UMPIRES There are a number of Umpires who may be aailable to officiate on behalf of Clubs in Cup-Ties (Also Saturday League games if not already officiating elsewhere). The Hon. General Secretary will be able to gie names and contact numbers for them after which the Club should make direct contact with the person. Traelling expenses and / or fee should be determined and agreed between the parties before an appointment is confirmed. 16

THE LEAGUE LEAGUE RULES 1.1 The League shall be called the Darlington and District Cricket League. 1.2 The League shall consist of three Diisions, `A' to `C', none of which shall hae more than twele teams. 1.3 From time to time, the League shall hae a sponsor The Darlington and District Junior Cricket League is a Section of this League The Junior Section has its own Constitution. 2. OFFICERS 2.1 The Officers shall be the President, Vice-President, Hon. General Secretary, Hon. Treasurer, Hon. Assistant Secretary (Results/Registrations Data Protection), Hon. Assistant Secretary (Administration) The Officers shall be elected annually at the Annual General Meeting If only one nomination for an Office is receied, that nominee, subject to a Seconder, is automatically elected. If no nomination is receied, the present holder, if he/she so wishes, will continue in Office. 25

LIFE VICE-PRESIDENTS AND THE ROLE OF HONOUR 2.A.1 2.A.2 2.A.3 2.A.4 An indiidual may be appointed an Honorary Life Vice-President, after retiring from Office, in recognition of aluable serice to the League. An appointment as an Honorary Life Vice-President shall be made at an Annual General Meeting only on the recommended nomination of the Executie Committee. Honorary Life Vice-Presidents shall receie any papers issued to Members and shall be entitled to attend Management Committee and General Meetings but shall not hae a ote. The Executie Committee may recommend persons who hae afforded the League great serice oer a period of time to be elected to the Roll of Honour by the Members at General Meeting. 3. EXECUTIVE COMMITTEE - CONSTITUTION There shall be an Executie Committee which shall consist of the Officers listed at Rule 2.1, together with six other elected members Fie members shall constitute a quorum The elected members, with not more than one per club, shall stand for three years. Two of these members shall retire each year but may offer themseles for re-election at the Annual General Meeting. 26

27 3.2.2 Should a further member or members, not haing completed a three year tenure, be elected as an Officer, retire, resign or be remoed from the Committee, then he/she / they shall be replaced by the indiidual(s) coming third (et seq.) in the ballot and be elected for the appropriate unexpired period. 3.3 If only one person is nominated, he/she, subject to a seconder, is automatically elected. 3.4 A decision concerning any Executie position left unfilled at the Annual General Meeting shall be made at the next subsequent Management Committee Meeting A representatie from the Junior League may attend an Executie Committee Meeting in order that any matter of concern can be brought to notice The Junior League Secretary shall receie Notice of all meetings A representatie from the Executie Committee shall attend the Junior League Meetings. 4. EXECUTIVE COMMITTEE - RESPONSIBILITIES 4.1 The Executie Committee is: responsible to the Management Committee has the right to submit proposals to the Annual General Meeting empowered to call an extra-ordinary General Meeting at any time when necessary. 27

28 4.1.4 to deal with disciplinary matters or disputes to impose fines or penalties for breach of Rules to inspect the grounds of applicant Clubs or, when complaints are receied, of existing Clubs to appoint Umpires for the Semi-Finals and Finals of all the League Cup Competitions to select teams and organise representatie matches (See Rule 17.1) to deal with any other matters concerning the well-being of the League. 4.2 The elected members of the Executie Committee hae the right to attend Management Committee Meetings and the Annual General Meeting The Executie Committee will only take action in respect of a written complaint or objection Verbal objections or complaints to indiidual Officers or Executie Committee Members will not cause any action to be taken Written objections or complaints to the Executie Committee shall only be submitted by a Club and not by an indiidual except as in A report to be submitted by an Umpire concerning an incident in a match or associated with a match should be made, in writing, to the Hon. General Secretary within three days. 28

29 4.3.5 Written objections / complaints must be forwarded to the Hon. General Secretary within ten days of the incident in question Notification that an objection / complaint is to be submitted to the Executie Committee must reach the Hon. General Secretary within three days of the incident in question Once a written objection or complaint has been receied by the Executie Committee, such submission will be dealt with een if there is a subsequent request for such a submission to be withdrawn. 4.4 If a ote is tied, in addition to his normal ote, the Chairman of the Meeting (usually the President) shall hae a casting ote. 4.5 The day to day management of the League is dealt with by the Hon. General Secretary as directed by the Executie Committee. 5. MANAGEMENT COMMITTEE - CONSTITUTION 5.1 The Management Committee Meetings of the League shall consist of:- a] two delegates from each Club in the League; b] the Officers (See Rule 2.1) c] one non oting Representatie from the Teesside Umpires Association d] one non oting Representatie from the Junior League. The six elected members of the Executie Committee may also attend. 5.2 Representaties from Twele Clubs shall form a quorum. 5.3 Each team and each Officer has one ote. 29

