1 2007 Climbig/Rappellig NATIONAL STANDARDS BOY SCOUTS OF AMERICA These stadards apply to coucil ad district climbig/rappellig activities. Climb O Safely, No B, applies to uit activities. Toppig Out, No , is the Boy Scouts of America s maual of recommeded climbig practices.

2 2007 Climbig/Rappellig Natioal Stadards These stadards are desiged to esure a high degree of health ad safety for participats ad staff members egaged i climbig/rappellig programs operated by the Boy Scouts of America. Climbig/rappellig programs iclude atural rock sites, climbig/rappellig towers, vertical walls, horizotal walls, boulderig, portable facilities, boulderig facility ad related programs. These stadards apply to all local coucil ad district climbig/rappellig activities where multiple uits egage i the activity. Oly programs that operate oe week or more are required to be visited by a regioal visitatio team. Equipmet, facilities, staff qualificatios, ad traiig, as well as operatio of the program, should be reviewed durig the aual summer camp visitatio. This ispectio must be coducted by a traied regioal climbig/rappellig ispector or Project COPE ispector. The Project COPE visitatio team is empowered to ispect both climbig/rappellig ad Project COPE facilities ad activities. The climbig/rappellig site is also ispected aually by a climbig director ad members of the coucil climbig committee. Climbig/rappellig program sites or facilities o coucil property that are ot part of a summer camp operatio must be ispected at least oce a year by a traied climbig director or ispector from outside the BSA local coucil. A BSA regioal visitatio team submits writte recommedatios to the coucil idetifyig facilities, procedures, ad istructio techiques that eed to be chaged. Climbig/rappellig programs may be ispected at a time other tha durig the atioal residet camp visitatio. The regios have traied climbig/rappellig or Project COPE ispectors who will ispect the programs. All madatory (M) stadards must be met to operate a climbig/rappellig program. Ay evet or activity that does ot meet oe or more madatory stadards must be closed util compliace is achieved. Toppig Out: A BSA Climbig/Rappellig Maual, No (available through the Supply Divisio), will serve as the referece for these stadards. A sectio of Natioal Campig School is offered for the climbig directors referred to i these stadards. Quality stadards are desirable practices essetial to a quality climbig/rappellig program. The followig items should be available to the visitatio team. 1. Results of last ispectio of the course ad corrective actio take. 2. Log of the history of each rope ad legth of webbig used i the program. 3. Equipmet record ad ivetory. 4. Reports of ijuries ad close calls ivolvig participats i the climbig/rappellig program. These records should be kept for at least 15 years. 5. Maiteace checklist of facilities ad equipmet. 6. Proof of traiig of the climbig director ad istructors. 7. Climbig/rappellig staff traiig pla. 8. Checklist of programs each istructor is qualified to lead. 9. Proof of traiig ad CPR traiig of at least oe climbig staff member. 10. Rules ad safety procedures for each evet. 11. Procedures for opeig ad cocludig climbig/rappellig program sessios. 12. Emergecy pla ad procedures. 13. Ispectio report o ew facilities. 14. Classes of Climbig/Rappellig Practices ad Procedures Several levels of climbig practices ad procedures may apply i specific situatios: Required The Climbig/Rappellig Natioal Stadards are required for all coucil ad district climbig/rappellig activities. The poits of Climb O Safely, No B, are required for all uit climbig/ rappellig activities. Recommeded Toppig Out, No , cotais recommeded practices ad procedures for both coucil/district ad uit climbig/rappellig activities. These have bee determied to have a high degree of safety ad are commoly used. Prohibited A few climbig/rappellig practices ad procedures are prohibited because they have bee determied ot to be safe; they are described i the Climbig/Rappellig Natioal Stadards, Climb O Safely, ad Toppig Out. Acceptable Because there is such a variety of climbig/rappellig practices ad procedures, some are simply acceptable ot required, recommeded, or prohibited. Just because a practice is ot described i Toppig Out does ot ecessarily mea that it is ot acceptable. The coucil s climbig committee chairperso should be cosulted regardig climbig/rappellig practices ad procedures that may be questioable.

