3 Competition Dates Rounds: 18 February February March March 2017 Final 18 March 2017 at Loftus Versfeld Comments Club Rugby Club rugby is essential if we wish to have strong and competitive professional sides. It is competitions and opportunities like the Assupol Club Tournament that can narrow the gap between amateur and professional rugby. The practice of contracting junior players often creates the perception that if you don t have a contract you can t get into the system. If we are going to manage rugby that way we are creating bottlenecks that would be to the detriment of the game. Semi-professional clubs and competitions are essential if we wish to develop a seamless system. The Assupol Club Tournament should be a huge motivator for players, not only from the 42 clubs in this year s competition, but also to others. They too can aspire to make it to the top as a club and become one of their union s elite in order to play against the best that the northern unions can offer.

25 SECTION 3 Competition Rules and Procedures 3.1 Number of teams per League See Fixture list and Divisions of Clubs 3.2 Log Point Format for all League Competitions The following format will apply: WIN - 4 points DRAW - 2 points LOSS - 1 point for loss within 7 points or less of the winning team LOSS - 0 points for loss of more than 7 points TRY BONUS - 1 point for a team that scores 4 or more tries per match In the event of team/s withdrawing from a fixture, the points (for and against) for that team must be withdrawn from the logs. 3.3 Determining Final Winner If teams are tied at the end of the game and extra-time of two (2) halves of 10 minutes each, teams will be declared joint winners. 3.4 Representation Teams must be complying with their Union s Transformation Plan. 3.5 Referees Each Union is responsible for the appointments of home matches. The best available neutral/national referees will be used for the final.
26 3.6 Match Abandonment In the event of a match having to be abandoned, the following procedure shall apply: 1. Where a match has been abandoned either at half-time or at any time in the second half the result shall stand; 2. Where a match has been abandoned during the first half, the result shall be declared as a draw; and Note: In the event of a match being abandoned for reasons other than Acts of God, the matter will be referred to the relevant disciplinary authority. Should any situation and/or dispute regarding any match arise for and/on which the rules of the competition are not clear or explicit, the Competition Rules of SA Rugby or higher authority will apply. The decision by the Tournament Director in respect of any dispute or interpretation of rules shall be final. 3.7 Starting times of Matches The kick off times for matches must be determined by the host club. Game time will be as follows: First Team 80 minutes Second Team 70 minutes Third Team 60 minutes Under minutes Visiting clubs must please contact the host clubs in advance to confirm kick off times. In the event of extraordinary circumstances, no club shall change the date, place and time of a fixture match unless: The particular opposing club has agreed, in writing, to the proposed change at least one (1) week prior to the day of the fixture. The new date, time and place have been confirmed, in writing, with the Tournament Director, at one (1) week prior to the originally fixture. 3.8 Eligibility In order for a player to participate in play-offs of the competition, a player must have played at least two (2) matches for that particular team in his/her affiliated club, in this competition.
27 3.9 First Aid First Aid will be the responsibility of the Home club Boksmart The Assupol Club Tournament will be played within the rules and regulations from Boksmart Match Commissioner Home clubs are to appoint a match commissioner who will be responsible to handle all administration on the day as well as all enquiries from both clubs. The match commissioner is also responsible for the general discipline on the day Team Sheets Electronic team sheets from Unions will be used. Clubs have to submit two (2) team sheets on the match day one to the opposing team and one to the referees. Team sheets for the finals must be submitted on Thursday, 16 March 2017 to Nelia Oosthuizen at nelia@bluebull.co.za 3.13 Match Results Club Managers/Secretaries must complete and submit the official result forms, signed by the referee, to Jan Venter janv@bluebull.co.za on the first working day after league matches Disciplinary Measures Match Reports for disciplinary use must be mailed to Dr Eugene Hare at eugene@bluebull.co.za Each Union is responsible for their players disciplinary hearings according to SARU s Disciplinary procedures. Records of the red, yellow cards and all DC outcomes must be submitted to Dr Eugene Hare and all clubs and Unions on a weekly basis.
28 3.15 CODE OF CONDUCT All Provinces, Rugby Bodies, Clubs and Persons: must ensure that the Game IS PLAYED AND conducted in accordance with disciplined and sporting behaviour and acknowledge that it is not sufficient to rely solely upon the Match Officials to maintain those principles; shall co-operate in ensuring that the spirit of the Laws of the Game are upheld and refrain from selecting players guilty of foul play; shall not repeatedly breach the Laws of the Game; shall accept and observe the authority and decisions of referees, touch judges, Match Officials and all other rugby disciplinary bodies, subject to Regulation 17; shall not publish or cause to be published criticism of the manner in which a referee or touch judge handled a Match; shall not publish or cause to be published criticism of the manner in which Council or any other rugby disciplinary body handled or resolved any dispute or disciplinary matter resulting from a breach of the Bye-Laws, Regulations, or Laws of the Game; shall not engage in any conduct or any activity on or off the field that may impair public confidence in the honest and orderly conduct of a Match, tour, tournament or series of Matches (including, but not limited to, the supply of information in relation to the Game, directly or indirectly, to bookmakers) or in the integrity and good character of any Person; shall promote the reputation of the Game and take all possible steps to prevent it from being brought into disrepute shall not commit a Doping Offence as defined in Regulation shall not abuse, threaten or intimidate a referee, touch judge or other match official, whether on or off the field of play; shall not use crude or abusing language or gestures towards referees, touch judges or other match officials or spectators; shall not do anything which is likely to intimidate, offend, insult, humiliate or discriminate against any other person on the ground of their RELIGION, race, colour or national or ethnic origin shall not to do anything which adversely affects the Game of Rugby Football, the Board, any member Union or any commercial partner of the Game.
29 Each club and Association is under an obligation to: Comply with and to ensure that each of its members comply with this Code of Conduct; and Adopt procedures to monitor compliance with and impose sanctions for breaches of the Code of Conduct by Persons under its jurisdiction Affiliation All clubs participating in the Assupol Club Tournament must be affiliated to their respective provinces and all the players must be registered within their club Colours No club may change its registered colours without the consent of the Tournament Committee Registration Before a person qualifies to play for a club, he shall: be a bona fide member of such club; and be registered with the Union as a playing member of such club before 18 February Club teams will lose five log points per match for fielding players not registered with the Union.
