4 East Hills District PSSA Constitution, By-Laws & Records Page 4 CONSTITUTION Name 1.1 The Association shall be called the East Hills District Primary Schools Sports Association. 1.2 The colours of the Association shall be red and black. Objects 1.3 To organise and control all competitive school sport in the East Hills District. 1.4 To promote maximum participation and skill development in a wide variety of sports. 1.5 To encourage a healthy approach to lifelong recreational and sporting activities. 1.6 To promote the principles of good sporting behaviour. 1.7 To affiliate with and be represented on the Region Primary Schools Sports Association. 1.8 To liaise with the Region Sports Association regarding all Region competitions. 1.9 To be responsible for District representation in Region competitions. Membership 1.10 Membership of the Association shall be open to all teachers employed in affiliated New South Wales Department of Education & Communities Primary Schools within the East Hills District Life Membership may be conferred by the Association for distinguished service to sport. Life membership 1.12 Candidates for Life Membership shall have made an outstanding contribution to school sport over a lengthy period at various levels A nomination for Life Membership shall be accompanied by detailed curriculum vitae of the candidate The Executive shall consider nominations for Life Membership and make recommendations to the next Association meeting Nominations for Life Membership must be carried by a two-thirds majority vote Life Members may attend meetings, speak for or against any motion, but may not vote unless they are voting representatives of affiliated schools. STUDENT PARTICIPATION 1.17 Students attending any of the Association's affiliated schools shall be eligible to participate in competitions conducted by the Association Students must attain the age of at least 8 years and no more than 13 years during the year of competition. MEETINGS 1.19 The meetings of the Association shall comprise the Annual General Meeting, General Meetings, and Special General Meetings The Association shall meet at least once per term.

5 East Hills District PSSA Constitution, By-Laws & Records Page All affiliated schools shall be informed in writing of the business, time and place at least 7 days prior to the date set down for a meeting The duration of meetings shall be a maximum of 2 hours. However, one extension of time may then be moved, to a maximum of 15 minutes A quorum shall consist of members from at least 6 affiliated schools. Should no quorum be present after 15 minutes of the time set down for the meeting, the meeting shall lapse The location of meetings shall be determined by the Executive The President shall take the Chair at all meetings. In his/her absence, a Vice President shall take the Chair. In the absence of these Officers the meeting shall elect a Chair from the members present. ANNUAL GENERAL MEETING 1.26 The Annual General Meeting shall be held prior to the second Friday in Term One The order of business for the Annual General Meeting shall be: Reading and confirmation of the minutes from the previous AGM Business arising from the minutes President's Report Secretary's Report Financial Statement Election of Officers Motions of which due notice has been given Acceptance of calendar Setting of affiliation fees for the ensuing year Other matters as may be determined by the meeting The Chair may, with the consent of the meeting, alter the order of business. GENERAL MEETINGS 1.29 The order of business for General Meetings shall be: Reading and confirmation of the minutes from the previous meeting Business arising from the minutes Correspondence Financial Statement Motions of which due notice has been given Region Delegates' Report Conveners' Reports General Business Receipt of Notices of Motion The Chair may, with the consent of the meeting, alter the order of business. SPECIAL GENERAL MEETINGS 1.31 A Special General Meeting shall be called at the request of the Executive or upon the receipt of a request signed by members from at least 4 affiliated schools A Special General Meeting shall deal only with the special business set down for that meeting.