3 Summary of Chages i 2007 Climbig/Rappellig Natioal Stadards The followig chages have bee made to these stadards for 2007, as follows: Stadard M3 specifies that costructed facilities must meet ACCT istallatio stadards for belay cables ad termiatios, groud achors, guy cables, beams, ad poles, as well as applicable state ad local laws. A ew stadard 4 has bee added ad subsequet stadards reumbered. It states that if mobile climbig walls are used, the followig items have bee cosidered, implemeted, ad documeted: applicable state ad local regulatios, replacemet frequecy for cables ad equipmet, the facility is used oly for its iteded purpose, the maufacturer s recommedatios are followed, applicable climbig ad COPE stadards are followed, ad the facility is ispected before ad after each period of use. This stadard will become madatory i Stadard M5 (formerly stadard M4) has bee modified to state that each climbig/rappellig structure, icludig boulderig walls, vertical walls, ad towers, must be ispected by a structural egieer or a professioal challege course builder, before iitial use, withi the last four years, ad after ay severe stress such as high wids or lightig. A writte documet must be available that is siged by the structural egieer or challege course builder, idicatig that i his or her opiio the facility is structurally suitable for its iteded purpose. The stadard has a ew provisio that will become madatory i 2009: It is recommeded that each climbig/ rappellig structure be ispected by a structural egieer or a professioal challege course builder at least oce every two years. Stadard 8 (formerly stadard 7) has bee modified to suggest that participats be kowledgeable i the priciples of Leave No Trace where they are applicable to climbig/rappellig sites. Stadard M9 (formerly stadard M8) ow specifies that a BSA-traied climbig director or a BSA-traied istructor who is at least 21 years of age (lead istructor), or a traied boulderig facilitator must supervise the climbig/rappellig or boulderig site, respectively. Stadard M10 (formerly stadard M9) states that a miimum of two climbig directors or istructors or boulderig facilitators must supervise ay climbig/rappellig activity ad be preset durig costructio, operatio, ad dismatlig of portable structures. Stadard M11 (formerly stadard M10) specifies that atural sites for climbig/rappellig o BSA property or used for coucil programs must be ispected twice a year by a climbig director. A ew stadard M20 has bee added ad subsequet stadards reumbered. It reads: A staff member who supervises ad facilitates boulderig facilities must be a climbig director or lead istructor or a adult boulderig facilitator (at least 21 years of age) who has bee traied by a climbig director or lead istructor. Participats feet must ever be higher above groud tha their shoulder height, ad participats must ot be allowed to climb over the boulderig facility. The type ad legth of traiig ad the umber of supervisig staff is determied by the climbig director or lead istructor. Boulderig sites must have a appropriate shock-absorbig groud surface (see state or local playgroud regulatios) ad/or participats are to be properly spotted. See Toppig Out, No The provisio i stadard M23 (formerly stadard M21) statig that istallatio of climbig bolts o BSA property must have coucil approval has bee moved to become part of stadard M26 (formerly stadard M24). Stadard M27 (formerly stadard M25) adds a referece to Toppig Out, No , ad has bee modified to state that all climbig helmets must be retired accordig to the maufacturer s recommedatios or sooer if coditios warrat it. The seve-year limit for helmets was dropped. Stadard M28 (formerly stadard M26) ow specifies that all cordage used for climbig (climbig ropes, accessory cord, ad webbig) must be desiged for climbig ad used accordig to the maufacturer s recommedatios. The stadard also states that all dyamic climbig ropes must be UIAA- or CE-approved, ad the use of three-strad rope is prohibited. Stadard M29 (formerly stadard M27) states that all cordage (climbig ropes, accessory cord, ad webbig) must be retired accordig to the maufacturer s recommedatios, but o more tha five years from the date of purchase or sooer if coditios warrat. See Toppig Out, No Stadards M42 ad M43 (formerly stadard M40) have become separate stadards. Stadard M42 specifies that the techiques of proper belayig ad use of sigals ad equipmet be explaied, demostrated, ad practiced uder safe