SUBJECT: Rescission Re: US41 Muli-Modal Corridor Rescission of Voe on US41 Prioriies by Commissioner Turner COMMISSION PRIORITIES: Business Requiremen EXPLANATION: (see nex page for addiional explanaion) The presened a concep plan o he Meropolian Planning Organizaion (MPO) for a muli-modal corridor along US41 from he enrance a he Universiy of Souh Florida (USF) o Bee Ridge Road for consideraion as par of he Long Range Transporaion Plan (LRTP) The MPO requesed ha he Ciy provide LRTP cos-feasible projecs for furher consideraion, and saff presened a plan o he Ciy Commission for prioriizaion of hree segmens; USF o 10h Sree (Norh Trail), Fruiville Road o Mound/Osprey Avenue (Bayfron), Mound/Osprey o Bee Ridge Road. On Augus 16, 2010 he Ciy Commission deermined ha due o he imporance of boh he Bayfron (in view of he significan amoun of planning and invesmen compleed) and he Norh Trail (as one of he Ciy Commission's prioriies for redevelopmen and improvemen), his should be one segmen. The MPO has deermined ha a projec segmen (USF o Mound/Osprey Ave.) of his size has lile chance of being approved for inclusion in he cos feasibiliy plan due o is cos nearing $100 million. Therefore, he MPO is requesing he Ciy Commission o reconsider a projec of similar expense as a firs prioriy and consider he original reques of spliing he corridor up ino hree segmens. Overall, he plan should link land use wih ransporaion and faciliae a shif from an auo-cenric sysem o one ha allows for a variey of modal choices, including walking, biking and ransi.

Nadalini None The meeing was called o order by Mayor Kirschner a 2:30 p.m. * * * * * * * * * * * * * 2) DIRECTION RE: MPO LONG RANGE TRANSPORTATION PLAN U.S. 41 CORRIDOR (AGENDA ITEM XIV-2) Capial Projecs Engineering General Manager/Ciy Engineer Alexandrea DavisShaw, Neighborhood and Developmen Services Deparmen, saed ha he -Manaee Meropolian Planning Organizaion (MPO) is working on he MPO Long-Range Transporaion Plan; ha one componen being considered is a muli-modal emphasis corridor along U.S. 41 from 17h Sree in he Palmeo o he souh Couny line; ha Saff provided he MPO wih informaion regarding he secion of U.S. 41 locaed in he Ciy limis o which he MPO has added muli-modal opporuniies; ha conceps for inersecion improvemens, feasible locaions for roundabous, and he plans proposed along he Bayfron; and gave an overview concerning he proposed improvemens along U.S. 41 in he Ciy limis and he reques for proposals (RFP) issued by he Florida Deparmen of Transporaion (FDOT) for he Tenh and 14h Sree roundabous. Ms. DavisShaw saed ha FDOT has agreed for he seleced consulan o speak o he Commission prior o beginning he process; ha Saff is seeking Commission direcion regarding he op prioriy areas o begin requesing funds. A discussion ensued concerning ensuring a safey plan o address he possible negaive impac o U.S. 301 wih he proposed improvemen o narrow U.S. 41. The following person spoke: Rod Warner indicaing a roundabou helps decrease ravel ime and aracs more volume, he Ciy should add any desired projecs on he lis for he MPO s Regional Plan o possibly obain funds, and recommending he Commission add roundabous for John Ringling Parkway a Bird Key and Sunse Drive ono he lis for he MPO s Regional Plan. A discussion ensued concerning he Ciy has only one chance every five years o place projecs on he lis for he MPO s Regional Plan. In response o a quesion by Commissioner Clapp asking he saus of he bicycle lanes proposed for U.S. 41 near he Indian Beach Neighborhood, Ms. DavisShaw saed ha he proposed bicycle lanes are being explored. A discussion ensued concerning he need o acquire righs-of-way for a projec slows down projecs and ime being more imporan han dollars. A moion was made by Commissioner Turner o prioriize secions of U.S. 41 for -Manaee Meropolian Planning Organizaion Long-Range Transporaion Plan as follows: Universiy Parkway o Tenh Sree as firs prioriy, Tenh Sree o Osprey Avenue as second prioriy, and Osprey Avenue o he souh Ciy limis as hird prioriy.

10 In response o a quesion by Commissioner Clapp asking if a pedesrian bridge a Whiakers Lane can be included in he moion, Commissioner Turner saed yes; ha pedesrian bridges should be added o he eas and wes sides of U.S. 41 a Whiakers Lane. Commissioner Clapp seconded he moion. Depuy Ciy Manager Marlon Brown came before he Commission and saed ha he anicipaion is Saff will no be precluded from considering any inerim improvemens o Gulfsream Avenue and Fruiville Road since raffic congesion leaving S. Armands Circle is sill an issue. Commissioner Turner saed ha Saff is no precluded from considering any inerim road improvemens. A discussion ensued concerning he obaining of funds for proposed projecs including federal gran funds and he possibiliy of dividing he U.S. 41 corridor ino wo segmens raher han hree. A moion was made by Vice Mayor Akins, seconded by Commissioner Clapp, and carried by a 5-0 voe o exend he meeing beyond 9:30 p.m. Mayor Kirschner called for a voe on he moion, which failed by a 2-3 voe wih Mayor Kirschner, Vice Mayor Akins, and Commissioner Awell voing no. A moion was made by Vice Mayor Akins, seconded by Commissioner Awell, and carried by a 5-0 voe o submi secions of he U.S. 41 corridor from Universiy of Souh Florida o Mound Sree and Orange Avenue and from Mound Sree and Orange Avenue o he souh Ciy limis for placemen on he lis of he -Manaee Meropolian Planning Organizaion Long-Range Transporaion Plan.
