3 Section 1 Constitution 1. The Association shall be called the Woodbury & District Skittles Association (W.D.S.A.). 2. The object of the Association shall be to foster, organise and promote competitive skittles amongst clubs within the area, by means of League and Cup competitions. 3. Membership of the Association shall be open to any team within a reasonable area of Woodbury. Application for membership should be made annually to the Fixture Secretary on the appropriate form by the date stated together with the annual fee as decided at the previous Annual General Meeting. All applications to be approved by the A.G.M. Payment of the registration fee shall be deemed an agreement to comply with all the governing rules of the Association. New teams wishing to be considered for entry to the W.D.S.A. should apply in writing to the Fixture Secretary who will send out an application form. Upon receipt of the completed application form, the team will be added to a waiting list. 4. The A.G.M. of which 21 days notice shall be given, shall be held not later than the first week in July each year to receive; (1) Annual reports and audited accounts. (2) To elect President, Chairman, ice Chairman, Treasurer, Secretary, Fixture Secretary, and a management committee of seven other members. Five shall form a quorum. (3) Proposed alterations to rules must reach the Hon: Secretary in writing fourteen days before the meeting. (4) A Special General Meeting may be convened by the Hon: Secretary upon receipt of; (a) A request by the management committee of the Association. (b) A requisition signed by eight teams. The object of the meeting shall be stated on the notice convening the same and no other business shall be transacted. (5) Any matter arising at the A.G.M. one vote per team allowed. 5. Constitution of the Leagues shall be decided at the A.G.M. 6. The Management Committee shall have the power to deal with any question with which the constitution and rules do not cover and their decision shall be final. The Committee shall have the power to fill any vacancy that might occur in their number, or co-opt additional members, appoint sub-committees, the members of which shall not necessarily be members of the Committee. 7. The W.D.S.A. or members of the Management Committee cannot be held liable for any loss, accident or damage sustained by any persons taking part in any of the Association s activities. 8. The following skittles competitions shall at present be organised by the Association and open to W.D.S.A. members only; 3

The Trophies presented to all teams are to be returned to the Chairman by 31 st March following the presentation, in the condition they were presented. Failure to comply could result in further action. 4

5 Section 2 Competition Rules 1. A list of registered players must be forwarded to the Fixture Secretary by the 20 th of September each year. After this date any additional registrations must be made by phoning, texting or ing the Fixture Secretary with the new players name and address. The Fixture Secretary must be notified no later than 24 hours after the player has played his or her first match for the relevant team. If the Fixture Secretary is not notified within 24 hours the unregistered player s score will be reduced to 32 pins. This could result in the opposing team being awarded the points. No player under the age of 15 years can be registered. No player may register to play for more than one team. 2. Players may transfer between teams up to and including the 28 th February in the current season providing the Secretaries involved agree to the transfer. Secretaries involved in a transfer must phone the Fixture Secretary at the time of the transfer. The Fixture Secretary will then notify those concerned whether or not the transfer has been completed and if so the date when the player may play for his/her new team. 3. In the Whitbread Cup and the Gerald Mitchell Cup competitions, teams will be advised by the Fixture Secretary of the draw and the dates that each round has to be played. The dates are to be adhered to, but matches may be brought forward. Should a team fail to play the match by the closing date of any round the Committee will decide the outcome of the match. This may result in the defaulting team or teams being ruled out of the competition. 4. Individual Knockout Competition: Each team will nominate their own individual player, teams will be advised dates of matches, which will be played on neutral alleys. No player may be substituted once they have played in the competition. 5. Two top teams shall be promoted from B & C Leagues to the A & B Leagues respectively. Two bottom teams shall be relegated from A & B Leagues to the B & C Leagues respectively. In the event of tied promotion positions at the end of the fixture programme, the team with the higher away average score will be promoted. In the event of tied relegation positions, the team with the lower away average score will be relegated. Should any team leave the Association, they will be considered to be one of the relegated teams from the League in which they last played. 6. Alleys of all teams entering any competition organised by the W.D.S.A. shall be approved by the Management Committee and may be inspected at any time by the Committee. 7. The Association s required alley length must be between 25ft and 27ft between the no ball line and the front skittle pin. The striking plate must be 1ft wide and reach from the base line to the no ball line. The striking plate must be at least 6ft long, but may be longer where space permits. 8. The skittle pack must form a square, set diagonally, so that the rear corner pin and the front corner pin are in line with the centre of the striking plate. The skittle pack will be outlined by a line clearly marked to form a diamond. The inside edge of this line will be one inch from the outside edge of the pin spots, and will constitute the limits of the skittle diamond. The pins must be set on clearly marked spots of 2.5 inches diameter. The ball must have a clearance of 2.5 inches with the pins in each row, this clearance to be measured at the point of contact between ball and pins, the ball resting on the floor. The skittle used must be standard 10 inches tall and 5 inches diameter. The balls used must be 5 inches diameter, and of rubber composition. 9. In the event of a cup match ending in a draw additional single legs will be played until there is a winner. In the event of a final of the Individual Knock-out Competitions ending in a draw, one set of four legs, and if the scores are still level then additional single legs, will be played until there is a winner. 10. Two points shall be awarded to the winning team in each League match. In the event of a drawn game, each team will be awarded one point. 5

