ELIGIBILITY LISTS: A copy of eligibility list must be submitted to the Utah High School Activities Association prior to students participating in any sponsored activity. Also, a copy is to be sent to the region chairman. All additional lists must be filed prior to the seeding program.

No spectator is permitted to have noisemakers such as bells, sirens, horns, drums, etc. No balloons are permitted during indoor competition. 3. Drums are to be used to play with the band, to play as part of an organized cheer, and to play for the pep club s marching activities. Drums will not be used while play is in progress. The host school may have an appropriate welcome sign posted in the gym or stadium. Banners are okay if appropriate and in good taste. 2. The cheerleaders may use signs indicating cheers. 3. Flags and emblems are allowed only at home games and only on the home side of the field. Students are not allowed to parade emblems or flags on the playing field or on the opposite side of the field. Public Address System: 1. Public address systems should not be used as a cheerleading instrument. 2. Game announcers should be as objective as possible. Electronic Equipment: 1. Electrical sound equipment or devices are permitted at athletic contests only as part of the band. 2. Pre-game music can be played at a level acceptable to both coaches. **All games will be played at 5:00 J.V. and 6:00 Varsity Crossover Games OCT. 25 th or 26 th STATE IS OCTOBER 28 TH & 29 ST AT UVU Cheerleaders: 1. Cheerleaders of the host school should initiate a meeting with the guest cheerleaders. The two (2) groups should work cooperatively together during the game. 2. Cheers and songs that are derogatory or insulting should not be used by either school. 3. Cheering contests and screaming indiscriminately for more than thirty (30) seconds should be discouraged. Organized cheers are more effective. 4. Cheerleaders should do everything they can to stop the booing or shouting of small groups.

4 5. Cheerleaders should encourage good sportsmanship at all times. No abnormal noises especially when a four pitch is in progress. 6. No children are to be used in cheerleading, pep club, or drill team activities and/or shows during region activities. Student Behavior at Games: 1. Students are encouraged to participate in organized cheers and show good sportsmanship at all events. 2. Students will not participate in organized obscene or derogatory cheers, organized cheers directed at an individual player, organized back turning or other unsportsmanlike conduct. 3. Fans will not be allowed on the playing field or court at the end of the game. 4. During half-time only school organized activities will be performed. 5. Fans are required to wear shirts. Sportsmanship: 1. A safety zone for cheerleaders and competing teams should be established. 2. The only organized cheering will be by elected cheerleaders in uniform. No students below the ninth grade will cheer. 3. Supervision by at least two staff members at all events. It is preferred they be identifiable by some type of school attire. 4. A designated staff member in charge of the safety of officials before, during, and after the event. 5. Cheerleaders accept the challenge of crowd control and courteous behavior. Pep Club: 1. The officers of the host pep club should welcome the visiting pep club. 2. Members of the pep club should not leave their seats for performances during time-out periods. During a basketball game the pep club will not line up near the playing floor. 3. The half-time performance should not exceed seven (7) minutes in basketball. Exception: Home team may ask for additional time at half-time for a special occasion. Home team will notify the visiting team coach of the extended halftime prior to the game. VOLLEYBALL 1. Rules: Region 18 follows all USHAA and NFHSA rules and regulations. 2. Season starts dates: First practice date August 9 th. First game date is August 17 th. 3. Matches will be played on Tuesday and Thursday unless other arrangements are made between school principals. 4. Contest limitations: Only sixteen 16 matches may be played during the season or the other option is 15 matches and 1 tournament or 14 matches and 2 tournaments or Tournaments may not run longer than three days. No tournament may have more then 9 matches total and only 7 matches on one given day. 5. Home team responsibilities: Home team is responsible to provide for state certified officials, official scorer, timekeeper, and one line judge. Crowd control and team safety are of paramount concern and are the direct responsibility of the home school administration. Provide you own balls. 6. Visiting team responsibilities: Be on time. Control you players and fans. Have respect for home school property. Provide one line judge. Provide your own balls. 7. Post season play: Teams going to state will be determined by an end-of-season tournament. The format will be as follows: State tournament October 29 th -30 th 8. Tie breaker procedure: The seed will be determined by the win/loss records of the teams involved in the ties. First tie breaker, head to head. Second tie breaker, record against the team with the highest finish, second highest finish, etc., until the tie is broken. If this method fails, a coin flip will determine the seeding. The same method will be used for three way ties. 9. Filming of matches is authorized. 10. The All-Region team will be voted on by the coaches. Each coach will be given a list of players by the region coaches. They will then vote. Each coach may vote for only two (2) players from their own team. Twelve players will be selected. Ballots must be turned in by the start of the championship game. 11. A Region 18 trophy will be awarded to the regular season champion. (In the event of a tie both teams will be given a trophy as co-champions.)

