2 BACKGROUND/COUNCIL HISTORY Herbie Hawk, the Council Symbol Throughout the Hawk Mountain Council, Scouts of all ages know and love Herbie Hawk. He's the Council's symbol personified. He may be a caricature; but, one almost feels he comes alive as he emotes loyalty, fidelity, trustworthiness, determination, grit, or any one of many expressions that will reflect the mood fitting the situation. He's got character! That's a lot to say for a youngster of 12 or or 14. We're not really sure just how old he is. Even his "Dad," the late Richard F. (Dick) Kurr, wasn't sure! Checking the records - or early tracings, if you will - there is evidence that the first Herbie was displayed publicly in 1971, 1972 or Then he had a serious, straightforward expression. It didn't take him long however, to develop his own character. In short order, the second Herbie was on the scene with a prouder expression. PATCH TRADING ETIQUETTE (JAMBOREES, CAMPOREES, NOAC) In general, as a Scout is Friendly, patch trading allows for youth to meet new friends by trading their Council Shoulder Patch with one another one for one. The Scout Handshake is required when the trade is completed. Scouts are interested in the reasons why a patch is designed in a particular way. Knowing Council patch history is very popular. CSP sets have become very popular. Therefore Councils that maintain themes in their sets tend to trade very well. When trading a set, as a general rule your set should contain the same number of patches as the set you are receiving. Scouts trade with Scouts, adults should trade with adults. If trading does occur between a Scout and adult, the adult MUST ensure that the patches traded are of equal value. Through the years, then, Herbie began to get more and more boldness in his lines; more emphasis in his expressions, and uniquely characteristic flamboyance in his artistic emotions. Not only does Herbie have character, he has heritage. He's not just any old fictitious bird. He was selected from among seven kinds of hawk to represent Hawk Mountain Council. Herbie is a Goshawk. A Goshawk is literally a goosehawk, appropriately defined as "... large, short-winged hawks, noted for their powerful flight, activity and courage." - see next pages for more...

4 This mascot started out with the name of "Herby." "Somehow," Former Council Scouter Dick Kurr said, "Someone changed the spelling to 'Herbie,' and that's the way it has been ever since." DRAWING TEMPLATES In it s time, every area Scouter recognized Herbie Hawk as the name of the Council's newspaper. Throughout his career, Herbie has gone to camporees, jamborees and Scout shows; he's been a football player, a camper, and an archer, to name but a few; he's exemplified patriotism, showed the way at camps, represented volunteers and was puffing his chest with pride as part of the Diamond Anniversary recognition (depicted below). His creator researched, not only for definition, but also drew detailed feathered head representations of various kinds of hawks before determining that the Goshawk had the best characteristics for his artistic personification (see previous page). Truly, his gallery of expressions for Scouting is extensive. Dick Kurr hadn't even counted them all, but there must be as many expressions as there are activities, moods, challenges and accomplishments in Scouting. He's come a long way for his age.. He s been our Council s iconic symbol for well over 47 years. He s been a very famous Goshawk! A quick Google search of the internet for hawk mountain council csp you will find a number many versions of our CSP and Council activity patches from the past. (see back cover for a few) CSP Council Shoulder Patch 3 x 5
5 COUNCIL SHOULDER PATCH DESIGN GUIDELINES Patches or emblems that contain the confederate flag are prohibited. Patches that contain the Olympic rings, or the word Olympics are prohibited. Patches that contain a third-party trademark which would either directly or indirectly suggest an endorsement of a product or service are prohibited. All patches and emblems must contain a Boy Scouts of America corporate identifier: either, BSA without any periods, Boy Scouts of America or the BSA fleur-de -lis; as instructed in the BSA Insignia Guide. No trademarks from others are allowed without prior authorization expressed from the trademark owner (on company letter), and written approval from the BSA. Any other third-party trademark or copyrighted material being incorporated on a custom patch must be accompanied by a letter of permission on company letterhead of intellectual property owner. No text or designs over the BSA Universal Emblem, when used. No text or designs superimposed over the American flag, nor attached to it any mark, insignia, letter, word, figure, picture, or drawing of any nature (a stationary American flag may not be used as a patch backing; however, a waving American flag may be used) No obscene gestures or foul language. No words or designs that the BSA would consider, at its sole discretion, to reflect poorly on the values of the BSA or that it would deem offensive to the BSA and/or its members. There should not be any political reference made on patches. Council Shoulder Patches (CSPs) cannot have the city and state on them. The name of the Council must appear on all CSP s. Only the council name is allowed as far as identification of the unit is concerned. No council initials are accepted. BSA patches and emblems do not require statutory markings (i.e.,, ), except in cases where the emblem or patch is of sufficient size that these marks can be produced legibly. Typically this is a patch that is 3 ½ in diameter or larger for a round patch, or any patch that is at least 4 wide or tall.
6 2018 HAWK MOUNTAIN COUNCIL OFFICIAL COUNCIL SHOULDER PATCH CONTEST Why Consider a New Official CSP? In 2020, Hawk Mountain Council will celebrate our 50th Anniversary as a Council. In preparation for the Anniversary, we are beginning to think about how we continue to serve youth into the next 50 years. According to the Center for Strategic and International Studies youth today prioritize four things: The chance to start their own business An education that prepares them for the real world The end of corruption and bad governance A safe and secure life These are things that Scouting teaches Skills for Life We want all who wear our Council s Shoulder Patch to be proud of that patch. It should be a visual representation of the professional and caring organization that we are, and to celebrate our heritage in honor of those that worked and sacrificed before us to create a bright future. Over time, we have seen many different versions of our Council Strip emblazoned on the shoulders of our youth. Our youth are our customers, and therefore should have a voice in choosing what that patch looks like. Do we keep Herby or Herbie on our CSP? Or do we stick with the more realistic Hawk? Should the design change completely? We hope our youth will tell us All registered youth and adult members of Hawk Mountain Council are invited to participate in this contest! Submissions must include the name of the designer, unit name and number, patch design sketch in full color and any required definition HAWK MOUNTAIN COUNCIL OFFICIAL COUNCIL SHOULDER PATCH CONTEST PATCH CONTEST RULES: A Committee of seven youth members representing the diversity of the Council will select the New Official Hawk Mountain Council Shoulder Patch under the advice of the Council President, Council Executive Officer and Council Commissioner. 1. Any new design considered must incorporate the rich History of Hawk Mountain Council. 2. Designs must adhere to BSA Brand Identity Guidelines. 3. Designs may be produced electronically or by hand drawn sketch. 4. Designs should fit on one of the templates contained herein. 5. Multiple designs may be submitted by a single youth or adult. 6. Submissions must include the name of the designer, unit name and number, patch design sketch in full color. 7. Explain your patch design in a short paragraph. 8. Preferred fonts are: Times New Roman, Arial, Helvetica Narrow Bold, and LTC RECORD TITLE (MS Word Trajan). 9. Submit all designs to the Hawk Mountain Council, ATTN: Matt Hensinger, HMC Commissioner, 5027 Pottsville Pike, Reading, PA in either electronic or hard copy no later than August 1, Designs will be judged for instant recognition as Hawk Mountain Council, harmony in the relationship between the BSA brand identity and our Council, cleanliness in design and must be acceptable for production once reviewed by the National office.
