6 4.3 PRO Club communication Please club PRO with any interesting club news items / match results regarding your team to pro.nafianna.dublin@gaa.ie. It is YOUR responsibility to ensure the PRO is aware of articles to be included in the Nuacht. 4.4 GPO Games Promotion Officer The GPO is available to advise mentors regarding training sessions. The GPO also organises regular courses for mentors of all age groups in the club. 4.5 Fixtures Coordinator All booking and enquiries regarding bookings for matches and training slots must be sent to the fixtures Co-ordinator. The fixtures co-ordinator has sole responsibility for pitch allocations and bookings. He/she is independent of both Juvenile and Adult Games Cathaoirligh. 4.6 Role of Referee Coordinators Competitive matches for Ladies Football and from U11 up all have designated assigned referees. For nursery games and Challenge matches or in the event of a designated referee being unable to fulfil a fixture you can use the Club s Referee Co-ordinator. Note: Referee Coordinators maintain a panel of Club referee s, organise training courses and are the main point of contact if there is a problem. 4.7 Role of Designated Child Welfare Officer The key role of the Club Children s Officer is to ensure the implementation and promotion of the relevant Child Welfare Codes and Guidelines for good practice in their Club. This is to ensure that young people can participate, enjoy and benefit from our Gaelic Games in safe and enjoyable surroundings. This role is the duty of the club Cathaoirleach and the Club s designated Child Welfare Officer. 4.8 Role of Club s Ladies Football and Board Delegates These are the Club s point of contact for all interaction with the governing boards. Mentors, through the Juvenile Co-ordinators will receive important notifications and communication from the board delegates. These cover, fixtures, rules, regulations, team and player grading, disciplinary issues. All mentors who wish to raise an issue, concern or who have a complaint should address it to the relevant club delegate. 4.9 Role of Juvenile Co-ordinators Chair monthly meetings of mentors within jurisdiction Act as first point of contact for mentors for issues relating to Discipline (Players, Mentors, Parents) Equipment Requisition / Referees Fees to Cathaoirleach Inter-code contention Liaise with Juvenile Cathaoirleach on issues which require escalation 4.10 Role of the Juvenile Mentor The role of Juvenile Mentor is critical in ensuring a vibrant and thriving Juvenile Games section within Na Fianna. It is a privileged position that coaches boys and girls to develop their skills of Gaelic games and to enjoy their GAA experience. While this is a very rewarding role it brings 26/02/2012 6

7 with it responsibility and duty of care to juvenile players. The dimensions of the Mentor s role are influenced by the personal capacity and drive of the individual and can encompass: Organising the smooth running of training sessions. Communicating time and venue of fixtures and ensuring sufficient numbers to field teams. Organising and managing teams on match days. Coaching & developing juvenile players to the best of our ability. Encouraging players to give the best of themselves for the team. Ensure that only club members that are correctly registered play in competitive matches. Ensuring teams have necessary equipment to train and play Gaelic games in a safe environment e.g. footballs, sliotars, bibs, cones, stakes to tie down goals etc. Ensure teams are graded correctly and teams have players appropriate to their grading. Return match results (via text) to relevant County Board. Collection of club memberships from parents of juvenile players. Promoting and supporting the Club s social and fundraising activities. Ensuring that player s time spent with you is a positive experience. CLG Na Fianna appreciates the voluntary commitment which mentors give so willingly. Mentors are the essential life blood of the club without whom the club s juvenile section would grind to a halt. 5 General Information 5.1 Purchase of Equipment/Requisition Slips All teams need to be self-financing. This means that teams must fund their own basic training equipment needs (sliotars/footballs/bibs) First aid packs will be financed by the club and may be ordered through the club shop. It is possible, through the Club treasurer, to place funds with the shop on behalf of your team. A requisition slip must be completed for items needed from the shop. They are available from CCC1/CCC2/Girls1/Girls2 coordinators. Requisition orders should be ed to your Juvenile co-ordinator who will forward it to Juvenile chairman for approval and submission to the Club shop. 5.2 Referees Expenses The Club will