30 5.4 If a ote is tied, in addition to his normal ote, the Chairman of the Meeting (usually the President) shall hae a casting ote. 5.5 Clubs not represented shall be fined. 5.6 The Junior League Secretary shall receie papers applicable to Management Committee Meetings. 6. ANNUAL GENERAL MEETING 6.1 An Annual General Meeting shall be held in Noember. 6.2 Rule 5 in relation to the Management Committee Meetings applies equally to the Annual General Meeting Notification of nominations, new or changes of Rule proposals or applications for membership, in writing, shall be in the hands of the Hon. General Secretary thirty-fie (35) days before the Meeting Details of the Agenda shall be sent to Clubs at least twenty one (21) days before the Meeting Proposals placed on the Agenda may not be reworded or deleted but oted upon as they stand All applications for admission into the League, for full membership after probation, proposals for new or alterations to Rules or any other matter of policy, shall require two-thirds of the otes cast, to be accepted The election of the Officers and other Officials and any decision on non-policy matters shall be by simple majority. 30

31 6.4.3 If a ote is tied, in addition to his normal ote, the Chairman of the Meeting (usually the President) shall hae a casting ote on matters to be decided by a simple majority. 6.5 The Junior League Secretary shall receie papers for the Annual General Meeting. 7. NON-VOTING 7.1 Representaties of Clubs shall not be allowed to ote on questions arising out of protests in which their Clubs are inoled. 8. MEMBERSHIP APPLICATIONS Any new Club applying to enter the League can only be oted into the `C' Diision of the League at the Annual General Meeting for an initial probationary period of twele months Probationary membership will be granted, upon application, for a maximum period of three years A Club holding Probationary membership must make application, in writing, to the Hon. General Secretary for Full Membership under Rule LEAGUE STRUCTURE The bottom two teams from the releant Diisions will be relegated to the next lower Diision each year The top two teams from the releant Diisions will be promoted to the next higher Diision each year. 31

32 9.1.3 If a acancy arises in a Diision because of a team resignation then, for the purpose of relegation, only the bottom Club in that Diision shall be relegated. Any furtherance of the relegation procedure will be dealt with by the Executie Committee The composition of the A diision shall be decided first, followed by the composition of successiely lower Diisions No Club shall hae more than one team in any one Diision If a side due for promotion / relegation can not moe due to Rule 9.2.2, no other side will be promoted or relegated in their place. 9.3 For the determination of position in any Diision, where teams tie on points, adantage will go to the team with the most number of wins. If still a tie, adantage will go to the team with the best ratio of runs scored diided by wickets lost minus runs scored against diided by wickets taken. 10. FINANCE 10.1 The Financial Year shall end on 30th September of each year The Hon. Treasurer is responsible for the handling of all monies and the financial accounting of the League An Accounts Examiner shall be elected at the Annual General Meeting A printed statement of the examined Accounts together with the Hon. Treasurer's Report shall be presented at the Annual General Meeting. 32

33 10.5 The Executie Committee, on the adice of the Hon. Treasurer, shall hae the authority to inest funds in such a manner as their sole discretion thinks fit Insurance coer for the League shall be obtained by the Executie Committee on adice from the Hon. Treasurer The Clubs, themseles, must obtain their own Insurance coer, including coer for League Trophies in their possession. 11. SUBSCRIPTIONS 11.1 Membership subscriptions to the League and other fees are to be paid to the Hon. Treasurer before 1st April each year The subscription rates are to be reiewed at the Annual General Meeting. (Current rates will be published in the Annual Handbook) 12. DISCIPLINE All disciplinary matters in any way connected with the League, or the conduct of matches or tournaments played under the auspices of the League, shall be dealt with in accordance with the English Cricket Board Model Disciplinary Rules", as amended by this League The Model Disciplinary Rules, as amended by this League, together with the ECB Code of Conduct and Spirit of Cricket, shall be deemed to be incorporated with and form part of these League Rules. They shall preail oer any of the League's Rules which may oerlap or be in conflict with the proision of such "Model Rules", Code of Conduct and Spirit of Cricket. 33

