Dr. M.L. King, Jr. Street North Complete Streets Resurfacing Opportunities HOUSING, LAND USE, AND TRANSPORTATION COMMITTEE MARCH 22, 2018
What s Happening The City plans to mill and resurface Dr. M.L. King, Jr. Street from approximately 5 th Avenue North to 34 th Avenue North this fiscal year. Resurfacing provides an opportunity, through our Complete Streets Program, to implement changes to the roadway striping that enable a street to be safer while continuing to move people across several modes and support business needs along the corridor.
Public Engagement since November 2017 Combined and Individual Neighborhood Meetings Crescent Lake Crescent Heights Euclid-St. Paul Greater Woodlawn Historic Uptown Magnolia Heights Trolley Tour with Greater St. Petersburg Area Chamber of Commerce Bicycle Pedestrian Advisory Committee Complete Streets Committee
Resurfacing Project Limitations How space is allocated within the curbs (bike lanes, medians, crosswalks, etc.) can change, but the curbs themselves will not be moved curb to curb
N 34 th Ave N 30 th Ave N 22 nd Ave N 9 th Ave N 5 th Ave N Current Conditions Project Length: 1.75 miles Roadway Level of Service: B/C Roadway Classification: Minor Arterial Existing Curb to Curb Width: ~60 (5 th Ave N to 30 th Ave N) ~50 (30 th Ave N to 34 th Ave N) Motor Vehicle Speeds: Speed Limit 35 mph Average operating speeds 45 mph 34% of southbound vehicles exceed 45 mph
N 34 th Ave N 30 th Ave N 22 nd Ave N 9 th Ave N 5 th Ave N Average Daily Traffic (vehicles per day) 9,600 3,500 9,000 10,000
N 34 th Ave N 30 th Ave N 22 nd Ave N 9 th Ave N 5 th Ave N 2030 Projected Average Daily Traffic (vehicles per day) 11,000 10,350 11,500 4,000 Turning Movement Counts indicate that existing dedicated left-turn lanes at signalized intersections should be retained
N 34 th Ave N 30 th Ave N 22 nd Ave N 9 th Ave N 5 th Ave N Recent (3-year) Crash History % of crashes occurred along 20% of the corridor length Total Crashes: 108 Crashes with Incapacitating Injuries: 3 Crashes with Fatal Injuries: 0 Crashes involving Motorcyclists: 3 Crashes involving Bicyclists: 2 Crashes involving Pedestrians: 2
34 th Ave N 30 th Ave N 22 nd Ave N 17 th Ave N 9 th Ave N 7 th Ave N 5 th Ave N N Existing Crosswalk Locations
Complete Streets Implementation Plan Draft Recommendations Street Type: City Connector Context Zone (land use): Mixed Use Anticipated modal priorities: Bicycle, Transit, and Pedestrian Target operating speeds: MPH Parallel Neighborhood Greenways on 7 th Street and 12 th Street
N Proposed Crosswalks and Existing Crosswalk Locations
Lane Reconfiguration Options Should there be bike lanes along Dr. M.L. King, Jr. Street North, or are bicyclists best accommodated on the proposed, parallel Neighborhood Greenways on 7 th Street and 12 th Street? Alternatives to be discussed for four critical segments: 5 th Ave N to 7 th Ave N 7 th Ave N to 9 th Ave N 9 th Ave N to 11 th Ave N 11 th Ave N to 30 th Ave N
34 th Ave N 30 th Ave N 22 nd Ave N 9 th Ave N 5 th Ave N N Segment 1: 5 th Avenue North to 7 th Avenue North
5 th Ave to 7 th Ave N Existing Lane Configuration Proposed Alternative 1 Converts one NB lane to landscaped median Retains on-street parking Proposed Alternative 2 Converts one NB lane and reduces inside lane width to provide bike lanes Retains on-street parking
34 th Ave N 30 th Ave N 22 nd Ave N 9 th Ave N 5 th Ave N N Segment 2: 7 th Avenue North to 9 th Avenue North
7 th Ave to 9 th Ave N Existing Lane Configuration Proposed Alternative 1 Converts one NB lane and the underutilized on-street parking to a landscaped median to continue the proposed bike lanes, though adds a buffer
34 th Ave N 30 th Ave N 22 nd Ave N 9 th Ave N 5 th Ave N N Segment 3: 9 th Avenue North to 11 th Avenue North
N Segment 3: 9 th Avenue North to 11 th Avenue North
34 th Ave N 30 th Ave N 22 nd Ave N 9 th Ave N 5 th Ave N N Segment 4: 11 th Avenue North to 30 th Avenue North
11 th Ave to 30 th Ave N Existing Lane Configuration Proposed Alternative 1 Narrow lanes to provide wider, landscaped medians that accommodates left turns Proposed Alternative 2 Narrow all lanes to acceptable minimums to provide continuous bike lane
11 th Ave to 30 th Ave N Existing Lane Configuration Proposed Alternative 3 Converts one NB lane to landscaped median which can accommodate left turns and narrows all lanes to provide continuous bike lanes
34 th Ave N 30 th Ave N 22 nd Ave N 9 th Ave N 5 th Ave N N Segment 3: 9 th Avenue North to 11 th Avenue North
9 th Ave to 11 th Ave Proposed Alternative Highland to 11 th Ave Converts one SB lane and narrows motor vehicle lanes to continue the proposed buffered bike lane 9 th Ave to Highland Converts one SB lane and narrows motor vehicle lanes to continue the proposed buffered bike lane South of 9 th Avenue
34 th Ave N 30 th Ave N 22 nd Ave N 9 th Ave N 5 th Ave N N Segment 5: 30 th Avenue North to 34 th Avenue North
30 th to 34 th Ave N Existing and Proposed Lane Configuration Curb to curb width narrows in this section, though vehicle volumes are consistent with the wider section to the south. Keeping the existing lane configuration matches the section north of 34 th Ave N that was previously resurfaced. New bicycle lanes currently being constructed along 30 th Ave N makes this a natural transition to end the north/south bike lanes.
Complete Streets Committee Review December 2017 and January 2018 Summary of Recommendations General preference for alternative cross-sections that provide continuous bike lane from 5 th Ave N to 30 th Avenue N Recognizes modal priority for corridor Retains on-street parking when necessary Provides for more moderate speeds along the corridor Need traffic analysis to understand impacts, at current and projected traffic volumes, particularly at major intersections, 5 th Avenue N and 22 nd Avenue N that provide access to I-275 Introduce buffered bike lanes where feasible
Complete Streets Multimodal Traffic Analysis 2018 and 2030 conditions Level of Traffic Stress (Corridor and Intersection) Intersection Level of Service Difference in Corridor Travel Time