6 East Hills District PSSA Constitution, By-Laws & Records Page 6 OFFICERS 1.33 The Officers of the Association shall be elected by secret ballot at the Annual General Meeting using the "first past the post" system of voting All Officers must be currently employed teachers of the New South Wales Department of Education and Communities The Officers shall be elected in the following order: President Secretary Treasurer Two Vice Presidents Conveners for each sport conducted by the Association Two delegates to the Region Primary Schools Sports Association Minute Secretary 1.36 Retiring Officers shall be eligible for re-election Any vacancy that occurs shall be filled at the next Association meeting. EXECUTIVE 1.38 The Executive of the Association shall consist of the President, Secretary and Treasurer The Executive shall attend to any urgent business of the Association that may arise between meetings, including the cancellation of sport due to weather conditions. A full report shall be submitted to the next Association meeting No one person shall be able to hold more than one Executive position at any one time. VOTING 1.41 All members present at an Association Meeting shall be entitled to one vote each with a maximum of 2 votes per affiliated school The Chair shall have a casting vote if there is a deadlock No absentee votes will be accepted. FINANCE 1.44 The Association shall be responsible for raising and controlling its own finance The financial year of the Association shall be the calendar year All funds shall be deposited in the name of the Association with a recognised bank All cheques shall be signed by any two of the President, Secretary and Treasurer Affiliation fees for District schools shall be decided at the Annual General Meeting Each school must be affiliated by the last day of Term One, or be ineligible to participate in any competition The Treasurer shall: be responsible for collecting any monies or fees keep an accurate account of all monies received and disbursed present a financial statement at each General Meeting present all books and financial statements for independent audit at the conclusion of the calendar year present an audited financial statement at the Annual General Meeting.

7 East Hills District PSSA Constitution, By-Laws & Records Page 7 DUTIES OF CONVENERS 1.51 To organise and conduct the competition for the sport according to the current rules and regulations of the Association To notify all participating schools of the format of the competition, including finals and wet weather arrangements, before the commencement of the competition To advise all participating schools of equipment requirements for the sport To notify all participating schools of the progress and results of the competition To organise the selection of the District team to compete in the Region Championships where applicable To act as manager/coach of the District team or make recommendations to the Association on the appointment of a manager/coach To attend Association Meetings when matters pertaining to the sport are listed for discussion To present a full report at the conclusion of the sport's activities To make recommendations to the Association regarding the sport To provide the Secretary with a copy of all information distributed to schools for the Association's records. DISPUTES 1.61 All disputes must be made in writing to the Secretary The Disputes Committee will comprise the Executive and appropriate Convener In the event of a member of the committee being involved in the dispute, that member shall stand down. BY-LAWS FOR THE CONDUCT OF COMPETITIONS 1.64 The Association shall prepare such By-Laws as are necessary for the organisation and control of competitions under its authority By-Laws may be changed by a simple majority vote at any Association Meeting, provided all affiliated schools have been given notice at least seven days prior to the meeting. CHANGES TO THE CONSTITUTION 1.66 This constitution may be changed by a two-thirds majority vote at any Association Meeting, provided all affiliated schools have been given notice at least seven days prior to the meeting.

8 East Hills District PSSA Constitution, By-Laws & Records Page 8 BY-LAWS RULES AND CONDITIONS FOR THE ORGANISATION AND CONTROL OF ALL ASSOCIATION COMPETITIONS Scope of Competitions 1.67 Competitions may be held in the following sports: Boys Athletics Girls Athletics Boys Basketball Girls Basketball Boys Cricket Boys Cross Country Girls Cross Country Girls Netball Boys Newcombe Ball Girls Newcombe Ball Boys Rugby League Boys Soccer Girls Soccer Boys Softball Girls Softball Boys Swimming Girls Swimming Boys Touch Girls Touch 1.68 Swimming will be conducted as a carnival on one day, to be held during Term One Cross Country will be conducted as a carnival on one day, to be held during Term Two Athletics will be conducted as a carnival over one or two days, to be held during Term Three All other sports will be conducted as weekly competitions, to be played on Friday afternoons throughout the year The calendar of playing dates for all competitions will be agreed upon at the Annual General Meeting. Teacher Supervision 1.73 All teams must be accompanied by a teacher from the school, who must retain ultimate authority for the team, and if this does not occur that team will automatically lose by forfeit Teachers should obtain the appropriate knowledge and skills to enable them to provide students with competent guidance and instruction in the techniques and strategies of the sports activity delegated to them It is recommended that all teachers involved in sport supervision have a knowledge of Cardio-Pulmonary Resuscitation. Student Eligibility & Age Qualification 1.76 Competing players must be bona fide students at an affiliated school.