reimburse referee s expenses for competitive games only. Reimbursement forms must be signed by the lead mentor and given to the juvenile co-ordinator. Please keep a date of all games and number of referees on a day. 5.3 First Aid Kits Every team fielded by Na Fianna must have a First Aid Kit and at least one parent/mentor should be familiar in its use and maintenance. First Aid kits can be obtained via GPO. 5.4 Club Defibrillators There are two defibrillators in the club. One is attached to the wall beside the Dressing room entrance and is accessed via a combination/pin known to those trained and certified in its use. The other one is in the lobby of Aras Na Fianna on the wall beside the lift to the left as you enter the building. This can be accessed by breaking the glass panel. Each age group should have at least one mentor/parent trained in its use. 26/02/2012 7

8 5.5 Registration of Players It is very important that only paid up club members are properly registered with their respective county boards to enable them to play for Na Fianna. Failure to ensure this can result in penalties being imposed on the Club. 5.6 General Principles to be followed Confirm the name and contacts details of the lead mentors. Mentors must be ratified by the Club executive. Confirm player to be registered have paid their subs. Using the registration form sent by the county board send your registrations to the Club delegate for registration. Please note that registration of players with the county board may take up to 2 weeks to complete. New girls that have paid their club membership must be registered. New girls who join and become paid up members during the year can be registered at any time. However all girls must be registered with their respective county boards before playing in competitive matches. Any player who has not paid their sub by March 1 st. will not be permitted to play matches. 5.7 Cost of Registrations The cost of registering a girl to play or Football is significant. Football 2012: Registration is 34 per girl. For this reason it s important that each girl has paid their sub before the mentor asks that they are registered. In addition to this it costs 100 per team to affiliate a team from U-12 up. 2012:For juvenile players the registrations fee is 15 for players and mentors plus 50 for each team. For example 6 U10 teams is 300 plus 15 for 54 players and 2 mentors is a total of 1,130. This is a major financial burden on the Club. For this reason it is very important that only girls who have paid their subs and who can commit to playing either code are registered. Lists of paid up members are available from the club registrar. It is greatly appreciated by the club executive the active participation of all mentors in helping ensure prompt payment of subscriptions of team members. 5.8 Friendly Games/Games outside Dublin (Notification to County Board) Notification is required by the county board if you are organising a friendly match. The onus is on the home team to inform the county board. The game must be sanctioned. the Dublin County Board with match time, venue, participating teams to: dublinminorcamogie@yahoo.ie. You will receive an informing you when the game is sanctioned. Football Notification of a friendly match should be ed dublinladiesgaelic@gmail.com a few days before the intended fixture. Games should not be played without approval. This should be copied to the Girls1 Co-ordinator. Friendlies outside Dublin or entertaining teams from outside Dublin should be ed about 5 days before the game. Note: Please refer to section of this booklet for the Club s policy on Away trips. 5.9 General Principles in arranging a home match (scheduled fixture) For a home match you will need to: Book a pitch Confirm the referee Confirm details with the opposition Confirm your own players Set up the pitch and remove afterwards 26/02/2012 8

9 Return the match results. This is important as the Club will incur penalties if the result is not returned. It is possible that two or more Na Fianna teams may be scheduled for a home match at the same date and time. When the fixture list is published you should check your homes fixtures with other Na Fianna girls teams. Make sure you check the pitch bookings on Club website to avoid a possible clash of fixtures Return of Match Results It is the responsibility of the home team to send in result of matches. If Na Fianna is the home team failure to send in the result can result in penalties for the Club. For - and text messaging procedure set out before competition starts. Ladies football use the manager text system procedure set out before any competition starts Mentor ratification process All mentors are nominated by the Juvenile Chairperson in