GENERAL CONDITIONS AND INTERPRETATION All matches shall be played in accordance with the Laws of Cricket, including Experimental Laws as recognised for the time being by Cricket Australia and as amended by the Board of Queensland Cricket. Interpretation In these Regulations, unless the contrary intention appears Age Group means the two-year age spread of teams playing junior cricket in the TCI Junior Grades competition. For example, the Under 14 Age Group consists of the Under 14 Blue and Under 14 Gold Grades. the Code means the Code of Behaviour. It can be located on the TCI website. Club means a Cricket Club affiliated with Townsville Cricket Incorporated Explanatory Note(s) means additional wording provided for explanatory and/or interpretative purposes. Such wording must be read as forming a part of the rule and to which it refers. Grade is the subdivision of an Age Group. For example, Under 14 Blue is a Grade within the Under 14 Age Group Grounds Director means a person or persons elected to that office at the annual general meeting of the TCI. Home Club means a Club whose home ground is scheduled for the game. ICC means the International Cricket Council Laws of Cricket means the body of rules as compiled by the MCC including amendments and in force at that time Management Committee means the representatives of Townsville Cricket Incorporated (TCI) elected to manage the business and operations of the Association pursuant to ss.60 and 62 of the Associations Incorporation Act 1981 MCC means the Marylebone Cricket Club Model Rules means the rules governing associations registered under the Associated Incorporations Act N.Q.C.A. means the North Queensland Cricket Association Penalty Unit means the penalty imposed for a breach of these rules. A penalty unit has a monetary value of $ Playing Condition means an additional requirement that forms part of the rules under which matches are played. Playing conditions represent modifications (to the current governing body of law (the Laws of Cricket)), which have been approved to take account of the needs of the TCI run competitions. President means the President of the TCI or his or her delegate. Q.J.C.A. means the Queensland Junior Cricket Association. Registered Player means an approved player who is registered by a club in accordance with Part 4. Replacement Player means a registered player who can substitute for another player (in the player s team), who has been selected to participate in a representative match. 3

4 Representative Match means (a) in relation to the Senior competition, a NQCA fixture or any such fixture conducted in a representative environment which falls within the jurisdiction of Country and/or State cricket authorities. It shall include carnivals involving Students, Armed Services and Indigenous players. (b) in relation to the Junior competition, an intercity fixture or any such fixture conducted in a representative environment which falls within the jurisdiction of Country and/or State cricket authorities It shall include carnivals involving Students, Indigenous players and any other outdoor cricket event. Representative Team means a team of players selected for a Representative match. Rule(s) means any rule or playing condition, made in relation to the conduct of both the Junior grade and Senior grade competitions. Season means the cricket season of the current year. Senior Committee means the Senior Game Administration Committee established under the Association Rules. Townsville Cricket means the Management Committee as defined under the Association s Rules. TCI means Townsville Cricket Incorporated. 2. CLUBS [a] The Clubs competing shall be: [i] Western Suburbs District [ii] Wanderers Cricket Club [iii] Suburban Parks Cricket Club [iv] Brothers Cricket Club [v] North s Cricket Club [vi] Saints Cricket Club [vii] Northern Beaches Cricket Club [b] Unless the Senior Committee otherwise decides, each Townsville based club shall be represented by at least one team in each of the senior Grades. [c] The Senior Committee may give permission for Non Townsville based teams to nominate for any or all of The Competitions. [d] If following the receipt of team nominations from clubs, there is an uneven number of teams in a particular competition, the Senior Committee shall call for further nominations from clubs to field a second team in that competition. If following the process a bye is required then it should apply to the lowest grade, or be approved by the Senior Committee. 3. PLAYING TEAM MEMBERSHIP QUALIFICATIONS Each Club shall possess the following qualifications: [a] A membership roll of a minimum of eleven [11] players per nominated team. 4. AGE QUALIFICATIONS 4

5 No male or female player [s] shall play in any grade competition until he/they are at least fourteen [14] years of age. Players 14 years of age must wear full protective equipment (including helmet). 5. CLUB REPRESENTED BY MORE THAN ONE TEAM If any Club plays more than one team in any Grade, the players therein shall not be interchangeable except in the following circumstances: (a) A player on promotion or demotion to a Grade in which the Club has more than one team may play in any team in such Grade. Note that 5.1 [b] still applies. (b) After two (2) games for one (1) team, with an exemption for juniors. (c) A Club may apply in writing to the Senior Committee for approval to transfer a player or players from one team to another team playing in the same Grade, and such consent, when obtained shall apply only to the transfer of the player or players to the team named in the application. The application shall state the reasons for the desired transfer or transfers, and the batting and bowling performances of the player or players concerned in all Grades in the preceding matches of the season, and the positions of the team concerned in the Premiership Competition, and shall be lodged with the Secretary of the Association before the Wednesday immediately preceding the date set down for the commencement of the match for which consent is sought. (d) In the lowest Grade interchange of players can be made if absolutely necessary to avoid possible forfeit of one of the included teams. If this is to occur after Round Seven (7), no player may be interchanged without the Club having first applied for and obtained the consent of the Senior Committee. The player interchanged between teams should not have scored more than 200 runs and/or taken more than 15 wickets (in all forms of competition). 6. PLAYERS REGISTRATION Before the completion of the first fixture in each season each Club playing in the Townsville Competition must: (a) Lodge with Townsville Cricket via the MyCricket database, the names and details of all registered players for all Club Championship Competitions. Lodgement must be before the completion of the first round of Grade Fixtures. Registrations of new players must be completed before the player participates in any competition. (b) Lodge with Townsville Cricket via the MyCricket database, the names and contact details of all registered officials. Lodgement must be before the completion of the sixth round of Grade Fixtures. New registrations must be updated promptly as each official registers with the Club. (c) Non-compliance with these requirements regarding player and official insurance will result in referral to Disputes Chairman for adjudication. (d) Failure to comply by the relevant timeframe will result in all teams from all competitions from the offending Club being unable to compete until the situation is rectified. 5