34 These Disciplinary Rules also coer Clubs, who are constituent members of this League, when participating in other competitions not under the auspices of the League Should these Rules be amended by the ECB during the current lifetime of the Rule Book, then such amendment shall be deemed to be immediately incorporated within the Rules. Any disciplinary action taken shall be completed within these amended Rules The Standing Disciplinary Sub-Committee shall consist of any three of the six elected members of the Executie Committee, none of whom shall be connected with the player, Club or their opponents at the time of the alleged offence The Vice-President shall act as a non-oting Chairman The Hon General Secretary will be in attendance to record the proceedings and adise on procedure. He does not hae a ote The Appeals Committee shall consist of the whole of the current Executie Committee less the three elected members who comprised the Disciplinary Sub-Committee If a ote is tied, the President, in addition to his normal ote, shall hae a casting ote The Hon General Secretary will record the proceedings and adise on procedure. He does not hae a ote. 13. GROUNDS 13.1 All grounds of teams in the League, in addition to satisfying normal requirements, must be cut to the boundaries regularly throughout the season 34

35 13.2 Artificial pitches shall not be used for League Matches in the `A' Diision All Clubs must carry out end of season square restoration works. 14. FIXTURES 14.1 Clubs must adise the Hon. General Secretary at the Annual General Meeting of any particular dates that they require to be at home or away in the next season Fixtures shall be aailable to all Clubs at the end of January There shall be no re-arrangement of fixtures after the end of January. [see Rule ] If an unforeseen alid reason occurs after the January meeting, exceptionally, the Executie Committee may consider a request for alterations to the Fixture List. Sufficient notice would need to be gien to enable the Committee to conene. 15. PARTICIPATION 15.1 Only bona-fide members of Clubs may play and no player shall play for more than one Club in the League All players are to be registered with the Data Protection Officer Registrations of players continue from one season to the next. They do not lapse at the end of a season. (See Rule regarding changes) 35

36 Amendments to a Club s Registration List, other than Transfers (see Rule 16) are to be notified to the Hon. Assistant Secretary (Results/Registrations) as they occur A Junior player participating in the affiliated Darlington and District Junior Cricket League does not need to be registered until he plays for one of the senior teams in this League. 16. TRANSFERS 16.1 A player wishing to moe from one Member Club to another Member Club must hae a Transfer Form completed by the receiing Club The receiing Club must submit the fully completed Transfer Form, signed by the transferring player, to the Hon. Assistant Secretary (Results/Registrations) without delay The receiing Club must notify the leaing Club of the proposed transfer at the same time On receipt of a completed transfer request the Hon. Assistant Secretary (Results/Registrations) will check with the leaing Club before approing the transfer The transfer of a player may only be refused by the leaing Club if the player in question has an outstanding financial liability to that Club or is subject to Disciplinary Proceedings by that Club No player in the process of transfer proceedings may play for any League Club side until the Hon. Assistant Secretary (Results/Registrations) has informed the receiing Club. 36

37 16.6 No transfer shall be approed after the fourteenth published League fixture (based on the A Diision each season) Any Club guilty of iolating any part of this Rule shall be fined and be liable to forfeit points. 17. REPRESENTATIVE MATCHES 17.1 The selection of the teams for Representatie matches shall be undertaken by the Executie Committee without nominations being requested A Club may notify the name of any player it wishes to bring to the notice of the Executie Committee All Club Secretaries and the selected players will be informed of the selections made. 18 PLAYING CONDITIONS The most recent published ersion of the Laws of Cricket shall be adhered to where no local rules apply Special Playing Conditions are shown at Appendix A to these Rules The 5-penalty runs concept brought into force in the 2000 Code will not apply within the Darlington & District League Cancellation of a game due to unfit ground conditions shall be the sole right of the home Club. If the 2 Captains cannot agree at the time of the toss then the match is cancelled. 37

38 Any Team conceding their away fixture must do so before am on the morning of the fixture, otherwise they must pay for 11 teas to the home Club Contact from a home team to cancel a match must be made ia personal contact with an appropriate representatie from the opposing side. Answer-phone and text messages are NOT acceptable All matches shall be decided on a one innings each side basis Any Club with two teams finding themseles able to turn out only one team on a gien day must play the higher Diision fixture and concede the fixture in the lower Diision In the case of a team conceding a fixture, the opponents will be awarded 20 points Matches shall commence with the first ball bowled at 2.00 pm Games shall be of forty oers per side unless the Captains agree to play fewer The number of oers may be reduced to as low as twenty fie oers per side depending on the preailing weather conditions The number of oers to be played is to be agreed by the respectie team Captains before the toss is made. 38

