5 The.Broughton.Landing.project.is.unique...Nowhere.else.in.the.Columbia.River.Gorge. National.Scenic.Area.does.the.opportunity.exist.to.convert.a.derelict.eyesore.into.an.attractive. Mecca.for.outdoor.recreation...Other.former.industrial.sites.exist.in.the.Gorge,.but.none. are.located.adjacent.to.popular.recreation.sites.like.the.hatch.or.swell.city.and.none.are. designated.commercial.recreation..other.commercial.recreation.lands.exist.in.the.gorge,.but.none. are.adequately.sized.for.a.recreation.development.of.this.scale.or.sited.with.generous.natural. buffering. Even if the Broughton site lacked this confluence of unique attributes, few places could.match.the.broughton.site s.views,.scenery,.or.recreational.opportunities...from.the. beginning.of.the.planning.process,.project.stakeholders.agreed.that.continuing.to.do.nothing. with.the.broughton.mill.site.would.waste.such.a.unique.and.valuable.opportunity...by.working. together,.stakeholders.representing.a.variety.of.interests.have.embarked.on.a.process.to.put. this.special.place.to.use.in.a.way.that.meets.the.region s.recreational.and.economic.needs.while. protecting.and.enhancing.crucial.scenic,.natural,.cultural.and.recreational.resources... Introduction The.proposed.Broughton.Landing.resort.is.the.result.of.an.extensive.collaborative. process.that.began.in.september.2005.with.a.two-part.planning.and.design.charette...the. first charette segment included an extensive site analysis exercise, as well as three focus group.meetings.with.key.stakeholders.to.identify.opportunities.and.issues.related.to.the. ongoing.planning.and.eventual.development.of.the.broughton.landing.site..these.focus. groups.addressed.environmental,.recreational,.market,.economic,.regulatory,.and.logistical. considerations. The findings of the first charette segment were documented in a report distributed.to.the.stakeholders.and.used.to.develop.a.series.of.four.design.alternatives.. (shown.on.the.following.pages).in.the.second.charette.segment.held.in.october after. the.charette.process.in.october.2005,.these.alternatives.were.presented.to.and.evaluated. by.the.broughton.landing.advisory.committee,.a.stakeholder.group.representing.a.broad. spectrum.of.critical.issues. postcard from the heyday of As shown n ths hstorc the Broughton Mll, nearly the entre ste was dsturbed by vegetaton removal, extensve gradng and constructon of massve buldngs. 1
6 Resort Scale Alternative Components: Lodges: Recreaton amentes: Retal: Parkng: 555 unts 17,000 s.f. 30,000 s.f. 850 stalls The.Resort.Scale.Alternative.attempted.to.maximize.the.site s.development.capacity.while. at.the.same.time,.minimizing.developed.land,.all.within.existing.developed.portions.of.the. site..this.alternative.would.have.added.8.major.new.condo.buildings.containing.between. 37.and.93.2.and.3.bedroom.units.on.three.levels.with.parking.below.grade...Although.the. Advisory Committee supported the efficient use of land, it rejected this alternative because it.proposed.an.unacceptably.high.number.of.units. Lodge Scale Alternative Components: Lodges & Town Homes: Recreaton amentes: Retal: Parkng: 402 unts 17,000 s.f. 30,000 s.f. 804 stalls The.Lodge.Scale.Alternative.was.a.moderate.density.scenario.that.combined.a.central.core. of five lodge buildings on the redeveloped mill site flanked on both sides by town homes. The.lodge.component.of.this.alternative.would.be.similar.to.those.comprising.the.Resortscale.alternative.but.with.fewer.units.in.most.buildings.and.surface.lots.rather.than.parking. below.grade..similar.to.the.previous.alternative,.the.advisory.committee.rejected.the.lodge. 