2 GENERAL INFORMATION: The Show-Me State Games Figure Skating Competition is open to all residents of Missouri, Illinois, Tennessee and Arkansas. Missouri resident figure skaters will be eligible to advance to the State Games of America representing Missouri. Skaters from states without a State Games (Illinois, Tennessee and Arkansas), may qualify for the State Games of America through this competition, representing their home state. This competition is a qualifying competition for the 2015 State Games of America hosted in Omaha, Nebraska. Skaters receiving 1st, 2nd or 3rd place in approved events will be invited to compete in the 2015 State Games of America. COMPETITION CONTACT: Amy Torcasso Mediacom Ice Park 635 E. Trafficway Springfield, MO X231 atorcasso@springfieldmo.gov COMPETITION DATES: November 23 & 24, 2013 ELIGIBILITY: This event is open to all skaters from Missouri, Illinois, Tennessee and Arkansas. Missouri skaters, as well as skaters from states without a State Games Competition (Illinois, Tennessee and Arkansas), may qualify for the State Games of America Figure Skating Championship through this competition by finishing 1st, 2nd or 3rd in approved events. Open to all skating members of US Figure Skating (USFS) and Ice Skating Institute. (ISI) as well as skaters unaffiliated with either organization. Skaters from USFS and ISI shall have passed any one or all of the required tests, but not higher tests. Skaters holding membership in both USFS and ISI must skate at the highest level attained. Skaters may skate up one level above their test level, but not down a level. Level is determined as of the date of registration close. COMPETITION FORMAT: FACILITIES: Solo events will be subdivided by age if warranted. Adult events are for skaters aged 19 and older. In the event one male skater is registered for an event, where male and female requirements are the same, we reserve the right to combine the male and female events. Because events of the US Figure Skating and ISI have been merged into a hybrid format, please read through all event descriptions carefully and thoroughly. Every effort has been made to provide an equitable event structure that will allow all skaters, whether USFS, ISI or non-affiliated to compete in a fairly defined method. Missouri resident skaters or skaters from a state without their own state games placing 1st, 2nd or 3rd will qualify for The State Games of America. Except where specifically allowed, participants may NOT enter more than once in the same division. For example, in the division of Solo Artistic, a skater may not register for the Bronze and Silver Events. Except where rules herein specifically differ, USFS rules, as set forth in the 2014 Official Rulebook will preside. Mediacom Ice Park 635 E. Trafficway Springfield, MO Mediacom Ice Park is a two sheet facility and home of the Jordan Valley Figure Skating Club. Each rink is 200 X 85 JUDGING: This will be a US Figure Skating sanctioned event. Members of USFS and ISI must be in good standing. USFS and ISI members must include their USFS and/or ISI member number. US Figure Skating ordinal scoring method, the 6.0 system, with separate marks for technical merit and for composition and style will be used. Judging will be by USFS judges. The new judging system (IJS), used by US Figure Skating Qualifying competitions will NOT be used for this competition.

3 MUSIC: REGISTRATION: Competitors are required to turn in ALL their music to the registration desk when they check in. You may not check in unless you turn in your music. Except for the dance events, skaters must provide their own music. Vocal music is permitted. Only CD s (CD-R type only) will be permitted. Each CD must be clearly labeled with the skater s name, event and length of program. There must be only one program on the CD. No more than a 3 second lead in can be used on CDs both for competition and practice ice. Programs are allowed a ten second leeway from the designated times except where otherwise indicated. The Mediacom Ice Park will make every effort to protect your music, but will not be responsible for CDs. Competitors should bring at least 2 copies of their music with them; one (1) to turn in at check in and one (1) to use for practice ice. Please pick up your music at the registration desk after your event. The Mediacom Ice Park will not return music left at the rink and assumes no responsibility for CDs that are not picked up prior to the end of the competition. Coaches should keep an extra copy on them while their skater(s) or team(s) are on the ice competing. Registration will begin July 12, (See How To Register on the next page). Registrations will be accepted through regular mail with a check or by phone with a Visa or Mastercard. Registrations will be accepted through October 12, The registration desk will be located in the Upper Lobby of the rink and will be open one (1) to two (2) hours before the first practice ice is scheduled for the competition. This is tentatively scheduled for 6:00am on Friday, but will depend on the number of entries and requests for practice ice. Actual registration desk times will be ed to coaches and posted online prior to the event. EVENT CANCELLATION: PHOTOGRAPHY: AWARDS: PRACTICE ICE: HOTELS: Any scheduled event may be cancelled if