39 If the Captains hae agreed upon a number of oers to be played and the game is interrupted before a ball has been bowled they may agree to alter the number of oers played and re-start the game later in the day. In such an eent the Captains must toss up again before the new start time and Rule will not then apply No Bowler to be allowed to bowl more than 10 oers in any league game The toss must be made by the Captain or his representatie 15 minutes before the game is scheduled to start If a Captain or his representatie is not ready to toss by the designated time, he forfeits the right to toss The interal between innings shall be no longer than thirty minutes Each team shall bowl with its own ball. The ball shall be as agreed by the League Management Committee The League will bulk purchase the agreed ball at Rule on the basis of Club requirements The team with the highest number of runs scored at the end of the agreed number of oers shall be the winner Should the scores be leel at the end of the agreed number of oers, the result shall be a tie The Captains shall be responsible for the scores A team shall be awarded 20 points for a win. 39

40 A non-winning team may earn up to ten bonus points. A winning side cannot earn bonus points In an abandoned match where the side batting second batted a minimum of 20 oers, 5 points shall be awarded to each side, plus any bonus points either side may hae gained In any other abandoned, drawn or cancelled match, each side shall be awarded 2 points plus any bonus points gained If the result of a game is a tie [see Rule ] each side shall be awarded 8 points plus any bonus points that may hae been earned Batting Bonus Points - A non-winning side shall be awarded 1 bonus point for reaching each of the following scores, 100, 120, 140, 160 and Bowling Bonus Points - A non-winning side shall be awarded 1 bonus point for taking each of the following number of wickets 2, 4, 6, 8 and If an under strength side is dismissed, the bowling side shall be awarded 5 bowling points irrespectie of the number of wickets taken. The score will be reported as 'all out' Any game not commenced by 4.30 pm is to count as a draw Abandonment and cancellation due to inclement weather is to count as a draw. 40

41 If play, haing been suspended, has not recommenced by 7.00 pm or if play in progress is suspended after this time, the match is to be abandoned and count as a draw. 19. UMPIRES 19.1 Competent Umpires are to be proided by each team If an Umpire is not aailable then team members may umpire at the discretion of the Captains Once an Umpire has been accepted by the Captains, the remainder of both teams must abide by this Umpires shall ascertain, before the toss, details of any Junior players in a team. 20 RESULTS The result of Saturday matches (including cancelled games) is to be notified, by the Home side, from 10.00am onwards. Deadline for results is 9.00 pm on the match day Full scores of all Saturday matches must be telephoned to the Sunday Sun newspaper no later than 9.00 pm on the Saturday by each home A and B Diision team (Telephone: ). Failure to do so will result in a fine of 5.00 being imposed The result of matches played other than on Saturdays is to be telephoned by the Home side to the Hon. Assistant Secretary (Results/Registrations) on the day of the match. 41

42 Results of C Diision matches shall also be telephoned to the Sunday Sun (Telephone: ) by the home team at the time stated on A result sheet shall be completed for eery League Organised fixture (League and Cup). These result sheets, naming eery player Representing both sides, must be posted to the Hon. Assistant Secretary (Results/ Registrations), to arrie within 7 days, after completion of the fixture. (A Two point deduction to be imposed or non-compliance) 20.2 Published results shall be taken to be correct - unless the Hon. Assistant Secretary (Results/Registrations) is notified otherwise - within seen days of their publication. 21. ADMINISTRATION 21.1 Any club deliberately contraening Rules or not upholding the high traditions of the League, or whose ground or team falls below standards expected, shall be liable to be expelled from the League on a two-thirds majority ote Knock-out Competitions shall be held each season for teams in each Diision There shall be a League Knock-out Competition for Clubs each season. This will be for the Cec Leece Trophy The League Championship Trophies for all Diisions shall be presented not later than the last scheduled League match of the season, proiding circumstances permit. 42

43 The successful Clubs must make adequate proision for the safe-keeping of the Championship Trophies whilst in their possession The successful Clubs must return Trophies safely and in good condition to the President of the League, or his nominee, upon request. [This will be within at least three weeks before the end of the season.] The holder must ensure that the Trophy is suitably engraed Clubs winning League Competitions must ensure that the Trophies are suitably insured whilst in their possession Clubs are not allowed to pay match fees or traelling expenses for players The Annual General Meeting will decide on the price of all teas. Visiting teams are to pay for eleen players' teas. (See Annual Handbook for the current rate). 22. RESIGNATION FROM THE LEAGUE 22.1 A Club or team wishing to resign from this League with the intention of joining another League MUST gie notice, in writing, to the Hon General Secretary in the season prior to the proposed change. [Yorkshire Clubs by 30th April ; Durham Clubs by 30th June] 23. DISSOLUTION 23.1 The League shall not be dissoled except at an Extra-Ordinary General Meeting of the League specially conened for the purpose, at which the ote in faour of the resolution comprises at least three quarters of the otes cast. 43