January each year for ratification by the Club Executive. Only those who have been ratified by the Club Executive may act as mentors to any club team Garda Vetting Process The Ladies football board has yet to introduce this requirement into their games. The GAA and do require that mentors of juvenile boy and girls teams are subjected to a Garda vetting process Same Age Multi-Team Players Panel Regulations There are Regulations regarding the movement of graded registered players on same age multi teams. An example would be fielding an U11 Division 1 A and an U11 Division 3 B team Panels up to U12 is now in a go games format. Where Clubs have entered two teams at any age, separate panels must be submitted to County Secretary prior to start of leagues. These panels may NOT be altered at any stage throughout the competition. Where a club has more than one team registered in the same grade in the same year, the club may revise their panels after completion of the last league game before the summer break, and submit the revised panels to the board no later than 14 days prior to the beginning of the championship Football Panels Where a club has more than one team registered in the same grade in the same year. A player graded in a lower division (B team) can play up on the higher graded team (A team) twice in a given season. If the player plays more than two games for the higher graded team the player is re-graded at the higher grade and they can no longer play with the lower graded team. An A player cannot play for a B team if registered as an A player at the same age. There is no restriction on an A player playing for a B team at a higher age Player Welfare Code of Ethics Please refer to the club website ( Downloads icon on front page. 10 5.17 Complaints Procedure Please refer to the club website ( Downloads icon on front page. Choose Download Club Complaints Procedure(as adopted by the Executive Committee meeting of September 2nd 2008), ( This document aims to provide an effective complaints procedure to ensure the efficient, transparent and fair processing of complaints made against Officers, Officials, Mentors, Managers, Members (playing or non-playing) and supporters of the club. Where appropriate and applicable, the Club encourages anyone who might be contemplating raising a complaint through this process to attempt to resolve the issue directly with the subject of the complaint, rather than invoking this procedure Player Injuries Mentors must ensure that players injured during a match have the incident included in the Referee s report. Players name and mentor must be provided to Referee Ensure girl receives medical attention and parents informed Mentor should follow up and obtain Injury form from Club Delegate This form must be returned no later than 8 weeks from the incident/injury Training: Ensure girl receives medical attention and parents informed Mentor should notify the club secretary as soon as possible Important: You must ensure that the referee has taken note of it, do not let the referee leave the ground/pitch without ensuring that the players name and injury is recorded. If it is a challenge match you must ensure that it is reported Club Policy on Playing Within Age The following is the policy, proposed by the Juvenile Committee and ratified by the Executive Committee regarding juvenile players playing within their own age groups: Juveniles shall play for the team appropriate to their age Juveniles may play on a team above the appropriate aged team provided that: - the manager of the appropriate age group has given consent - juveniles of the higher age are not being deprived of sport Policy on Away Trips It was agreed that away trips are of benefit to juvenile players and are a very enjoyable aspect of their membership of the Club. However, the Club has a duty to Dublin GAA and trips away can never be at the expense of our Dublin obligations. The Coordinator must be consulted in advance of any decision being taken to go on an away trip. There should be a limit of four away trips per age group per year from U10 upwards, ideally no more than one per quarter. That is the total of trips, regardless of code, should not exceed four. Trips at U8/U9 should be limited to two per year and also have a social/fun element such as a visit to a park etc. Up to U12 all children on the panel should have the opportunity to go on all away trips. An amendment was suggested that this should apply up to U11 and be desirable at U12. It may not be possible to get host clubs to accommodate all our players at this age level. Signed permission slips must be obtained for all children travelling, even if the parent is also travelling Pitches The Fixtures co-ordinator has sole responsibility for pitch allocations and bookings. He/she is independent of both Juvenile and Adult Games Cathaoirligh. Mentors need to bring their own flags or cones. Mentors should also bring their own steel pegs for securing posts into the ground. Pitch sizes are important from U11 up. For instance you cannot play two teams at home using the back pitch as it is too small. You will have to book both the back pitch and the New All weather or play one/two teams in St Vincent s School. 26/02/