7 Cottage Scale Alternative Components: Town Homes, Cabns & RV Stes: Recreaton amentes: Retal: Parkng: 300 unts 17,000 s.f. 30,000 s.f. 450 stalls The.Cottage.Scale.Alternative.was.a.lower.density.scenario.of.260.units.and.40.RV.sites. that.provided.a.broad.variety.of.resort.products.on.appropriate.sections.of.the.site..the. buildings.would.be.organized.at.right.angles.to.each.other.but.remain.subordinate.to.the. natural.landscape..the.advisory.committee.rejected.the.cottage.scale.alternative.due.to.the. excessive.unit.count,.proposed.high.density.development.on.the.western.end.of.the.site.and. RV.sites.on.the.eastern.end. Hybrid Alternative Components: Lodges, Town Homes, Cabns & RV Stes: Recreaton amentes: Retal: Parkng: 310 unts 17,000 s.f. 30,000 s.f. 470 stalls The.Hybrid.Alternative.combined.the.modest.scale.from.the.cottage.scale.alternative.with. more land-efficient development patterns proposed by the other alternatives in an attempt to improve.sensitivity.to.the.site s.landscape.context..the.mill.core.would.be.developed.as.town. homes.and.condos.with.clusters.of.cabins.on.both.ends.of.the.site.as.well.as.an.upscale.rv. park..the.advisory.committee.rejected.the.hybrid.alternative.because.of.the.large.lodge. building proposed for the high-profile quarry site and the proposed RV sites on the eastern end. 3
8 The.Advisory.Committee.critiqued.each.of.the.four.alternatives,.providing.ample.feedback. for.improvements,.literally.forcing.the.design.team.back.to.the.drawing.board...at.the.same. time, an economist provided specific recommendations for the development program based on detailed research of local market conditions that further influenced the resort s design...in.creating.the.preferred.alternative.that.was.presented.at.the.second.advisory. Committee.meeting.in.January.2006,.no.less.than.10.iterations.of.the.design.were.developed. in.an.exhaustive.attempt.to.balance.the.competing.demands.of.respecting.the.site s.historic. context,.minimizing.impacts.to.environmental,.historic,.and.scenic.resources,.making. the.resort.economically.viable.and.logistically.functional...each.of.these.iterations.was. influenced by members of the Advisory Committee in an effort to address feedback from each.round.of.review... The.results.of.these.efforts.are.the.subject.of.this.document,.including.a.detailed.Vision. Statement,.description.of.the.proposed.resort.design,.likely.approaches.to.amending.the. Management.Plan.for.the.Columbia.River.Gorge.National.Scenic.Area.(Management.Plan),. a.discussion.on.the.design s.approach.to.visual.subordinance,.and.potential.mechanisms. to limit permanent occupancy. The many benefits resulting from the proposal are also explained,.including.conservation.easements.and.funding,.trails.and.other.public.recreation. enhancements,.cultural.resource.preservation,.environmental.sustainability,.and.economic. benefits to existing, nearby urban areas. 11 Vision Statement The.Broughton.Landing.project.is.envisioned.to.be.a.highly.successful,.world-class. outdoor.oriented.resort.that.demonstrates.the.best.of.sustainable.development.practices. while achieving financial and operational success. Surrounded by abundant opportunities for windsurfing, kayaking, mountain biking, hiking, fishing, skiing, golf and numerous other year-round outdoor pursuits, Broughton Landing will fulfill the region s need for a.new. base.camp.for.such.outdoor.adventures..the.resort s.context-sensitive.design. will.provide.views.of.the.river.and/or.gorge.from.nearly.all.proposed.lodging.units.while. visually.blending.the.proposed.development.into.the.landscape..recognizing.the.diversity. of.the.commercial.recreation.market,.the.development.program.includes.a.variety.of. accommodations.ranging.from.to.cabins.and.cottages.to.town.homes.and.condominiums. available.on.an.ownership.and.weekly.rental.basis..resort.amenities.will.include.a.restaurant,. coffee.shop.and.pub,.a.general.store,.storage.and.rental.of.recreational.equipment,.and.an. indoor fitness/spa complex. A new network of hiking and mountain bike trails will traverse the.site,.accessing.its.scenic.bluffs.and.connecting.the.resort.to.other.destinations.in.the. Gorge. The development will reflect the site s colorful history and incorporate sustainability by.rehabilitating.existing.mill.buildings.and.using.on-site.materials..scenic.resources.will.be. respected.through.careful.site.design.and.compatibly.designed.new.architecture..natural. resources.will.be.protected.by.employing.cutting.edge.sustainable.technologies.to.minimize. resource.consumption.and.future.development.will.be.concentrated.in.existing.developed. areas.and.other.low-impact.locations.to.preserve.the.majority.of.the.site..in.summary,.the. Broughton.Landing.project.is.seen.as.an. icon.for.developing.a.successful.project.within. the.columbia.gorge.national.scenic.area. Ste Analyss of Redevelopment Area. 7
