In determining whether the agreement shall be extended, or if additional vendors apply for a franchise, upon the expiration of a franchise the City Manager or his/her designee shall consider extending or recommending the franchisee based on the applicants qualifications. Factors to be considered in awarding and/or extending franchises include: experience in leading ecotours, knowledge of the Banana River Lagoon and Thousand Islands ecosystem (as shown through classes attended, etc), letters of recommendation, appropriate insurance coverage, a demonstrated commitment to the principles of ecotourism including consideration of volunteer efforts to preserve and protect the environment, a demonstrated level of cooperation with other franchise operators, depending on the franchise applied for experience in leading kayak, canoe, SUP, boat or fishing tours, and other such factors as may be considered relevant. Preference will be given to locally owned and operated businesses. ) The City Manager is authorized to negotiate and execute a Parks and Boat Ramp Franchise Agreement with a maximum of two Commercial Stand-up Paddle Board (SUP) Operations, with such Franchise being for the activity and scope of activity presented in the applications of the following:

LLC, Dina Rulli & Fernando Ontiveros, 123 Delispine Street, Melbourne Beach, FL ; b) RICK HILDRETH & DAVE SILJESTROM, 707 Nassau Road, Cocoa Beach, FL ; or c) 321 KITEBOARKING AND WATERSPORTS, Gregory Brett Zachar, 400-A West Cocoa Beach Causeway, Cocoa Beach, FL The City Manager is further authorized to extend such agreements on an annual basis as set forth in Section 12 of the agreements.
