Christian The Mayor introduced himself and welcomed everyone. He provided an overview of his role and had the students sign their Oaths of Office. 2. Review of Terms of Reference Moved by G. Koppes, seconded by A. Lewis, that the Junior Council Terms of Reference, Clause 7.1 a) be amended as follows: a) must be a full-time high school student in good standing in Kamloops, as determined by School District No. 73 CARRIED. Moved by R. McVittie, seconded by G. Koppes, that the Junior Council Terms of Reference Clause 8.1 be removed and that Clause 7.1 e) be amended as follows: e) must set an example for youth in the community and adhere to the Code of Conduct and Expectations. CARRIED. Koppes, seconded by M. Ciardullo, that the Junior Council Vice-Chairperson position shall be a voting member and shall rotate alphabetically through the Junior Council members. CARRIED. Moved by M. Gu, seconded by G. Koppes, that the Junior Council Terms of Reference be adopted as amended. CARRIED. The next meeting will be held on March 12, 2018, at 3:30 pm, in Council Chambers, 7 Victoria Street West. 5. Adjournment The meeting adjourned at 5:15 pm. S. 4 The Transportation Master Plan Goal for Cycling is to: Provide safe and convenient bicycle routes suitable for commuting, recreating and other daily trips. Objective 1 A Continuous Network of Safe and Direct Cycle Routes Objective 1 supports the goal for Cycling: Provide a continuous network of safe and direct bicycle routes with dedicated bicycle lanes, bikeways, shared routes, and multi-use pathways that enable residents to connect between neighbourhood centres, major employment centres, schools and amenities. Key Performance Indicators KPI 18 Number of priority connections completed as outlined by the Bicycle Master Plan KPI 19 Usage of routes on the bicycle network as measure by annual bicycle counts KPI 20 Kilometres of new bicycle network facilities Existing Tasks already undertaken by the City in support of this Objective: Continuing to implement major components of the bicycle network identified in the Kamloops Bicycle Master Plan Incorporating the importance of a continuous bicycle network in KAMPLAN 2017 Targets Target 18 Complete short-term priority cycling projects as outlined in the TMP by the year 2025 Target 19 Annual increase in bicycle usage Target 20 Add 3.8 km of bicycle facilities per year to complete short, medium and long-term project priorities of the TMP by 2040 New Tasks for the City to undertake in support of this Objective by adoption of the TMP: Investigate gaps and needs to determine priority improvements in neighbourhood centres, near school and parks, near major transit facilities and in mixed-use centres Page 4 of 18

5 Objective 2 Ability to Navigate the Network with Ease Objective 2 supports the goal for Cycling: Help cyclists plan trips efficiently and navigate the bicycle network between neighbourhood centres and major destinations with ease. Wayfinding can benefit cyclists by guiding them off heavy traffic routes onto lower volume routes and separated pathways, which can include off-street trails. Wayfinding is important for two types of cyclists: the inexperienced cyclist who requires information about how to make their cycling journey; and the experienced cyclist who could ride further and more often if better information was provided. Key Performance Indicators KPI 17 Level of Service on Active Transportation routes, as measured by public survey on comfort, safety and accessibility of pedestrian and bicycle conditions Existing Tasks already undertaken by the City in support of this Objective: Kamloops Bike Map Lines and Signs Projects Distribution of hardcopy and online resources to cycling maps, amenities, and other resources related to wayfinding and navigation Targets Target 17 Increase Level of Service on Active Transportation Routes New Tasks for the City to undertake in support of this Objective by adoption of the TMP: Develop a distinctive set of standards for cycling wayfinding materials including signage, bike maps, online resources and events by 2020 Update the Kamloops Bike Map every 2 years Page 5 of 18

6 Objective 3 Improve End-of-Trip Bicycle Facilities Objective 3 supports the goal for Cycling: Improve the cycling experience by increasing the availability secure bicycle storage, showers and change rooms, bicycle repair stations and other supporting amenities for cycling. Key Performance Indicators KPI 21 Number of public bicycle parking spaces annually. KPI 22 Number of new public end-of-trip amenities KPI 23 Number of private, commercial and institutional employers that provide end-of-trip amenities for employees, customers and/or residents, as monitored by survey or registration. Existing Tasks already undertaken by the City in support of this Objective: Ongoing implementation of public bicycle parking amenities through Bicycle Master Plan Four bicycle repair stations recently installed across the City End-of-trip amenities encouraged in KAMPLAN 2017 Targets Target 21 Increase supply of public bicycle parking, as determined in future Bicycle parking and amenity review Target 22 Increase supply of public end-of-trip amenities to be determined by bicycle amenity review Target 23 Increase incentives to encourage private industry to provide end-of trip amenities in new and existing developments. New Tasks for the City to undertake in support of this Objective by adoption of the TMP: Undertake a bicycle parking and amenity study by 2021 Update policies to encourage and/or incentivize new developments to provide end-of-trip bicycle amenities Review the community s needs for additional repair stations Incorporate shower and change room facilities into existing and new municipal facilities Page 6 of 18

7 Objective 4 Increase Cyclist Safety Objective 4 supports the goal for Cycling: Improve cyclist safety by reducing road-based cycling injuries through strategies aimed to improve conditions and facilities for cycling and to reduce conflicts with motor vehicles. Cyclist safety is a major barrier for people who want to bicycle, but feel it is less safe to do so than driving or taking public transit. Key Performance Indicators KPI 4 Active transportation infrastructure, as measured by the City s Five Year Capital Plan. KPI 6 Number of annual traffic collisions, fatalities, and injuries for all transportation modes (vehicles, walking, cycling) using existing ICBC collision data Targets Target 4 - Increase annual capital budget for active transportation improvements Target 6 Achieve 0% of all transportation collisions resulting in injury or fatality by Existing Tasks already undertaken by the City in support of this Objective: Education programs for children, motorists, and cyclist training Enforcement programs where City Bylaws and RCMP work together to encourage better safety for cyclists such as speed enforcement on bicycle routes Re-assessment and improvement of facility design types such as the marked wide curb lane New Tasks for the City to undertake in support of this Objective by adoption of the TMP: Undertake a bicycle safety study as part of the Vision Zero Road Safety Strategy by 2019 Update Design Criteria Manual by 2020 to incorporate cycle safety treatments such as coloured conflict zone markings, elephant s feet bike crossings and bike boxes. Partner with Interior Health to acquire anonymized injury data to better measure cycling safety statistics (in addition to ICBC data) Page 7 of 18

Identify challenges, recommends improvements, and prioritizes investments for the City s transportation system Long range plan to support a population of 120,000 by 2040 Local Transportation System: Walking Bicycling Public Transit Road Network Supports and aligns with KAMPLAN and relevant community plans and goals Page 10 of 18

TMP developed and revised with input from the City of Kamloops TMP Final Draft revised and ready for presentation to Council and final phase of public engagement. 12 Overview of the TMP Framework - Six Goals: Sustainable Transportation Create an environmentally, socially, culturally and economically sustainable transportation system. Walking Make Kamloops a pedestrianfriendly community with networks that integrate with transit, neighbourhood amenities, parks, open space, and schools. Cycling Provide safe and convenient bicycle routes suitable for commuting, recreating and other daily trips. Transit Foster an efficient, affordable, safe and accessible transit system that is an attractive alternative to the private vehicle and integrates with other transportation modes. Movement of Goods and Emergency Services Maintain and enhance the efficient movement of goods and services. Integrated Transportation System Sustain the responsible planning and development of roads and transportation connections to facilitate the efficient movement of people. Page 12 of 18