5 TRACK 1. The region track meet will be arranged. 2. Each school can enter four athletes in each lane event and as many athletes as they want in all other events. 3. Starting times for the meet will depend on the number of entries. 4. Guidelines for state qualifiers can be found in your UHSAA handbook. 5. Entries for the region meet must be completed and turned in three days before the meet. 6. Hosting schools are responsible for running the meet. All schools maybe needed to help run events. 7. The top 4 athletes in each event and the top 2 relay will qualify for the state meet. An athlete can attend the state meet also by meeting state qualifying Standard for their event. At a state qualifying meet. Pom-Poms: 1. The host school may permit the use of pom-poms by cheerleaders and members of the pep club or drill team. 2. No other students from either school are permitted to have pom-poms, confetti, rolls of paper, etc. 3. Megaphones will not be allowed during indoor competition. Pre-Game: All pre-game activities will conclude in sufficient time to commence the official play at the official starting time. Policies for Violations: There will be fines assessed by the Region 18 Board of Managers for flagrant violations of the rules regulating student behavior at Region 18 activities. 1. Up to a $1,000 fine. 2. Time changes for future games. 3. Not allowing certain fans or groups of fans to attend Region 18 events. 4. Other necessary action that Region 18 Board of Managers feel would be appropriate. 5. Schedules are binding, etc. Supervision: 1. There will be a properly authorized school supervisor for all home contests. This will be in addition to the home coaching staff. This supervision will monitor and control proper fan conduct and be responsible for escorting officials from the field of competition after the contest. 2. No contest will be played without certified officials. 3. Protests: All protests concerning Region 18 contest must be filed with the Region 18 Board of Managers and the principals of the two (2) schools involved within twenty-four (24) hours from the time the contest was played. If the protest cannot be settled by the two (2) principals involved plus the principal in charge of the sport, the Region 18 Board will then be called into the protests.

9 SOCCER GUIDELINES CONTEST LIMITATIONS TBD 1. Any meet in which one (1) or more students participate counts as a meet for that school in individual/team sports of cross country, golf, gymnastics, swimming, tennis, and track. 2. The following contest limitations apply from the starting date until one (1) week prior to the state meet or tournament. a. Baseball Twenty (20). All games counted b. Basketball Twenty (20) games. c. Cross Country Eight (8) meets. d. Drill Team Four (4) competitions. (Does not include region or state.) e. Football Nine (9) games. f. Golf Ten (10) meets. g. Soccer (Boys & Girls) Fourteen (14) games. h. Tennis Twelve (12) meets. The number of meets counted for a tennis tournament shall be equal to the number of days schedules for the tournament: e.g. a one (1) day tournament shall count as one (1) meet, and a two (2) day tournament shall count as two (2) meets, etc. i. Track Ten (10) meets. j. Volleyball One of the following three options may be chosen: a. A. Sixteen (16) matches and Zero (0) tournaments b. Fifteen (15) matches and One (1) tournament c. Fourteen (14) matches and Two (2) tournaments The following guidelines pertain to the tournaments: no more than nine (9) total matches in a tournament. No more than seven (7) matches in a given day. Tournaments may not exceed three (3) days in length. k. Wrestling Twenty Four (24) matches per wrestler. Eight (8) teams a tournament count as three (3) matches. Tournaments with more than eight (9) teams count as four (4) matches. l. Music three (3) contests. m. Speech Eight (8) meets per individual.