6 11. Secretaries who for any reason are not able to attend a fixture will arrange for someone to accept responsibility for any games to be played during his or her absence. For anticipated absence of longer than one week, the Fixture Secretary should be notified of any temporary change in Secretary or Secretaries addresses. 12. The Highest Individual Average Competitions will be calculated on away League fixtures only. To qualify, in the case of the A-C Leagues, a player must play in at least seven of these matches. In the case of the Ladies A League, a player must play in at least five of these matches. Section 3 Match Rules 1. League & Cup fixtures must be played day to day inclusive. 2. In all League & Cup Competitions, teams shall consist of eight players. 3. A match shall consist of eight three ball throws by each player. 4. All matches to commence at 8.15 pm or at an earlier or later time by mutual arrangement between teams concerned. Should no member of the opposing team be present then the match will be awarded to the team in attendance or if a team be any players short causing a delay in the match starting, the opposing team captain must insist that the match start immediately, those players that are late being credited with a score of four pins for every leg that their team has played and completed before their arrival. Should a player absence his or herself from any match already started, then four pins be awarded for remaining legs of match. 5. A match may only be cancelled if at least 24 hours notice is given to the opposition. All cancelled matches will be rearranged by the Fixture Secretary unless Secretaries agree a new date when the match is cancelled. This date must be within four weeks of the original fixture date. When rearranging cancelled matches only one date will have to be given to the opposing team. A team will only be able to cancel a match once. A team will only be able to cancel four matches in a season. Secretaries of both teams must notify the Fixture Secretary of any cancellations and the new date of rearranged matches by phone or . Matches cancelled during the last four weeks of the season must be completed no later than one week after the last match date specified in the Fixtures. Should a match not be played within two months of the original fixture date the match will be awarded to the non offending team. 6. When cancelling a match, if less than 24 hours notice is given, the opposing team s secretary may request the Committee to decide the fixture. This request must be made in writing to the Fixture Secretary within 48 hours of the fixture date. The Committee s decision may result in awarding the match to the opposing team or rearranging the fixture if there are mitigating circumstances. The Committee reserve the right to decide what are acceptable mitigating circumstances. 7. At any stage of a match, either Secretary/Captain may ask for a referee to be appointed from each team to have charge of the match in order to make no ball decisions. The home team referee will have charge of the match whilst the visiting team is bowling and vice versa. If referees are appointed after the start of the match, they may not take charge until both teams have bowled the same number of legs. The League Committee may appoint a referee to have charge of a match if it so wishes. 6

7 8. Back pins must be reset. Back pins are pins floored by balls or pins which having once cleared the diamond, return or rebound back into it. In the case of a spinning pin, all parts of it must have ceased to revolve through the diamond before it can be removed. Pins which leave the diamond but do not fall must be removed and counted as floored. The inside edge of the diamond is the dead pin line. No balls are balls that do not touch the striking plate after leaving the player s hand. Any pins knocked down by a no ball are to be reset on the spots from which they came, the player will forfeit that throw. A ball will be considered dead once it has crossed the side limits of the alley or hit any wall, ridge or raised strip which constitutes the side of the alley. A ball or skittle shall not be removed from the diamond until all movement within the diamond has ceased. A ball shall not be bowled until the stickers up have removed the previous ball and all dead pins from the alley. Pins may only be reset by registered players of the 2 teams participating. 9. The team Captain/Secretary will record players scores on the score board and the players initials not nicknames etc. The score board is what you go by not what is recorded in a book. These names and scores will then be put on the result card, not the scores which have been recorded in a book by a team member. If the Fixture Secretary cannot read a name or a score on the result card the players score will be reduced to 32 pins. This could result in the opposing team being awarded the points. 10. The Winning Captain, or in the event of a draw, the Home Captain, will be responsible for forwarding the completed result card to the Fixture Secretary within five days of the date the match was played. Failure to comply may result in the League Committee awarding the match to the opposing team.
