3 1. Introduction The Mount Lawley District Cricket Club is a professional and proud club, built on tradition and loyalty. Club members demonstrate, a never say die attitude and a fiercely competitive nature. As a team, we play hard and take pride in the club and performances of all our grades performances. Self-belief and the belief in our teammate s ability are second to none and united the Hawks work together to achieve our goals and strive for continuous improvement. It is Mt Lawley s objective to become a dominant force within the W.A.C.A competition through professionalism, integrity, high work ethic, with a commitment to the growth of the club. This shall be achieved via the provision and of facilitation at all times learning and team-oriented environment, whilst creating and maintaining a positive social atmosphere. This manual has been developed by the Senior Cricket & Members & Volunteers sub-committee in consultation with the Club s Committee. It is expected that all players will follow the guidelines in this manual and understand the consequences if the club rules are broken. This manual is designed to help the players with an easy to understand guide to the rules and requirements of the My Lawley District Cricket Club s Committee. The manual should read in conjunction with the following documents WACA Grade Cricket Club Administration Manual, Cricket Australia s Code of Behaviour and the Laws of Cricket. It will be the Club Committee s responsibility to review, monitor and enforce these rules. If there is any dispute or appeal of a ruling, the Club Committee will have the power to hold a hearing or make the final decision. Required Attitude & Behaviour 2.1 Respect 2.2 Training 2.3 On-Field Respect the Club; Respect your Team; Respect Yourself; Respect the Sponsors and endeavour to use their products; Respect the Volunteers and take the time to welcome them; Represent the Hawks with Pride, Respect and Responsibility. All training sessions are compulsory; If a Player is unable to attend training, he must inform either their Captain or a member of the Coaching Staff prior to the session Train hard, communicate positively; 100% positive communication; Each player arrives at training with a focus and goal and works on these throughout the session; Train smart with a view to continuous improvement. Conduct training and playing professionally; Appropriate training uniform must be worn at all sessions; A professional, active warm-up is to be conducted by all participants; Everyone must have a goal for each training session; No sitting on the hill during training, if you are injured, get treatment, run a drill. If you are incapable of training or helping, let your captain and coaches know and go home. Make selections hard for Chairman; Arrive on time. Appropriate game-day uniform must be worn at all games; Listen to all, take on board advice that you think can improve your game or your character; Arrive in a fit condition to play; Respect your teammates; Respect the opposition players; Respect the umpires and their decisions; A collaborative effort with duties (Team); 4

5 2.4 Off-Field It is compulsory for all players and coaches to attend EVERY club function; All players commit to all training sessions, club functions and agree to be ambassadors for the Mt Lawley District Cricket Club at all times; Listen to all, take on board advice that you think can improve your game or your character; Afternoon tea money paid in full on the first day of 2-day game; Players to stay after each game and socialise with teammates / opposition; All players to drink responsibly whilst at the club; No illegal drugs to be carried or used within the club reserve boundary; Acknowledge and respect all volunteers; 2.5 Membership Fees Mt Lawley players acknowledge that fees are a part of playing. As such, all players will pay a deposit on their membership fees prior to the first game of the season. Fees are to be paid in full by the end of the 5th round. * No player will be selected after Christmas unless their fees are paid in full 5

6 3. The Spirit of Cricket Australians are justifiably proud of the place sport has in their daily lives. However, what is equally important to all of us involved in cricket is the way the game is played and the manner in which all participants conduct themselves. Cricket can be a highly competitive game, however it is important to always play within the Laws of Cricket and the spirit of the game. Laws of Cricket can be found by visiting the MCC website: The Spirit of Cricket is fostered by the values that you (as a volunteer administrator, coach, teacher, parent or player) bring to your team, Club and the game itself. The following elements will guide you in applying the spirit of the game and fostering fun, healthy and effective development of the spirit within your cricket community. 3.1 Fair Play According to the Laws of Cricket, umpires are the sole judges of fair and unfair play. The umpires may intervene at any time, and it is the responsibility of the captain or coach to take action where required. The captain and coach are responsible at all times for ensuring that play is conducted within the spirit of the game and within the Laws. Captains, coaches and umpires together set the tone for the conduct of a cricket match. Every player is expected to make an important contribution by playing the game in good spirit and fairness. Examples of where a player fails to comply with the instructions of the umpire include: Criticising, by word or action, the decisions of an umpire; Showing dissent; Behaving in a manner which might bring the game into disrepute. Within the Spirit of Cricket, there are certain unwritten laws or practices that should be followed as a means of respecting the game, your opponents and your team. 3.2 It is against the spirit of the game to Dispute an umpire s decision by word, act or gesture. Direct abusive language towards an opponent or umpire. Participate in cheating. Such instances include: Appealing when knowing the 6

