1 2016 New Richmond Youth Football Rules Game - Field will be 80 yards long, with 10 yard end zones. (Unless field conditions necessitate a variance) - Scoring: - Touchdown = 6pts - Extra point (from 2 yd line) = 1pt (Defense cannot score on a failed extra point attempt) - Extra point (from 5 yd line) = 2 pts (Defense cannot score on a failed extra point attempt) - Safety = 2 pts Game Timing - 4 quarters of 12 minutes each running time except for the last 2 minutes of the 4th quarter. - During running time, clock will be stopped after a touchdown is scored and after a change of possession. In both instances, the clock will start on the change of possession snap. - Stop time for the last 2 minutes of the 4th quarter unless a team is behind by 18 pts or more. - Referee will call an officials time out to let the benches know that stop time is about to begin. - In stop time, clock will stop for time-outs, penalties, out of bounds, incomplete passes, and moving the chains after a first down. The clock will start on the next snap of the ball. - Each team will get 3 time outs per half. - Time outs will last 1 minute. - Time outs can only be called by the main coach on the field, not anyone from the sidelines. - Time outs for injury will be an official s time out, and will not count against a team s total. - Half-time will last 6 minutes. - Teams have 40 seconds between offensive plays. Time starts when the official spots the ball. - No overtime will be played.

2 Game Rules - Home team is responsible for supplying the line-to-gain crew, which includes two (2) people for the chain gang and one (1) person for the down-box operator. - Clock will be kept by referee. - Team benches will be located on the opposite side of the field from fans. - Team that wins the coin flip will have the option of either (1) receiving the kick or (2) defending a goal. The second half will be the reverse of the first half (e.g. Red wins the toss, selects to defend the north goal. Blue receives the kick-off. Second half, Red receives kick-off, Blue defends north goal). - At the beginning of each half and after a touchdown: - The kicking team will kick off, from a tee, from their own 35 yd line. - There are no intentional on-side kicks. - There will be an equal number of players on each side of the kicker. - Fumbles during the kickoff can be advanced by the offensive (receiving) team as long as the player has not been downed, but cannot be advanced by the defensive (kicking) team. - If the kicked ball travels out of bounds, untouched by either team, the ball will be placed at either the receiving team s 35 yd line, or where it went out of bounds, whichever is closest to the kicking team s goal. If the ball is touched, but not controlled by either team, the ball is spotted where it went out of bounds, and is the receiving team s ball. - A kicked ball that has traveled 10 or more yards is a live ball that may be recovered by either team. - If the kicking team recovers the ball prior to it traveling 10 yds, there is a 5 yd penalty against the kicking team from the point of recovery, and the receiving team gains possession of the ball at that spot. - The receiving team can recover a ball that travels less than 10 yds. Game Rules Continued - After a safety: - The kicking team has the option of either punting or kicking off from their own 35 yd line. Otherwise, same rules apply as stated before for start of each half and after a touchdown. - 4th down situations: - Teams must punt the ball if they are not past mid-field, except for the 4th quarter. - In the 4th quarter, teams must still declare whether or not they are going to punt. - Teams that are past mid-field must declare their intention to punt or go for it to the referee. - No quick-kicks (punting before the 4th down). - Official will allow the ball to be long snapped to the punter after ensuring that both teams are lined up correctly. There will be no rush.