9 East Hills District PSSA Constitution, By-Laws & Records Page Competing players must attain the age of at least 8 years and no more than 13 years during the year of competition Juniors will be children who attain the ages of 8 years, 9 years and 10 years during the year of competition Seniors will be children who attain the ages of 11 years, 12 years and 13 years during the year of competition For the sports of Boys Cricket and Boys Rugby League, and also where school resources do not permit the formation of a girls team, girls will have access to the boys team. Any access for girls should take into account strength, stamina and physique. Student Behaviour, Uniforms & Equipment 1.81 All students are expected to behave responsibly at all times during sporting competitions conducted by the Association Players must wear an appropriate sports uniform approved by the school they are representing No jewellery of any sort will be worn It is recommended that all players have their own water-bottle for fluid replacement during the competition where necessary Any safety equipment deemed mandatory by a sport's governing body is to be used by all schools. eg, shin pads in the sport of soccer Schools need to provide sufficient equipment as outlined by the Convener for each sport. Wet Weather 1.87 In the event of wet weather, or other extreme weather conditions, the Secretary will be responsible for deciding whether competitions go ahead Where possible, a decision should be advised to participating schools by am. Friday Afternoon Competitions 1.89 At the beginning of each competition the complete draw for the season will be made. This will include any re-draws made necessary by vacant weeks remaining. Should any rounds be cancelled due to weather conditions, these rounds must be played before any re-draw rounds take place The method of determining the winner of a competition in a particular sport will be decided by those schools taking part in that competition, prior to the commencement of the competition, as either: First Past the Post Semi Finals and Final to be played Final to be played No player will be allowed to play in two competitions in the same season Junior and Senior divisions will be conducted for each competition. A school must enter both divisions to provide for a balanced draw, unless two schools reach mutual agreement to enter one division each Game Times: Games will be scheduled to commence at 1.00 pm Games will be scheduled to conclude no later than 2.35 pm Junior games will be scheduled for a minimum of 30 minutes playing time Senior games will be scheduled for a minimum of 40 minutes playing time.

10 East Hills District PSSA Constitution, By-Laws & Records Page Late Starts: Late arrivals will be allowed until 1.15 pm before a forfeit can be claimed Time lost due to a late start will be deducted from the scheduled game times to ensure a finishing time of 2.35 pm When sport has been declared on and teams arrive at the ground, if the weather or ground conditions prevent play from beginning, a draw will be declared When play has commenced and interruptions due to weather conditions prevent a game from being concluded, a draw will be declared, except for: In Cricket the scores will stand as the final result if each team has faced at least ten overs In Softball the scores will stand as the final result if one or more completed innings have been played In Netball the half-time scores will stand as the final result if the weather conditions prevent the second half from being concluded Refereeing/Umpiring: Generally, teachers should share the refereeing/umpiring duties If decided by mutual agreement, one teacher may referee/umpire the whole game If neither teacher wishes to referee/umpire, a competent parent may be used. The person chosen should be acceptable to both schools A player may take part in a maximum of two games only in a higher division or age group. If a player takes part in a third game then he/she is only eligible to play for the higher division or age group Both teams must forward results to the Convener within one week of a game being played Points will be allocated as follows: Win 2 points; Draw 1 point; Loss 0 points Teams with a bye will receive 2 points If a complete round is called off due to weather conditions all teams will receive 2 points In the event of games not being played due to camps etc, by mutual agreement between the schools concerned these games may be played at a later date. Any such games must be played prior to the final competition round When "A" and "B" division competitions are organised, schools must play their best players in the "A" division Players must play in at least three games during the season in order to qualify for semi-finals and/or finals matches All matches played in EHPSSA competitions accrue points and that there be no social or friendly matches when ratified competition rounds are available. The exception being any non-competitive sport. Friday Afternoon Competitions Semi-Finals Where semi-finals are held they will be: 1st place v 4th place; 2nd place v 3rd place. The winners of the semi-finals will meet in the final Points for and against will be used should teams tie for positions on the competition table In the event of a draw at full-time in a semi-final, extra time will be played, as follows: Netball, Rugby League, Soccer & Touch: An extra 5 minutes each-way Basketball & Newcombe Ball: An extra period of 5 minutes Softball: 1 extra innings per team Cricket: No extra time will be played.