6 (e) No player shall represent more than one Club in any Competition in any one season without obtaining prior permission from the Senior Committee, unless clause [f] applies. (f) Junior female players affiliated with another club may play senior cricket for another club subject to the player not having already played senior cricket for their existing club. Once the player has played for another senior they may not then revert to the existing club. (g) It is the responsibility of each Club to ensure that all registered players are aware of the Regulations and policies governing Grade Competition matches, including the Code of Behaviour, the Intoxicated Player Policy and the Racial and Religious Vilification Code. (h) Overseas Players [i] Any player who is not an Australian citizen or a permanent resident, and who has been resident in Australia for less than six full months prior to registration with a Club, is deemed to be an overseas player. [ii] When lodging Player Registration lists, a Club must register that player as an overseas player for that Club. [iii] At the conclusion of any season, an overseas player shall cease to be bound to the Club for which the player participated unless bound by a contractual agreement entered into by the Club and the player. [iv] A Club is permitted to play no more than a total number of two [2] overseas players in any grade of any given day of a match. 7. UNFINANCIAL MEMBERS (a) No member of a Club who leaves such Club to join another Club shall be eligible to play in any fixture organised by Townsville Cricket or any of its affiliates, until they are financially clear of the Club of which they were originally a member. No player who has been playing in the Competition of an affiliated Association shall be eligible to play in any competition of an affiliate until he satisfies the Executive Committee of that Club that he is financially clear of such an affiliated Association. A player shall be deemed to be financially clear of a Club if, up to the time of leaving the Club, they have paid their annual subscription, special levies in the nature of subscription, wicket fees, and any penalty validly imposed by the Club in accordance with the rules thereof. (b) A penalty of 6 points per match will be imposed on the team for each match played before written financial clearance has been obtained. (c) A player wishing to play in an additional competition controlled by another Association affiliated with Queensland Cricket must complete a Dual Affiliation Form which is lodged with his Primary Association or Club. The player s Primary affiliate has first call on the player s services for representative selection. 8. GRADING OF PLAYERS (a) The Senior Committee in its discretion shall have power at any time through 6

7 the season to grade any player and that player must not play in a grade lower than what he is graded. (b) Any player having scored more than a total of 300 runs and/or taken more than a total of 20 wickets in a grade, must not play in a lower grade unless permission is first obtained from the Senior Committee. (c) In any season, Open representative players will not play any lower (during that season) other than Reserve Grade, unless permission has been obtained from the Senior Committee 48 hours prior to the commencement of the fixture (d) The Senior Committee may refuse permission to any player to play in Reserve, Third or Fourth Grade who is, or was at any time, a player in a higher grade in the TCI fixtures, or to anyone who has not played in the TCI fixtures, but whose performances or other qualifications appear to the Senior Committee to fit that person for a higher grade. (e) [i] Any club may demote any of its players who have played in a higher grade to the next grade, provided that no player shall play in a grade two (2) lower than a grade in which he shall have played until he has completed an intervening match in the intermediate grade, unless permission is first obtained from the Senior Committee after reference to the Disputes Chairman. In the event of a washout in the intervening match/round, a correctly submitted team list in the MyCricket database will qualify as having played. Explanatory Notes: Exemption will be given to juniors playing predominately junior cricket [ii] Rule 8 (e) [i] will not apply to players that normally play in a lower grade who have been promoted to the higher grade in order to fill a team on NQCA representative weekends. (f) A player referred to in Rule 8(e)[i] must only be selected in a lower grade fixture commencing on the same week end as the intervening is completed, if the lower grade match was scheduled in accordance with the draw to commence on that same week end. Explanatory Note Under the current competition format, Third grade matches are played on Sundays. Weather conditions from time to time may force the abandonment of day 1 of a 2 day fixture, thus making the Third grade fixture a 1 day game on day 2. The purpose of Rule 8.5, 8.6 is to prevent a Club selecting a higher graded player to play in the lower graded fixture in these circumstances, when the said player was not eligible to play on day 1 of the fixture. (g) A club may also seek to have a player nominated in any grade during the season, where the player had played their last game of the previous season in 2 or more grades higher than the grade in which the club is now proposing to nominate the player. Explanatory Note For example, a club and/or player(s) currently playing reserve grade decide that he/they want(s) to play fourth grade next season for whatever reason, then the club and/or player(s) will be granted permission. Such player(s) will not be eligible to play in a grade which is 2 grades and higher than the grade for which they have been granted permission to play in. 7