11 Main Pitch Size: 140m x 90m Access: Through main gates. Dressing-rooms: Access via Combination/PIN obtained from Facilities Coordinator. Note: Enough space to play 2 Juvenile U11+ matches crossways Scoil Cathriona Pitch (aka Back Pitch) Size: 130m x 70m Access: Through Club Car park. Note: it is not advisable to play cross-ways due to the exposure of houses on Walshe Road. Dressing-rooms: Access via Combination/PIN obtained from the Facilities Coordinator. Note: Only space to play 1 U11+ Juvenile match lengthwise. Parking is not permitted on the basket ball court overlooking the back pitch. This is because the foundation of the court is not sufficient to support cars St. Vincents School Size: Enough for two Juvenile pitches (U11+) Access: Keys of gates and shed are available from the co-ordinator, code Mobile goals are in the shed adjacent to the prefab. There are enough posts to make up 3 pitches. Please ensure the gate is locked after use. There is a concern expressed by the teachers that a child could be injured by the gate being left unlocked. Important: Toilet facilities are not normally available in St Vincent s. There are toilets in Gym/Basketball Hall behind the school. Note this is a boys school so parental accompaniment is a requirement Pobalscoil Rosmini Size: Suitable for Juvenile Matches Access: Keys of gates and shed are available from the co-ordinator Collinstown Size: Two Full Size Pitches Access: Keys of gates and dressing rooms are available from the co-ordinator. Toilet Facilities: There are toilet facilities New All-Weather Size: 85m x 50m Access: Using Club Membership Chip and Pin Card only Old All-Weather Size: 35m x 90 m Access: Through unlocked gate in front of clubhouse Juvenile Goal Posts All metal Juvenile goals in Na Fianna are self-assembled (they require at least two people). The sizes are 15 x 6 6 (5m x 2m). Nets are available in the Locker room (Mobhi Road using Membership/Mentor Chip and PIN Card) and in St Vincents by lock and key obtained in advance from the designated key holder. IMPORTANT: All Metal Juvenile Self-Assembly/Assembled Goals MUST be secured to the ground Guidelines to Pitch Care All training should be carried out away from the main goal areas. All four corners and areas around pitch are to be used. NO ladders or sprint turns drills are to be carried out on pitches by any team, nursery to senior. All this work should be carried out off the pitch area. Near water tank on main pitch, green area beside basketball courts on back pitch and anywhere off St Vincent s pitch. If there is evidence of these types of drills being carried out, the pitch will be closed to allow time for the pitch to recover. (It can take up to 6 weeks). If Pitch Closed signs are displayed on main pitch, all 3 pitches are closed to everyone, nursery to senior. Consult Na Fianna website for availability of pitches (see Pitch on home page.). If pitches are wet do not train in these areas. 26/02/

12 Leave pitches as you would expect to find them. Take away rubbish, put out barriers, etc. When putting up nets do not use tape. String or hooks do not damage posts or cross bars. If you see anyone abusing the pitch, ask them to stop and explain the importance of having good pitches. All Weather Pitch Care Under no circumstances should metal studs / metal blades be worn on the all weather pitches. Teams are not to warm up on the main pitch before using All Weather pitches Club Policy re Allocation of Playing Pitches 1. Priority will be given at all times to the maintenance of a top-class playing surface on the main pitch in Mobhi Rd. 2. When the Mobhi Rd pitch is declared unplayable then both the Sc Chaitríona and St. Vincent s School pitches will generally be deemed unplayable. 3. All adult teams will be given the opportunity, as far as is practicable, to play at least one home game on the main pitch in Mobhi Rd. each year. 4. Championship matches will receive priority in the allocation of home venues. 5. Priority will be given to teams as follows : - Senior Football/Senior Hurling - Senior /Ladies Football - Minor Hurling/Football - U-21 Hurling/Football - Juvenile Championship matches - Junior Hurling/Football//Ladies Football - Juvenile League fixtures - The Adult Games Manager and Juvenile Games Manager will allocate usage of the pitches according to this priority sequence. 