11 East Hills District PSSA Constitution, By-Laws & Records Page If the scores are still equal at the end of extra time, the team finishing higher on the competition table will advance to the final If semi-final games are postponed due to inclement or extreme weather, a double header will be scheduled the following week. Semi-final games will be played (11:00am-12:30pm) before the Grand Final and 3 rd place playoff (1:00pm-2:30pm). In the event when rescheduled games are also postponed, then the allocated spare week be used for the Grand Final of the top two placegetters. Friday Afternoon Competitions Finals If semi-finals are scheduled, the winners of the two semi-finals will meet in the final Where no semi-finals are scheduled, the final will be: 1st place v 2nd place Points for and against will be used should teams tie for positions on the competition table The convener will attempt to have official referees/umpires for finals. These will be paid by the Association In the event of a draw at full-time in a final, no extra time will be played and the teams will be declared joint premiers If wet weather makes it impossible to conduct the final, the two finalists will be declared joint premiers For sports which conduct finals, all presentations are to be made at the conclusion of the finals on that particular day. Basketball Four competitions will be conducted: Junior Girls, Junior Boys, Senior Girls and Senior Boys Playing Times: Juniors will play 15 minutes each-way, with a two minute break at half-time Seniors will play 20 minutes each-way, with a two minute break at half-time Rules: One 30-second time-out will be allowed per team per half. The clock will stop during this time-out There will be no 3-point baskets awarded Free throws in junior games will be taken from the front of the jump ball circle. Free throws in senior games will be taken from a line midway between the front of the jump ball circle and the regular free throw line No substitutions may be made in the last minute of either half Replacements: Unlimited interchange will apply Equipment: Match balls will be size 5 leather or rubber. Cricket Two competitions will be conducted: Junior and Senior Playing Times: Each team will receive 45 minutes batting time in which 15 overs should be bowled ie, 1 over per 3 minutes If the team bowling first fails to bowl 15 overs in the 45 minutes, they will face the same amount of overs when batting A minimum of 10 overs per team is required to constitute a match.

12 East Hills District PSSA Constitution, By-Laws & Records Page Junior and senior games will be held at the same time Rules: All bowling will take place from one end only. The batters will swap ends at the change of over All overs will be 6 ball overs, with a maximum of 8 balls to be bowled before the over must finish. However, in the last over of each innings 6 legal deliveries must be bowled No-balls and wides will be worth 2 runs each. However if three or more is scored that is the score recorded Any delivery that bounces above the batter's shoulders at normal stance will be called a no-ball Any delivery that is a fast full toss above the batter's waist will be called a no-ball Batters will retire at 20 runs with the chance of coming back at the end of the innings if time and overs permit. Runs from the last scoring shot will be taken into account eg, if the player is on 19 runs and hits a four, he/she retires at Each bowler will bowl a maximum of 3 overs Boundaries will be approximately 30 metres for juniors and 45 metres for seniors In junior games there will be no LBW rule. In senior games the LBW rule will apply after a warning from the umpire Replacements: Two batters may be replaced by two bowlers to allow reserves to participate in the game Equipment: Junior teams will use an "Incrediball". Senior teams will use a six-stitcher Pads, gloves and protector must be worn when batting and by wicket-keepers in both junior and senior competitions Helmets must be worn when batting in the senior competition A hat or cap must be worn when fielding in both junior and senior competitions. Netball Four competitions will be conducted: Junior Girls "A"; Junior Girls "B"; Senior Girls "A" and Senior Girls "B" Playing Times: Juniors will play 15 minutes each-way, with a five minute break at half-time Seniors will play 20 minutes each-way, with a five minute break at half-time Rules: The best seven players must play in the "A" team Mercy rule will be invoked when a team is winning by a margin of 30 or more points eg, 33 to 3. From then the losing team will receive every centre pass. If the losing team gets back within 30 points normal centre passes resume Replacements: A maximum of 3 replacement players may be used in each match. Unlimited interchange will apply Substitutions may be made at any centre pass, provided the umpire is notified Equipment: Match balls will be size 5 leather or rubber Players must wear positional tags No jewellery of any sort will be permitted. This includes earrings, rings, necklaces and bracelets.