10 BASEBALL MUSIC POLICIES 1. All league games will start at 2:00 p.m. [Double Headers] First game 7 innings the second game 5 innings. 2. Game time may only be changed by agreement between the two principals involved. 3. If a game is postponed, it must be made up on the first available open date. a. Games may be postponed without region clearance for bad weather or an unplayable field due to bad weather. b. In an official has been assigned and does not get there, the game will be postponed as bad weather. c. All other postponed games will need region clearance. 4. The home team shall be responsible for state certified officials. The home team must also provide an official scorer. 5. The 10 run rule after 5 innings will be used, 3 innings in 5 inning games. 6. The region champion will be the team with the best league record. If there is a tie, head-to-head competition will determine the winner. 7. The region champion will be awarded a trophy. 8. The beginning date for practice is July 30 th. 9. Manila and Green River High Schools will compete in our Region All policies and requirements from the USHAA manual Will be followed and enforced. 1. The following Region Music Festivals may be held each year: Marching band Solo/Small Ensemble Concert Band Concert Choir Provided there are at least two schools participating. 2. Awards will follow the current UMEA state festival practices. 3. Solo/Small Ensemble Festival: There will be no limit to the number of entries each school may bring to the festival. Students grades seven (7) through twelve (12) will be allowed, however, only students grades nine through twelve who receive straight Superior (1) rating from the adjudicator will be qualified to participate at State Solo/Ensemble Festival. 4. Jazz Bands Each band will be limited to thirty (30) minutes on stage. 5. Concert Band Each band will be limited to thirty (30) minutes on stage. 6. Concert Choir Each choir will be limited to thirty (30) minutes on stage. 7. Solos/Ensembles Each entry will be given the time stipulated in the UHSAA manual.

11 GOLF CONTINUED 5. The region champion and team champion will be determined by the accumulation of points in the region tournament and meets a sudden death playoff for ties will take place. 6. Green fees will be paid by individual schools. REGION 18 FALL BASEBALL 2010 July 26 th Monday 1 st Practice & Team Selection August 3 rd Tuesday First Games May Be Played 7. The Region meet can not be played on any team s home course. 8. A team will consist of five players where the four best scores will be used to determine a team score. 9. Dress will be collared shirts and long pants, unless other options have been approved by majority vote of the region schools. 10. No carts or caddies. 11. The rules for changing of and signing of score cards will apply. 12. Parents will be permitted to watch but must stay at least 50 yards from players. They may not talk to or coach players. No friends allowed on course. 13. Blue tee boxes will be used unless schools feel the course is of such difficulty that the white tees would be appropriate. Girls have their choice of tee boxes. 14. Coaches will walk with groups. He is to help the players learn the rules and help encourage players. No coaching should be done at this time. No coach should play with the players. 15. Meets will consist of a whole course arranged by the host school. Each school in the region should be willing to host a meet. After daylight savings these meets should become 18 holes, if possible, in order to help prepare players for the region and state meet. October 5 th State Quarter Finals at Spanish Fork October 8 th -9 th Friday & Saturday State Semi Final & Finals UVSC All games will be double headers with speed-up and ten-run rules in effect. The first game will be 7 innings when the ten run rule is not met and the second game will be 5 innings. The first game will start at 2:00 p.m. The second game will be played as soon as possible following the first.

