2 Team Scotland: Gold Coast 2018 Commonwealth Games Athlete - Sport Selection Policy and Standards Introduction 1 This selection policy has been agreed by Scottish Cycling (SC) and Commonwealth Games Scotland (CGS). It provides detail on the process by which SC will arrive at athlete nominations, which will be submitted to CGS for consideration, for final selection to Team Scotland for Gold Coast Achievement, by an athlete, of individual selection standards, detailed in this document, is therefore the first step by which nomination can be considered. The final decision in selection to the 2018 Games lies with CGS. 2 Scottish Cycling will nominate only those athletes that have qualified under both the Cycling Specific Selection Standards stated below, and the CGS General Selection Policy (available on the CGS website) that should be read in conjunction with these standards. 3 Entry numbers per event and the overall number of athletes are in accordance with Commonwealth Games Federation (CGF) agreed numbers and should more athletes achieve the standards then SC will prioritise in accordance with the Sport Specific Selection Standards. Team Scotland General Selection Policy Aim 4 Scotland selects a team that performs with distinction in 2018, achieving our highest ever number of medals at a Games out with Scotland and overall have a higher percentage of athletes meeting the selection standards when competing at these Games than in This Cycling policy is consistent with the aim. Athlete Eligibility 6 The eligibility criteria of the CGF, Article 24, must be met by all nominees (see Appendix 1). 7 Where prospective team members do not automatically comply with the above, in terms of birth or parent s birth, they will only be nominated for final selection if they receive prior approval from the CGF under their guidelines. No applications will be considered after 1 March 2017 to allow any case sufficient time for review and any submission to the CGF. 2

3 Games Competition Format 8 The cycling competition comprises: Track Sprint and Endurance events, Road Races, Time Trials and Mountain Bike Cross Country for able body athletes. Para Cycling shall comprise B Sprint events. The maximum number of athletes selected by any country for each event will be three except: Road Race which will be six and Team Pursuit will be four. When more than the maximum allowable athletes attain the relevant selection standard in an event, then nomination will be made by the Scottish Cycling (SC) selection panel after consideration of the agreed event specific criteria. Sport Specific Selection Standards 9 Below are the key selection details: i. By achieving the required qualification standard in the manner defined for each discipline within the designated period (1 January January 2018) athletes are eligible for nomination to the CGS for selection to the Gold Coast 2018 team. ii. iii. iv. Where times are set, these must be recorded in official competition, under competition rules and regulations in line with those of the UCI, and be timed using electronic timing. Evidence of timing system used may be required along with official result sheets to verify times achieved. Where an athlete has achieved discipline specific qualifying standards for an event, up to two thirds of the available places in that event may be nominated by Scottish Cycling to CGS for selection, prior to the final selection date and during the selection window. These nominations will be passed to CGS on 30 November Scottish Cycling will submit the list of nominated athletes in priority order based on the objective of achieving medal success. The selection panel will consider prospects of medalling in each event based on performances and results achieved during the selection period in relation to performance required to podium. Form and fitness, as well as rider s proven ability to perform on the international stage will also be considered. Equal consideration will be given to individuals and team events including those where support riders may be selected. 10 Road Race (RR) And Time Trial (TT) MALE 1) Riders competing in the World Tour will be nominated for inclusion subject to correct level of form and fitness and regular programme of racing (at World Tour level). Such riders will also need to make a clear commitment to prioritise 2018 Commonwealth Games within their programme. 2) To be considered for either the RR and/or TT, riders need to achieve a minimum of two results from the following: 3

