4 Interchange Existing Conditions - Vehicles Queuing from Foothill Expressway backs up along Page Mill Road all the way to the I-280 northbound ramps and onto freeway mainline Queuing from all-way stop at Arastradero Rd/I-280 SB Ramps and Page Mill Road backs up along I-280 southbound off-ramp onto freeway mainline

5 Interchange Existing Conditions - Bicycles Westbound cyclists must merge across two lanes of higher speed Page Mill traffic at interchange No striped eastbound bicycle facilities. Most cyclists turn left from eastbound Page Mill Road to Old Page Mill Road

6 Interchange Existing Conditions - Pedestrians High-speed free-right turn and lack of pedestrian facilities east of interchange on south side of Page Mill Road Lack of pedestrian facilities on the north side of Page Mill Road

7 Park-and-Ride Existing Conditions The park-and-ride lot is at capacity, resulting in overflow onto Page Mill Road Buses block only park-and-ride access driveway for pick-ups and drop-offs and have no convenient turn-around location

11 Stanford Research Park Trips Forecast includes approximately 10% growth in peak hour trips to Stanford Research Park to 2025 Approximately 59% of trips to/from Stanford Research Park via I-280

16 Improvements Development and Evaluation Developed 3 interchange improvement concepts Each concept included an alternative solution for improving bicycle and pedestrian mobility Evaluated potential right-of-way needs to widen Page Mill to 6 lanes from I-280 to Foothill Expressway Evaluated 3 Foothill Expressway grade separation concepts Evaluation Tools Developed a micro-simulation to evaluate each improvement for existing and year 2025 conditions Performed a level of service analysis for with and without improvements scenarios

17 Interchange Improvement Concepts Concept 1 - Signalization Concept 2 Southbound Ramp Realignment Concept 3 Roundabout 3 options were evaluated, each with different approaches to intersection control, ramp configuration and bike/pedestrian facilities. Improvements were evaluated for effectiveness in traffic, bicycle, and pedestrian circulation.

18 Foothill Expressway Grade Separation Alt 1 Page Mill Over Alt 3 Page Mill Split Alt 2 Page Mill Under 3 options were evaluated. In all options Page Mill Road through traffic would be grade separated from Foothill Expressway and turning movement traffic. Atgrade intersections would maintain all existing turning movements.

25 Page Mill Road Widening Widen to 6 lanes between Old Page Mill Road and Foothill Expressway Requires minimal right-of-way, primarily will utilize existing medians and narrow lanes Provide a shared use path between Deer Creek Road and the I-280 interchange

26 Foothill Expressway Grade Separation The 3 alternatives confirmed feasibility and magnitude of cost Additional analysis should occur before selecting a preferred alternative; all 3 alternatives to be included in future study Foothill Expressway to El Camino Real Page Mill Road & Hanover Street Intersection: Add a northbound and southbound left turn lane and convert the signal to an 8-phase operation. Convert Hanover Street to one-through lane in each direction and add bike lanes. Page Mill Road & El Camino Real Intersection: Extend turn pockets, re-align curbs and median, and provide westbound right-turn lane

30 Existing Location Safer Circulation Plan Provides sidewalk adjacent to park-and-ride and widens path behind park-and-ride lot Provide vehicle loading/unloading area within transit center to eliminate driveway blockages and neighborhood circulation of shuttles Allows for most movements to be right-turn into/out of park-and-ride, improving safety

31 Caltrans Corp Yard Location Relocation Alternative Provides access to/from all directions of I-280 Provides up to 25 additional spaces in the park-and-ride lot Would require relocation of Caltrans Corporation Yard and adjacent cellular facilities Would require some re-grading and vegetation removal