12 BASKETBALL 1. Starting Dates: Girls Practice November Boys Practice November Games may not start before 3:00 p.m. during school days. Game starts are recommended as follows: Weekday games will be played: Friday games will be played: Freshman 3:00 p.m. Jr. Varsity 4:30 p.m. Varsity 6:00 p.m. Freshman 4:00 p.m. Jr. Varsity 5:30 p.m. Varsity 7:00 p.m. 3. In the event that a preliminary game runs long, each team must be given a 15 minute warm-up period. 4. There will be no games or practices during the UHSAA Moratorium, November 25 h 28 th December th, and January 1 st. A $ fine will be assessed to the coach if there is a violation. 5. State Tournament Girls February Boys March In the event of a tie between two teams, the breaker rule will be used to seed the teams. Tie Beaker Procedure: The seed will be determined by the win/loss records of the teams involved in the tie. If the tie still exists, the seed will be determined by their records against the team with the highest finish, or the next highest finish, etc., until the tie is broken. If this method fails to break the tie, the seed will be made by a coin flip. GOLF GUIDELINES 1. Rules: can be changed by a majority vote of participating schools, one vote per school through the coach. 2. Definitions: *Region Meet: weekly tournament preparing athletes for the region and state tournaments and accumulation of qualifying points. *Region Tournament: once a year meet that weighs more toward state tournament qualification and determination of region champion (team & individual). 3. Scoring: all tournaments use medal scoring rules. *Region Meet: a player received points according to their finishing place in the tournament: 1 st place 10 pts. 2 nd place 9 pts each place 1 pt. lower 10 th place 1 pt. *Region Tournament the above described scores are doubled. *A team receives points according to their finishing place in the tournament: 1 st place 5 pts. 2 nd place 4 pts. 3 rd place 3 pts. 4 th place 2 pts 5 th place 1 pt. *If a tie exists, all ties receiver the same score. *Since golf is by the honor system with no referees, it is extremely important that the players understand the basic rules. Thus, a player must score perfectly on a rules test produced by coaches from participating schools. This should be done by the 2 nd meet, but definitely by the region meet. No player is eligible for the region or state meet until this rules test is successfully passed. 4. Qualifications: a. Region meet and region tournament that qualifies to participate according to the regions qualifications, (including the rules qualification test). b. State: 1) The top three teams (five players) based on accumulation of scores from the meets and region tournament.

13 CROSS COUNTRY GUIDELINES BASKETBALL CONTINUED All general policies in the Region 18 Activities Manual Should be read and will apply to the sport of Cross Country. 1. Starting time for cross country meets is 3:30 p.m. Girls first then Boys 2. The host school will arrange a well marked course. The distance will be approximately three miles. A finish chute will be used at the finish on dual meets as well as the region final meet. 3. Separate races will be run for boys, girls, and JV unless agreement among all schools involved agree to run them together. 4. Unlimited participation. 5. The winner of the region trophy will be determined by the team scores in the region meet. 6. Teams qualify for the state meet as per the UHSAA manual. 7. The Region 18 cross country final will be arranged by the school responsible for cross country. 8. Maximum number of meets will be eight plus region and state 9. Region 18 meet host will be TBD 10. Recommend an all-region designation for the first seven place finishers. Certificates will be presented in addition to the medals. 11. Tie breaker determined by highest sixth place finish. If a three-way tie for one place occurs, the tie breaker rule will determine their final place finish. 7. Teams provide their own warm-up balls, drinks, and towels. 8. Filming of your own games is authorized. 9. Officials will be obtained through the basketball arbiter by the host school. Officials will be paid for their services immediately after the game. 10. Teams will wear light uniforms at home and dark uniforms away. 11. Ten players will be selected for the all-region team (coaches may not vote for more than two members from his/her team) 12. A Region 18 trophy will be awarded to the first place team for the regular season based on winning percentage. Teams tied for first will be named cochampions and will share the title. Each co-champion team will receive a trophy. 13. General courtesies recommended for games: a. Each school should provide the visiting team with a secure, clean locker room, a good whiteboard, and a place for taping. b. If pre-game activities are to be longer, or different from the ordinary, a schedule should be discussed or published and given to the coaches and referees. Flag ceremony and introduction of players should be included. c. Conduct half-time activities within the 10 minutes allotted. Do not exceed 7 minutes for all activities. Minor variations can be made with mutual consent of the schools involved. 14. Only by mutual consent of both schools can the starting times and/or dates be changed. These changes must be reported to the Region 18 Board of Managers.