Elite & U23 Top 3 3) Where a clear medal potential is identified for the Road Race, selections will be based solely on supporting that or those individuals. In this case, the selection panel will select the team of support riders in line with section 31 of the General Selection Policy, and section 15 of this policy. Selection decisions will take into account the demands of the event, characteristics of the course, the environment and the specific support required. Notes: i. Where a medal contender for the RR is identified, point 3 above shall be used in relation to the RR selection. Points 1 and 2 shall then only apply to selection for the Time Trial. ii. iii. iv. Above results relate to either a stage result or final overall position. Sub classifications within a stage race (Mountains, Points etc.) will not be considered as part of the criteria. Time trials held within stage races will qualify as counting events providing they are held over a minimum distance of 15km. v. Where more riders meet the criteria than places available, selections will be made to provide the best chance of a medal; this will include the composition of the team taking into account the characteristics of the course and environment; riders meeting selection criteria in other disciplines will also be considered with the best possible result in mind. 5 Notes: 2) Where a clear medal potential is identified for the Road Race, selections will be based solely on supporting that or those individuals. In this case, the selection panel will select the team of support riders in line with section 31 of the General Selection Policy, and section 15 of this policy. Selection decisions will take into account the demands of the event, characteristics of the course, the environment and the specific support required. I. Where a medal contender for the RR is identified, point 2 above shall be used in relation to the RR selection. Point 1 shall then only apply to selection for the Time Trial. II. III. IV. Above results relate to either a stage result or final overall position. All road race results have to be achieved in events held over a minimum of 100kms for one day races, and 70km for road stages within a stage race. Sub classifications within a stage race (Mountains, Points etc.) will not be considered as part of the criteria. V. Time trials held within stage races will qualify as counting events providing they are held over a minimum distance of 10km. VI. Where more riders meet the criteria than places available, selections will be made to provide the best chance of a medal: this will include the composition of the team taking into account the characteristics of the course and environment. Riders meeting selection criteria in other disciplines will also be considered with the best possible result in mind. 11 Track Endurance MALE 1 To be considered for any endurance event, riders need to achieve a total of two results/standards from a. to f. below. For the avoidance of doubt, a single result or standard may be met on two occasions or a combination of two results/standards may be met. Finish Position / Standard a. Points & Scratch Race: Except for where (2) above is brought into effect, the selection panel shall nominate individuals from those having met standards, for the events that they feel provide the best chance of success across both the points race and scratch race. Once selected, riders may be entered into different events to those where they have met the criteria at the discretion of the team management. Where more riders meet the criteria than places available, selections will be made to provide the best chance of a medal in each event. Riders meeting selection criteria in other disciplines will also be considered with the best possible result in mind All timed results must be achieved in official competition, under competition rules and regulations, in line with those of the UCI, and be timed using electronic timing. All timed results must be recorded on a track less than 1000m above sea level. FEMALE 1 To be considered for any endurance event, riders need to achieve a total of two results/standards from a. to f. below. All timed results must be recorded on a track less than 1000m above sea level. 12 TRACK SPRINT Male To be considered for any Sprint event, riders need to achieve a total of two results / standards from the following. For the avoidance of doubt, a single result or standard may be met on two occasions or a combination of two results / standards may be met. Standard (seconds) a. 200 M Time Trial flying start b M Time Trial standing start c. 1 lap (250m) Time Trial standing start (Team Sprint, Rider 1) d. Team Sprint i ii iii iv v Notes: Team Sprint; where a rider is part of a team that records s or faster, the result shall count as a qualifying performance for nomination for those individual(s) who are part of that team. Where more riders meet the criteria than places available, selections will be made to provide the best chance of a medal in each event. Where a rider qualifies only through d. above, they will only be nominated should there be sufficient riders (three in total) who have met qualifying standards, to allow a Team Sprint to be entered. All timed results must be achieved in official competition, under competition rules and regulations, in line with those of the UCI, and be timed using electronic timing. All timed results must be recorded on a track less than 1000m above sea level. 7

