1 Tweed District Junior Cricket Association Inc. U16 Playing Rules 10 September Apart from the following rule variations, matches shall be played under the normal laws of cricket and in the spirit of the game PART A GENERAL RULES and PROCEDURES OF THE ASSOCIATION 2.0 General Rules of Play 2.1 A player must be registered on MyCricket with their club before he or she can play in the Tweed District competition. Registration on MyCricket is a mandatory requirement of Cricket Australia for insurance purposes. 2.2 Overage Players a. Girls may play up to 2 years below their age. b. TDJCA Inc. may give approval for an overage player to play in a lower age group subject to TDJCA Inc. policy posted on it s website. 2.3 Where clubs enter two or more teams in the one division any player playing two games or more in any one of the teams cannot changes teams. 2.4 Should a situation arise where a club needs to register a player after 31 January the club shall telephone the Executive of the TDJCA for verbal confirmation from a majority of club delegates. 2.5 Teams may consist of eleven (11) or twelve (12) players with the following guidelines. a. Where both teams consist of 12 players each team may bat and bowl 12 players i.e. the fielding team is required to take 11 wickets for a team to be all out. b. Where one team has 11 players and one team has 12 players the match is played as if both teams have 11 players i.e. each team may bat and bowl 11 players only with 10 wickets required for a team to be all out. c. Where one team has 11 players and one team has 12 players, the team with 12 players will name a specialist batsman and bowler prior to the start of play. The specialist batsman named cannot bowl and the specialist bowler cannot bat. d. No more than 11 players shall be on the field at any one time although 12 players may field during the match. 2 2.6 Seven players are needed to take the field, although a team may bat with less. Common sense needs to apply as the main priority is to have children actively involved in cricket. 2.7 Junior cricketers shall be allowed to wear coloured cricket hats preferably but not necessarily in their club colours. 2.8 Players playing representative cricket and who cannot play on the second day of a match, the Coach is to advise the opposing team coach prior to the toss. 2.9 The home team, which is the one mentioned first in the fixtures list, is responsible for providing both sets of stumps, for marking the wicket and for marking the boundary with plastic cones. 3.0 Player Safety 3.1 Game Day Checklist All clubs owe a duty of care to players, spectators and volunteers. The Game Day Checklist exists to protect club officials who complete the checklist, thereby demonstrating their duty of care. [Cricket Australia JLT Sport Game Day Checklist Guidelines]. The checklist should be completed before play commences and again if conditions change. JLT Sport recommends checklists should be retained on file by home clubs (or association) for a minimum of seven years. An important part of your Public Liability Insurance is that your club supports the use of Game Day Checklists [Cricket Australia JLT Sport Game Day Checklist Guidelines]. The Game Day Checklist and Guidelines are available on TDJCA Inc. MyCricket website. 3.2 No junior cricketer is to field closer than 10 metres to the batting crease of the batsman on strike. A ninety degrees area from point to the wicketkeeper is the only area exempted from this rule. The rule applies to all age groups up to and including U16s, and also applies when a player from these age groups is playing in a higher age group. 3.3 Protective Equipment / Playing Equipment a. All junior batsmen are strongly recommended to wear a protective helmet. b. All wicketkeepers are strongly recommended to wear protective gear including a helmet. [The minimum requirement of the helmet shall be that it is fitted with an acceptable temple guard and face grill] c. All players are encouraged to wear sprigs when playing on turf. 4.0 Match Results 4.1 Accurate full match results sheets must be recorded in MyCricket following each match. 4.2 The responsibility for entering match results and statistics lie with the home team. 4.3 The away team is responsible for checking the results entered and signing off that the result and statistics from the match are accurate. 3 4.4 Where a confirmed result or statistics are found to be inaccurate contact the Tweed District Recorder to allow accurate information to be recorded. 4.5 Results must be entered by the home team by 6.00pm Tuesday following each completed match and confirmed by the opposition team by 6.00pm Thursday following each completed match. 4.6 Annual player awards will be decided from the statistics entered into MyCricket. 5.0 Player of the Match Points 5.1 The opposition coach will award player points on a 3, 2, 1 basis. 5.2 The Player of the Match Points Sheet is to be forwarded by to the Tweed District Recorder by Thursday 6.00pm following the completion of each match. 5.3 All player points are to be forwarded on The Player of the Match Points Sheet. 