12 Resort Overview As.depicted.by.the.illustrated.site.plan.on.the.following.page,.Broughton.Landing.will. evolve.from.a.former.lumber.planing.mill.into.the.columbia.river.gorge s.premier.outdoor. recreation.oriented.resort...the.former.mill.complex.will.be.redeveloped.into.a.new.resort. comprised.of.250.new.vacation.homes,.recreational.amenities.and.retail.areas.serving.resort. guests,.locals.and.visitors.alike... With.its.own.launch.site.and.adjacency.to.the.Hatchery.State.Park. the.hatch,.broughton. Landing will provide the ideal location for windsurfing and kiteboarding during the summer. Its.central.location.within.the.Gorge.is.equally.ideal.for.those.seeking.other.outdoor. recreation adventures such as kayaking, fishing, mountain bike riding, hiking, and skiing on a year round basis. Those with less active interests will keep busy exploring the region s fine wines,.art,.dining,.history.and.scenery. The.site.is.intersected.by.both.railroad.and.highway,.creating.three.separate.areas...The. main.section,.located.between.the.steep.river.bluffs.and.the.railroad.tracks,.contains.the. central.core.of.the.former.mill...this.generous.and.previously.disturbed.area.will.contain. the.core.of.the.resort.including.the.main.lodge.building.as.well.as.the.majority.of.vacation. home.units...the.southern.portion.of.the.site.between.the.resort.core.and.the.river.will.be. redeveloped as low-density residential vacation home units along with overflow parking for the Hatch and a coffee shop/pub windsurfing clubhouse. The eastern end of the site will be.mostly.comprised.of.additional.vacation.home.units.and.indoor.and.outdoor.recreation. and.utility.facilities... Physical Design The resort s configuration attempts to optimize the site s development capacity while efficiently utilizing previously disturbed land comprising the former mill complex. The resort s.architecture.and.massing.is.loosely.based.on.the.style.and.scale.of.the.historic.mill. buildings.that.have.dominated.the.site.for.generations...a.number.of.existing.buildings. will.be.adaptively.reused.while.others.will.be.reinterpreted.in.new.construction.that. reuses.building.components.such.as.trusses.and.lumber...design.of.the.resort s.landscape. will.celebrate.the.extraordinary.natural.setting.of.the.central.columbia.river.gorge.by. preserving the existing rocky outcrops, groves of native oaks and firs, moss-covered talus slopes,.and.open.meadows. 8 BROUGHTON LANDING MASTER PLAN

14 Entrances and Circulation As.shown.on.the.following.circulation.diagram,.a.new.principal.entrance.drive.will.meander. its.way.through.the.site.from.a.four-way.intersection.with.sr.14...this.road.will.provide. vehicular.access.to.the.majority.of.the.resort,.continuing.westward.past.the.cottages,.condos,. main.lodge,.town.homes,.four-plexes.and.cottages,.terminating.at.the.parking.areas.for. Broughton.Beach.at.the.west.end.of.the.resort...The.southern.half.of.the.main.entrance. will.access.the.eastern.part.of.the.resort,.including.the.recreation.facilities.and.four-plexes. terminating.at.the.existing.entrance.at.the.far.eastern.end.of.the.site...the.southern.part.of. the.site.will.have.its.own.entrance.aligned.opposite.the.hatch.entrance,.providing.improved. vehicular connectivity between the hatch and the overflow parking for the Hatch proposed for.this.part.of.the.resort...pedestrian.and.bicycle.circulation.will.be.facilitated.by.an. extensive.network.of.trails.including.sidewalks.and.underpasses.below.sr.14.and.bridges. spanning.the.railroad.tracks.and.sr.14...a.loop.trail.encircling.the.central.core.of.the.resort. will.provide.both.access.and.recreational.opportunities.. 15 Central Core The.main.lodge,.condos.and.town.homes.will.occupy.the.center.of.the.Broughton.Landing. resort...the.most.prominent.feature.in.this.area.is.a.classically-proportioned.mill.building. that.will.be.redeveloped.as.the.resort s.main.lodge...the.main.lodge.