13 East Hills District PSSA Constitution, By-Laws & Records Page 13 Newcombe Ball Two competitions will be conducted: Junior and Senior Playing Times: Juniors and Seniors will play for 40 minutes or the best of 3 sets, whichever comes first Rules: There will be nine players plus substitutes in each team Teams must field a minimum of four girls on the court at all times The idea of the game is to make the ball touch the ground in the opponent's court after going over the net Players are not permitted to touch the net at any time. To Begin: Teams will toss for either the choice of service or choice of end The team that serves first will also begin serving in the third set. Their opponents will serve first in the second set Teams will swap ends after each set. All players must remain in the same positions when they change ends To begin play the umpire will call "serve". A whistle will stop play. Service: To serve, a player must step outside the court behind the baseline on the right hand side. Then he/she steps back inside the court The server can throw directly over the net or pass to one other player in the front row If the ball touches the net during the serve then the service is lost The same player continues to serve until the service is lost. General play: Players must not run with the ball, hit it or kick it A player may hold the ball for a maximum of three seconds Players are permitted to jump when passing a ball. Baulking is not allowed Players may pass the ball to only one person on their team before it crosses the net Players must throw the ball from where they catch it Players may take one step to recover balance after catching a ball A ball touching the net at any time apart from service continues to be in play A ball or foot landing on any line is out Players are not permitted to touch the net An accidental deflection or ricochet off any part of a player is not counted as a pass When returning a ball to the server it must be passed under the net Scoring: Only the team which serves can gain a point A team loses service or its opponents gain a point when: a) The ball touches the ground in the opponent's court.

14 East Hills District PSSA Constitution, By-Laws & Records Page 14 b) The ball touches the ground or an object outside the opponent's court or touches the ground inside their own court. c) A ball is hit, batted, headed or kicked. d) A player touches the net. e) The ball passes under or into the net. f) More than one pass takes place. g) The server serves the ball and is not behind the baseline. h) The server serves the ball and it is caught by a person on the serving team not in the front row. i) The server serves before the umpire calls "serve" The first team to score 15 points and be leading by at least 2 points is the winner of the set. Play will continue until a team is leading by 2 points Replacements: Unlimited interchange will apply Substitutes may only be brought into the game at rotation or injury Equipment: Match balls will be a standard volleyball. Rugby League Two competitions will be conducted: Junior and Senior Playing Times: Juniors will play 15 minutes each-way, with a five minute break at half-time Seniors will play 20 minutes each-way, with a five minute break at half-time There will be no time off for injuries Rules: Both juniors and seniors will play the game of "Mod League" with 11 players per side; as outlined in the N.R.L. rule book for 10 years and 11 years competitions respectively Please note that the field for both divisions measures 80 metres by 50 metres. The boundaries are the lines 10 metres from the full-field touch lines and goal lines Mercy rule will be invoked when a team is winning by a margin of 20 or more points eg, 24 to 4. From then the losing team will re-start play with a tap kick instead of a kickoff whenever the winning team scores. If the losing team gets back within 20 points normal kickoffs resume Replacements: Unlimited interchange will apply Equipment: Match balls will be the "Mod League" size It is strongly recommended that players wear a mouthguard Players may wear football boots or joggers. Boots should be inspected prior to each game to ensure that the studs do not have sharp edges.

15 East Hills District PSSA Constitution, By-Laws & Records Page 15 Soccer Four competitions will be conducted: Junior Girls, Junior Boys, Senior Girls and Senior Boys Playing Times: Juniors will play 20 minutes each-way, with a five minute break at half-time Seniors will play 20 minutes each-way, with a five minute break at half-time There will be no time off for injuries Rules: Corner kicks will be taken 8 metres from the penalty area Goal kicks in junior games will be taken half way between the penalty box and the six yard box Replacements: Unlimited interchange will apply Equipment: Match balls will be size Shin pads must be worn by all players. Softball Four competitions will be conducted: Junior Girls, Junior Boys, Senior Girls and Senior Boys Playing Times: Juniors will play for 1 hour 15 minutes Seniors will play for 1 hour 15 minutes Junior and senior games will be held at the same time If an innings is incomplete after time has elapsed, the score will be taken from the last completed innings If rain occurs during the game it will be called a draw unless one or more completed innings have been played Rules: Juniors will play Tee-Ball, with 12 players per team. All 12 batters will bat in each innings. When the last batter comes up to bat he/she must try to run all the way home Seniors will play Softball, with 12 players per team. Teams will change when 3 batters are out or all 12 players have batted in an innings. When the last batter comes up to bat he/she must try to run all the way home Both Juniors and Seniors may field 10 fielders at any one time (one extra outfielder). Fielding changes can be made for any new innings. In Tee-Ball: The catcher is responsible for putting the ball on the tee before the umpire calls 'batter up' The catcher must stand 2 metres behind home plate when the ball is hit. In Softball: A pitcher can only pitch for a total of three innings in a game The pitcher must start the pitch with both feet on the pitcher's plate.

