Following a decision by the Local Authority to reduce the number of councillors, which our Parish Council has accepted, the Local Authority further proposed to re-group the new and existing boundaries. The proposal to group Patrick Brompton In a newly configured ward of Scotton, however, is unacceptable.this would separate our village from other villages with which we have common interest, in particular, our link with the village of Newton le Willows, with which we share a Parish Church and a Joint Village Hall Committee. Both Parish Councils have and still continue to work jointly. Scotton's community interests are predominantly focussed on the Garrison and Armed Forces and our very different from the Issues which face the villages and communities of Lower Wensleydale. We fully support our Parish Council's request, therefore that the Commission should consider the removal of the Parish of Patrick Brampton from the proposed Scotton ward and that we are placed in the Lower Wensleydale ward. 2 Dear Sir/Madam, I wish to object to the proposal to move Patrick Brompton parish from the Lower Wensleydale ward to the new Scotton ward from The parish of Patrick Brompton has extremely close links with Newton le Willows and Hunton as these villages make up the Church of England Parish of St Patrick s, Patrick Brompton with Hunton. In fact this parish is part of the benefice of the Lower Wensleydale group of parishes which includes Finghall, Hauxwell, Spennithorne, Hornby and Crakehall. Other links to especially Newton le Willows include the Newton le Willows and Patrick Brompton Village Hall, Women s Institute and the Newton le Willows Parish Council who supported the Patrick Brompton Parish Council in the successful opposition to a proposed anaerobic digester planned on the outskirts of Patrick Brompton. I am also the Treasurer and a trustee of the Atkinson & Clarke Educational Foundation, which promotes the education by giving financial assistance to the young people who live in the villages of Newtonle Willows and Patrick Brompton. This registered charity was established in 1930, yet combines previous foundations dating back to So by removing Patrick Brompton from the Lower Wensleydale ward would breach the Local Government Boundary Commission s own terms of criteria by separating it from villages with the same interests. The notion of placing Patrick Brompton into the Scotton ward is absurd. The new Scotton ward will be predominantly urban and will have close links to Catterick Garrison. Outline planning permission was granted for 170 residential units in March 2017 in the Scotton area and given the Garrison s future expansion, more housing developments will be essential. This will no doubt boost the number of residents and I believe this has not been fully taken into account by the LGBC s calculations.
3 I fully support the Patrick Brompton Parish Council s proposal to leave Patrick Brompton in the Lower Wensleydale ward and transfer Spennithorne to the Leyburn ward considering their close links with Harmby and Leyburn. Anyone familiar with the area would realise that this idea would be absurd both socially and geographically. The identity and interests of the two areas are quite different. Patrick Brompton always has had close links with it's near neighbours, namely Newton -le- Willows and Crakehall particularly. They are all in the United benefice of Lower Wensleydale and share all facilities both spiritual and social. The proposal also is at odds with the criteria set by the Boundary Commission to reflect the identity and interests of the local communities. Linking Spenneythorne with Leyburn would be more appropriate in order to balance the wards as these are already closely linked. 6 Richmondshire District Personal Details: Name: Peter Philpott Postcode: Organisation Name: Comment text: As a resident of Patrick Brompton, at present in Lower Wensleydale, I should like to add my objections to the proposal to move the village into the Scotton ward. I assume that this has been done on a purely numerical basis, to create wards of roughly equal population size, but it ignores the many ties that Patrick Brompton has developed with the Lower Wensleydale ward over the years, and in particular with the neighbouring village of Newton-le-Willows, with which it shares a church and a village hall. On the other hand, the village has no general or particular connection with a ward that would be dominated by Catterick Garrison. This in itself raises two particular issues: firstly that that the area comprising the garrison is largely urban and therefore sits uneasily with our rural community; secondly the garrison is set to expand considerably in the coming years, creating a population much larger than the current figure that has been used to determine ward size. Given, then, the fact that removing Patrick Brompton from the Scotton ward would make little difference to population of that ward - indeed, would be a sensible option in the light of the proposed increases to the population of Catterick Garrison - there seems to me to be an obvious and simple way to allow Patrick Brompton to remain in the ward to which it has long been attached, which is to retain it within Lower Wensleydale while moving Spennithorne into the Leyburn ward, which I believe is