6. A member of the Executive Committee will be assigned responsibility for pitch maintenance and this member will decide as to whether the club s pitches are in playable condition. This decision should be taken on the day before scheduled match activity, except in exceptional circumstances where weather conditions change dramatically. 7. Pitches will be allocated in the following order unless team manager s preferred venue is available: - Mobhi Rd - Johnstown Park - St Vincent s School - Sc Chaitríona pitch 8. With the exception of Senior Hurling and Football games, only in the event of the Mobhi Rd, Johnstown Park and St Vincent s pitches not being available, should it be necessary to hire any outside pitch. 9. No training, other than for Senior Adult Teams, should take place on the Mobhi Rd pitch without express permission. 10. Scoil Chaitríona, Scoil Mobhí and Corpus Christi N.S. will be entitled to apply for the use of Mobhi Rd for midweek school matches, on a fixture by fixture basis. 11. With the exception of the above, the use of Mobhi Rd for matches not involving Na Fianna shall require the consent of the Executive Committee Procedure for Booking Pitches 1. ALL requests for pitch bookings must be ed to fixtures@clgnafianna.ie. Requests will ONLY be accepted if made through this address 2. Requests to personal mobile phone numbers will NOT be entertained. Please do not ring anybody involved in taking bookings on their personal mobile at any time. 3. Availability of pitches should be checked on the Na Fianna website before requesting a pitch. 4. When making a booking, please ensure that you include your name, which team you mentor, the code you are booking for, pitch you require, date & time for booking, and the opposition. This makes it easier for those updating the fixtures as it saves time 5. Confirmation of ALL bookings will be done by updating the web, so it is important to monitor the web for your booking 6. No will be issued to confirm a booking 7. Any problems arising with a booking will be ed to you this is the ONLY time you will receive communication regarding a booking, so it is important to keep an eye on the web 26/02/

13 5.26 Competition Rules and Regulations of Football and A detailed review of the rules of Ladies Football and is not possible in this document. However, mentors should be familiar the rules bearing in mind there are differences between Men s/ladies Football and Hurling/. For more information visit the following websites Ladies Football Rules: Rules: All issues relating to competition regulations, rules, team and player grading, complaints should be communicated to the Club s Ladies Football or Delegates or can be raised at Girls1 meeting. At the start of every season or competition a set of rules and Club contacts are supplied by the County Board and Ladies Football Board. They will be distributed within the Club by the delegate to each lead mentor. These rules and regulations govern how matches are to be played and you should have them with you for each match Match Times It is important to realise that the Dublin Ladies Football Board and the Dublin Boards are separate organisations. For each age group match times are set at the start of the season. Mentors should note that Ladies Football and are usually played on the same weekend. In general: For competitive matches there are no cancellations allowed Referees are designated; Lead mentor must ensure referee is booked and informed of any changes to venue. Matches cancelled due to weather must be replayed at earliest possible date. 26/02/

14 6 Training Slots and Schedules General principles used when allocating training slots Na Fianna has many teams but a limited number of training slots. This makes the assignment of training slots a difficult process so compromise is needed to ensure that each age group gets a slot. Therefore it is important that each age group understands the general principles used when allocating training slots. 1. The allocation of training slots is done by the Juvenile Games coordinators. 2. Older age groups take priority in the assignment of training slots. 3. Training slots are assigned to age groups not individual A, B or C teams. 4. Younger age groups are preferentially allocated earlier slots. 5. Groups sharing a slot are expected to alternate between the new and old pitches unless one group is significantly larger than the other. 6. Changing of training slots will usually only is possible from day to day within the same time slot. It should be anticipated that a request to move to a later slot will not be possible. (unless there is agreement between both mentors) 7.
