1 CITY OF SIMI VALLEY MEMORANDUM AGENDA ITEM NO. 3B (1) January 26, 2015 TO: FROM: City Council Department of Community Services SUBJECT: APPOINTMENT OF SIMI VALLEY COUNCIL ON AGING EXECUTIVE BOARD MEMBERS STAFF RECOMMENDATION The Council On Aging recommends that the City Council approve, and the Mayor appoint, applicants nominated to the Council On Aging (COA) Executive Board. CITY MANAGER S RECOMMENDATION The City Manager defers to the Council On Aging recommendations. BACKGROUND AND OVERVIEW The Council On Aging (COA) serves as an advisory board to the City Council on senior citizen related issues. The COA is represented by a nine-member Executive Board. Per City Council Resolution , Executive Board members are nominated by the COA general membership and appointed by the Mayor, with the approval of the City Council. Executive Board members serve staggered twoyear terms expiring on January 31 of each year. Vacancies for five COA Board Members will occur on January 31, FINDINGS AND ALTERNATIVES A recruitment to fill the 2015 vacancies began on October 13, 2014, and concluded on November 10, The City received four applications. Applicants who have not previously served on the COA Executive Board attended a mandatory orientation session. On January 12, 2015, the COA held its Annual Meeting that included the election of four nominees for appointment to the Executive Board, as detailed in the following list. Since only four applications were received, it was not possible to fill all five of the COA Executive Board positions. However, the COA Bylaws allow for the Board to operate with a minimum of seven Executive Board members, and the Executive Board would have eight members if the four recommended nominees are appointed. The applications of the recommended nominees are included as Attachment A, beginning on page 3. SR1-COA 01-15

If appointed, the applicants will serve terms commencing on February 1, 2015, and concluding on January 31, The following alternatives are available to the City Council: 1. Approve, and the Mayor appoint, applicants nominated to the COA Executive Board; 2. Provide staff with alternate direction. The Council On Aging recommends Alternative No. 1.
