4 Introduction Introduction The 2016 Florida General Interest Source Book is a compendium of current and historical data on Florida's public roads. The focus is on the State Highway System (SHS), but some data on county and city roads are included. The Transportation Statistics Office produces two Source Books: this General Interest Highway Statistics Source Book, and a companion Multimodal Mobility Performance Measures Source Book that includes data and analysis describing the performance of Florida s transportation system. Public Road Mileage Summaries Each of these summaries has a corresponding full report that includes breakdowns by urban/rural, interstate/turnpike/toll classification, and functional classification. State Highway System (SHS) Summary National Highway System (NHS) Summary Strategic Intermodal System (SIS) Summary (highway component only) City/County Mileage Report: paved and unpaved mileage under the jurisdiction of each city and county, based on reports made by each city and county Public Road Mileage and Miles Traveled Report: shows all of the public road mileage and daily vehicle miles traveled by county. It includes all roads under the jurisdiction of the State of Florida, the counties and cities (together), and is subtotaled by county and urban category. Online Access The Source Book is available on the Florida Department of Transportation's web site at and All data is available for download in MS Excel format to allow for specific calculations. 5 Introduction FDOT Statistics Data FDOT Highway Data Program The Florida Department of Transportation maintains data on physical and administrative features of highways. Physical data include such things as number of lanes, shoulder width, median type, access control, surface type, and intersecting roads. Administrative data include such things as functional classification (urban principle arterial, rural minor collector), federal system (National Highway System or Surface Transportation Program), state road number, U.S. route number, and local name. The Transportation Statistics Office guides the highway data program, but most of the physical data is collected by the Department's District Planning Offices. Data is stored in the Department s mainframe database, the Roadway Characteristics Inventory (RCI). RCI is used to produce a variety of reports and as a primary source of data for other systems and databases. An important part of the Department's reporting process is to send the Federal Highway Administration an annual report called the Highway Performance Monitoring System (HPMS). Some of the HPMS data are maintained for all federal aid eligible roads, but much is based on data that are more detailed by representative samples in specified locations. FDOT Transportation Statistics Office The Transportation Statistics Office (TranStat) is one of the planning offices under the Assistant Secretary for Intermodal Systems Development. TranStat provides procedures and handbooks for the District data collection and entry, provides quality assurance on both the data and processes, does analyses and reports using the data, and works with the Office of Information Systems to maintain the structure of the mainframe databases. FDOT District Planning Offices Most of the physical data are collected by the Department's District Planning Offices. The Transportation Statistics Office produces procedures and handbooks to guide the District Planning Offices in their data collection and entry activities. Data is stored in the Department s mainframe database, the Roadway Characteristics Inventory (RCI). RCI is used to produce a variety of reports and as a primary source of data for other systems and databases. The seven geographical districts are shown on the map on the next page. The eighth district is the Florida Turnpike Enterprise, and operates in most of the geographic districts. 7 Introduction FDOT Traffic Count Program The Transportation Statistics Office's Traffic Data Section maintains data on the usage of the State Highway System, such as annual average daily traffic, vehicle classification (auto, 3 axle 6 wheel truck, etc.), speed, and weight. Traffic information is obtained for each traffic break on the State Highway System. A traffic break is a segment of road with relatively uniform traffic characteristics. It may go from interchange to interchange on an Interstate highway, or it may include several minor intersecting roads on a smaller highway. Some of this information, primarily traffic counts and vehicle classification, is collected by District planning offices typically using portable equipment. There are over 18,000 such sites called Portable Traffic Monitoring Sites (PTMS). Traffic counts are collected at each PTMS for one or two days each year. Vehicle classification data are collected at about 25% of these sites, and used to estimate vehicle classification data at the remaining locations. Data is collected continuously at nearly 362 mostly solar powered Telemetered Traffic Monitoring Sites (TTMS) see map on next page. Some are temporarily out of duty due to road construction or equipment failures. All of these count traffic volumes, and most also collect vehicle classification and speed data. About 33 active TTMS can also