer engineering prjects t imprve safety n Taylr Street and study bicycle cllisin patterns citywide. Cmpleted cnstructin f safety imprvements at Embarcader/Harrisn t reduce the incidence f illegal left turns. Cmpleted near-term safety imprvements n 2nd Street t priritize peple walking and bicycling. Educatin, Cmmunicatins, and Outreach (Lead: Jhn Knx White, SFMTA) Subcmmittee agencies (SFMTA, SFDPH, SFPD, SFCTA, SFE, the District Attrney s Office, and SFUSD) Visin Zer Cmmunicatins research and develpment is underway. Media analysis frm the Berkeley Media Studies Grup, Fcus Grups and resident surveys are cmplete and reprts n all three shuld be finalized by the end f June. The media analysis included analysis f Spanish and Chinese media. The findings frm these effrts will be widely shared. SFMTA s Bard apprved a tw-year budget that, if apprved by the Bard f Supervisrs, will include significant funding fr Visin Zer Educatin and Cmmunicatins fr the next tw years. These funds will be used t leverage Mayral and Supervisr add-back funding with high visibility campaigns launching shrtly after the budget is passed. Speaker Bureau Trainings fr city staff, press representatives and cmmunity rganizatins are underway. These trainings will help spread the wrd abut Visin Zer mre widely t CCSF emplyees, and als develp clser cllabratin with rganizatins thrughut the city. If there are recmmendatins fr grups t participate in future trainings, cntact Jhn.KnxWhite@Sftma.cm SFDPH launched the Safe Streets fr Senirs Prgram in April T date, SFDPH has cnducted presentatins abut Visin Zer t 139 senirs at 6 senir centers in English, Spanish and Chinese. In additin, 7 cmmunitybased rganizatins were funded t implement prgrams with their senirs they serve in areas near high injury crridrs. City Administratr s ffice is develping a defensive driving prgram that will be administered t city-vehicle drivers. It shuld launch in the Fall. The training will include the prp K funded passenger vehicle driver safety vide. SF Envirnment cnducted a City emplyee transprtatin survey, which included a questin n Visin Zer awareness. The results ffered a baseline frm which ur utreach and educatin can be measured: 32% well infrmed, 28% smewhat infrmed, 40% have never heard f it. (Fall, 2015, 28% participatin rate) Nestle Waters

2 Distributrs and mst f the city s majr tur bus peratrs have partnered with Visin Zer and are ensuring that all f their drivers watch the Large Vehicle Urban Driving Safety vide. Wrk with Uber and Lyft t supprt their driver safety effrts and ensure that they include San Francisc specific issues, such as driving safely arund cable cars, has been mving frward in a psitive directin. Staff is hpeful that psitive, meaningful annuncements will be made in the Fall. The Safe Streets SF Anti-Speeding campaign finalized its research phase and is in creative develpment, the new campaign is slated t debut in September with back-t-schl enfrcement and media wrk ccurring as schls return in August. A bicycle safety campaign, aimed at reducing cnflict and cllisins between bicycles and Muni buses is currently ut n the rad. Bicycle safety campaigns will cntinue thrugh the rest f the year. It Stps Here had a third run f ads n city buses. The cntinued recurrence f this campaign, interspersed with the anti-speeding campaign, is called fr in the VZ Educatin Strategy. SFMTA s cntract with the YMCA s YBike prgram finished up the 2015/16 schl year having prvided inclassrm bicycle safety classes at five middle schls in the SFUSD system. Wrk is underway t identify hw t expand this t a sustainable, district-wide prgram. SFDPH has cmpleted prbabilistic data linkage fr 2013 plice and hspital data surces, the first year f the transprtatin-related surveillance system. Thrugh data quality and data validatin checks are underway n the linked data in preparatin fr the Fall release f linkage findings and replicatin f linkage using 2014 data surces. The SFDPH team is cntinuing t supprt The Safe Streets SF Anti-Speeding campaign, including thrugh TransBASESF.rg data analysis t identify target crridrs and the develpment f a rigrus evaluatin plan that will be implemented in tandem with the campaign. SFDPH has started trainings with lcal advcacy grups using pen surce gegraphic infrmatin system platfrms t help build capacity fr creating maps and using data frm TransBASESF.rg. SFDPH will be launching a technical advisry cmmittee this Summer t slicit input frm ther city agencies n their needs fr a cllisin prfiler and data aggregatin tl at the crridr level n TransBASESF.rg. SFDPH staff participated n a panel titled Shifting Nrms thrugh Evidence-Based Messaging & Safety Educatin Campaigns at PedsCunt 2016 hsted by Califrnia Walks. Staff discussed the cllabratin and innvative evaluatin dne fr the SFMTA s It Stps Here traffic safety educatin and enfrcement campaign which fund increases in driver s yielding t pedestrian right-f-way during the curse f the campaign. SFDPH c-presented with SFMTA at the SHSP Reginal Transprtatin Summit in Oakland in April, highlighting the data-driven apprach in SF, including the high injury netwrk and the develpment f a cmprehensive transprtatin-related injury surveillance system. A paper n TransBASESF.rg the nline, pen spatial data resurce fr Visin Zer SF has been accepted fr publicatin int the 2016 Transprtatin Research Recrd: Jurnal f the Transprtatin Research Bard. The paper dcuments the methds and prcess used t develp TransBASESF.rg, and will help supprt its institutinalizatin lcally as well as replicatin natinally. Plicy (Lead: Kate Breen, SFMTA) We are mre than half-way thrugh the secnd year f the state legislative sessin and we have been tracking and taking psitins n different pieces f legislatin related t traffic safety and Visin Zer. SFMTA tk a supprt psitin which was apprved by the City s State Legislatin Cmmittee n AB 2796 (Blm). If apprved, AB 2796 wuld require the Califrnia Transprtatin Cmmissin (CTC) t award a minimum amunt f Active Transprtatin Prgram (ATP) funds fr planning and cmmunity engagement activities and educatin prgrams in disadvantaged cmmunities. This wuld help supprt SFMTA s Visin Zer educatin prgrams as ATP funds have histrically been awarded t infrastructure prjects. The SFMTA als tk a psitin f ppsitin t SB 986