8 vi For the 200m time trial flying start only, times recorded on the Krylatskoye Sports Complex Velodrome in Moscow will be considered invalid for the purpose of this selection policy. FEMALE To be considered for any Sprint event, riders need to achieve a total of two results / standards from the following. For the avoidance of doubt, a single result or standard may be met on two occasions or a combination of two results / standards may be met. Standard (seconds) a. 200 M Time Trial flying start b. 500 M Time Trial standing start c. 1 lap (250m) Time Trial standing start (Team Sprint, Rider 1) d. Team Sprint i ii iii iv v vi Notes: Team Sprint; where a rider is part of a team that records s or faster, the result shall count as a qualifying performance for nomination for those individual(s) who are part of that team. Where more riders meet the criteria than places available, selections will be made to provide the best chance of a medal in each event. Where a rider qualifies only through d. above, they will only be nominated should there be sufficient riders (2 in total) who have met qualifying standards, to allow a Team Sprint to be entered. All timed results must be achieved in official competition, under competition rules and regulations, in line with those of the UCI, and be timed using electronic timing. All timed results must be recorded on a track less than 1000m above sea level. For the 200m time trial flying start only, times recorded on the Krylatskoye Sports Complex Velodrome in Moscow will be considered invalid for the purpose of this selection policy. 13 PARA-CYCLING B Sprnt Events 1. Each athlete must have a relevant international confirmed classification. 2. CGS will receive from CGF qualification slots for each of the para events based on the UCI World rankings database at 31 October The UCI World ranking database will be used to allocate five slots per medal event. 3. If a qualification slot is received, athletes will only be considered for nomination to CGS when they achieve the necessary qualifying standard detailed below. MALE & FEMALE To be considered for either the 1KM Time Trial or Sprint event, riders need to achieve a total of two standards from the following. All timed results must be recorded on a track less than 1000m above sea level. 14 MOUNTAIN BIKE XCO MALE & FEMALE To be considered for the Mountain bike Cross Country riders must achieve a total of two results from the following: Results required for nomination Elite Men U23 Men Elite Women U23 Women 2017 World Cup XCO Calendar 2017 European XCO Championships May UCI MTB WORLD CUP, Nove Mesto CZE May UCI MTB WORLD CUP, Albstadt GER 1-2 Jul UCI MTB WORLD CUP, Vallnord AND 8-9 Jul UCI MTB WORLD CUP, Lenzerheide SUI 5-6 Aug UCI MTB WORLD CUP, Mont-St-Anne CAN Aug UCI MTB WORLD CUP, Val Di Sole ITA 29th - 30th July EUROPEAN CHAMPIONSHIPS - XCO - Istanbul TUR Top 40 Top 20 Top 30 Top World XCO Championships 5-10 Sep UCI MTB WORLD CHAMPIONSHIPS - XCO/XCR/DHI Cairns AUS Notes: i ii iii For a result to count as a qualifying performance, the rider must finish on the same lap as the winner. Where the U23 category race is within* the Elite race, and an U23 is eliminated through the 80% rule, the placing will count for that rider(s) as a qualifying result providing they are within 80% of the time of the leading U23 rider at the point of being withdrawn. *For the avoidance of doubt, when both the elite and U23 are on course at the same time, either through starting as one group or through a staggered start, the U23 category are classed as competing within the Elite race for the purpose of this policy. Where more riders meet the criteria than places available, selections will be made to provide the best chance of a medal in each event. 9

10 Other Factors for Consideration 15 Consideration will be given by CGS to selecting athletes if they are entered for the sole reason of providing support to a named athlete in a race of a tactical nature. The named athlete must be a potential medal winner and can show objective evidence of a ranking in the top four in the Commonwealth or equivalent. Support athletes nominated under this category must be identified as such and meet general criteria of showing validated objective evidence of ability to perform this role. A separate written agreement to perform this role will be required at the time of nomination. SC must discuss with CGS, not later than six months in advance of nominations, if any athlete is likely to be proposed on this basis. 16 In instances where an athlete has had evidence to justify nomination prior to injury/illness which precluded them from qualifying within the period, nomination may be possible provided there is sufficient objective evidence to suggest that the athlete in question has returned to the previous standard. Selection process 17 Scottish Cycling will send their initial nominations to CGS 30 November and final nominations to CGS by 31 January CGS will confirm initial selections by 15 December 2017 and the final team selections by 20 February Final selection to the Games team is dependent on receipt of relevant information required by CGS such as completion and signing of the CGF Eligibility form and CGS Team Member Agreement. De-selection 19 Antidoping: Athletes suspended by their Governing Body as a result of ongoing or concluded anti-doping violation allegations, will not be considered for selection, and if previously selected will be deselected from the Gold Coast 2018 team. 20 Injury Management: Where injury issues are identified at or after selection, a fitness test may be used to determine that the athlete is capable of performing to the level that they were selected for the Games. The format will be determined by CGS after discussion with the Cycling Team Management. This will be specific to cycling and the athlete s condition and may include input from CGS medical staff. Any selection or de-selection decision, following such a test, will be final. Athletes in breach of CGS policies, code of conduct and team agreement may be de-selected. Likewise, athletes in violation of SC policies and codes of conduct may not be nominated to CGS for inclusion in the team. Appeal Process 21 An appeal against non-nomination to CGS by Scottish Cycling ( a Selection Appeal ) is entirely a matter for the athlete and Scottish Cycling. Where a Selection Appeal is permitted under the terms of this policy, it shall proceed according to the provisions of the policy. 10