7 batter is not out. Advancing towards an umpire in an aggressive manner when appealing. Seeking to distract an opponent, either verbally or by harassment, with persistent clapping or unnecessary noise under the guise of enthusiasm and motivation of one s own side. 3.3 Respect The spirit of the game involves respect for: Your opponents Your captain, coach and team The role of the umpires The traditional values of cricket 3.4 Umpires Managing the match Umpires are authorised to intervene in cases of: Time wasting Damaging the pitch Dangerous or unfair bowling Tampering with the ball Any other action that they consider to be unfair Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its Laws but also within the Spirit of the Game. Any action which is seen to abuse this spirit causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the captains. 7

8 4. Code of Conduct & Penalties The following offences and penalties are club based and may be used independently or additionally to section 4 (The Spirit of Cricket and the Code of Conduct) of the WADCC Rules and Playing Conditions. If a player or official commits an offence they will be notified by the Club Committee of the penalty as per Section 4.2 of this manual. It will at the discretion of the Club Committee if an offence is committed and a penalty is handed down by the WADCC whether to apply an additional penalty in line with Section 4.2 of this manual. 4.1 Offences Each of the rules for behaviour has a guideline. The guidelines are intended as a guide only, and in the case of any doubt as to the interpretation of the rules, the provisions of the Rule itself shall take precedence over the provisions of the guidelines. The guidelines should not be read as an exhaustive list of offences or prohibited conduct Level 1 Offences The offences set out in points 1.1 to 1.5 below are level 1 offences. The range of penalties which may be imposed for a level 1 offence are set out in section 4.2 of this manual. Players and, where applicable, officials must not: No. Rule Guidelines 1.1 Abuse cricket equipment or clothing, ground equipment or fixtures and fittings Includes actions outside the course of normal cricket actions such as hitting or kicking the wickets and actions which intentionally or negligently result in damage to the advertising boards, boundary fences, or any part of, or contents of, any building or structure at the ground. Show dissent at an umpire s decision by action or verbal abuse Includes excessive, obvious disappointment with an umpire s decision or with an umpire making the decision and obvious delay in resuming play or leaving the wicket. 1.2 This Rule does not prohibit the bowler involved in the decision or a team captain from asking an umpire to provide an explanation for a decision or the captain from commenting on the umpires performance in his/her Captain s Report. 8

9 Use language that is obscene, offensive or insulting and/or the making of an obscene gesture. Engaging in excessive appealing Point or gesture towards the pavilion in an aggressive manner, or behave aggressively or derisively towards either batter, upon the dismissal of a batter This includes swearing and offensive gestures which are not directed at another person such as swearing in frustration at one s own poor play or fortune. This offence is not intended to override [State/Territory] Premier Cricket [Rule Reference if applicable] in relation to Crude or Abusive Language. The extent to which such behaviour is likely to give offence shall be taken into account when assessing the seriousness of the breach. Excessive shall mean repeated appealling when the bowler/fielder knows the batter is not out, with the intention of placing the umpire under pressure. It is not intended to prevent loud or enthusiastic appealing. However, the practice of celebrating or assuming a dismissal before the decision has been given may also come within this Rule. Includes charging or running up to the batter and getting in his/her face Level 2 Offences The offences set out in points 2.1 to 2.7 below are level 2 offences. The range of penalties which may be imposed for a level 2 offence are set out in section 4.2 of this manual. Players and, where applicable, officials must not: No. Rule Guideline 2.1 Show serious dissent at an umpire s decision by action or verbal abuse Dissent should be classified as serious where the dissent is expressed by a specific action such as the shaking of the head, snatching cap from umpire, pointing at the pad or inside edge, other displays of anger or abusive language directed at the umpire or excessive delay in resuming play or leaving the wicket. This Rule does not prohibit the bowler involved in the decision or a team captain from asking an umpire to provide an explanation for a decision, or the Captain commenting on the umpires performance in his/her Captain s Report. 2.2 Engage in inappropriate and deliberate physical contact with other players or officials in the course of play Without limitation, players will breach this regulation if they deliberately walk or run into or shoulder another player, official or match official. 9