8 (h) If a team fields an ineligible player(s), a penalty of 6 competition points will be imposed for that match. 9. LIST OF FIXTURES (a) The Senior Committee shall determine upon what grounds Competition Matches shall be played, and no alteration of either fixture or ground therefore shall be made except by the Senior Committee. i) Applications made to the Senior Committee for alterations must be supported by all teams involved and the groundsmen/ground authorities affected. ii) Applications must be made to the Senior Committee meeting at least one month prior to the proposed alteration. If the application is successful, teams involved will be responsible for any additional costs. iii) Approved alterations will come into effect when the official draw has been updated by the Registrar. (b) The ground, allocated by the Senior Committee, may not be changed while a match is in progress. 10. FITNESS OF GROUND (a) Prior to any scheduled match day (or the first day of a match scheduled with consecutive match days), the decision regarding the fitness of a ground and/or wicket for play, and/or possibility of play not taking place on such grounds owing to weather conditions shall be in the hands of the ground authority. (b) If the Ground Authority assesses that there is no possibility of play this information shall forthwith be conveyed to the Umpires Association and the Chair of the appropriate Game Administration Committee. Any Club who fails to contact the Umpires Association shall pay the umpires fee payable in respect to that day. (c) At any time on the day of a match, it is solely for the umpires together to decide whether either conditions of ground, weather or light or exceptional circumstances mean that it would be dangerous or unreasonable for play to take place. (d) Conditions shall not be regarded as either dangerous or unreasonable merely because they are not ideal. (e) Conditions shall be regarded as dangerous if there is actual and foreseeable risk to the safety of any player or umpire. (f) Conditions shall be regarded as unreasonable if, although posing no risk to safety, it would not be sensible for play to proceed. (g) On occasions where a ground is unfit for play and there is an available unused ground that is fit for play, the Senior Committee Chairperson can authorise a change of ground before the start of the match, provided that there is no disadvantage to other teams in the same grade for that round. Explanatory Note No disadvantage to other teams in the same grade would mean that all other scheduled matches for the round went ahead. If more fields were unfit for play than 8

9 there were available alternate fields then the change of ground would not be approved. 11. PREPARATION OF PITCH (a) For the purposes of Law 7 of Laws of Cricket, a pitch prepared 4 feet 4 inches on either side of a line joining the centre of the wickets, shall suffice for Grade Competition matches. (b) The pitch and grounds may be prepared as follows before the commencement of play each day: a. Where a competition match is scheduled over non-consecutive days the pitch may be freshly prepared and the ground mown b. Where a competition match is scheduled for consecutive days: i. The pitch shall be mown on each day of the match on which play is scheduled to take place, if ground and weather conditions allow ii. The creases shall be remarked on each day of the match on which play is expected to take place iii. The outfield shall not be mown except for on the first day of the match on which play is scheduled to take place c. Not withstanding any preparations as in [i] or [ii] above, the captain of the batting side may on the second or succeeding days, exercise his option of rolling as set out in Law 10. (c) The pitch is to be entirely protected against rain up to the commencement of play each day and for the duration of the match. Clubs may elect not to cover their wicket at their discretion unless directed to do so by Townsville Cricket. Note that 11 [d] applies. (d) If in the opinion of the Senior Committee, a Club without prior notification to the opposing Club and Townsville Cricket fails to adequately protect the wicket block on the night prior to a scheduled match in any senior grade, and this results in the match being abandoned, the home team shall forfeit all match points and affected away team(s) shall receive 3 points plus the average incentive points for the round received by teams in the same grade participating in matches that were not abandoned. Note: Refer also to One Day Playing Conditions (Clauses 4.3, 7.4), Twenty20 Playing Conditions (Clause 6.2) for outfield markings relating to Fielding Restriction Overs and pitch markings for wide deliveries. See also Regulation 34.5 relating to preparation of pitches for Semi Finals and Finals. 12. APPROVED BALLS [a] Men s Competitions First Grade Balls shall be four [4] piece red leather. The weight of the ball shall be 156g. All other Grades Balls shall be two [2] piece red leather. The weight of the 9