fewer than two (2) skaters are entered. Due to ice limitation the Chief Referee reserves the right to eliminate events with suitable notification to the entrants and the entry fee will be refunded. A professional photographer will be on site and photos will be available for purchase. NO FLASH PHOTOGRAPHY is allowed in the rink areas during competition. Flash photography is dangerous to the skaters! The competition committee reserves the right to remove any one from the rink who ignores requests and warnings regarding the use of flash photography. Awards will be presented as close to the conclusion of each event as possible and awarded in the upper lobby. Medals will be awarded to the top three places in each event. Skaters will be able to register for practice ice during registration. Please indicate the number of sessions you wish to purchase on the registration. Sessions will be 30 minutes in length and cost $4 per session. You may select your practice sessions when the exact schedule becomes available. Practice ice sessions will be made available, via , on a first-come-first-serve basis to those skaters who have pre-registered. Practice Ice will be the Friday evening prior to the competition, Saturday and Sunday morning before the competition day begins and if time allows, Saturday and Sunday mid-day. Skaters arriving earlier in the week (prior to Friday afternoon) may utilize the regular freestyle sessions at the Mediacom Ice Park. Skaters may walk-on at $8/hour, $12/hour and a half. No more than 25 skaters will be allowed on the ice at any one time. Music will be played in the order in which it is received. Skaters may not have a second run through with their music before all other skaters have had the opportunity to have their music played. Skaters will not be allowed to play their music more than twice on a session. Skaters are expected to follow Mediacom Ice Park s Freestyle Rules and Policies. Purchased and/or unused practice ice sessions are NOT refundable. We have a block of rooms reserved at the following hotels. When making reservations be sure to tell them you are with the Show Me State Games Figure Skating Competition to receive a special rate. All reservations must be made by October 19, 2013 in order to receive the discounted room rate. Please note, all unreserved rooms in the blocks will be released to the public on October 20th and go back to their normal rates.

NSF POLICY: Persons using checks without sufficient funds will be charged an additional $20 fee per check. All further payments must be made by cash, money order or credit card. Skaters will not be allowed to practice or compete until all such debts are satisfied. Any contested credit card charge will incur a $30 fee and will be handled as non-payment and the skater will not be allowed to practice or compete until all such debts are paid in full via cash or money order. REGISTRATION DEADLINE: REFUND POLICY: Registrations must be completed via phone no later than October 12, 2013, or be received by the Mediacom Ice Park no later than October 12, Entries may be limited at the discretion of the Show Me State Games Figure Skating Competition. Entries will be prioritized in the order they are received. Full refunds, including practice ice (minus any on-line convenience fees) are available if withdrawal is prior to October 12, After this date, entry refunds are only available if the event is not held due to lack of entries. Pre-paid practice ice is not refundable or transferable. There will be NO medical refunds given. Payments by credit card will be refunded to the credit card. Payments made by check will be refunded by check after the competition. The on-line convenience fee and the paper entry administrative fee are non-refundable for any reason. 6 FREESKATE EVENTS SOLO FREESKATE RESTRICTED Skaters may NOT enter both Restricted and Unrestricted events. Competitors will skate to music of their choice. Deductions WILL be made for skaters including elements not permitted in the event description. Jump rotation counts will be as set forth in the current USFS Rule Book List of Jumps and the current ISI Test Standards for Freeskate. No Test is limited to the elements listed and those from lower levels. Deductions will be made for skaters including technical elements not permitted in the event description. 0.1 from EACH mark for each technical element included that is not permitted in the event description. 0.2 from the technical mark for each extra element. 0.1 for any spin with less than required revolutions. One step sequence fully utilizing ice surface. No compete tests higher than USFS Intermediate or ISI Freestyle 7 Three spins of a different nature (min 6 revs). One must be a combination spin with at least one change of foot and lat least one change of position (min 5 revolutions on each foot). May include flying spins. Any single jumps, double salchow, double toe loop and double loop permitted, Max 7 jump elements for men and 6 for ladies. Max 3 jump combinations or sequences. Max 2 of the same type of jump. One step or spiral sequence fully utilizing ice surface (see rule 4104 & 4105 for description). No compete tests higher than USFS Novice or ISI Freestyle 8 Junior Three spins of a different nature. One must be a flying spin (min 6 revs), a