16 East Hills District PSSA Constitution, By-Laws & Records Page 16 In both Tee-Ball & Softball: Fielders must not block bases to make it difficult for base runners. Base runners impeded by fielders will be called safe on the base in question Fielders must tag all runners who are not forced to run on 2nd, 3rd and Home bases Outfielders must stand outside the diamond For safety, the short stop must not stand in line with or in front of the pitcher If a player throws the bat as he/she runs to first base, there will be a team warning, then any batter will be called out if it happens again in the game An innings may be declared at any time Equipment: A safety base must be used near first base Gloves must be worn by all fielders Shin pads must be worn by all fielders Helmets must be worn by the batter and all base runners Softball catchers must wear a helmet, face mask, throat protector, chest protector and leg protectors. Tee-ball catchers may also wear this protective equipment An 11 inch hardcore softball will be used for Senior games. A 10 inch rubber teeball will be used for Junior games. Touch Four competitions will be conducted: Junior Girls, Junior Boys, Senior Girls & Senior Boys Playing Times: Juniors will play 20 minutes each-way, with a five minute break at half-time Seniors will play 20 minutes each-way, with a five minute break at half-time Rules: Standard Australian Touch Association (A.T.A.) Rules apply to all games unless otherwise stated The attacking team has six touches to score The ball cannot be passed forward The player in possession cannot pass the ball after they have been touched Players must perform a rollball where the initial touch was effected The defending team attempts to stop the attacking team from scoring by effecting a touch, with minimal force, on the player in possession The defending team must retire 5 metres from the mark (onside). Players cannot advance until the acting half touches the ball. There is no marker Players may call yes, no, touch or missed. Do not call touches early. No further tries will be recorded. Any scores that are handed in with a difference of more than 5 tries will have tries for reduced so that the difference is 5. c) For Junior Boys: By-Law will apply for the team that is losing. d) For Senior Boys and Girls: By-Law will apply for the team that is losing. Optional: The team that is losing will be entitled to field a maximum of two extra players; this will be left to the discretion of the coach of the team that is losing. e) The losing team has the right to waive the entitlements of the mercy rule if it wishes. However, points a) and b) above will always be upheld. f) There will be no mercy rule for the Junior Girls competition Final Standings: If teams are tied on points at the end of the competition and can't be split by By-Law 7.2 (For and Against), then placings will be decided by the result of head to head clash(es). If this be equal then placings will be decided based on tries conceded first, followed by tries scored if required Replacements: Each team will have seven players on the field with a maximum of seven reserves Substitutions may only take place when in possession Unlimited interchange will apply Equipment: No jewellery of any sort will be permitted. The touch may be made at, below or above the water level Backstroke: A competitor must not leave his/her normal position on the back before his/her head, shoulder, foremost hand or arm has touched the end of the pool Butterfly: The touch must be made with both hands simultaneously on the same level and with shoulders in the horizontal position. Athletics Carnival Each school may nominate: entries in each 100m, 200m & 800m event entries in each High Jump, Long Jump, Shot Put & Discus event, providing they have achieved the qualifying standard entry in each 4 x 100m Relay event Additional entries will be considered in cases of exceptional circumstances. 21 East Hills District PSSA Constitution, By-Laws & Records Page 21 Captain Ball Rules The Ball: The game will be played with a ball approximately 68 cm in circumference Players: The team will consist of eight players, 1 to 8. Number 1 is the captain (see ground diagram) The Ground: The ground will be prepared and lined thus Method of Play: The captain (number 1) starts as thrower and throws to each team member in turn. Each team member returns (throws) the ball to the captain and crouches down until number 8 receives the ball. Number 8 runs on the right hand side of the team to the thrower's position. The captain moves across the catcher's line to the position previously occupied by number 2 and each player stands up and moves back a place, with number 7 standing behind the back line. This is repeated until the captain, standing behind the back line, receives the ball. The captain then runs to the finishing line holding the ball Positions: The thrower will stand behind line 2 with the ball in his/her hands The first catcher will stand behind line 3 with the next five catchers standing directly behind him/her, all facing the captain and all with shoulders square to the front. As each catcher returns the ball to the thrower he/she will crouch down, shoulders square to the front and hands placed as desired Number 8 will stand behind line 4. He/she will have both feet on the ground behind the line when he/she receives the ball The Winner: The winning team will be the team that has performed best after three rounds of competition Penalties: Any team infringing the rules will be disqualified for that round, or incur a predetermined time penalty. Tunnel Ball Rules The Ball: The game will be played with a 1 kg medicine ball Players: The team will consist of 8 players, 1 to 8. The team moves back a step and number 7 retires to behind the back line. Number 8, now at the front, becomes the thrower and throws the ball through the tunnel and so on until number 1 receives the ball behind the back line. Number 1 runs out to the finishing line holding the ball Regulations: The team may be spaced as it wishes between the front and back lines as long as the front player is on or in front of the front line and the back player is behind the back line At the commencement the ball will be placed on the ground in front of the front line with all the team standing upright. Feet may be apart as long as players' knees and backs are straight, and heads are up As each player comes to the front he/she will have both feet on or in front of the line when throwing the ball The player at the rear of the team must have hands and feet behind the line when receiving the ball. ie, the ball must cross the back line If the ball stops anywhere between the front and back lines, any player, except the player behind the back line, may throw the ball providing it has passed or will pass under every player's legs The players behind the back line, after receiving the ball, will run up the right hand side of his/her team As the ball passes between each player's legs, he/she must have both feet on the ground The last player to receive the ball (number 1) will run to the finishing line with the ball in hand The Winner: The winning team will be the team that has performed best after three rounds of competition Penalties: Any team infringing the rules will be disqualified for that round, or incur a predetermined time penalty. Tug-O-War Rules The team will consist of 8 players Football boots, running spikes and the digging of footholds are prohibited The anchor person may pass the end of the rope around the body but it must not be tied in any way Teams will toss a coin for the choice of ends for the 1st pull Teams will change ends for each extra pull The winning team will be the team with two wins out of three pulls.