4 6.0 General Match Details 6.1 Umpires and Scorers PART B MATCH DETAILS for U16 a. Each team shall provide two Adult supervisors to be responsible for umpiring and scoring. 6.2 Two-Day Match - 50 overs each innings. a. Synthetic wicket - Matches commence at 8.30am, finish at 11.30am. b. Turf wicket - Matches generally commence at 9.00am and finish at midday. Clubs will take guidance from groundsman preparing the wicket. c. Each team is allowed 50 overs batting time. d. An extra 15 minutes is allowed at the end of the second day to enable both teams to bowl their allotted overs if required, on first innings only. e. In the event of the team bowling second not completing the required number of overs then the result shall be determined by the runs scored at the number of completed overs for both teams. f. 25 overs is the minimum number of overs to be bowled by both sides to constitute a match. g. In the event of the first days play being washed out the second day becomes a one-day match. h. If the minimum number of overs is not bowled by either team the match shall be a draw. 6.3 One-Day Match 25 overs each innings. a. Synthetic wicket. Hours of Play. Commence 8.30am with a break at 10.10am-10.20am, finish at midday. b. Turf wicket. Hours of Play. Commence 9.00am with a break 10.40am 10.50am. Finish at 12.30pm. c. After the changeover the same number of overs bowled by the first team will be bowled to the second team. d. Rain interruption to constitute a game the minimum number of overs to be bowled by each team is 12. e. If the minimum number of overs is not bowled by either team the match shall be a draw. 6.4 Cricket Balls a. Clubs are to supply good branded cricket balls as cheaper brands could change shape and change the outcome of the game. b. 156g two-piece ball is used for this age group on synthetic wickets. c. 156g four-piece ball is used for this age group on turf wickets. 6.5 Ground boundary Distance to the boundary for all matches is as in senior grades. 5 6.6 A team may attempt an outright win only if the time of play will not exceed the time of play for a normal game e.g am to noon. To force a team to bat a second time a team must be at least 75 runs in the lead if batting first otherwise the match should continue as normal. A second innings should be played if time permits. 6.7 Where a team is bowled out prior to the completion of 50 overs it is deemed to have received 50 overs. 6.8 Match Result Points Table First innings win First innings lead and lose outright First innings tie each team (no further result) First innings tie and lose outright Outright win and winning team leads on first innings Outright win and winning team behind on first innings Outright win and first innings a tie Outright tie each team (first and second innings totals of both teams are equal) Drawn match No play possible e.g. washout Forfeit on a one day fixtured game Forfeit on a two day fixtured game Bye Bonus points 6 points 6 points 3 points 3 points 10 points 4 points 7 points 5 points 5 points 3 points 6 points 10 points Equal highest points for round Added to the match result points on first innings only Batting points per run Bowling points per wicket or 2.0 points if a team is all out (even if players short) 7.0 Batting 7.1 Two-Day Match a. Batsmen must retire at 75 runs or having faced 75 balls. b. Retired batsmen may return at the fall of the last wicket providing overs remain until the innings is completed. Batsmen return to the wicket in order of retirement. 7.2 One-Day Match a. Batsmen to retire at 40 runs or 50 balls. b. Retired batsmen may return at the fall of the last wicket providing overs remain until the innings is completed. Batsmen return to the wicket in order of retirement. 6 8.0 Bowling 8.1 Two-Day Match a. A bowler can bowl a maximum of 10 overs. b. No bowler shall bowl their seventh over until their team has bowled 28 overs in an innings. c. Any over shall have a maximum of eight (8) balls (including wides and no balls) except for the last over of an innings that must have six (6) legal deliveries 8.2 One-Day Match a. One (1) bowler can bowl a maximum of five (5) overs, all other bowlers can bowl a maximum of four (4) overs each. b. 25 overs each innings, the same number of overs bowled by the first team will be bowled to the second team after the changeover. 9.0 Games reduced to less than fifty (50) overs 9.1 If the team bowling first does not achieve 50 overs in the allotted time period the team bowling second will then bowl the same number of overs as achieved by the team bowling first. 9.2 Fifteen (15) minutes may be added to the time played to allow the second team bowling to bowl the required overs or a run rate per over will determine the result. Extra 15 minutes is added only for a first innings result. 