measure vehicle weights in motion. Data from a TTMS is collected continuously and is downloaded each night (the majority via Internet connection) to the Transportation Statistics Office in Tallahassee. The seasonal variations in data at the TTMS are used to apply seasonal corrections to the spot counts at the PTMS to make them representative of year round averages. There are two tools provided by FDOT to access detailed information about each road on the State Highway System: the Florida Transportation Information DVD and Florida Traffic Online. A large amount of detailed traffic data for the State Highway System is available as part of a DVD ROM in an application called Florida Transportation Information. To obtain a copy of the DVD or to find out more about the mobile app, call the Transportation Statistics Office at (850) or access the request form on the website at The goal of the Florida Traffic Online site is to provide online access to the Florida Department of Transportation's (FDOT) Florida Traffic Information. The traffic information accessible through this site is released annually. Other transportation data such as the road networks displayed on this site are updated monthly. 9 Introduction Functional Classification Functional classification is a way of describing roads by the role that they play in the network of public roads. All roads have two major functions: they provide local access to a particular location, and they provide mobility convenient connections between separated locations. A road that emphasizes the mobility function is called an arterial, and a road that is mostly for local access is called a local road. Arterials are further subdivided between principal arterials, which provide long distance mobility and very little local access, and minor arterials, which connect closer areas and provide some access. Principal arterials include Interstates, freeways and expressways, and others. Between minor arterials and local roads are another class, called collectors. Collectors provide significant access while still providing mobility by connecting different nearby areas or roads. Collectors are further divided in rural areas between major collectors and minor collectors. Florida DOT uses the functional classification methods and terminology prescribed by the Federal Highway Administration (FHWA). Functional classifications are determined separately in urban and rural areas. The following graphic illustrates the 14 functional classifications that are used by FHWA and the Florida DOT. 10 Introduction Definitions Annual Average Daily Traffic (AADT): The average daily traffic for an entire year, 24 hours per day, 7 days a week. AADT is determined using measurements at thousands of locations each year by FDOT. Centerline Miles: The total length of roads, without regard to number of lanes. Daily Vehicle Miles Traveled (DVMT): The product of a road's length and its AADT. If a tenmile long road has an AADT of 5,000 vehicles, then its daily VMT is 50,000. Lane Miles: The product of the centerline miles and the number of lanes. A four lane road that is 10 miles long has 40 lane miles. National Highway System (NHS): The NHS includes Interstate highways and other major roadways important to the nation s economy, defense and mobility, the Department of Defense s Strategic Highway Network (STRAHNET) and major connectors to military installations and intermodal facilities. Rural: Rural areas comprise the areas outside the boundaries of small urban and urbanized areas. Seven Largest Counties: By population in Florida are Broward, Duval, Hillsborough, Miami Dade, Orange, Palm Beach, and Pinellas. Small Urban: Areas that have a population of between 5,000 and 50,000. State Highway System (SHS): A network of approximately 12,000 miles of highways owned and maintained by the State of Florida or statecreated authorities. Major elements include interstate highways, Florida s Turnpike, and other toll facilities operated by transportation authorities and arterial highways. Strategic Intermodal System (SIS): Florida s transportation system composed of facilities and services of statewide and interregional significance, including appropriate components of all modes. Urban: An area with a population of at least 5,000 people. Urbanized: An area with a population of at least 50,000 people. Florida s population is 19.8 million third in the United States. Florida has 67 counties. The seven largest counties by population in Florida are Broward, Duval, Hillsborough, Miami Dade, Orange, Palm Beach and Pinellas (shaded in the table). 15 People & Places Urban Areas An urban area has a population of at least 5,000 people. Urban area boundaries are defined by the Bureau of the Census and adjusted by the FDOT, working with the affected local government, with final approval by the Federal Highway Administration. The adjustments add non residential urban land uses (such as shopping centers, airports and major transportation facilities), to smooth the boundaries, and to run boundaries along physical features such as roads or rivers that can be identified in the field. Small Urban Areas Small urban areas have a population between 5,000 and 50,000 and are not part of an urbanized area. Florida has 47 small urban areas.