coditios before participats are permitted to egage i climbig or rappellig. Stadard M43 specifies that participats be thoroughly traied i the proper use of specialized equipmet such as a commercial or tied-seat haress, carabiers, belay ad rappel devices, ad climbig ropes before usig them. Stadard M44 (formerly stadard M41) states that the o-site climbig director or lead istructor or boulderig facilitator determies if the safety of a participat might be compromised by coditios, staffig, weather, or ay other factor, ad is empowered to ope or close the climbig program. Stadard M50 (formerly stadard M47) has chaged. The ew wordig is as follows: Participats must be iformed about the ature of the climbig experiece ad the physical exertio associated with it. See the appedix of Toppig Out, No , for a suggested participat coset form. Participats must also comply with the BSA medical requiremets ad health screeig process. For evets less tha 72 hours i duratio, a Class I medical (health history) ad a medical screeig are required. The screeer must be approved ad coached i the medical screeig process by a licesed health care practitioer. The climbig director, lead istructor, or boulderig facilitator reviews the results of the screeig, persoally iterviews participats, ad privately shares pertiet medical iformatio with istructors about each participat before the participat egages i climbig/rappellig or boulderig activities. Stadard M55 (formerly stadard M52) adds that, whe used to belay two persos, a rescue rope must be rated for a two-perso load.

Program Site/Facility M1 A climbig/rappellig facility o BSA property must be moitored or secured to prevet uauthorized use (disabled to a height of at least 12 feet or otherwise disabled). M2 Climbig or rappellig at atural sites must be doe o stable rock that is suitable for climbig ad rappellig. Climbig ad rappellig sites have bee reviewed ad approved by a climbig director. The climbig area has a desigated place for olookers that is outside the safety zoe. M3 Costructed facilities must meet ACCT (Associatio for Challege Course Techology, P.O. Box 47, Deerfield, IL ; telephoe ; fax ; Web site aual membership icludes ACCT stadards) istallatio stadards for belay cables ad termiatios, groud achors, guy cables, beams, ad poles, as well as applicable state ad local laws. Portable climbig/rappellig structures must be securely achored ad/or guyed, icludig mobile climbig facilities. Follow the maufacturer s recommedatios for usig portable ad mobile facilities, icludig automatic belay systems. Climbig/rappellig surfaces must ot have protrudig hardware, such as screws. 4 If mobile climbig walls are used, the followig items have bee cosidered, implemeted, ad documeted: applicable state ad local regulatios, replacemet frequecy for cables ad equipmet, the facility is used oly for its iteded purpose, the maufacturer s recommedatios are followed, applicable climbig ad COPE stadards are followed, ad the facility is ispected before ad after each period of use. M5 Each climbig/rappellig structure, icludig boulderig walls, vertical walls, ad towers, must be ispected by a structural egieer or a professioal challege course builder before iitial use, withi the last four years, ad after ay severe stress such as high wids or lightig. A well-plaed trail system eables participats to walk safely to ad from the climbig site. 7 The climbig/rappellig site or facility has climbig routes that vary i difficulty to accommodate participats with differet skill levels. Participats are kowledgeable i the priciples of Leave No Trace where they are applicable to climbig/rappellig sites. II. PROGRAM ADMINISTRATION M9 A BSA-traied climbig director or a BSA-traied istructor who is at least 21 years of age (lead istructor), or a traied boulderig facilitator must supervise the climbig/ rappellig or boulderig site, respectively. A climbig director eed ot be preset durig climbig or rappellig activities, provided that a istructor who is at least 21 years of age (lead istructor) is preset at the site. Each BSA climbig director ad istructor has evidece of active istructio i climbig/rappellig at least oce withi the past six moths or the last campig seaso. See Toppig Out: A BSA Climbig/Rappellig Maual, No Climbig director or lead istructor: Date of certificate of traiig: Age: Each BSA local coucil that operates a climbig program must have a curretly traied climbig director to give overall supervisio to the coucil s climbig