10 ball shall be 156g. [b] Women s Competitions First Grade Balls shall be two [2] piece red leather. The weight of the ball shall be 142g. Second Grade Balls shall be two [2] piece red leather. The weight of the ball shall be 142g. 13. PROVISION OF NEW BALL (a) The fielding side shall provide a new ball in the first innings of all matches, and a playable ball [in the opinion of the Umpires] in the second innings of any Two Day match. (b) Notwithstanding anything to the contrary contained in these Regulations, the fielding side may elect to have the use of a new ball at the commencement of the batting side s second innings of a match. Should the fielding side so elect, such a new ball must be provided by the fielding side. (c) After 80 overs of six balls have been bowled in any innings, the captain of the fielding side may use a new ball. Such a new ball must be provided by the fielding side. 14. LIST OF TEAMS [a] The two captains shall, before tossing, exchange lists of teams [including player replacements under Regulation 17] selected to play in the match, and complete the Team Lists form and hand to the presiding Umpires. Team Sheets are required to have clearly indicated the following: (C) (R) (S) Team Captain Players replaced under Regulation 17.1 [Representative Players] Players substituted under Regulation 17.2 [Unavailable Players] (U19) Players under the age of nineteen [19] years of age on the thirty first [31] day of August preceding the particular season in which the Competition is played. (U18) Players under the age of eightteen [18] years of age on the thirty first [31] day of August preceding the particular season in which the Competition is played. (U17) Players under the age of seventeen [17] years of age on the thirty first [31] day of August preceding the particular season in which the Competition is played. (U16) Players under the age of sixteen [16] years of age on the thirty first [31] day of August preceding the particular season in which the Competition is played. (U15) Players under the age of fifteen [15] years of age on the thirty first [31] day of August preceding the particular season in which the Competition is played. 10

11 [b] No match shall commence unless this procedure has been completed. That having been completed, no alteration shall be made to either team list [including player replacements under Regulation 17] without the consent of the opposing captain except in circumstances governed by sections [c], [d] and [e] of Regulation 17. [c] The lists of teams [including player replacements under Regulation 17] shall be completed when results of the games are entered in the MyCricket database. [d] The Umpires, on completion of the Round of Fixtures are to complete the confirmation of match scores and result on the Team Lists form and forward it to the Umpire Coordinator. 15. MINIMUM NUMBER OF PLAYERS (a) A Club shall not commence a match, unless it has a minimum of seven [7] players [as listed in accordance with Regulation 14] in attendance at the time set down for commencement of play. Once play has commenced a Club can continue the match with any number of players not exceeding eleven [11]. (b) If, for any reason, any Club is unable or refuses to proceed with a match at the time set down for commencement of play, both Umpires, prior to acceding to an appeal, shall investigate the matter, and having satisfied themselves that there is no good reason or excuse for the respondent Club not having a minimum of seven [7] players in attendance at the commencement of play, then declare the match lost by the Club unable or refusing to proceed with the match. The Senior Committee, may on appealfrom either Club, investigate the circumstances of the enforced forfeit, and after having heard the Clubs and Umpires explanations, shall take such action as it deems fit. 16. FAILURE TO FIELD TEAMS Should any Club fail in two consecutive matches, arranged by Townsville Cricket, to field a team of a minimum number of players in any of the Grades in which it is competing, the matter shall be reported to the Senior Committee who, after having heard the Club s explanation, shall take such action as it thinks fit. 17. REPLACEMENT OF PLAYERS 17.1 REPRESENTATIVE PLAYERS (a) For the purposes of these Regulations Selectors shall be Selectors appointed by North Queensland Cricket Association, NQ Cricket Alliance, Qld Country Cricket Association and State Selectors shall be the relevant State Selection Committee appointed by the Board of Directors of Queensland Cricket. This Regulation is to apply only to the following instances: i) Representative Players, who are selected by the Zone, Country or State Selectors. ii) Representative Players who are selected for Intra State and Interstate Queensland State Secondary School Carnivals. iii) An employee of Queensland Cricket, who is required to work. iv) Any coaching staff appointed by Queensland Cricket to a State team. v) Cricket officials required to attend official business. 11

12 (b) Not withstanding 34.1 [b], a player unavailable for one day of a Club round including Semi Finals and Finals for the reasons outlined in [a] above may be replaced on that day and participate normally on the other day [or days] of the relevant Club fixture including Semi Finals and Finals. (c) It is to be presumed that all representative players will play in all Grade fixtures that the dates of the representative playing calendar including reasonable travel days will allow. (d) When any date of any representative match, or coaching appointment (including reasonable travel time) overlaps any date of any Two Day Grade fixture; each Club must nominate a replacement player for each player involved in the representative match, or coaching appointment. (e) If a representative team has not been named for any day of a representative match which overlaps any date of any Two Day grade fixture, then a replacement player must be nominated for each of the players chosen in the squad for the most recent representative match of that type (including replacement players) in that season. (f) The replacement player may [1] be drawn from a lower grade team or [2] be nominated as a replacement only and not participate in two grades in the same round. (g) A player involved as a replacement must continue the not out innings or complete the over of the player they replace on a subsequent day of play. (h) Consequential vacancies in lower grade teams must be filled in accordance with paragraph [f]. (i) Captains must notify opposing captains of the names of replacement players before the toss except in cases covered by paragraphs [b], [c], [d] and [e] of this Regulation. Any replacement player must be identified on the list of teams included on the Match Report as required by Regulation 15. (j) Subject to [c] above a player selected by the State Selectors or appointed by Queensland Cricket as outlined in [a] above after the commencement of a Club fixture may be replaced in accordance with this Regulation. The Senior Committee and the Secretary of the opposing Club must be notified of the replacement player[s] by 12 Noon on the Friday following the first day of the match. (k) A player omitted by Selectors after the commencement of a Club fixture may compete in their normal First Grade Team, on a subsequent day of play. The Senior Committee and the Secretary of the opposing Club must be notified of the consequential replacement[s] by 12 Noon on the Friday following the first day of the match. (l) This Regulation applies to all premiership rounds and Semi Finals and Finals. (m) Any penalty or suspension imposed on any player by another recognised body of Cricket Australia, Queensland Cricket, or their subsidiaries or affiliates will be upheld and supported by Townsville Cricket upon receipt of notice from the body imposing the penalty or suspension. 12