44 23.2 In the eent of such dissolution, any assets shall be donated to The Cricket Foundation. 24. SPECIAL NOTES Fixtures at Raby Castle Any person attending a fixture at Raby Castle on any SUNDAY or on the SATURDAY or MONDAY of a BANK HOLIDAY weekend MUST show either his/her Club's Fixture Card or the League Handbook to obtain admission. Failure to produce either of these documents will result in those persons haing to pay for admission to the Park or being refused entry. CUP COMPETITIONS All teams will take part in their Diisional Knock-out Competition. All Clubs will take part in the Club Knockout Competition. Entry to the Seen-a-side Competition is optional. 69 1. PARTICIPATION KNOCK-OUT CUP COMPETITION RULES 1.1 The Competitions are open to Clubs in membership of the Darlington and District Cricket League. 2. AUTHORITY 2.1 The Executie Committee will deal with all matters arising from the Competition and its decision on all questions shall be final. 3. ELIGIBILITY 3.1 Only bona-fide members of competing Clubs may play and no player shall play in the Competitions for more than one Club. 3.2 A player who plays (or who has played) in the current season for another Club in another Saturday League, on a Saturday, is NOT eligible to play in the Competitions. 3.3 Where Second XI's are concerned, players are not eligible to participate in the B or C Diision Competitions, as applicable, if they hae played in the First XI on more than a specific number of occasions (see Appendix to these Knock-Out Cup Competition Rules). 3.4 If a player is transferred under League rule 16, the number of First XI games played in the current season moes with him to his new Club. This is only effectie if he has not already played for a Club in any of the Knock-Out Cup Competitions in the current season. 69

PLAYING CONDITIONS 4.1 All the games, including Finals, shall be played on dates fixed by the Executie Committee All ties except the Final shall be of twenty-two six ball oers, to commence by 6.30 pm Finals shall be of twenty-fie six ball oers, to commence by 6.00 pm or, if played on a Sunday, at 3.00 pm If a team is not ready to commence play fifteen minutes before the stipulated starting time then it shall relinquish the right to toss The number of oers may be reduced if it is mutually agreed that conditions make this desirable Clubs must bowl with their own ball. The ball make shall be as agreed by the League Management Committee All games played up to the Finals shall be played on the grounds of competing Clubs The adantage of playing at home shall be decided by the draw The Finals shall be played on neutral grounds The side scoring the most runs shall be the winner. If scores are leel at the end of the game the side losing the least number of wickets shall be the winner. If this be the same, the game shall be counted as a tie. 70

71 4.4.2 In the eent of a tie, a replay shall be held on the ground of the original away team In the eent of the game not being completed it shall be recommenced altogether on a new date to be fixed The fixture must be decided by no later than seen days after the original date set for the fixture. [Priority shall be gien to this League s Competitions.] In the eent of the Captains haing "tossed up" for the choice of innings and the game being unable to be started or completed for any reason, the Captains shall again "toss up" on the re-arranged date If a tie cannot be completed within the stipulated seen day period, it shall be decided by the toss of a coin Where a Club fails to fulfil a tie it shall be fined and the tie awarded to the opposing team. 4.6 Artificial pitches are not to be used for League Cup matches in the `A' Diision. 5. RESULTS 5.1 The result of all ties must be notified to The Hon. Assistant Secretary (Results/Registrations) by the winning team upon conclusion of the match or, in writing, within 24 hours of the tie being played. 6. UMPIRES 6.1 Umpires will be appointed for all Semi-Finals and Finals by the Executie Committee. 71

SAFE-KEEPING OF CUPS 7.1 The successful Club must make adequate proision for the safe-keeping of the Cup (including the 'A' Diision Man of the Match Shield) and A and B Runners-up trophy, as appropriate, whilst in its possession and it must be returned safely and in good condition to the President of the League upon request. 7.2 The holder must ensure that the Trophy is suitably engraed. 7.3 Rules 7.1 and 7.2 apply equally to the League Knock-Out Cup, it s Runners-up Trophy and Man of the Match award). Appendix to KO Cup Competition Rules No player shall be eligible for selection in the B or C diision cup competitions for their club`s 2nd team, if by the date the cup fixture is played, they hae taken part in 50% or more of their first team`s league matches that hae been played at that point in time. This includes any league games started, but not played to a finish due to interention by the weather, but does NOT include games abandoned without a ball bowled. 72