3 - Players must stay in their positions until the ball is punted. - Offensive (kicking team) must have 7 players on the line of scrimmage, with a maximum split of no more than hand to hand. The remaining 3, other than the punter, may be aligned such that no more than two of the players are spread wide with no more than one per side. - Defense (receiving team) must also have 7 players on the line of scrimmage, head to head with the offensive team s line. The rest of the receiving team can be spread out to cover the offensive receivers and backs and to receive the ball on the kick. - Muffed punts can be advanced by the receiving team as long as the player has not been downed, but cannot be advanced by the punting team. Fumbles - Fumbles are dead at the spot upon recovery during a change of possession. Offensive Rules - Offensive formations that may be used are on formation sheet. - Maximum line splits is hand to hand. - Minimum line splits are 1 foot between the feet of players. - No motion of any kind is allowed from any position. - Head to head blocking only, no cross-blocks, double teams, or crack-back blocks allowed. - Offensive players may use their hands to block, but may not: - grab a defender with their hands. - use their hands to block outside of their shoulder width. - make first contact above the shoulders. - strive to make initial contact at hip to chest level. - No quarterback sneaks or designed plays where the quarterback runs over the center position. - A quarterback may run over the center position on a scramble or broken play. - Excluding the quarterback, all backfield positions inside the tackles must be at least 3 yds behind the line of scrimmage, except when inside the opponents 5 yard line. Then these backs must be at least 1 yd behind the line of scrimmage. - A team can run an Orange series (heavy weight series) once in the first half and once in the 3 rd quarter. No Orange series is allowed in the 4 th quarter. At this time players of larger size may be involved more as ball carriers. The weight limit will be determined by the football board. A player above the weight limit is not allowed to return a punt or kickoff. A ball carrier is defined as a player who could possibly possess the ball after the snap. Defensive Rules - Must use a 4-3 defensive alignment. - Interior defensive linemen must line up head to head with offensive linemen,

4 and be in either a 3 or 4 point stance. - Defensive ends may line up on the outside shoulder of the offensive tight end or tackle, and need to be in a 3 point stance. - Linebackers must line up at least 3 yards behind the line of scrimmage except in goal line formation (between the goal line and the 5 yard line (inclusive). - In goal line formation (including extra points), linebackers may line up 1 yard behind the line of scrimmage. - Defensive backs and Linebackers may not cross the line of scrimmage until the ball is handed off or caught on a pitch. - Safeties must be 5 yards behind the line of scrimmage at all times. - First contact by a tackler must be below the shoulders. Tackling technique should emphasize initial contact at WAIST level. The guards, and tackle or tight end will be covered. * See formation sheet* New Richmond Youth Football Coaches Book Coaches - One offensive and defensive coach will be allowed on the field at a time during a play. Coaches must not interfere in a play. - During time outs, multiple coaches per team can be on the field. - Players and coaches not on the field must be in the team box (at least 1 yd behind the boundary line, between their team s 40 and 20 yard line). - Behavior: - Players and coaches are expected to behave in a civil manner at all times. - Coaches are held responsible for the behavior of their team s spectators. If a situation arises, it is expected that the coaches do what they can to help the referees. A team s spectator s may forfeit the game as a result of poor behavior. Safety - All players are required to wear all protective equipment when on the field. - Helmet and Chin strap buckled - Complete pad set (Shoulder, Hip, Tail, Knee, and Thigh pads) - Mouthpiece (must be in the mouth when play starts) - Football, soccer, and turf-style shoes are allowed. No cleats with sharp metal edges will be allowed (baseball style). - Have players arrive early so that they can have an adequate warm-up period before a game. - No jewelry allowed on the field. - Weather: In the case of threatening weather situations it will be the responsibility of the coaches and the football committee members present at the game to call the game for safety reasons. If lightning is in the area we must stop. We will need to use common sense when making this decision. Yes, it may make for an interesting game in a down pour and on a muddy field, but for the sake of enjoyment we will not sacrifice the safety of the players.

5 - Any game called during the first half will resume on the next possible game date starting with the second half kickoff as continuation of the game. - Any game called in the second half will be considered a completed game regardless of the score or situation. The decision to postpone a game will be made immediately when it becomes an issue. We will not wait and see. New Richmond Youth Football Coaches Book Penalties All penalties will be consistent with the National Federation of High School Athletics except: - Face mask = 10yd penalty and automatic 1 st down Block in the back = 10yd penalty from the spot and replay the down or the result of the down if it occurred far enough beyond the line to gain. Defensive pass interference = 10yd penalty and automatic 1 st down Game Jersey s To eliminate the use of Red tape on helmets, please follow the rules below when handing out game jersey s to your players. Any player 79 lbs (3 rd and 4 th ) or 109 lbs (5 th and 6 th ) and heavier should have a numbered jersey with 50 or higher. Any player78 lbs (3 rd and 4 th ) 108 lbs (5 th and 6 th ) and lighter should have a numbered jersey with 49 or lower.