9.3 In the event of the first days play being washed out each team will bowl 25 overs on the second day, becoming a one-day match. a. The hours of play in this case will be from 9.00 am (if possible) to noon. b. 25 over match bowling restrictions apply: five (5) bowlers can bowl maximum of four (4) overs and one (1) bowler can bowl maximum five (5) overs = 25 overs (maximum overs) 9.4 Where play has been interrupted on the first day e.g. due to rain or slow play, play must cease at 12.00midday sharp (1st innings). Where the bowling team has not bowled 50 overs then on the second day the number of overs bowled on day one shall be increased by 50 and then divided by two. This shall then be the number of overs each team shall receive e.g. a team bowls 24 overs on the first day then the equation is: = 74 divided by 2 = 37. In this case 13 extra overs would have to be bowled at the team batting first to complete their innings. Minimum numbers of overs apply where 0.5 of an over occurs. 9.5 Where a team is dismissed prior to the completion of 50 overs the team is deemed to have received 50 overs. 9.6 In the event of the team bowling second not completing the required number of overs the result shall be determined by the runs scored at the number of completed overs TDJCA U16 Playing Rules version 10 September
7 for both teams with 25 overs being the minimum number of overs to be bowled by both sides to constitute a match Unfair deliveries 10.1 No Ball. A no-ball shall be called when the ball is delivered with an unfair action: a. The ball bounces more than twice or rolls along the pitch before it reaches the batsman. Two bounces is a legal delivery. b. The ball passes over the shoulder of the batsman in his normal batting stance, c. A delivery passes the batsman on the full above waist height. Either or both umpires may call this. d. Part of the bowler s front foot on landing, whether grounded or not, is not behind the popping crease. e. Part of the bowler s back foot is grounded on landing on, or outside, the line of the return crease. f. There are more than two (2) fielders behind square leg. g. A fielder stands within the 10 metres zone as defined by rule One penalty run plus any other runs scored by the batsman shall be awarded to the batting team e.g. the batsmen run three (3) byes off a no-ball then the team shall be awarded one (1) for the no-ball plus three (3) runs scored as byes a total of four (4) runs (scored as four no-balls). If the runs come off the bat it is scored as one (1) for the no-ball and completed runs to the striking batsman) A no-ball shall be called for any ball that pitches off the synthetic wicket. However, if the ball deviates back towards the wicket and the batsman is dismissed other than being stumped or run out the ball shall be called dead A wide shall be called where in the opinion of the umpire the ball is bowled on the pitch but allows the batsman no opportunity to score from that ball. This applies especially to a bowler consistently bowling down the leg side. One run shall be recorded Semi-finals and Finals 11.1 Finals shall be Two-Day fixtures in the normal form unless otherwise determined by the Association The match will be of 50 overs maximum to each team. The advantage lies with the higher placed team i.e. they are entitled to bat out their 50 overs in the required 3 hours. Should rain intervene there are no restrictions on their time as regards to batting i.e. should the first day be washed out they can bat their 50 overs out the second day and not give the other side a chance to bat The four leading teams in at the end of the qualifying matches will play finals matches to decide the premiership The team that finished first (minor premiers), will play the fourth placed team and the second placed team will play the third placed team in the semifinals. 8 semi-final shall play in the final Subject to availability of grounds, the higher placed team at the end of all qualifying matches will choose the match venue, at the discretion of the Association 11.6 Semi-finals a. Where semi finals cannot reach a result due to loss of time, fitness of the ground, weather or bad light, the teams finishing the qualifying matches in the higher place shall play in the grand final. b. In the event of a tie or a drawn match in the semi final, the higher placed team (points or quotient system) shall progress to the final Finals a. If a drawn match in a grand final, the higher placed team (points or quotient system) shall be declared premiers. b. If a tied match in a grand final this will result in the higher placed team winning the premiership 12.0 Eligibility for Finals 12.1 A player must have participated in at least four playing days of the fixtured matches for that team, or a team in a lower age group to be eligible to play finals in that team A player having played two of the last three matches of the competition above his registered age division cannot return to the lower age division to play semi-final or final matches In the event of the team being short through injury or illness (or another legitimate absence acknowledged in writing by the Association. An eligible player from a younger age group team (not more than two years younger than the team) from the same club is exempt from the above rule provided that he/she has played at least four (4) days at their own age level.