11 22 Scottish Cycling will communicate the outcome of the Selection Panel deliberations on nominations to CGS, by Tuesday 31 January 2018 ( the Selection Date ). 23 Should any rider which to lodge a Selection Appeal against the decision of the Selection Panel, they must indicate their wish to do so by writing to the Chief Executive Officer of Scottish Cycling by 5pm on 2 February 2018 Such written indication shall be hereinafter referred to as a Notice of Appeal. 24 The Notice of Appeal shall contain full details of the name, address and date of birth of the rider and the grounds upon which the appeal is being made. 25 A Selection Appeal will only be permitted on one or more of the following grounds: 25.1 The decision of the Selection Panel was not in accordance with this policy; 25.2 This policy has been misapplied, or applied without sufficient evidence and/or in circumstances where the application of the policy was unfair; 25.3 The Selection Panel has shown bias, or the appearance of bias, or the selection process has otherwise been demonstrably unfair; and/or 25.4 The decision of the Selection Panel is one that no reasonable selection panel could have reached. (together hereinafter referred to as the Grounds of Appeal ) 26 Should the rider wish to lodge written submissions expanding upon the Notice of Appeal, such written submissions must be lodged no later than 5pm on the 7 February Scottish Cycling will generally aim to hold any hearings in respect of a Selection Appeal within seven Working Days following the Selection Date ( the Selection Appeal Hearing ). 28 Scottish Cycling will notify the rider of the outcome of the Selection Appeal, in writing, within three Working Days following the Selection Appeal Hearing. 29 The Selection Appeal Hearing will be heard in accordance with Scottish Cycling internal appeals process. 30 An appeal against non-nomination to CGS by SC is entirely a matter for the athlete and Scottish Cycling. This should be held in accordance with Scottish Cycling s own appeal procedures, but taking into consideration only the CGS selection policy and agreed sport specific selections standards and conditions. 11

12 31 An appeal against CGS non-selection on behalf of an athlete may only be submitted by SC and not by any individual athlete. If an appeal is submitted to CGS by SC, a CGS Appeal Panel will consider the case along with any additional information provided. The appeal must be made in writing within two days of notification of selection outcomes to SC by CGS. Appointment of Team Staff 32 A Team Manager will be appointed by CGS in consultation with Scottish Cycling by April The final complement of cycling team staff attending the Games will ultimately depend upon team numbers and composition and will be determined by CGS in consultation with Scottish Cycling. This will include different categories of accreditation and access to the Games Village and other secure areas. 12

13 Appendix 1 ARTICLE 24 Eligibility 1. Subject to Article 24(2), as a condition of entry to compete in the Commonwealth Games, all athletes must be citizens or subjects of the Commonwealth Country that enters them and must: (a) (b) not be currently under disqualification or suspension by the Federation, or their respective Affiliated Commonwealth Games Association (CGA) or International Federation (IF) or under the World Anti Doping Code; comply with all applicable rules and regulations of the Federation, their respective IFs and the World Anti Doping Code as may be modified and applied by the Federation to ensure that the overriding principles of the Commonwealth Games are observed. 2. Subject to Article 24(3), where an athlete was born in a Commonwealth Country that has common citizenship/passport with other Commonwealth Countries, the athlete may initially represent either the athlete's Commonwealth Country of birth; or the Commonwealth Country of birth of his or her father or mother that shares the same citizenship/passport. 3. After having represented one Commonwealth Country at the Commonwealth Games, an athlete may not represent another Commonwealth Country unless he or she receives the approval of the Federation, the relevant IF and the affiliated CGAs of the two Commonwealth Countries concerned. Applications under this article must be submitted to the Executive Board at least 12 months prior to the commencement of the Games. 4. It is the responsibility of all affiliated CGAs to ensure that their athletes are fully aware of and comply with the eligibility rules of the Federation. 5. The Executive Board will have the power to waive the provisions of Articles 24 (1-3) in its discretion. In relation this clause, the CGF Executive Board at its meeting in August 2004 gave the following guidelines: If an athlete has previously represented a country at a Commonwealth Games they may continue to represent that country at future Games. Athletes wishing to compete for a country on the basis of residency must show they have resided in that country for five years immediately prior to those Games. Further guidelines were given in August 2005 as follows: Athlete Eligibility - Athlete Dispensation Criteria The General Assembly noted the Executive Board s decision that in accordance with Article 25 (5) dispensations would be granted to athletes where common passports exist in that an athlete may represent the new country subject to having fulfilled all the requirements of the relevant International Federation. 13
