1 Skate St. Paul Annual Figure Skating Competition Future Champion Series and New Judging System July 14-16, 2006 Entries must be postmarked (not metered) by May 15, 2006 Welcome: The members of the St. Paul FSC invite you to participate in the 43rd Annual Skate St. Paul Competition to be held July 14-16, Judges for this USFSA sanctioned event will include World, International, and National level judges and officials. The Chief Referee for this event is Jennifer Marker Johnson. The Chief Accountant is Ed Mann. The Chief Music Coordinator is Chip Rauth. Because of the time of year this competition is held, there will be larger groups for some events so that the experience simulates the conditions of a qualifying competition. This is an excellent experience and opportunity for skaters in preparation for the Regional Championships where groups of 18 are the norm. Many of the officials who participate in Skate St. Paul are on the roster for the Regional Championships. Check our website at stpaulfsc.org. Eligibility and Rules: Skate St. Paul is open to all registered USFSA members in good standing, and will be conducted in accordance with the rules and regulations of the USFSA as set forth in the Official Rulebook. Skaters may compete is as many events as qualified by their test level for each discipline as of May 15, 2006 or at one level higher. Skaters must compete all free skating, compulsory moves, short programs, jump, and spin events at the same level. All participants in the Juvenile Championship event must skate all other events at the Juvenile level. Rule changes made at the 2006 Governing Council will be in effect at this competition. THE NEW JUDGING SYSTEM WILL BE USED FOR ALL NOVICE, JUNIOR, AND SENIOR FREE SKATING EVENTS. THE MAJORITY SYSTEM WILL BE USED FOR ALL OTHER EVENTS. Music: Only cassette tapes or CDs (standard format) clearly marked with the event will be accepted. Separate tapes/cds for each event. Music must be turned in at time of registration. No exceptions. Entry Forms and Fees: Entries must be postmarked by May 15, Make checks payable to the St. Paul Figure Skating Club. Mail check, application, AND self-addressed No. 10 envelope to: Carolyn Marker 1049 Portland Avenue St. Paul MN, FEES: Entry fees must accompany application form. Any changes to the application form after the May 22 nd deadline is subject to a $20 change fee. Late entries will be accepted only at the discretion of the Chief Referee and the Competition Chair and must be accompanied by a $25 late fee. A $30 service charge will be added for any returned checks. A $2 fee will be assessed if a No. 10, self-addressed envelope is NOT included with entry. Your coach is required to sign your application form. His/her signature finalizes your level of competition and the events you are competing in. Certification of your Home Club is required as validation of your club standing and the information included on your form. NO Refunds: No refunds will be issued for any reason other than a death in the immediate family. Refunds will be issued for cancelled events only. Practice Ice: ONE Official Practice session per skater is included in the entry fee. Official practice ice will be scheduled on Thursday and Friday. No exchanges allowed. Music will NOT be played at practices. ADDITIONAL PRACTICE ice may be purchased. A practice ice form will be sent to all participants with the unofficial schedule. Check our website for additional information and sessions.

