2 ANNOUNCEMENT 2014 SKATE CANADA NL SECTIONALS Newfoundland & Labrador Section Dates: November 8 & 9, 2013 Location: Glacier Mount Pearl Hosted By: Skate Canada NL Sanctioned By: Skate Canada Appendix A: Qualifying Categories Competition Entry Form Appendix B: Non-Qualifying Categories Competition Entry Form Appendix C: Publicity Waiver Appendix D: Banquet Order Form PURPOSE OF SECTIONALS Sectionals identify the top skaters in each province (Ontario having four Sections) for advancement to the next round of qualifying events ultimately leading to the Canadian Figure Skating Championships. This event is a skater's first exposure to competitive stream competition, and is to be organized from a technical perspective as closely as possible to the Canadian Championships in terms of rules and competitive experience. Each Sectionals event is the property of Skate Canada and may be sponsored locally in accordance with Skate Canada s Marketing Guidelines. The planning and execution of each Sectional Championship is delegated to the Section and/or its host committee with support from Skate Canada nationally, and the event is under the technical supervision of a technical representative assigned by the section. Skate Canada provides each section with an orientation kit outlining the responsibilities of the event and event guidelines. Skate Canada provides templates for all Sectionals event promotional materials to insure consistency nationally. 4

3 GENERAL INFORMATION The 2014 Skate Canada NL Sectionals will be conducted in accordance with the Skate Canada Qualifying Competition Handbook and the CPC Regulations for specific rules governing qualifying events and events run in the CPC System. Discipline specific pre-event technical packages, ISU Communications and clarifications should also be referred to in preparation for the upcoming season. LOCAL ORGANIZING COMMITTEE CONTACT INFORMATION Organizing Chair Christine Morgan Registration Skate Canada NL Section Office Attn: Lori Brett RINKS TO BE USED Competition Arena 200 X 85 Glacier Practice Arena 200 X 85 Glacier ELIGIBILITY TO COMPETE (From Skate Canada Rule 5401) Entrants in Canadian Championships events, or qualifying events for Canadian Championships shall: (1) ELIGIBLE PERSON STATUS: Be eligible persons as defined in Skate Canada Rule Book Section (2) ASSOCIATE MEMBER: Be Associate members in good standing of the Association. (3) CANADIAN CITIZENSHIP: Be Canadian citizens within the meaning of the Citizenship Act, RSC If the individual is not a Canadian citizen, such individual must have permanent resident status and have resided in Canada for at least one year prior to the date of the Championships they wish to enter. Also, if the entrant is of legal age, the entrant must file a declaration to indicate that he intends in good faith to become a Canadian citizen. If the entrant is an alien minor, he and the living parents (or guardians if both parents are deceased) must have also filed a sworn statement with the Chief Executive Officer of Skate Canada that said minor intends to become a citizen as soon as legally possible. 5

4 In the case of a pair or an ice dance couple, at least one partner must be a Canadian citizen. The other partner may be a citizen or resident of a country of any other ISU Member and need not reside in Canada. (4) ANTI-DOPING POLICY AND DOPING CONTROL POLICY: Agree to be subject to Association rules and regulations regarding doping controls, on an announced or unannounced basis, as determined by the Board of Directors from time to time. Such rules and regulations shall be entitled Skate Canada Anti-Doping Policy and Doping Control Program and shall be made available to potential entrants upon request to their Section or the National Office. (See Skate Canada Policies and Procedures.) QUALIFICATIONS FOR ENTRY (Qualifying Competition Handbook, paragraph 515) (1) TEST PREREQUISITES: Competitors wishing to enter Sectionals and events leading to Sectionals shall have passed the tests as listed in Skate Canada Rule 5404 (see below) before October 1 st preceding the Championships. A skater may also be considered qualified having passed a higher test or parts thereof as long as the minimum test requirement is fulfilled. (2) AGE PREREQUISITES: Competitors wishing to enter Sectionals and events leading to Sectionals shall meet the age requirements to compete as listed in paragraph 510. (3) COMPETING IN SINGLES AT SECTIONALS: A skater may compete in Singles events only in the Championships of the Section in which his home club is a member. (4) COMPETING IN PAIR, FOUR OR DANCE AT SECTIONALS: A pair, four or dance team composed of skaters having clubs in different Sections may enter the group event of the Sectional Championships of any one, but only one, of the Sections represented by its members. The Chair of each Section concerned must be advised as to which championship the group will enter. ENTRY INFORMATION Entry forms must be forwarded to your section co-ordinator, Lori Brett, c/o Skate Canada NL (1296A Kenmount Rd, Paradise, NL A1L1N3) along with the entry fees no later than September 30, The acceptance of late entries is at the discretion of the Section in consultation with the technical representative. The eligibility of all entries must be verified by the Section in consultation with the Skate Canada national office. 6