program. M10 A miimum of two climbig directors or istructors or boulderig facilitators must supervise ay climbig/ rappellig activity ad be preset durig costructio, operatio, ad dismatlig of portable structures. Each climbig director or istructor supervises o more tha six participats, icludig adult leaders, i climbig or rappellig. The istructors must ever leave participats uatteded. M11 Natural sites for climbig/rappellig o BSA property or used for coucil programs must be ispected twice a year by a climbig director. M12 Close calls (icidets that do ot result i ijury, but that reveal a potetial safety problem), accidets, or ijuries that occur durig climbig/rappellig activities must be documeted by the staff ad periodically reviewed by the climbig director, program director, camp director, climbig committee, ad coucil health ad safety ad/or risk maagemet committee. M13 A site-specific writte maiteace checklist is used for all biaual (twice a year) ispectios of facilities ad equipmet. A copy of this checklist should be kept with the climbig/rappellig records, the rager s records, ad the coucil s records. 14 Whe possible, the program is made available to youg people with disabilities. These participats are accompaied by adult leaders who are sesitive to the eeds of youths with disabilities ad familiar with the coditios ad ability of the particular idividuals. There is a appropriate ratio of istructors to participats with disabilities. See the appedix of Toppig Out: A BSA Climbig/Rappellig Maual, No A opportuity is provided for adult leaders to receive traiig i Climb O Safely. M16 Other orgaizatios or groups are permitted to use the camp climbig/rappellig site or facility oly with a hold-harmless agreemet, facility use agreemet, ad certificate of liability isurace i the amout of $1 millio. Whe the coucil operates the program, camp climbig equipmet or approved

Whe a outside orgaizatio operates the program, it must provide its ow equipmet ad istructors. III. STAFF QUALIFICATIONS AND TRAINING M17 The climbig director must be at least 21 years of age, must be a curretly registered member of the Boy Scouts of America, ad must have successfully completed the Climbig sectio of BSA Natioal Campig School withi the last five campig seasos. Evidece of cotiuig, active istructio i climbig/rappellig at least oce i the past year is available to the ispector. A Project COPE director may supervise a climbig tower. Director: Date of certificate of traiig: Age: M18 Climbig istructors are at least 18 years of age, are curretly registered members of the Boy Scouts of America, ad hold a curret certificate (withi two years) of traiig as a BSA climbig istructor. A writte istructor traiig pla, approved by the climbig director, has bee developed. Istructor: Date of certificate of traiig: Age: M19 All climbig istructors i traiig (IITs) must be at least 16 years of age, be curretly registered members of the BSA, ad have received traiig i climbig, rappellig, belayig, ad spottig by a climbig director or istructor. Whe IITs assist participats, they must have bee traied ad be supervised by a climbig director or istructor at the site where they are beig used. A climbig istructor may also trai ad supervise climbig IITs. M20 A staff member who supervises ad facilitates boulderig facilities must be a climbig director or lead istructor or a adult boulderig facilitator (at least 21 years of age) who has bee traied by a climbig director or lead istructor. Participats feet must ever be higher above groud tha their shoulder height, ad participats must ot be allowed to climb over the boulderig facility. The type ad legth of traiig ad the umber of supervisig staff is determied by the climbig director or lead istructor. Boulderig sites must have a appropriate shock-absorbig groud surface (see state or local playgroud regulatios) ad/or participats are to be properly spotted. See Toppig Out, No M21 At least oe climbig staff member or oe or more persos at the climbig/rappellig site must be curretly traied i America Red Cross Stadard First Aid (a hour course that icludes CPR), or Level I Natioal Safety Coucil First Aid, or the equivalet from aother atioally or regioally recogized orgaizatio, ad must be physically preset i the immediate area wheever climbig or rappellig is doe. I additio, if climbig/rappellig is doe outside of residet camp, Wilderess First Aid Basic (a 16-hour course) or The America Red Cross Emergecy Respose (a hour course) is recommeded.