2 Facilities: All events will be held at the Richfield Ice Arena, 636 East 66 th Street, Richfield, MN which has two ice surfaces that will be used throughout the competition. The arena has seating for spectators and a snack bar which will be open during official practice sessions and during the competition. Locker rooms are available for use. Several vendors will be present during the competition for basic supplies and needs. The facility is part of a park system that includes rollerblading trails, picnic areas and free parking. No Admissions fees. Registration: The registration desk will be open at the Richfield Arena from 12:00 p.m. to 8:00 p.m. Thursday and from 7:00 a.m. to the end of the competition. An official bulletin board in the Registration Area will display changes and notices. Check in at least 45 minutes prior to your event. Pictures and Videotaping: An official photographer will be present to take awards pictures. Video taping will also be available. Awards: Awards will be presented to the top four places in each event. The awards will be presented off ice following the posting of results. Special awards will be presented for final round events and combined events. Test Session: The St. Paul FSC will hold a test session on Thursday at the Richfield Ice Arena. This session is open to all Skate St. Paul competitors. DEADLINE FOR TESTING APPLICATION: June 15 th, All participants must include a SEPARATE FORM from their Home Club giving permission to test at this session. Marker 1049 Portland Avenue St. Paul MN (phone) evenings only will not return long distance calls (fax) (24 hours) ( ) cmarker243@aol.com St. Paul FSC Website: Brief Overview of the Future Champion Series (FCS): Skaters in the juvenile, intermediate, and novice levels (singles, dance and pairs) who are not otherwise ineligible will accrue points based on their placements at nonqualifying competitions that are part of the FCS. Each section will have its own FCS, however, skaters may compete in any section (they will earn points for their home section regardless of where they competed). At the end of the FCS season, each skater who has competed in at least three FCS competitions in the same discipline and level will be eligible for tallying of their points. The skater s best two or three placements will be used to calculate their point total. The top point receivers in each section in each discipline and level, who competed in at least three FCS events, will be awarded special FCS medals. A gold, silver, bronze and pewter FCS medal will be awarded for each discipline/level in each section. While the point system is designed to minimize ties, the Program Development Committee anticipates that there will be skaters who have the same point tally. In such cases, multiple medals will be awarded. All skaters who compete in at least two FCS competitions in the same discipline/level will receive a certificate of participation. 3 Competition Rules Championship Events: Skaters have the opportunity to skate a combined event (both short program and long program) for all Free Skating and pairs events that have multiple segments: Juvenile, Intermediate, Novice, Junior, and Senior. Skaters will skate both segments. Final placements will be determined according to USFSA rules which will combine results from both the short program and the Free Skating program. Skaters may also skate the short and Free Skating single events separately but at the same level. There MAY be final rounds for championship events depending upon the number of entries in each event. The Final Rounds will consist of ONLY the Free Skating program. The JUVENILE/OPEN JUVENILE CHAMPIONSHIP EVENT is intended for those Juvenile level skaters who are in between the Juvenile and Intermediate levels. These skaters must skate ALL other Free Skating events (which includes spins, jumps, and compulsory moves) at the Juvenile/Open Juvenile level and must not have passed the Intermediate Free Skating tests. We ve combined both Juvenile and Open Juvenile for this event simply because of the number of participants. If the skater chooses to also skate individual events (e.g. free skating), they must skate at the appropriate level (e.g. Juvenile or Open Juvenile). Pairs: Refer to the USFSA Rulebook for Pairs Free Skating requirements. This event is open to skaters at all levels including Adult Pairs. Spins: Skaters must compete at the same level as their Free Skating events. Spins to be skated in a SIMPLE PROGRAM with no extra or repeated elements. Connecting moves may be made up of short sequences of footwork such as threes, brackets, rockers, and/or spirals and will not be judged. HALF ICE for all levels. 4 Jumps: The jumps only event will be skated without music. Skaters must compete at the same level as their Free Skating level. Beginner through Juvenile level events will be skated on HALF ICE. Jumps must be performed in the order listed. Each skater will be allowed two attempts at each jump and will be judged on the best of the two jumps. Jumps will be skated in sequence, making consecutive attempts at each jump. Skaters will perform jump #1 then immediately make a second attempt at the same jump. In situations where the skater is given an option, the first attempt will determine the jump that will be judged. 5 Free Skating: All free skating events will be divided into flights. If there are two flights, the top four in each flight will qualify for a final round skate-off. If there are three flights, the top four will qualify for the final round. If there are four flights, the top three will qualify for the final round. Any event with five or more flights, only the top two skaters will qualify for the final round. NO FINAL ROUND for ALL BEGINNER EVENTS. Level Free Skating Requirements Time Limited Beginner No USFSA free skate tests passed. Spins in upright position. No age limit. No axels or double jumps. Salchows and toe loops are permitted 1.0 min. 1:30 min. for this event * NEW Beginner No USFSA free skate tests passed. No axels or double jumps. Spins in 1:30 min. any position. No age limit. Age 21 or older at closing. 2 min. 40 sec. Test Application (request must be received by June 15, 2006): The St. Paul FSC has a scheduled test session on the Thursday preceding the competition. The actual hours of the test will be determined after all the requests have been received. Testers will have a half hour warm up session prior to the test session that is included in the test fees. Test cancellations will be accepted up to July 3 rd.