what the inhabitants of that village would like because it would reunite Spennithorne with the village of Harmby, with which it clearly belongs as one virtually runs into the other. I hope that you are serious about taking into account the views of those who actually live in these wards and who have strong feelings about the local situation, as opposed to carrying out a remote exercise that merely lumps together disparate parishes on the basis of creating a neat set of population numbers. Since its demise we inherited the local darts and dominoes team from the Wheatsheaf and am happy to report they still are going strong, they like are quoits team are approximately 50% from Patrick Brompton and Newton-Le Willows. When we did food (Not at present due to illness) we rarely drew local trade from Scotton, Catterick Garrison but rather from the villages toward Masham, Bedale or Leyburn, which are all in the opposite direction. We share our church here in Patrick Brompton and likewise the village hall in Newton-Le-Willows, we share nothing with Scotton and the Garrison. I would probably suggest that the people in Scotton and the Garrison can not see any sense to this. 1
8 We in Patrick Bromton live in the gateway to the Vale of Wensleydale which main road coincidentally goes past my front door (the A684) to the village of Wensley, it goes nowhere near Scotton or Catterick. The initial stage of this process involved a submission from the Local Authority on the proposed number of Councillors and Wards for future electoral arrangements. Our Parish Council (Patrick Brampton) accepted the decision by the Local Authority to reduce the number of Councillors to 24 and as a result accepted the requirement to increase the number of electors per ward to a new average of around 1,500 per electors. At the same time the Parish Council also supported the Local Authority in their proposed grouping for the Lower Wensleydale Ward to include the Parish of Patrick Brompton. The Local Government Boundary Commission proposal to therefore group the Patrick Brampton In a newly configured ward of Scotton is therefore disappointing and unacceptable. The removal of Patrick Brompton from the existing Lower Wensleydale Ward and its area of common interest is in contravention to the Local Government's Boundary Commission's own terms of statutory criteria and separates our village from other villages in which we share a common interest. As a Village our community ties remain with our neighbours particularly the Village of Newton-le-Willows with whom the Village share a Parish Church community, a joint Village Hall Committee and where both Parish Councils have and continue to work jointly. The decision to link the Parish of Patrick Brampton in the predominately urban ward of Scotton, where the community interests are predominately focussed on the Garrison community and the Armed Forces is In contradiction to the issues which face the Villages and communities In the Lower Wensleydale area. Recognising that the Local Government Boundary Commission require alternatives to their proposals we would ask the Commission to consider the removal of the Parish of Patrick Brompton from the proposed Scotton Ward and that we are placed in the Lower Wensleydale Ward. We would also recommend placing Spennithorne Parish in the Leyburn Ward. By undertaking these small adjustments, the Local Government Boundary Commission would meet its commitment to "that the pattern of wards should, as far as possible, reflect the interests and identities of local communities" whilst maintaining the +/- 10% variation in Ward Boundaries with these proposed changes to the leyburn, Lower Wensleydale and Scotton Wards. Patrick Brompton is a rural parish, with industry focused on agriculture.there is no doubt that this proposal is not beneficial to the residents of Patrick Brompton. It certainly does not reflect the community identity and interests of the parish. The parish has got both historical and traditional links with parishes who are currently in the Lower Wensleydale Ward. The parish is particularly linked heavily with Newton Le Willows. St Patrick's church, in Patrick BromptonJs the parish church for Newton Le Willows. Both villages share a village hall (fhe Newton Le Willows and Patrick Brompton Village Hall), where communal events are organised. The Atkinson and Clarke Educational Trust provides the opportunity for the younger residents of Patrick Brompton and Newton Le Willows to apply for grants to support their educational aspirations. Trustees represent various elements of the parishes of Newton Le Willows and Patrick Brompton. One of the Boundary Commission's criteria is that the proposed wards should reflect the needs and demands of the populalion. This proposal 'flies in the face' of this criteria. Much of the population in the proposed Scotton Ward will live in an urban environment, where the majority will come from military backgrounds. The needs of this urban population are at conflict with the needs of Patrick Brompton 's residents. How can the new Ward and its District Councillors appropriately represent those diverse needs? The proposed ward is not based on strong, easily identifiable boundaries. This would only be created if Patrick Brompton is included in the Lower Wensl ey dale Ward.