13 Note: Umpires do not have the authority to determine player eligibility UNAVAILABLE PLAYERS This Regulation applies in addition to and not in substitution for Regulation 17.1 (a) Clubs may select, without application to Townsville Cricket, up to a maximum of two [2] players as replacements on the second day of any two day match. (b) The player s names must be listed, along with the names of the replacement players, on the Team List form and handed to the presiding Umpires prior to the toss of the coin. (c) The replacement player may [1] be drawn from a lower grade team or [2] be nominated as a replacement only and not participate in two grades in the same round. (d) A replacement player may be demoted two grades only. (e) A player involved as a replacement must continue the not out innings or complete the over of the player he replaces on a subsequent day of play. (f) This Regulation applies to all premiership rounds, as well as Semi Finals and Finals, except that the unavailable player substitute provision will not apply to Semi Finals and Finals in First Grade and Reserve grade. (g) In any 2 day match a team may list a maximum of thirteen players, plus representative replacement players as outlined in Regulation In any 1 day match a team may list a maximum of eleven players, plus representative replacement players as outlined in Regulation Team lists of 12 or 13 players for abandoned 2 day matches will have only one day s eligibility for finals qualification attributed to the appropriate number of players named at the bottom of the team list as entered in MyCricket. Explanatory Note Only 22 finals qualification days are allocated per 2 Day match. If 12 players are named, 2 days will be allocated to the first 10 players and 1 day will be allocated to each of the final two players listed. If 13 players are named, 2 days will be allocated to the first 9 players and 1 day will be allocated to the final four players listed. Note: Refer to Regulation 34.1 [b] relating to eligibility for Semi Finals and Finals Note: Umpires do not have the authority to determine player eligibility. 18. SUBSTITUTES Fielder Absent or Leaving the Field [Law 2.5] shall apply as modified below: [a] If a fielder fails to take the field with his side at the start of the match or at any later time, or leaves the field during a session of play, the umpire shall be informed of the reason for his absence, and he shall not thereafter come onto the field during a session of play without the consent of the umpire [See Law 2.6]. The umpire shall give such consent as soon as practicable. If the player is absent from the field for longer than eight minutes: 13

14 [i] The player shall not be permitted to bowl in that innings after his return until he has been on the field for at least that length of playing time for which he was absent. [ii] The player shall not be permitted to bat unless or until, in the aggregate, he has returned to the field and/or his side s innings has been in progress for at least that length of playing time for which he has been absent or, if earlier when his side has lost five wickets. [b] The restriction in [i] and [ii] above shall not apply if the player has suffered an external blow [as opposed to an internal injury such as a pulled muscle] whilst participating earlier in the match and consequently been forced to leave the field. Nor shall it apply if the player has been absent for very exceptional and wholly acceptable reasons [other than injury or illness]. [c] In the event of a fieldsman already being off the field at the commencement of an interruption in play through ground, weather or light conditions, he shall be allowed to count any such stoppage time as playing time, provided that he personally informs the umpires when he is fit enough to take the field had play been in progress. 19. PLAYER S DRESS No player shall be allowed to play in any match unless they appear in proper cricketing attire, which shall consist of either: Traditional cricket clothing Approved club uniforms (a) Traditional cricket clothing is includes the following: i) Shirt of the type known as a Cricket Shirt of white or cream colour. ii) Trousers of white or cream colour. iii) Socks of white or cream colour. iv) Spiked cricket footwear (half spiked footwear is permissible) for all players in matches on grounds with turf pitches. The Junior or Senior Committee may relax this clause on medical grounds. v) Caps and hats worn shall be that of the Club. A white or cream hat may be worn in lieu of a club cap or hat. vi) Undershirts of white, cream or skin colour. vii) A sweater of white or cream colour may be worn in addition to the shirt. (b) Approved club uniforms includes the following: i) Approved shirts and trousers in the respective Club colours. ii) All other guidelines about traditional cricket clothing apply. The Club must first apply and gain approval from Townsville Cricket by providing a written request and a sample of the shirt and or trousers via the Secretary. The size and location of logos (Club Logo, Manufacturers Logo, Commercial 14