23 East Hills District PSSA Constitution, By-Laws & Records Page 23 Awards Friday Afternoon Competitions The school winning the competition will receive a perpetual trophy and a premiers pennant Players in the winning team will receive premiers certificates and pockets The school finishing second in the competition will receive a runners-up pennant Players in the team finishing second will receive runners-up certificates. Awards Carnivals The school with the best total of points at the carnival will receive a perpetual trophy and a pennant, and be known as the 'Pointscore Champions' The school with the best percentage when total points are divided by the school's enrolment in Years 3-6 will receive a perpetual trophy and a pennant, and be known as the 'Percentage Champions'. However, the Pointscore Champions are not eligible to win this award The first 3 placegetters in each final will receive certificates Competitors who establish new Association records will receive certificates The school with the highest overall placings at the three carnivals will receive a perpetual trophy and a pennant for 'Overall Champion School'. Trophies Any trophy donated to the Association will be a perpetual one It will be the responsibility of the winning school to have the trophy engraved. District Representatives District representatives for Swimming, Cross Country and Athletics will be the placegetters from the appropriate carnival, subject to the entry qualifications of the Region District representatives for other sports will be selected at District Trials. The consideration of children who do not attend these trials must be referred to the Executive All District representatives must have parental and principal permission to attend the appropriate Region carnival All District Representatives will be presented with an Association Pocket provided they attend the appropriate Region carnival or provide a satisfactory reason for their nonattendance Parental involvement with District teams will be limited to an advisory position only. Managerial and coaching decisions may only be made by the Convener or another Officer of the Association. District Trials District Trials will be held at an after-school session or sessions, as decided by the Convener All affiliated schools must be given at least 21 days notice of the trials for a particular sport The Convener for the sport will be responsible for selecting the District team The names of children selected must be circulated to all affiliated schools and a copy provided to the Secretary There will be no limit on the number of players representing a school at District Trials. However, schools should exercise discretion as to the number of players they send. Only quality players should attend All children at District Trials must have parental and principal permission to attend.