This does not replace Law 42 (4) and (5) of the Laws of Cricket. Without limitation, players will breach this rule if they deliberately attempt to distract a striker by words or gestures or deliberately shepherd a batter while running or attempting to run between wickets. This Rule will not prohibit a fielder or bowler from returning the ball to the stumps in the normal fashion. This is language or gestures which are directed at another person. See comments under Rule 1.3 above in relation to the seriousness of the breach. Prohibited behaviour includes picking the seam or deliberately throwing the ball into the ground for the purpose of roughening it up and the application of moisture to the ball, save for perspiration and saliva Level 3 Offences The offences set out in points 3.1 to 3.3 below are level 3 offences. The range of penalties which may be imposed for a level 3 offence are set out in section 4.2 of this manual. Players and, where applicable, officials must not: No. Rule Guideline Intimidate an umpire whether by language or conduct Threaten to assault another player, Team official or spectator Use language or gestures that offend, insult, humiliate, intimidate, threaten, disparage or vilify another person on the basis of that person s race, religion, colour, descent or national or ethnic origin Includes appealing in an aggressive or threatening manner. 11 4.1.4 Level 4 Offences The offences set out in points 4.1 to 4.4 below are level 4 offences. The range of penalties which may be imposed for a level 4 offence are set out in section 4.2 of this manual. Players and, where applicable, officials must not: No. Rule Guideline 4.1 Threaten to assault an umpire or referee Self-explanatory. 4.2 Physically assault another player, umpire, referee, official or spectator Self-explanatory Engage in any act of violence on the field of play Use language or gestures that seriously offends, insults, humiliates, intimidates, threatens, disparages or vilifies another person on the basis of that person s race, religion, colour, descent or national or ethnic origin Self-explanatory. Self-explanatory Level 5 Offences The offences set out below is a level 5 offence and relates to the Laws of Cricket and Spirit of the Game. The penalties which may be imposed for a level 5 offence are set out in section 4.2 of this manual. Players and, where applicable, officials must not: No. Rule Guideline 5 Players must obey the Laws of Cricket and play within the spirit of the game. The captain and Team coach must use their best efforts to ensure that their Team and individual members of the Team comply with this rule This is meant as a general Rule to deal with situations where the facts of or the gravity or seriousness of the alleged incident are not adequately or clearly covered by the offences set out in Rules 1-4 (inclusive) of the Code. Conduct which will be prohibited under the clause includes time wasting and any conduct which is considered unfair play under Law 42 of the Laws of Cricket. This Rule is not intended to punish unintentional breaches of the Laws of Cricket. Reference may be made to any statement or explanation of the Spirit of Cricket published in conjunction with the Laws of Cricket. Nothing in this Rule or the Code alters the onus on the captain to ensure that the Spirit of the Game is adhered to as stated and defined in the preamble to the Laws of Cricket. 11

12 4.1.6 Level 6 Offences The offences set out below is a level 6 offence and relates to Unbecoming Behaviour. The penalties which may be imposed for a level 6 offence are set out in section 4.2 of this manual. Players and, where applicable, officials must not: No. Rule Guideline Penalties Without limiting any other rule, players and officials must not at any time engage in behaviour unbecoming to a Grade player or official that could bring the game of cricket into disrepute or be harmful to the interests of cricket This is also meant as a general Rule to deal with situations where the facts of or the gravity or seriousness of the alleged incident are not adequately or clearly covered by the offences set out in Rules 1 4 (inclusive) of the Code. It is intended to include serious or repeated criminal conduct, public acts of misconduct, unruly public behaviour and cheating during play. Level of Offence Level 1 Level 2 Level 3 Level 4 Penalty Range Official reprimand and/or a fine up to $ and/or a ban of up to 2 weeks / Matches Ban of 3 or 4 weeks / Matches Ban of 5 to 6 weeks / Matches Ban of 7 or more weeks / Matches or a life ban i) In the event that the club committee decides that a person is guilty of breaching any of Rules 1 6 of Section 4.1 of the Code of Conduct, they will normally apply a penalty within the normal range of penalties for each level of the offence set out in the table above. However they may also apply any or all of the penalties set out in point 2 of this section. Were a person is a repeat offender or the offence is of a very serious nature a greater penalty maybe handed out. ii) Any part of a suspension imposed may be suspended. iii) The club committee may take into account the following circumstances when imposing a penalty; The seriousness of the breach 12

13 The harm caused by the breach The person s seniority and standing in the game Remorse shown by the person and the prospect of further breaches Person s prior record The impact of the penalty on the person 5. Dispute Process If a player or official wishes to dispute a penalty it will be handled as per section 4 of the clubs constitution. 6.
