A key objective of the LEP is to drive forward sustainable economic growth across the LEP area, and as such we are pleased to note the focus of the LSTF bid on supporting the economy and enabling low-carbon growth. The LSTF bid area covers parts of the Cambridge sub-region, which is recognised as having a world-class economy with internationally significant strengths in a number of sectors, including research and development, higher education, software consultancy and pharmaceuticals. However congestion is a key issue in the area, raising costs for businesses and commuters, reducing productivity and leading to negative environmental impacts. In our view the three thematic areas of the bid should be: improving links to transport interchanges and corridors; improving links to key employment sites; and targeted marketing and information. We welcome the focus on promoting walking to key public transport corridors by improving infrastructure at stops and on routes to them. We have seen the advantages of this targeted approach at interchanges through our community street audit work. We are also supportive of the workplace theme, which will reduce the physical barriers to walking to work and promote the benefits to staff and visitors. This approach has proved successful through our Walk to Work activities including Walk to Work Week. In addition, we appreciate the benefits that will be brought by targeted marketing and travel information, including digital media. These approaches have proved successful through our online workplace challenge tool and our personal Walk Doctor consultations in stations, workplaces and shopping centres. We look forward to providing our expertise in identifying infrastructure improvements and supporting behaviour change through our experience with communities and workplaces as a delivery partner. ParkThatBike is a social enterprise (established in 2009) that specialises in the management of initiatives that provide secure and convenient cycle parking. We work with local stakeholders to understand their needs and then to provide them with free cycle stands. The recipients are responsible for installing the stands on their own premises in a location that we have checked and approved. The recipients also meet the cost of installation, and usually engage a local contractor to do the work The result is high quality cycle parking, correctly installed, in places where there is a proven need. Cycling is made easier and more convenient and more people choose to use their bikes for local trips. The proposed community cycle parking scheme will focus on two important economic corridors in Cambridgeshire. It will provide cycle stands at small businesses, shops, offices, voluntary sector organisations and community buildings. It will complement other initiatives you have planned aimed at improving cycle storage on-highway, at transport interchanges and at major employers. Design guidance from the Department for Transport and from Cycling England emphasises that fear of cycle theft is a major disincentive to cycle. On the other hand, the installation of high quality cycle parking close to the cyclist's destination is a strong inducement to cycle. As well as being of practical use, the presence of good cycle parking indicates that cycling is a high status form of travel that is properly encouraged and supported. You-Can is a small Cambridge based C.I.C (Community Interest Company) which works with disabled and disadvantaged adults and children. With the Support of Cambridgeshire County Council, Outspoken and local businesses we hope to establish a fleet of bicycles that can be used by disabled and disadvantaged people and to run sessions at a local park, where the bicycles can be used and enjoyed. The venue considered - Milton Country Park is a park which would support the usage of bikes in one of the areas that is due for development. People in the area who lack in cycle confidence could enjoy building up their skills in a safe off road facility. We would also hope to be able to promote the use of all ability cycling by promoting at local events. The aim of the You- Can All Ability cycling project is to create an all-inclusive club or event at a safe off-road facility where people with and without disabilities can take part and cycle together as part of their community. The project will be led by those with disabilities, who know best what they need and how it should happen. We look forward to a successful bid as a means to kick starting our project.
