2 Park Ridge Football - s House League s Park Ridge Youth Football adopts all IHSA Football s & Regulations with the following exceptions. s Common Across All House Leagues s specific 1. Blitzing Defense can immediately rush IHSA s Apply Defense cannot line up directly over the center. No blitzing between the tackles at all. Each game shall consist of four (4) twelve (12) minute quarters, with a five (5) minute half time. During the first (1 st ) and third (3 rd ) quarters the clock starts again on the ensuing kick-off. 2. Clock Mgmt During the second and fourth quarters, in addition to the above, the clock will stop during the last two (2) minutes for an incomplete pass, a run out of bounds, quarterback grounding the ball, and to move the chains after a 1 st down (once chains are set, clock starts running). Injuries automatically stop the clock and the injured player must be taken out of the game for at least 1 play. The clock will start at the snap of the ball. 3. Equipment If the player is not wearing the proper equipment, the player will not be allowed to play. This includes: Mouth guard, Helmet, Cup, Shoulder Pads, and Pads (Knee, Thigh, Tail & Hip) over the goal line, or a kick. over the goal line, or a kick. 4. Extra Points Ball is spotted at the 2.5 yard line. Kicker must start a maximum of 5 yards behind holder. Kick extra point with no rush, but defense can jump up and down. Fumbles Advancing fumbles is allowed, provided player did not recover fumble with knee or knees touching ground. (Except stripers) 6. Games Games will be played in all weather conditions with the exception of lightning. 3 Park Ridge Football - s s Common Across All House Leagues s specific 7. Huddles Huddles should be limited to thirty (30) seconds. Referees will issue one (1) warning and any further delays will result in a five (5) yard penalty and the clock will stop until the ball is snapped. Kickoffs are for only and will be from the 40 yard line. On-side kickoffs are allowed. After the 4 th game of the season field coaches are not allowed to instruct their team after the break of the huddle. 8. Kickoffs Teams will switch ends of field every quarter. Except - Captains will be helped by refs to understand that if they want the ball in the 2 nd half to defer the kick, not choose to kickoff if they win the toss. 9. Punting Each league has different rules on punts. Kickoffs will be from the 40 yard line. On-side kickoffs are allowed. Stripers may be on first line of receiving teamnot at all on kick-off team. Must announce intentions. No rush of punter. Kicking Team may not release until ball is punted then it is a live ball. No kickoffs, receiving team will get the ball on their 40 yard line. Teams will switch ends of field at halftime. A Team can declare a punt and ball will advance 30 yards, but if a team punts from inside the opposing 40 ball will be placed on the 10 Yard Line. Sidelines / Spectators A distance of five (5) yards from the sidelines must be maintained by all spectators. This is for the protection of our players and spectators. Coaches should help enforce this rule. 11. Conduct Every Park Ridge Football participant; whether player, cheerleader, coach, referee, official, administrator, parent, or spectator, has a responsibility to behave in a respectable manner. Any team losing by 18 points or more will automatically get the ball on the fifty (50) yard line. 18 Point Lead -Ball Placement A) In ball will placed on the kicking teams 20. 4 Park Ridge Football - s On offense, no substitutions are required. If a hurry-up offense is used, the referee shall stop the clock and hold the play until the defense has substituted. 14. Timeouts Each team will be allowed 3 timeouts per half. A maximum of 3 practices per week not totaling more than 6 hours per week. 15. Practice For player safety, coaches are expected to practice a minimum of 2 practices per week, weather permitting. The first week of practice (three practices) shall be in helmets and shoulder pads ( shells ) only with an emphasis on fundamentals. s Common Across All House Leagues s specific 16. Contact in Practice No full speed head-on blocking or tackling drills in which the players line up more than 3 yards apart are permitted. (Having two linemen in stances immediately across the line of scrimmage from each other and having full-speed drills where the players approach each other at an angle, but not straight ahead in to each other are both permitted.) However, there should be no intentional head-to-head contact! The amount of contact at each practice will be reduced to a maximum of 25% of practice time Weight Limits Players will be officially weighed during the registration process. Any player over 125 lbs Any player over 105 lbs 9/10 unlimited 11 year olds to 125 lbs. Any player over 85 lbs 8/9 year olds to unlimited weight 18. Striper s Players over the official league weight will be wearing a designated marking striped on their helmet. These players must play on the line of scrimmage in the tackle box in either a 3pt or 4pt football stance. Stripers shall be moving forward at the snap of the ball. Striped players cannot carry or receive the ball. Striped players can intercept a pass and recover fumbles; however they cannot advance the ball. Maximum weights stated above are effective the first game of the season. Weekly increases in weight will be allowed per Supplement A.1/2 pound each week. If a player is deemed to be unable to protect themselves in their age appropriate league, they can be placed in a lower league with the approval of the President, League Directors, and parent(s). 19. League Structure 20. All other variations to the age/placement requirements will be handled by the Board on an individual basis provided written request was made. Team placement is determined by the League Director(s). Factors such as age, weight, height, ability, player evaluations, and coach recommendations will be taken into consideration.