solo spin (6 revs) and a combination spin consisting of all three basic positions and one change of foot (min 2 revolutions in each position and a min 5 revolutions on each foot). Any single jumps and double jumps may only be double Salchow, Double Toe Loop, Double Loop and the Double Flip. Max 8 jump elements for men, 7 for ladies. Max 3 jump combinations or sequences, Max 2 of any same type jump. One step sequence fully utilizing ice surface (see rule 4105 for description). No compete tests higher than USFS Junior or ISI Freestyle 9 Senior Three spins of a different nature. one must be a flying spin (6 revs), one solo spin (6 revs), one spin combination consisting of all three basic positions and one change of foot (min 2 revolutions in each position and minimum 5 revolutions on each foot). SOLO FREESKATE 6.0 UNRESTRICTED (* DENOTES LONG PROGRAM) Skaters may NOT enter both Restricted and Unrestricted events. In this division skaters are allowed more freedom to include higher moves than those in the Restricted Division but are still required to comply with the well balanced program requirements outlined in the current USFS Rule Book in No Test events are limited to the elements listed and those from lower levels. Compulsories are skated in a routine without music on half the ice surface. Moves may be done in any order, but each listed move must be attempted, but attempted only once. Connecting footwork and choreography are encouraged but excessive footwork and added elements will be penalized. Note 1: the second jump of a jump combination must be made from the landing edge of the first jump. No turn or change of foot between jumps is permitted. Note 2: The Balanced Move Sequence must include a Forward and a Backward Spiral. Additional Spirals and Balance Moves such as Spread Eagles, Ina Bauers, Shoot the Ducks, etc., may be included. Skater has the choice of a Straight Line, Circular, or Serpentine Pattern.

Skaters may have passed no more than one dance from the level above their competition level. 10 SOLO ARTISTIC (CO-ED EVENT) There are NO required moves in Solo Artistic. Emphasis should be placed on the creative and innovative design of the skating program. Strong edges, body positions, flow, music interpretation, rhythm, choreography, and artistry should be the main focus of an Artistic Program. There will be no grade for technical merit. Props of any kind are not permitted in Artistic Skating. This includes portions of a costume (hats, boas, etc.), if they are detached from the costume and used as a prop. If a prop is used, the officials will be instructed to take a deduction. No double jumps. 1: ;30-2: :00 2: Platinum USFS Novice FS and above or ISI FS 8 or above 2:00-2: GROUP SHOWCASE (CO-ED EVENT) Two or more skaters perform a routine for audience enjoyment. Routines may be fun, entertaining, emotional, or a portrayal of characters using costumes and props. Emphasis is placed on the theatrical and entertainment value of the skater s performance rather than on the technical accuracy of specific maneuvers (no grade for technical merit). Props, if used, are limited to those the skaters can hand-carry or push on to the ice themselves in one trip. The skaters may not be assisted during the set up time, and the set up cannot take more than thirty-. A skater may not be given off-ice assistance during their number. No residue of any type may remain on the ice after the routine. Live props are not permitted. Props may not be flame, dry ice, or smoke oriented or any substance that will alter the surface of the ice. Level is determined by skater in the group with the highest testing level. 11 SOLO JUMPS (CO-ED EVENT) No Test through Pre-Juvenile will be skated on half ice. All other levels will be skated on full ice. Jumps must be skated exactly as stated. Solo jump required may not be repeated in combination. Skaters will be given two attempts to perform each jump, however the second attempt is optional. If the skater does attempt the jump a second time, the second attempt will be the only one judged. 12 SOLO SPIN (CO-ED EVENT) All levels will skate on 1/2 of the ice surface. Spins must be skated exactly as stated, but may be skated in any order. Counting of revolutions will begin when skater is in a recognizable spin position. Connecting steps may be used, but will have no effect on your score. This event will be judge on control, speed, position, and centering of each spin. No music. 18 BASIC/FREE SKATE GROUP SHOWCASE Two or more skaters perform a routine for audience enjoyment. Routines may be fun, entertaining, emotional, or a portrayal of characters using costumes and props. Emphasis is placed on the theatrical and entertainment value of the skater s performance rather than on the technical accuracy of specific maneuvers (no grade for technical merit). Props, if used, are limited to those the skater can hand-carry or push onto the ice themselves in one trip. The skaters may not be assisted during the set up time, and the set up cannot take more than thirty. A skater may not be given off-ice assistance during their number. No residue of any type may remain on the ice after the routine. Live props are not permitted. Props may not be flame, dry ice, or smoke oriented or any substance that will alter the surface of the ice.