(illustrated.on.the. following.page).is.intended.to.function.as.the.nucleus.of.resort.activity,.housing.the.front. desk and concierge, fine restaurant, lounge, meeting rooms, historic displays, and indoor recreation.facilities...these.facilities.will.include.a.swimming.pool,.exercise.facilities,.climbing. wall,.spa,.and.outdoor.recreational.equipment.rental.shop.as.well.as.special.activities.for.kids. and.teens...this.building.will.provide.a.major.draw.during.wet.or.cold.weather.especially. during the winter. During the summer months, roll-up doors will flood its cavernous interior.with.fresh.air.and.sunlight.. Four.new.buildings.of.compatible.scale.will.be.built.to.the.east.and.west.of.the.main.lodge... The two buildings to the east will contain 2.5 floors of double loaded condos. The two buildings to the west will contain 2.5 floors of town homes configured as single loaded stacked flats. On the opposite side of the entrance road, a long existing mill building will be redeveloped into additional stacked-flat town homes. These.cottages.will.be.arranged.in.a.neo-traditional.development.pattern.along.two.doubleloaded.streets...This.area.will.be.terraced.to.provide.each.tier.of.cottages.with.a.sense.of. privacy.and.prospect.while.retaining.the.existing.wooded.setting. A.pedestrian.bridge.will.span.the.railroad.tracks.just.east.of.the.existing.grade.crossing.to. connect.the.central.core.of.the.resort.to.the.area.opposite.sr.14.from.the.hatch..the.upper. portion.of.this.area.will.be.developed.as.an.enclave.of.13.cabins.sharing.a.central.pedestrian. walkway.and.parking...the.historic.residential.area.that.formerly.served.the.mill s.managers.will. remain unchanged. The lower half of this site will provide overflow parking for the adjacent Hatchery State Park, a popular windsurfing launch site. Local windsurfers will benefit from approximately.150.to.200.parking.stalls.connected.to.the.hatch.via.a.trail.under.the.sr.14. overpass,.a.general.store/coffee.shop/pub,.and.a.shower.and.locker.room,.and.sailboard.gear. storage.facility,.providing.an.ideally.situated.apré-windsurf.gathering.spot..the.existing.stand. of oak trees will remain to visually buffer the upper part of the site while the large overflow parking.area.will.be.buffered.from.view.from.sr.14.with.new.vegetation. The southern edge of the Redevelopment Area (left) wll be converted nto Hatch Vllage parkng. Southern brdge abutment (center) allows space for a pedestran tral below SR 14 to the Hatch. In.keeping.with.the.rural.setting.of.this.part.of.the.site,.the.existing.clearing.west.of.the. mill.complex.will.be.redeveloped.as.a.low-density.cluster.of.rustic.cabins.inspired.by.sodroofed.scandanavian.huts.such.as.those.pictured.on.page.25..the.cabins.will.share.a.common. lawn area and views of the river. Guests will benefit from proximity to such amenities as a pedestrian.bridge.providing.direct.access.over.the.railroad.tracks.and.sr.14.to.broughton. Beach.and.a.trailhead.for.the.Flume.and.Underwood.Bluff.Trails. Western cabns wll enjoy vews of and access to nearby windsurfing action. The.eastern.portion.of.the.site.will.be.occupied.by.thirteen.four-plex.buildings.along.the. existing.road.alignment.mid-way.between.sr.14.and.the.railroad.tracks...this.area.will.be. partially.screened.from.sr.14.with.vegetation.and.be.connected.to.the.resort.core.through. the.underpass.beneath.sr.14...amenities.will.include.river.views.from.the.eastern.end. of.the.site,.natural.landscaping.of.forest,.meadow.and.rocky.outcrops,.privacy.and.a.trail. traversing.the.site...portions.of.the.site.closest.to.the.sr.14.overpass.including.the.existing. bow-truss.and.nearby.buildings.will.be.used.for.covered.and.outdoor.sports.facilities.as.well. wastewater.treatment.and.maintenance.facilities. 21 Broughton Hut The.hillside.above.the.former.mill.site.offers.spectacular.views.down.the.Gorge.from.a. series.of.natural.terraces...the.largest.of.these.terraces.contains.a.generous,.gently.sloping. saddle.that.is.obscured.from.view.from.most.key.viewing.areas.by.a.rocky.pinnacle...this. hidden.saddle.(below,.left).offers.a.dramatic.setting.for.a.unique.destination:.broughton.hut.. Inspired.by.the.iconic.Silcox.Hut.on.Mt..Hood.(below.right),.Broughton.Hut.is.envisioned. as.a.rustic.lodge.available.for.weddings,.gatherings.and.overnight.stays.by.groups.and. families...constructed.of.stone.from.the.site.and.local.timbers,.the.modestly-scaled.lodge. building.will.be.integral.to.its.special.setting...as.a.new.regional.landmark,.the.broughton. 