15 Logos, Competition Sponsor, Club Sponsor Logo) on playing apparel also requires approval from Townsville Cricket. (c) Where this Regulation conflicts with any policy given by Cricket Australia on the matter of wearing apparel, the Cricket Australia policy shall take precedence. (d) Except for the wearing of spikes, the question of player s attire should be referred to the team captain and Club officials. 20. UMPIRES ALLOCATION (a) Umpires for all matches, shall be appointed by the Townsville Cricket Umpires Association provided that failure to make such appointment shall not invalidate a match. Umpires shall be entitled to receive in respect of Grade Competition matches a personal allowance. (b) Any Club who forfeits or fails to take part in any match without having given one [1] day notice to Townsville Cricket shall pay the Umpires Fee payable in respect of one day of such match. 21. HOURS OF PLAY [a] The playing season shall commence as soon as practicable after the First [1st] September each year, or date determined by Townsville Cricket taking into account field availability and existing commitments. The playing hours for each Grade are set out in the following schedule: Grade Commencement Lunch Tea Cessation First 12:30pm N/A 2:30pm 3:00pm 6.00pm Reserves 12:40pm N/A 2:40pm 3:00 pm 6:00pm Thirds 1.30pm N/A 3.30pm 3.45pm 6.00pm Fourths 8.30am N/A 10.40am-10.50am (change innings) 1.00pm Any change to scheduled times is subject to approval from the Senior Committee Chairperson. Explanatory Note eg. Changes in scheduled times may be appropriate to take into account travelling times if matches are played in Charters Towers or other distant locations. Subject to the Laws of Cricket except in the following cases namely: [b] When a match is completed. [c] Where play becomes impossible on account of the state of the round. [d] Where play is stopped due to light conditions Changes to hours due to suspension of play (a) Except in Fourth Grade fixture matches, if play is suspended for any reason other than normal intervals, the playing time on that day, shall be extended by the amount 15

16 of time lost up to a maximum of one hour (light permitting). In these circumstances, the minimum number of overs to be bowled shall be in accordance with Regulation 28. (b) If the start of play is delayed, the scheduled intervals shall be delayed by the same amount of time to a maximum of one hour. (c) If play has been suspended for 30 minutes or more prior to the commencement of the scheduled tea interval, the tea interval shall be delayed for half an hour, or in one innings matches, rescheduled at the end of the shortened first innings. (d) Where play is delayed or interrupted the Umpires will reduce the length of the interval(s) to make up for lost play before rescheduling finish times or recalculating overs in one innings matches. a. Time lost is less than 10 minutes > No change to intervals. b. Time lost is between 10 minutes and 120 Minutes: i. Tea interval reduces to 20 minutes in A and Reserve Grade fixtures; ii. Tea interval reduces to 10 minutes in Third and Fourth Grade fixtures. iii. In finals matches with Lunch and Tea intervals, lost time can be made up across both intervals. Minimum time for lunch shall be 20 minutes, and minimum time for tea shall be 10 minutes. c. Time lost is more than 120 Minutes > 10 minutes for all intervals, in all grades (e) Up to one hour of playing time lost on day one of a Two Day match can be added to the playing hours for the next or subsequent day[s] as required. However under no circumstances shall the rescheduled cessation time be extended to more than one hour beyond the cessation time as set in the above Hours of Play. (f) The words scheduled cessation time used hereafter shall also mean any rescheduled time as advised by the umpires in accordance with the above Regulation. Play shall be deemed to commence when the Umpire calls Play. (g) In the event of the players being off the field at the original cessation time due to ground, weather or light, play shall cease for the day. If play has been extended beyond the original cessation time, and players leave the field after the original cessation time due to ground, weather or light, play shall cease for the day. 22. INTERVALS [a] Unless otherwise provided herein the following intervals shall be taken as specified in Regulation 21: [i] In the event of the ground, weather or light conditions causing a suspension of play, the Umpires, after consultation with the Captains, may decide in the interests of time-saving, to bring forward the time of any interval [ii] If an innings ends or there is a stoppage caused by weather or bad light within 10 minutes of the agreed time for an interval, the interval shall be taken immediately. The interval shall be of the allocated length and the time remaining in the session of play shall be added to the length of the next session. No extra allowance shall be made for the 10 minutes interval between innings. [b] If an innings ends or there is a stoppage caused by weather or bad light within 30 minutes of the agreed time for the tea interval, the interval shall be taken 16

