1 4 ON 4 Flag Football Rules Field of Play -30 x 70 plus 8 yard end zones. -Cones will mark all corners, mid field, and 5 yard boxes. *Flag belts must be worn with sockets facing outward. -Players must wear the same color jerseys. *Shirts must not hang down over flags or over shorts (must be tucked in at all times or tied above the belt line). *Must be able to see the flags and belt at all times. -No metal cleats -All players must be at least 16 years of age. -Teams must field at least 3 players to play. -Forfeit is declared if team is more than 10 min. late. -Players must be on the roster before the season begins and they must play in at least half of the regular season games to be eligible for the playoffs. Once season begins no players can be added to your roster (Unless approved by league Coordinator). Play *2-20 min. halves with 1 T.O. per half. (Tournament times may differ) 1. Running clock except for the last 1 min. of each half. 2. Coin toss determines who starts with the ball (on the 5 yard line) sec clock from the time the ball is spotted to the snap of the next play. 4. Half time is 3 min. 5. Substitutions are allowed on dead ball. 6. Offense is responsible for getting their ball after each play. Points -6 points for a touchdown. -1 point for extra point try from 5 yard line. -2 points for extra point try from 10 yard line. *Defense can return extra point tries for the 1 or 2 points the offense was trying for. -2 points and the ball for a safety.

2 General Play Rules 1. 1 st down at mid field only (only one 1 st down per possession) 2. No punting or kickoffs ball starts on teams own 5 yard line PLAYS AND OUT RULE- if a team does not get a 1 st down of TD on 3 rd down the ball will be turned over to the other team to begin on their own 5 yard line. 4. No contact, No bumps, No blocking (incidental contact is judgment call of referee). 5. All players are eligible to catch or run with the ball. 6. Teams can run or pass anytime (except for the 5 yard rule). *5 yard rule- no running inside of the 5 yards of the 1 st down or goal line / you can run if you are at the 5 yard line (except extra point tries). 7. Center must snap the ball between his legs and cannot block or screen the rusher in any way / rusher has the right of way. 8. All picks on offense are illegal, before and after the catch (crossing patterns must allow space, judgment call). 9. Offensive players without the ball must get out of the way of defensive players making a play on the runner (no picks). 10. No flag guarding Hands and elbows must stay up and in. 11. Runner cannot run over defender Must avoid contact. 12. Runner cannot dive forward in an effort to advance the ball or avoid flag being pulled. 13. Runner can jump or spin. 14. Receivers can dive to catch the ball. 15. Receivers must have one foot in play for a legal catch. 16. All laterals must be backwards and behind the LOS / direct handoffs behind the LOS can be forward. 17. No fumbles ball is dead when it touches the ground. 18. Runner is down if knee, elbow, or any other part touches the ground (hand is OK). 19. If flag falls off one hand touch applies. 20. Ball is spotted where feet and flags are not the reach of the ball. 21. Only one player allowed in motion at a time. No player can be coming forward at the snap of the ball. 22. Offense can spot the ball anywhere on the LOS.

3 Defensive Rules 1. Rusher must be 7 yards from the LOS when the ball is snapped. 2. If the rusher jumps inside the 7 yard neutral zone he cannot cross the LOS to rush the QB unless a handoff or pass has been made. 3. Rusher cannot make contact with the QB arm, head, or body in any way. 4. Rusher has the right of way to the QB center must avoid his path. 5. Interceptions are live balls and can be advanced. 6. Defenders cannot bump receivers at any time. 7. Defenders cannot attempt to strip or knock out the ball from the runner of receiver once it is under control he must go for the flags. 8. No holding or grabbing the runners clothing 9. Automatic rush on all handoffs or laterals (no 7 yard rule once handed off). 10. Extra points can be returned. Penalties Please note -all offensive penalties are for yards (either 5 or 10) & loss of down. -all defensive penalties are for yards (either 5 or 10) & play over or auto 1 st down. -all penalties are enforced from the LOS (unless specified). -all penalties are optional captain chooses (result of play or penalty enforced). 5 Yard Penalties -off sides -illegal rush -flag guarding / illegal dive (from spot) -delay of game -illegal pick -illegal contact (minor) -illegal motion -illegal flag pull -lowering shoulder

4 10 Yard Penalties -pass interference from LOS (if on Def. auto 1 st down / if on Off. LOD) -unsportsmanlike conduct or rough play from LOS (if on Def. auto 1 st down / if on Off. LOD) -QB contact while throwing (auto 1 st down) -Foul Language / or arguing with the referee. 1 st time 10 yard penalty (if on Def. auto 1 st down / if on Off. LOD) 2 nd time Ejection and same as above 3 rd time One the same team, forfeit and game is over. Tie Breaker -All penalties are called as normal. -No clock (except for 25 sec. play clock). -No timeouts. -3 plays only no 1 st downs. -Defense can intercept and return for TD to end the game. If teams are tied at the end of regulation play then the following overtime play will be put into effect: 1. A coin toss will determine who will go first. 2. Referee will choose the direction of play and both teams will attempt the overtime going in the same direction. 3. The 1 st team will begin at mid field and have 3 plays to go as far down the field as they can or get as many points as they can (including the extra point). If no points are scored then the spot they ended is marked. 4. The 2 nd team will then make their attempt. Whoever has the most points or most yards will get the win. 5. If the teams are still tied in points or have the same amount of yards after the 1 st overtime then a second overtime will result (or as many as needed to get a winner). The Referee has the final say. -Only the team captain can discuss calls made -The Referee can stop the clock on his discretion at any time -Teams are responsible for their players and fans!