5 Note - all skaters must visit the Skate Canada Members Only site to update their skaters profile. Entry Fees Entry fees are as follows: $ per single part events $ for events involving 2 or more parts. In addition, a $7.00 officials and technology development fee per skater entered is charged. Please forward this amount to your Home Club, who will write one Club cheque and forward to the Host - Skate Canada NL. Competitors entering more than one event must complete an entry form for each event. Entries will not be accepted unless a copy of the current Skate Canada Membership Card is attached Please make cheques payable to YOUR HOME CLUB along with your completed entry forms. Forms required at Registration: Choreography Waiver - A reminder that the choreography waiver form is already posted in the Members Only section of Skate Canada. As many of you struggle to collect this form in the past it has been released much earlier this season and athletes and coaches have been sent -blast reminders to complete this early. RESTRICTIONS TO ENTRY (Part of Qualifying Competition Handbook, paragraph 530 (5) (1) CANADIAN FIGURE SKATING CHAMPIONSHIPS: (a) (b) COMPETING IN THE SAME EVENT DISCIPLINE: No one shall compete in the same discipline (Singles, Pairs, Dance) in the same event (Novice) at Canadians more than three times. WINNER OF AN EVENT DISCIPLINE: The winner or the winning pair or dance couple of an event discipline shall not be eligible for the same event discipline again. 7

6 TEST AND AGE PREREQUISITES FOR COMPETING (Part of Qualifying Competition Handbook, paragraph 510) Events to be Skated: As per Skate Canada NL Technical Package. The Technical Package can be viewed at All eligibilities as per Skate Canada rule book or Skate Canada NL Technical Package. The CPC Calculations Principles will be used to determine the results of competitions for all events with the exception of Special Olympics, which will use OBO. REGISTRATION Registration for skaters, officials and coaches will commence November 8, 2013 at the arena beginning 1 hour prior to the first practice event. ON-LINE REGISTRATION Skater On-line Profile Update When registering for Sectional events and above, all athletes must update their Personal Profile online (Skate Canada website- Members Only). Required forms can be printed during the On-Line Profile update. 1. Choreography Waiver 2. Medical Forms 3. Program Content forms Please note that all byed skaters are responsible for completing this section as well. REGISTRATION AND PRACTICE ICE FOR SECTIONAL CHAMPIONSHIPS (as per the Qualifying Competition Handbook paragraph 520(8(i) (j)) (1) REGISTRATION: Competitors at Sectional Championships must register for the competition before their official practice session immediately prior to the first portion of their event. (1) PRACTICE ICE: Upon registration or attendance at an officially scheduled practice session competitors are not permitted to skate on ice other than the official practice or competition ice as scheduled for the event. Violators of this rule shall be subject to suspension from the competition in question. This rule is applicable to all qualifying events including Regional/Sub-Sectional, Sectional, Skate Canada Western and Eastern Challenge and Canadian Championships. 8

7 ACCREDITATION FOR COACHES By-law 2403 (Skate Canada Policies and Procedures) shall apply. In order to receive accreditation from Skate Canada at Sectionals, Skate Canada professional coaches must meet the following conditions: Be Intermediate STARSkate/Provincial Coach certified Be a current Professional Coaching Member of Skate Canada Hold a valid First Aid Certificate Coaches must register in person and show their Skate Canada Professional Coach Membership Card which includes their photo NEW COACHES: New professional coaches who do not meet the above criteria for accreditation or funding will have three years in which to become Level 2/ISPC Certified and four years to become Level 3 Certified from the date of registering as a Skate Canada Professional Coach. Two coaches per entry will be accredited. Only two people will be allowed at ice level determined by the skater/team. MUSIC All music used must be in the public domain or covered by the Performing Rights Society. Competitors, who have music composed especially for their programs, either in wholly or in part, shall be responsible for obtaining a written release from the composer for the use of such music on radio and television, or appropriate clearance from the Performing Rights Society. For the information of Dance competitors: The ISU compulsory dance music to be used for all practices and events is the 2001 Revised Version produced by the ISU. Juvenile Dance Entries Only 2001 Skate Canada Series 8 music will be used for the Juvenile Dance event. Music/Practice Rotations Music/Practice rotations will be available at registration. Any special requirements should be communicated to the technical representative Music Requirements Each entry must provide two CDs or cassettes for the competition upon registration. One for competition (marked "Master") and one for back up (marked "copy"). If two CDs are provided, it is recommended that a back-up cassette be available. Music will be retained at the Glacier Arena. 9

8 Standard Specifications for CDs 1. Only one program shall be recorded on each CD. 2. The start of the music shall be recorded on the CD with less than two seconds of lead in. 3. Competitor s name followed by music time (not skating time) shall be clearly printed on side one of the CD. 4. Each CD shall be enclosed in its plastic container marked with the skater's name, event and total music time. AWARDS Standard Skate Canada Sectional medals will be presented to the top three finishers of each event. In the case of only two entries, each entry shall be awarded a prize. In the case of only one entry in an event an exhibition shall be performed but no prize shall be awarded. There will be a meeting of the Skate Canada Challenge qualifying team following the Awards banquet. All skaters should bring with them a cheque to cover the registration fees and the required information for the Skate Canada Challenge registration forms. As a condition of and in consideration of their entries in these Championships, all competitors and their parents or guardians shall be deemed to agree to assume all risks or injuries to the competitor s person and property resulting from, or caused by or connected with, the conduct and management of the competitions and to release any and all claims they may have against the officials, the association, the Section, the Skate Canada, the volunteer team and against their officers and their entries shall be accepted only on these conditions. OTHER INFORMATION Camera Policy Flash photography is not permitted. Skate Canada would encourage you to not use cameras or video equipment during Skate Canada organized events out of respect for the safety of competing athletes. 11