ANCHORS M22 M23 M24 All achors must be fail-proof or backed up ad the load distributed. Bolts must be a miimum of 3 8-ich steel ad suitable for climbig. UIAA-approved (Iteratioal Uio of Alpiists Associatio) or CE-approved (Commuity Europea Norm) hagers must be istalled. The legth of bolts is appropriate for the type of rock; iches is the miimum. Pitos are ever used i BSA climbig. Well-rooted, healthy trees or other livig achors may be used as achor poits i a achor system. Trees must be at least 6 iches i diameter at the poit of attachmet. If used, a livig achor must be protected from damage. M25 Achor systems must have a stregth of at least 22.2 kilonewtos (5,000 pouds). (Webbig may be doubled to meet this stadard.) Each belay achor is placed to provide the most effective protectio for both the climber ad the belayer. The belayer s positio allows for o slack betwee the belayer ad the achor poit ad is kept i direct lie with a potetial fall. M26 Istallatio of climbig bolts o BSA property must have coucil approval. A writte record is available idicatig that achor bolts ad hagers o coucil property have bee istalled by a qualified idividual who has traiig ad/or experiece i istallig climbig bolts, ad have bee checked at least twice aually by the climbig director. V. PROGRAM EQUIPMENT M27 A UIAA- or CE-approved climbig helmet or a helmet that meets ASTM stadards must be wor durig all BSA climbig/rappellig activities where the participats feet are more tha their shoulder height above groud level. Each idividual i the safety zoe of a climbig or rappellig site also must also wear a approved rock-climbig helmet, ad each rappeller must wear appropriate gloves. See Toppig Out, No All climbig helmets must be retired accordig to the maufacturer s recommedatios or sooer if coditios warrat it. M28 All cordage used for climbig (climbig ropes, accessory cord, ad webbig) must be desiged for climbig ad used accordig to the maufacturer s recommedatios. All dyamic climbig ropes must be UIAA- or CE-approved. All static ropes used for rappellig must have a tesile stregth (breakig stregth) ratig of at least 22.2 kilo- Newtos (5,000 pouds) whe ew. A diameter of 7 16 ich or 11 millimeters is recommeded for static rappellig ropes; every climbig rope must have a miimum diameter of 10.5 millimeters. All ropes ad ylo webbig must be ew whe procured. Use of three-strad rope is 7

Webbig must be desiged for climbig ad must have a miimum breakig stregth of 15.6 kilonewtos (3,500 pouds) whe ew. M29 A writte log of the history of each rope used i the program must be kept, idicatig: (1) the date the rope was purchased, (2) the umber ad type of participat uses ad ay uusual impacts, ad (3) ay evirometal or severe stresses that were placed o the rope. Each rope must be uiquely marked ad permaetly idetified. All webbig must be marked with the date of purchase. All cordage (climbig ropes, accessory cord, ad webbig) must be retired accordig to the maufacturer s recommedatios, but o more tha five years from the date of purchase or sooer if coditios warrat. See Toppig Out, No It is recommeded that the same rope always be used for the same applicatio to lear what its life spa is. M30 All items of specialized equipmet (carabiers, helmets, belay ad rappel devices, webbig, rope, etc.) eeded for coductig a safe program are available to the participats. Persoal climbig/rappellig helmets, haresses, ad shoes must meet climbig equipmet stadards ad be ispected ad approved by the o-site director or lead istructor before use. Persoal climbig/rappellig ropes, hardware, ad webbig are ot allowed. M31 A properly sized commercial climbig haress or a tied-seat haress made from at least 1-ich-wide webbig is required o all belayed activities. I additio, a chest haress or full-body haress must be used for participats whose body shape could allow them to slip out of a seat haress if iverted. Haresses must be carefully ispected before each use ad retired whe damaged or excessively wor. All climbig haresses must be retired accordig to the maufacturer s recommedatios or o more tha seve years from the date of purchase, or sooer if coditios