We are cntinuing t lay the grund wrk t secure a spnsr prir t the 2017 state legislative sessin fr a bill that wuld authrize a pilt fr the use f autmated speed enfrcement (ASE) in San Francisc. We develped a wrk plan t guide ur effrts ver the next six-mnths which includes cnnecting with varius lcal and statelevel interests grups t build supprt, meeting with knwn and ptential ppsitin grups t address their cncerns and mve them t a supprt r neutral psitin, wrking with existing partners in the Administratin t engage ther agency staff and scialize ASE, and meet with cmmittee staff and members f the San Francisc delegatin r ther ptential spnsrs. We have received feedback n the draft legislatin frm the Teamsters and cntinue t wrk with them t gain supprt. We ve als reached ut t majr privacy interest grups and requested feedback frm their plicy staff. We have received 25 letters f supprt/reslutins frm Bards and cmmunity grups in SF and have cnnected with bth AARP and CARA (Califrnia Alliance f Retired Americans) wh have shwn interest in supprting the bill at the state level. SFMTA cntinues t cnvene mnthly Big City Departments f Transprtatin cnference calls t discuss effrts and plicies related t Visin Zer in additin t ther tpics. The grup has expanded t include: San Francisc, Ls Angeles, San Jse, Oakland, Fresn, Lng Beach and representatives frm OPR and CalSTA. As a result f the last in-persn Big Cities meeting in March in San Jse, a letter was drafted frm the Big Cities, with supprt frm DPH, SFMTA and SFPD, t CalSTA Secretary Brian Kelly requesting that the CHP frm 555 be amended t include additinal cllisin-related factrs which wuld prvide cities with mre accurate and cmprehensive cllisin data s that we can better direct resurces. San Francisc will be leading a wrkshp n ASE at the next Big City Departments f Transprtatin in-persn meeting in Ls Angeles in July which will be part f a larger Visin Zer legislative strategy discussin fr 2017 which will als include a discussin n the methdlgy fr setting speed limits. On May 24, the Lng Beach City Cuncil adpted Visin Zer, requested an analysis f Lng Beach s high injury crridrs, directed the City Manager t frm a Visin Zer Task Frce and requested the preparatin f a Visin Zer strategy dcument. Visin Zer Wrk Grup Updates The fllwing Wrk Grups are wrking n prducts t infrm activities f the abve Subcmmittees. Wrk Grups may be time-limited nce their tpic is sufficiently integrated int the Subcmmittee structure. Schls (Lead: Ana Validzic, SFDPH) The SF Safe Rutes t Schl (SF SRTS) Partnership has agreed t be the Schls wrkgrup fr Visin Zer and will serve as the crdinating bdy fr Visin Zer schl-related wrk. SF SRTS is an existing partnership f SFUSD, City agencies, and CBOs wrking n schl related transprtatin, including pedestrian and bicycle safety. The SRTS Partnership secured an additinal $360,000 fr wrk t be cnducted in schl year , thanks t the SF Cunty Transprtatin Authrity and its Bard as well at the Metrplitan Transprtatin Cmmissin. SFUSD's Sustainability Office and the SFMTA's MTAP prgram and cllabrated n the first-ever Traffic Safety & Riding Muni presentatin t incming 6th-graders at Marina and Apts middle schls as part f their STEP UP summer rientatin prgram. In additin t learning abut street safety, students explred a Muni bus and

5 learned hw t lad a bike n the frnt-munted bike racks. Next year, the District is wrking with the Bay Area Children's Theater t rll this ut t ALL middle schls as part f their Step Up summer rientatin prgram. San Francisc Plice Department will cnduct intensive traffic enfrcement t alert drivers t the presence f students returning t schl in mid-august 2016.
