Minutes of the Annual General Meeting held on 29 April 2013 A query regarding Futsal noted the loss for 2013 was similar to the loss for Richard Reid confirmed there are strategies in place to address the cost of the courts at the ASB Centre. An Expenses Review will begin in April. The Board will decided the future of Futsal later in the year but members were reminded Futsal is also a New Zealand Football Strategic Goal. Motion: That the minutes of the Annual General Meeting held on 29 April 2013 be accepted as a true and accurate record. Moved: David Meiklejohn Seconded: Peter Becker 5. Annual Report The 2013 Annual Report was available to members from Saturday 22 March and on the evening. Chair s Report Chris Canton highlighted aspects of the previous year and thanked Richard Reid and the Capital Football staff. The Racism row that emerged during the year had been successfully managed Capital 1 discussion and decision had been democratic Disciplinary issues especially around social media were handled There has been positive progress between Capital Football and colleges and private providers Involvement with Team Wellington and Heartland Involving our players, administration and referees with the Wellington Phoenix Chris reiterated the Board is working tirelessly to drive the vision of Capital Football. 3 Financial Report Matt Snaddon provided an overview of the 2013 financial result which was detailed in the Annual Report. It was explained that with Memorial Park being added to the Financial Report, the Board has requested two statements of financial performance (Operating and Memorial Park) be produced for the Annual Report. Income The Memorial Park overall surplus of $1.2M indicated the donation from Hutt City Council of $1.17M which will be depreciated over the next years. Taking this into account, the Operating Surplus was $47K. The Operating income was up by 12-13% due to the new tournament income.- The FTC programme, now aligned to the calendar year, did not run in the fourth term of 2013 which accounted for a 40% drop in the income of FTC. This also reduced the expenses for FTC. Expenses Expenses had increased with an increase in ground charges and inclusion of charges for Wairarapa grounds which previously were not paid. Futsal league numbers have increased as have the expenses associated with it. Overall, with an operating deficit of $9K and taking depreciation into account, the operating loss is $64K. CEO s report Richard Reid spoke to his report. Clubs should have confidence that they are heard and respected but not always agreed with There is an awareness of club concerns on the use of artificial turfs. Clubs were thanked for contributing to the region-wide survey on turf usage. Advisory Groups have been invaluable with considering the evolving regulations The cost of the game is the foremost concern raised which resulted in the expenses review. There is still work to be done on reducing costs especially in the main cost centres (grounds). Racism this occupied a lot of time last year. Capital Football encourages clubs to stress that this behaviour is unacceptable and encourages people to speak up against racism without consequences. Capital Football is committed to College Sport and a priority in 2014 is to find a way forward as this is an important link to the youth pathway (which is the second part of the Whole of Football plan). 4 Referees are invaluable to the game, but the amount of abuse being aimed at them is unbelievable! There needs to be more respect shown to sports officials. The Age Group Tournament was reintroduced in December. This was an extraordinary effort to secure funding and run the competition for the 420 players and adults. It was not a New Zealand Football tournament but this may change in the future. There should be some caution around chatter that happens in social media and belittles people in the room. This blurs the vision of what is actually happening and being achieved. Richard introduced the Capital Football staff and thanked them for their good work in 2013, and thanked the Board for their leadership and making decisions that are sometimes unpopular. Amendment to Annual Report It was indicated from the floor, that the Capital 1 table (pg 47) was incorrect, as Brooklyn finished above North Wellington. Motion: That all reports presented within the Annual Report be accepted. Moved: Grant Stephen Seconded: Andrew Becroft 6. Re-appointment of auditor Motion: That Kendon s Chartered Accountants be reappointed as auditor for the 2014 financial accounts. Moved: Chris Canton Seconded: David Meiklejohn 7. Election of Life Member There was one nomination from Mark Stone (Life Member) for Nick Hughes. Nick was the first referee development officer for Capital Football and established the referee development officers at the time Federations came into being. He was successful in developing and recruiting young referees. Nick was also involved in selling the clubrooms at Te Whiti Park which allowed for the building of the current Capital Football offices. Since April 2013, Nick has not enjoyed good health. Warwick Smith (North Wellington AFC) spoke from a player s perspective and endorsed Mark s words. Page 4 of 6
5 Motion: That Nick Hughes be accepted as a Life Member of Capital Football. Moved: Mike Stephenson Seconded: Mikey Halikias 8. Board member election Chris Canton indicated that no nominations had been received by 24 February and therefore, under the rules, the Board may fill any vacancy among elected Board members left open at the conclusion of the AGM, the terms of office of such person expiring at the next following AGM. 9. Remits There were no remits to be considered. 10. General Business a) Vetting of coaches and managers Paul Hallett (Waterside Karori) requested that Capital Football investigate and develop a framework of applicable standards for the vetting of coaches and managers, to protect the children playing in this code. This framework could be made available to clubs to use. Andrew Becroft (Wellington College Football) welcomed any moves for a code to be put in place. Martin Gray (Brooklyn) asked if a database of offenders could be shared between clubs and other sporting organisations. Grant Stephen (North Wellington AFC) indicated that Helen Mallon has already done a lot of work in producing guidelines for their club. Richard Reid indicated that the Federation could not force clubs to take this up, but Capital Football supports developing some guidelines which would be recommended for use by clubs. Capital Football also need to develop these for use with Capital Football Representative Teams. Richard would check the Privacy laws regarding the sharing of information between clubs, and develop a Terms of Reference document. Page 5 of 6
6 b) Training on artificial turfs Martin Gray (Brooklyn) indicated that the allocation of men s games on Wednesday evenings had impacted on women s training and asked if the WAG had been consulted. Jamie Cross responded that as a result of the club review feedback, Capital Football were asked to change the men s mid-week game to Wednesday evening. That meant that men s training was moved to Tuesday and Thursday. It is possible that girls play college football on Wednesday evenings on the other artificial turfs (Wakefield 2) which can t be booked by Capital Football. Wellington City Council is controlling the artificial turfs training roster this year. Even if Capital Football have training times booked, the council still has the ability to bump them in favour of other commitments e.g. College Tournament. Peter Becker (Miramar) confirmed that training times cannot be booked with the council very far in advance. He strongly suggested the council needs to do more work on the non-artificial grounds before the winter. c) Impact on Grenada North grounds Mike Wood (Tawa) indicated there is a plan to put a motorway through Grenada North which would affect the grounds where a lot of junior football is played. He requested Capital Football contact the Wellington City Council, and will forward the letter he sent to the council, to Richard Reid. There being no further business the Annual General Meeting of Capital Football held on 24 March 2014 closed at 8.05pm. Page 6 of 6