17 immediately. The interval shall be of the agreed length and, if applicable, shall include the 10 minute interval between innings. [c] If at the agreed time for the tea interval, nine wickets are down, play shall continue for a period not exceeding 30 minutes or until the innings is concluded. [d] The Tea Interval shall be up to 30 minutes duration from the specified time or at the conclusion of the over in progress at the above time subject to the circumstances provided for in Law 16.3, 16.4 and SCHEDULED DRINKS BREAKS Players may leave the field of play for drinks breaks. These breaks must not exceed 5 minutes. Once the players have left the field for any reason during a session, no drinks shall be taken prior to the next scheduled adjournment unless such session exceeds 1 hour 30 minutes. 24. THE FOLLOW ON As far as is relevant to Grade Competition Fixtures, Law 13 of the Laws of Cricket provides as follows: Lead on First Innings: In a two innings match the side which bats first and leads by 150 runs in a Three Day or Four Day Match or by 100 runs in a Two Day Match, shall have the option of requiring the other side to follow their innings. 25. DURATION OF MATCHES [a] The duration of matches in all Grades, including Final matches shall be as determined by the Senior Committee prior to the commencement of the season. [b] All matches not played out shall be decided on the result of the first innings and any matches not decided in the time allotted for play shall be considered as drawn. 26. UNSCHEDULED ONE DAY MATCH (a) In unscheduled one day matches any toss taken on the first day is void and captains shall toss again prior to commencement of play on the second day. (b) In all one day matches, scheduled and unscheduled, the One Day Playing Conditions will apply. 27. NO BALL (a) Law 24.1 will apply, except that no bowler may deliver a ball underarm. If a bowler bowls a ball underarm the Umpire shall call and signal No Ball and the ball is to be re bowled over arm. (b) For all matches the penalty for any type of no ball shall be one [1] run plus any runs scored from the delivery. [c] Bowling of Fast Short Pitched Balls [Law 42.6 [a], [i] and [ii] shall be replaced by the following] [i] A bowler shall be limited to two fast short pitched deliveries per over. 17

18 [ii] A fast short pitched ball is defined as a ball, which after pitching, passes or would have passed above shoulder height of the batsman standing upright in his normal guard position at the crease. [iii] The umpire at the bowler s end shall advise the bowler and the batsman on strike when each fast short pitched delivery has been bowled. [iv] For the purpose of this Regulation, a ball that passes clearly above head height of the batsman, other than a fast short pitched ball, that prevents him from being able to hit it with his bat by means of a normal cricket stroke shall be called a Wide and will also count as one of the allowable balls above shoulder height for that over. [v] In the event of a bowler bowling more than two fast short pitched deliveries in an over, the umpire at the bowler s end shall call and signal No ball on each occasion. A differential signal shall be used to signify a No ball for a fast short pitched delivery. The umpire shall call and signal No ball and then tap the head with the other hand. [vi] If a bowler delivers a third fast short pitched ball in an over, the umpire, after the call of No ball and when the ball is dead, shall caution the bowler, inform the other umpire, the captain of the fielding side and the batsmen at the wicket of what has occurred. This caution shall apply throughout the innings. [vii] If there is a second instance of the bowler being no balled in the innings for bowling more than two fast short pitched deliveries in an over, the umpire shall advise the bowler that this is his final warning for the innings. The umpire will also inform the other umpire, the captain of the fielding side and the batsmen at the wicket of what has occurred. [viii] Should there be any further instance by the same bowler in that innings, the umpire shall call and signal No ball and when the ball is dead direct the captain to take the bowler off forthwith. If necessary, the over shall be completed by another bowler, who shall neither have bowled the previous over nor be allowed to bowl the next over. [ix] The bowler thus taken off shall not be allowed to bowl again in that innings. [x] The umpire will report the occurrence to the other umpire, the batsmen at the wicket and as soon as possible to the captain of the batting side. [d] Dangerous and Unfair Bowling Action by the Umpire [Law 42.7 shall be replaced by the following] [i] The bowling of fast short pitched balls is unfair if the umpire at the bowler s end considers that by their repetition and taking into account their length, height and direction, they are likely to inflict physical injury on the striker, 18

19 irrespective of the protective clothing and equipment he may be wearing. The relative skill of the striker shall also be taken into consideration. [ii] In the event of such unfair bowling, the umpire at the bowler s end shall adopt the following procedure: [1] In the first instance the umpire shall call and signal No ball, and when the ball is dead, caution the bowler and inform the other umpire, the captain of the fielding side and the batsmen of what has occurred. [2] If there is a second instance by the same bowler in that innings, he shall repeat the above procedure and indicate to the bowler that this is a final warning. [3] Both the above caution and final warning shall continue to apply throughout the innings even though the bowler may later change ends. [iii] Should there be a further instance by the same bowler in that innings, the umpire at the bowler s end shall: [1] Call and signal No ball and when the ball is dead direct the captain to take the bowler off forthwith and to complete the over with another bowler, provided that the bowler does not bowl two overs or part thereof consecutively. [2] Not allow the bowler, thus taken off, to bowl again in the same innings. [3] Report the occurrence to the captain of the batting side as soon as the players leave the field for an interval. [e] Bowling of High Full Pitched Balls [Law 42.6 [b] shall apply as modified] [i] Any delivery, other than a slow paced one, which passes or would have passed on the full above waist height of the striker standing upright at the crease is deemed dangerous and unfair, whether or not is it likely to inflict physical injury on the striker. [ii] A slow delivery that passes or would have passed on the full above shoulder height of the striker standing upright at the crease is to be deemed dangerous and unfair, whether or not it is likely to inflict physical injury on the striker. [iii] If there is an instance of a dangerous and unfair high full pitched ball as defined in [i] and [ii] above, the umpire at the bowler s end shall adopt the following procedure: [1] In the first instance the umpire shall call and signal No ball and when the ball is dead, caution the bowler and issue a first and final warning. The umpire shall inform the other umpire, captain of the fielding side and the batsman of what has occurred. [2] At the first repetition call and signal No ball and when the ball is dead direct the captain of the fielding side to take the bowler off forthwith and to complete the over with another bowler, provided that the bowler does not bowl two overs or part thereof consecutively. [3] Not allow the bowler, thus taken off, to bowl again in the same innings. 19