22 Hillside Open Space The.vast.majority.of.the.260+.acre.project.site.will.remain.undeveloped.scenic.open.space,. protected.through.permanent.conservation.easements...other.than.the.existing.reservoir.and. the.proposed.broughton.hut,.future.development.outside.the.redevelopment.area.will.be. limited.to.new.recreational.trails.serving.hikers.and.mountain.bikers... Broughton Beach Broughton Beach is the only premier windsurfing launch site in the Gorge zoned Commercial. Recreation...As.such,.this.2.3-acre.site.offers.an.unprecedented.opportunity.for.resource-based. recreation,.taking.pressure.off.the.adjacent.public.recreation.sites.of.such.as.the.hatch.and. By generating its own outdoor-oriented recreation resort,.broughton.landing.will.not.be.competing.directly.with.the.local.single.or.multifamily.home.market.and.will.therefore.be.in.a.better.position.to.command.a.premium.for. the.unique.amenity.package.created.by.the.resort. 38 Enhancements to Resource-based Public Recreation The.Broughton.Landing.proposal.includes.extensive.enhancements.to.public.river-oriented,. day-use.recreation..inspired.by.the.state.parks.master.plan,.a.generous.and.landscaped.new. parking.area.will.be.constructed.across.sr.14.from.the.hatch.and.connected.to.the.popular. launch.site.via.a.pedestrian.underpass.below.sr.14...this.additional.parking.will.be.critical. during certain wind conditions if parking is significantly reduced at Doug s Beach as a consequence.of.additional.railroad.tracks.through.the.site.proposed.by.burlington.northern. Santa.Fe.Railroad. If.feasible,.Broughton.Landing.will.provide.a.source.of.reclaimed.water.to.irrigate.portions. of the Hatch to keep the park green during the period of maximum windsurfing activity. In.addition,.a.shower/locker.and.sailboard.gear.storage.facility.is.proposed.close.to.the.SR. 14 pedestrian underpass to provide the local windsurfing community a convenient place to change,.shower.and.store.equipment..a.general.store/coffee.shop/pub.on.the.second.level. will.provide.locals.with.a.convenient.and.popular.socializing.spot... To mitigate for increased windsurfing by resort guests, enhancements are proposed for Broughton.Beach.where.the.majority.of.resort.guests.are.expected.to.launch...These. facilities.will.be.similar.to.those.proposed.opposite.the.hatch.with.its.own.equipment. storage.and.rental,.restrooms,.concession.and.viewing.facilities..both.will.be.connected.to. the.rest.of.the.site.by.pedestrian.bridges...public.use.of.nearby. 40 Preservation and Interpretation of Cultural Resources The.Broughton.Lumber.Flume.is.eligible.for.the.National.Register.of.Historic.Places.and. several.previously.surveyed.former.mill.buildings.were.determined.to.be.eligible.for.listing. as.well...although.not.yet.surveyed,.numerous.other.buildings.likely.meet.the.eligibility. requirements.as.individual.buildings.or.as.a.historic.district...in.addition,.the.entire.project. site.is.located.within.the.columbia.river.gorge,.considered.by.archeologists.to.have.a.high. probability.for.eligible.historic.and.prehistoric.cultural.resources. This.extensive.cultural.legacy.is.important.to.the.identity.of.Broughton.Landing.and.is. worthy.of.protection,.recordation.and.interpretation.as.the.site.is.redeveloped.from.a. planing.mill.to.a.resort...accordingly,.the.proposed.site.plan.attempts.to.reuse.as.many. of.the.mill.buildings.and.structures.as.possible.and.replicate.the.geometry.of.historic.mill. layout...buildings.that.cannot.be.re-used.will.be.disassembled.for.re-use.in.the.proposed.new. construction.which.itself.will.be.designed.to.maximize.compatibility.with.massing,.materials. palate.and.geometry.the.historic.industrial.fabric.. Low-Impact Development Practices Development.within.the.Redevelopment.Area.will.be.sensitively.sited.with.efforts.to. reuse.existing.buildings.and.other.previously.disturbed.sites.whenever.possible.as.shown. on.the.following.page..when.not,.disassembled.building.materials.will.be.reused.in.new. construction that reflects existing building massing and architecture. Most existing vegetation will be retained as will existing rock outcrops, significant trees and other character-defining landscape features. Environmentally sensitive natural areas such as wetlands,.riparian.zones,.steep.slopes,.and.valuable.habitat.will.be.preserved. Wastewater Treatment Standards The.resort.will.depend.on.technologically.advanced.package.wastewater.treatment. technology. This on-site system will generate highly purified wastewater (B+ or A+) that will.be.clean.enough.to.re-use.for.underground.irrigation.and.discharge.into.the.columbia. River.with.minimal.water.quality.impacts.and.no.odor... If.feasible,.wastewater.not.needed.for.irrigation.will.be.combined.with.discharge.from.the. Spring.Creek.Hatchery.and.piped.further.offshore.to.deeper,.faster.moving.currents...This. will improve water quality close to the shore, benefiting recreation and wildlife. 