17 In order to facilitate the opportunity for Patrick Brompton Parish lo stay in the Lower Wensleydale Ward and maintain the aim of equalising councillors with number of electors, I would suggest that Spennithornc be returned to the Leyburn Ward. Traditionally, Spcnnithorne is geographically and socially linked to Harmby. (It is proposed by the Commissioners to leave Harmby in the Lryburn Ward.) The suggestions I have made would then allow for no more than the l 0% variance, as shown bc1ow., in the number of electors per councillor. Ward Electors Councillors Average per Variance from Councillor Average Lower Wensleydale % Ley burn % Scotton % The Boundary Commissioners have made the assumption that the increase in numbers of electors in the newly formed Colburn Moor area will not have a significant impact on over averages over the becoming years. I have to dispute this. In my professional life, before retirement three years ago, I was Headteacher of a primary school, situated in the middle of the Scotton/ Catterick Garrison Area. Since 2000, information given to school has indicated that the Richmondshire District Council Development Plan proposed that this particular area offered prime residential building land, much of it brownfield site situated on redundant military land. This was reflected again in the 20 IO Development plan. There has a been a huge amount of development since then and recent proposals for both military and non-military housing indicate that there is much more to come. The Boundary Commission estimates regarding numbers of future electors in this geographical area is, I would suggest, very conservative. I urge the Boundary Commission review their figures and ensure that Patrick Brompton Parish remains in the homogenous ward, Lower Wensleydale, where it belongs. Yours Faithfully, Grahame Shepherd
18 Ward Boundary Review Sir, Madam, I would like to object to the proposal for Patrick Brompton to be transferred into the Scotton Ward. I feel very strongly that this would compromise our position within the community. We have strong links with our neighbours in Newton-le-Willows. We share St Patrick's Church and Vicar, our Village Hall and we organise many shared events between the two villages. We have a great affinity with the rest of Lower Wensleydale and have worked hard to bring our community and villages together. If we stay as we are, it will not affect the work you wish to undertake in order to reduce the number of District Councillors. If Spennithorne Parish is placed in the Leyburn Ward, which would benefit their community - the Boundary Commission's objectives would be met. I am in the privileged position of knowing that housing in the Scotton Ward will be expanded considerably. This is to accommodate the influx of Army Personnel and their families, and I believe that your figures require adjustment. I worked almost within the boundary of the Scotton Ward for some years, and having lived in Patrick Brompton for 35 years I can tell you they have nothing at all in common. It seems not only unnecessary but also inappropriate to enforce this change. I trust that you will consider my objection and I very much hope that you will reconsider your proposals. Wendy Shepherd

The Parish Council are proposing that following consultation the Boundary Commission, be asked to leave the Patrick Brompton Parish in the Lower Wenselydale Ward and transfer Spennithorne Parish to the Leyburn Ward to demonstrate that they believe that wards should reflect the interests and identities of local communities. The Parish Council Proposal would mean that the Boundary Commission would still meet their objectives to equalise the Wards across Richmondshire within a 10% range of the 1,597 average set by the Council. The Parish Council are concerned that the Boundary Commission figures are inaccurate. The Boundary Commission seem to think that by 2023 there will be no increase in the population in the Colburn Moor area. Their figures suggest that there will be 274 electors in 2017 and the same number of electors, 274, in Given the scale of development and the decision to extend the Garrison, it is thought that these figures are inaccurate and there will be more electors in the Scotton Ward by 2023 than is implied. Brompton on Swale has a very different identity to Catterick with differing requirements eg looking after the banks and footpath along the Swale, any problems that may arise from lying adjacent to the A1. Residents of Spennithorne share a large number of activities/facilities with Harmby and Leyburn and very little with other neighbouring parishes. It therefore does not make practical sense to separate us from these two at the District Level. I think that the District Council proposal for Spennithorne was the right one and ask that you take this into account. The decision should not be decided on population numbers alone.
