1 Carroll County Fiscal Court Minutes September 8, 2015 The regular meeting of the Carroll County Fiscal Court was held on Tuesday, September 8, Members present were Judge Executive Bobby Lee Westrick, Magistrate Floyd Bowling, Magistrate Kerry Graham and County Attorney Nick Marsh. Magistrate District 3 Mark Bates was absent due to recent surgery. Judge Westrick called the meeting to order at 9 a.m., observing a moment of silence for those less fortunate, those that are ill and our military. Approve Minutes Magistrate Bowling made a motion to approve the minutes of the August 25, 2015 meeting. Magistrate Graham 2 nd. All in favor. Motion carries. Budget Transfers Magistrate Bowling made a motion to approve the attached list of budget transfers. Magistrate Graham 2 nd. All in favor. Motion carries. Invoice Approval Magistrate Bowling made a motion to approve the attached list of invoices. Magistrate Graham 2 nd. All in favor. Motion carries. Certify Tax Rates Magistrate Graham made a motion to certify the attached list of tax rates. Magistrate Bowling 2 nd. All in favor. Motion carries. Bid Opening Senior Vans The following bids were received for the senior vans. 15 Passenger Vans (3 received): Earl Floyd Ford $33,400 Transit 2016 Herb Kinman Chevrolet $31,536 Express 2016 Ilderton Chrysler $39,500 T Low Floor Ramp Equipped Minivan (1 received): Ilderton Chrysler $37,000 Dodge Caravan 2015 Magistrate Graham made a motion to take the low bid for the 15 passenger van from Herb Kinman Chevrolet for $31,536 and the bid for the Low Floor Ramp Equipped from Ilderton Chrysler for $37,000., pending approval from the KY Transportation Cabinet. Magistrate Bowling 2 nd. All in favor. Motion carries. 911 Request Tim Mitchell with the Carrollton Police Department was in attendance to answer questions regarding Active911. The 911 Board has been testing the upgrade to the current system and would like to move forward with the purchase. The cost is $11/device for approximately 200 devices ($2200). Since this would be an annual fee, Magistrate Bowling made a motion to table the decision until the next court meeting when all court members would be in attendance. Magistrate Graham 2 nd. All in favor. Motion carries. County Park Report Director B J Watts reported on work being done at the county park and programs currently being offered. The court discussed signups for non internet users and the use of pitching machines now that the batting cages are finished. No action taken.
2 Road Report Judge Westrick reported on the following road work/issues: 550 gallon Calcium Chloride delivered to be used with salt this winter. The last of the 1000 ton of salt that was ordered will be delivered this week. Hwy 36 has been paved but the railroad crossing still needs repaired. A small slide on Stafford Ridge Rd was repaired. We are in need of a large tarp to be used on the front of the salt bin. Dripping Springs Rd has been repaired. Work is ongoing on the box culvert on Ghent Eagle North. A vehicle auction is coming up on Sept 24. Judge Westrick and Coroner David Wilhoite would like to go and look for a utility vehicle for the coroner s use. Judge Westrick made a motion to allow the purchase up to $15,000 max. Magistrate Graham 2 nd. All in favor. Motion carries. County Judge s Comments Judge Westrick recently met with Bill Osborne and Jeff Thelen with the NKADD regarding existing and upcoming grants. Judge Westrick has talked to Brittany at Scott s regarding their truck traffic and the walking track along Ladder Lane. The county will repair damaged spots on Ladder Lane/Floyd Drive prior to paving in the spring. The court discussed the speed limit for that section of road. Judge Westrick, Magistrate Graham and city officials recently attended a meeting with Jim Thaxton regarding a syringe access exchange program in the County and City. No action taken. Magistrate Comments Bowling asked John Kyle if he had received any more information from NRCS regarding the recent flash flooding areas from earlier in the year. The only information received so far is for the areas that NRCS will not repair. Adjournment Magistrate Graham made a motion to adjourn the meeting. Magistrate Bowling 2 nd. All in favor.