warrat it. M32 A appropriate, commercially produced belay device attached with a lockig carabier is used for belayig. A appropriate, commercially made rappel device attached with a lockig carabier is used for rappellig. Brake bars o carabiers are prohibited. If rappel or brake racks are used, the climbig director ad istructors must have the kowledge ad experiece to use them i a safe maer. M33 Equipmet must be kept i locked, protective storage whe ot beig used, away from exposure to heat, sulight, chemicals, or destructio or cotamiatio by aimals. M34 Climbig directors ad istructors regularly ispect climbig/rappellig equipmet ad are taught how to ispect equipmet for defects that reder equipmet usafe for usage. Retired equipmet is disposed of i such a way that it caot be retrieved. M35 Writte equipmet records are kept that iclude a complete ad curret ivetory; a record of date of purchase, issue ad check-i; ad a record of maiteace of facilities. VI. Participat Prerequisites M36 Climbig/rappellig equipmet ad activities must be ageappropriate ad geared to the skill level of the participats. 8

A participat may be ecouraged to take the ext small step, but the fial choice of participatio ad performace is left etirely up to the idividual. M39 Several warm-up activities are coducted at the begiig of each program sessio. M40 A site ad safety orietatio is coducted for participats by a istructor or director before the climbig/rappellig activity. A writte checklist is used to esure that all poits are covered durig the orietatio. M41 The techique of safe spottig is explaied, demostrated, ad practiced before participats are permitted to egage i ay activity requirig that skill. M42 The techiques of proper belayig ad use of sigals ad equipmet are explaied, demostrated, ad practiced uder safe coditios before participats are permitted to egage i climbig or rappellig. M43 Participats are thoroughly traied i the proper use of specialized equipmet such as a commercial or tied-seat haress, carabiers, belay ad rappel devices, ad climbig ropes before usig them. VII. Program Safety Procedures M44 The o-site climbig director or lead istructor or boulderig facilitator determies if the safety of a participat might be compromised by coditios, staffig, weather, or ay other factor, ad is empowered to ope or close the climbig program. M45 Writte, site-specific rules ad safety procedures are kow ad used by the climbig staff. See the BSA Toppig Out, No M46 All climbig participats are top-roped. All rappellig participats are belayed. All participats rappellig o a sigle rope are belayed with a idepedet lie. M47 Participats must be belayed or achored whe climbig higher tha shoulder height above the groud or i a elevated area where a fall could occur. Ay time a belay is chaged, procedures are i effect to esure that a ew belay or safety lie is secured to the participat before a previous oe is removed. Because of rope stretch, spottig must be i effect for climbers up to a height of 6 feet. M48 Procedures are i effect to check ad double-check participat ad staff kots, carabiers, ad haresses before each use. M49 Each participat is spotted with extreme care by a miimim of two spotters whe boulderig. A boulderer s feet must go o higher tha his or her shoulder height. 9

The climbig director ad/or istructor, usig a writte checklist, must make a daily visual check of the facilities ad equipmet, icludig hardware, rope, ad achor poits. Hazards idetified durig this ispectio must be corrected before the activity is udertake. VIII. First-Aid ad Emergecy Procedures Writte, site-specific plas idetifyig possible emergecies, icludig rescues, ad procedures for resolvig them are reviewed with climbig staff members. Writte, sitespecific plas for emergecy evacuatios from climbig/ rappellig sites are developed, ad procedures are rehearsed aually by climbig staff members. A reliable meas of electroic emergecy commuicatios is o-site durig climbig/rappellig activities. I additio, a reliable backup emergecy commuicatios system is i place. This could be a ruer if the distace to help or other more reliable method of commuicatio is reasoable.