43 Addressing the Second Purpose of the National Scenic Area Act Avoiding potential conflict with the second purpose of the Columbia River Gorge National Scenic.Area.Act.(PUBLIC.LAW NOV..17,.1986).is.critical.to.the.success.of.this. project...the.scenic.area.act.gives.clear.direction.for.commercial.development.in.the. Gorge: it is to be encouraged to locate within the 13 Urban Areas identified by Congress. The.Act.directs.the.Gorge.Commission.to. protect.and.support.the.economy.of.the. Columbia.River.Gorge.area.by.encouraging.growth.to.occur.in.existing.urban.areas.and.by. allowing.future.economic.development.in.a.manner.that.is.consistent.with.protecting.and. enhancing.scenic,.cultural,.recreational,.and.natural.resources.[section.3(2)].. The.Act.is.administered.by.the.Management.Plan.for.the.Columbia.River.Gorge.National. Scenic.Area.which.states.that.development.is.welcome.outside.the.urban.areas.but.it.must. not interfere with the prosperity of the Urban Areas. One of the key issues identified in the management.plan.is.the.concern.that. uncontrolled.strip.commercial.development.outside. the.urban.areas.could.discourage.new.commercial.growth.in.these.urban.areas...as.a. result,.commercial.land.use.policy.#8.states:. Commercial.uses.located.outside.Urban. Areas.and.Rural.Centers.shall.be.limited.to.a.scale.that.serves.local.community.and.tourist. needs. To.ensure.compliance.with.these.mandatory.provisions,.a.detailed.analysis.was.conducted. of.potential.economic.impacts.to.nearby.urban.areas,.especially.white.salmon.and.bingen. Washington.as.well.as.Hood.River.Oregon...As.summarized.in.the.following.table,.this. analysis.determined.that.the.short.and.long-term.economic.impacts.to.these.areas.are. anticipated.to.be.very.positive.and.that.broughton.landing.will.not.compete.directly.with. the.existing.local.hospitality.sector.. Short-Term Impacts: The.construction.period.will.generate.substantial.new.employment.estimated.at.288.jobs. along.with.substantial.tax.revenues.to.both.state.and.local.governments..it.is.important.to. note.that.a.majority.of.these.jobs.and.economic.activity.are.added.to.the.current.economic. environment.and.will.not.have.a.negative.effect.on.current.jobs.and.the.economic.activity.in. the.area.. Long-Term Impacts: The.operation.of.the.resort.will.add.the.equivalent.of.approximately.60.ongoing.full.time. jobs.and.ongoing.real.estate.tax.revenues.in.excess.of.$1.0.million..the.project.is.also.likely. to.have.a.positive.effect.on.the.real.estate.environment.and.surrounding.outdoor.activities.. 43

45 Summary and Conclusion Broughton.Landing.will.replace.a.decaying.lumber.mill.with.a.world-class.resort.that. demonstrates the best of sustainable development practices while fulfilling the region s need.for.a.base.camp.for.outdoor.adventure..the.proposed.development.program.of.250. new.units.effectively.balances.economic.realities.with.scenic,.natural.and.cultural.protection. measures..this.self-mitigating.proposal.is.intended.to.raise.the.standard.for.all.future. development.proposals.within.the.national.scenic.area.as.follows: Conservation Easements on numerous Broughton-owned parcels: Permanent.conservation.easements.preserving.approximately.300.acres.of.highly-visible. gorge.walls.are.proposed.to.maximize.protection.of.the.surrounding.environment;. Conservation, Preservation and Recreation Fund supported by sales: Perpetual sales-financed fund supporting land conservation, recreation trails and historic preservation; Extensive recreation trail network open to public: Approximately.14.miles.of.public.recreation.trails.between.Underwood.Bluff.and.Drano.