20 [4] In the event that an umpire has taken action in accordance with clause [ii] & [iii] above the umpire shall report the occurrence, with the other umpire, to the captain of the batting side and Townsville Cricket which shall take any further action that is considered to be appropriate against the captain and the bowler concerned. Explanatory note A slow ball which by accident passes or would have passed on the full above waist height, but below shoulder height of the striker standing upright at the popping crease will not be called No Ball. A slow ball which by accident passes or would have passed on the full above shoulder height of the striker standing upright at the popping crease will be called No Ball. [f] Deliberate Bowling of High Full Pitched Balls [Law 42.8 shall be replaced with the following] If the umpire considers that a high full pitch which is deemed dangerous and unfair as defined above was deliberately bowled, then the first and final warning process shall be dispensed with. The umpire at the bowlers end shall: [i] Call and signal No ball. [ii] When the ball is dead, direct the captain to take the bowler off forthwith. [iii] Not allow the bowler to bowl again in that innings. [iv] Complete the over with another bowler provided that the bowler does not bowl two overs or part thereof consecutively. 28. FIXTURE MATCHES - OVER RATES [a](i)in First Grade, Reserve Grade and Third grade Competition, play shall not cease on any day for the side batting at the start of play (if that sides innings is not closed) unless a minimum number of overs has been bowled as below. If the innings of the side batting at the start of play is closed, then 28.[a] (iii) applies. The initial minimum number of overs per day shall be: First & Reserve Grade 80 Third Grade 70 (ii) In circumstances where inclement weather and ground conditions cause the scheduled starting time to be delayed, the side batting may receive less than the required number of overs by the cessation time, (provided the batting side is not dismissed). (iii) If the innings of the side batting first has been completed, the side batting second, if it is not dismissed, will be entitled to bat for the bowling of the minimum number of overs calculated at a rate of 3.75 minutes per over to the scheduled cessation of play on the first day, plus the minimum number of overs allocated for the second day. (iv) A match must be played out to the scheduled cessation time on the final day 20

21 unless an outright result is achieved or the fixture has reached the scheduled tea interval on the final day s play and both captains agree to end the match. [b] Compulsory Declaration There will not be a compulsory declaration for 2 day matches in First, Reserve and Third Grades. (iii) If the side batting second is not dismissed and a first innings result has not been achieved, the game will be declared a draw. (Section 25 (b)) [c] When an innings ends and a new innings is to start before the scheduled cessation time, the minimum number of overs shall be calculated at the rate of 1 over for each complete 3.75 minutes of the time remaining. [d] If there are losses of playing time the initial minimum number of overs shall be reduced at the rate of 1 over for each complete 3.75 minutes of the aggregate time lost which shall be assessed as follows: Actual time - For a player leaving the field due to serious injury - For interruptions caused by unfit ground, weather or light conditions [e] No reduction of minimum overs shall be allowed for drinks intervals or players injuries where these occur during any of the minimum overs which commence after the scheduled cessation time. [f] The Umpires shall be responsible for determining minimum overs to be bowled and shall inform the fielding captain and the batting captain and scorers of the number of overs. 21

22 29. BOWLING INJURY PREVENTION (a) The Regulation applies to all competitions. For the purpose of this Regulation, a player s status shall be determined by his/her age on the thirty first [31] day of August in the season in which the competition is played. That is a player who is eighteen [18] on the thirty first day of August shall be deemed to be under nineteen for the duration of that season. These restrictions apply equally to male and female players. (b) Young bowlers should be limited to a maximum number of overs per spell, and after a minimum break, bowl up to a maximum number of overs per day. (d) A bowler who has bowled a spell of less than maximum overs per spell may resume bowling prior to the completion of the necessary break as defined above, but this will be considered an extension of the same spell, and the maximum limit of overs for the spell will still apply. Following the completion of the spell, the normal break between spells will apply - the break within the spell is disregarded. (e) It is the responsibility of the fielding captain to ensure that this policy is upheld. (f) Umpires shall monitor the overs bowled by players. (g) In the event of a bowler attempting to bowl more than the permitted quota of overs relevant to their age group, the umpire[s] should advise the captain and/or coach that the recommended number of overs has been bowled and of the consequences of permitting the bowler to continue. (h) Should the bowler continue to bowl and exceed the relevant quota, the umpire[s] shall report the matter to the Secretary of Townsville Cricket. Umpires have no power to suspend a player who breaches this policy from bowling. (i) Townsville Cricket may ask the club to explain their actions with regards to breaching the policy and choose to impose any penalty they see fit. 22
