1 TOWN THE REVISED DESIGN We re turning Enfield into a borough that encourages walking and cycling, a place that s easy for all of us to get around however we choose to travel. A greener place, with safer roads and brighter town centres.

2 WHAT HAS HAPPENED SO FAR? Since the announcement that Transport for London will make this multi-million pound investment in Enfield, significant engagement has taken place for the Enfield Town scheme. Each of these events has been an opportunity for the community to influence the look and feel of the final plans. FEBRUARY 2015 SEPTEMBER 2015 Business and public exhibition over three days showing detailed designs and launching 12 weeks of initial consultation SUMMER 2016 Design work on the Enfield Town project to revise proposals SPRING 2017 Statutory consultation for the Enfield Town to capture any final issues that may impact upon the design First engagement exhibition where the community shared their ideas on early concepts DECEMBER 2015 Enfield Town initial consultation closes after 12 weeks JANUARY 2017 Third exhibition to show the changes to the design following the initial consultation and community co-design workshops held BENEFITS FOR EVERYONE This once in a lifetime investment in Enfield will transform our high streets and town centres, improving junctions and enhancing the environment for pedestrians. This enables everyone to benefit from these improvements, however they choose to travel. Better places Better crossings WHAT HAPPENS NEXT? Better junctions We now need to let people know about this new design for Enfield Town. In the New Year we will hold a public exhibition where residents and businesses can discuss the changes. This will be followed by a period of statutory consultation on the plans. The designs will then be considered further prior to implementation.

3 S FREQUENTLY ASKED QUESTION Won t these plans be bad for business? Transport for London s investment will help transform our high streets and town centres. Other schemes in London which have improved public spaces have created environments where people want to visit more and stay longer, and we want to do that in Enfield. We have listened to the concerns of businesses. An independent assessment found that these proposals would have no long term negative impact on businesses, and could create long term benefits. Our high streets and town centres should be accessible by all forms of transport. We know that the majority of people visit by bus or walking, but around 25% visit by car too, which is why we have ensured that car parking spaces continue to be included in all our designs. Won t these plans increase congestion and make air quality worse? If we don t provide an infrastructure for sustainable transport now, the increase in Enfield s population and associated forecast growth in traffic will increase congestion and reduce air quality. The new infrastructure will enable us to increase levels of active travel in future years, that will lower congestion and improve our air quality. Are there enough people cycling to spend this money? We know current cycling levels are low in Enfield because residents do not feel safe. When we asked 3,516 people across the borough they said that the number one thing the council could do to increase cycling was to create safe cycling routes. We plan to significantly increase the number of people who cycle some of their local journeys by implementing new cycle lanes and a range of other services like cycle skills courses and bike maintenance. Why have you chosen routes on the main roads? We need to ensure our routes connect people to the places they want to travel to daily (shops, train stations, etc). They should be accessible and feel safe at all times of day and night. The overall Cycle Enfield network also includes quieter routes. Like any transport system, the cycle network should be made up of quieter streets and green spaces, connecting to major routes that enable direct and convenient travel. What about the impact of these plans on people walking and using the bus? We plan to improve the environment for people who walk, as well as those who we wish to encourage to cycle. Where feasible we have improved and upgraded crossing points as well as designing more pedestrian friendly junctions that are easier to cross. We appreciate that the bus stop bypass and boarder designs are new to Enfield, but they will be designed in such a way that gives priority to bus users and their safety. Why don t you spend this money on other council services? We are not able to spend money designated for cycling from Transport for London on other council services. TfL have invested a multimillion pound budget from the Mayor of London s transport budget. If Enfield did not spend this investment in our Borough, the likelihood is that it would be re-allocated to regenerate other London boroughs.

4 TOWN A GUIDE TO THE REVISED DESIGN We have listened to what you had to say about our Cycle Enfield proposals for Enfield Town and have revised the design. Cecil Road will remain one-way for motor vehicles with cycle lanes added in both directions. Church Street will not have any cycle lanes but will see improvements to the street design that will benefit everyone, however they choose to travel. Better crossings concerned about a lack of disabled parking. WE DID: In the revised design we have included 5 dedicated high street disabled parking bays, in addition to disabled bays available in the car parks. concerned about impact on safety. WE DID: The revised proposal will improve safety by enhancing pedestrian crossings and introducing traffic calming measures and slower speeds around the town centre. Better connection between town and park concerned about the impact on businesses. WE DID: We commissioned an independent assessment* of the revised proposal. This has found that these proposals would have no long term negative impact on businesses. Once the work is complete, we will have created an enhanced environment, in which local businesses can thrive. TOWN LIBRARY MORE DETAILS ON THE DESIGN: Pedestrian crossing points on Church Street will be made wider and will include count down signals. Private motor vehicles will continue to be able to travel along Church Street. A 20mph speed limit is proposed through the town centre on Church Street, Cecil Road and London Road. Access to the market square will remain the same as it is currently. A high street licensed taxi rank will be included for taxi drop offs and collection. Better places MARKET SQUARE y Loading bays will remain in the same vicinity as they are currently. Whilst there will be some reduction in the overall volume of loading available, the bays are sized to meet the existing demand. y The 3 bus stops on Church Street will remain as they currently are. y The bus stops along Cecil Road will be more closely aligned, creating better access to an improved pedestrian crossing. y Throughout the town centre, day time and night time parking will be reduced by just 1% and 3% respectively. concerned about the impact on congestion. WE DID: Traffic modelling* has taken place to assess the impact on journey times. At the very busiest times, the average increase in journey times to travel across Enfield Town is estimated to be at most 90 seconds, but in most instances considerably less. However, as we increase the number of people who walk, cycle or use public transport for shorter journeys, congestion will ease for those travelling longer journeys by car. TOWN STATION Better train station entrance concerned about air quality. WE DID: So are we, and though our proposals will not in and of themselves significantly improve air quality in the shortterm, they align with the Mayor of London s stated objectives in this area. Nonetheless, the health benefits of a shift towards more active forms of travel, such as walking and cycling, are indisputable. concerned that these plans only benefit a minority. WE DID: The revised scheme focuses on town centre improvements that will make Enfield Town better for everyone. Better street design Motor traffic flow remains the same.
