3 Dear Players, Parents and Coaches, Welcome to the Downers Grove Park District Youth soccer program. This manual is intended to serve as a guide to prepare you for the outdoor season. Information regarding policies, rules of play, expectations and code of conduct are detailed within the manual. The success of the youth soccer program is reliant on volunteer coaches, and the Downers Grove Park District greatly appreciates the time, energy and effort you dedicate to the children of our community. The Park District believes that the most important objective of our program is to give our players, coach and parents positive experience through the game of soccer. Even though this is a recreational soccer league, players will naturally become competitive. As a part of the Downers Grove community, it is the collective responsibility of the Park District staff, parents, players and coaches to create an empowering culture where learning and having fun is the focus of our program, not winning. Please take a moment to read through all the information in the manual to ensure you are prepared for the season ahead. All soccer resources are provided on our website under the youth soccer page. 4 Benefits for Participating in Youth Sports Represents the Downers Grove Park District s PLAY for L.I.F.E. Philosophy Leadership Imagination Fulfillment Enjoyment Developing physical fitness and athletic skills. Builds character which enables children to participate in social interactions and builds skills such as teamwork, leadership, and responsibility. Teaches discipline. Develops a lifetime pattern of regular physical activity. Creates positive personal awareness and achievement. Team Formation Teams will no longer be formed by previous season s criteria. Players can be registered by team during coach priority registration or individually based on their preferred practice day, time and location during the open registration process. Volunteer coaches are needed. Leagues may be combined and/or coed based on low enrollment. Equipment 1. Reversible navy/white Downers Grove Park District jerseys and Navy socks and Navy shorts must be worn for games. A practice shirt is available for purchase but is not mandatory. They are available at Soccer 2000 (224 Ogden Ave. Downers Grove, IL 60515). 2. Shin Guards must be worn. 3. Gym shoes or soccer shoes with molded cleats are required. Baseball, football, track, or golf cleats are not allowed. 4. Goalkeeper jersey must differ in color from both teams on the field. 5. No jewelry of any type is allowed. 6. Players may not participate if wearing a cast of any type. 7. Athletic pants and/or athletic shorts are strongly recommended. 8. Players in need of eyewear during games must wear either sports googles or have their glasses securely fasten while playing. Playing Rules- All Levels 1. Only registered Downers Grove Park District soccer players are allowed to play in the league, there shall be no outside players playing on a park district team. If needed, coaches may borrow players from another Downers Grove Park District soccer team that is in the same division. 2. Players should arrive no more than 15 minutes prior to their game, due to limited parking at game sites. 3. Each player is entitled to play in at least one-half of each game. 4

5 4. Teams may play short-handed by up to two players. Teams are allowed to use players from the opposing team or other teams in the park district if they are short-handed. Under no circumstance may an unregistered player participate in a park district game. 5. All substitutions can be made on the fly. Players must be within 10 feet of the sidelines before they can be substituted. 6. If both coaches and the referee agree, the number of players on the field can be altered. 7. There are no time-outs, overtimes, or tiebreakers at all levels. 8. During games, coaches and players occupy one sideline. All parents and other spectators occupy the opposite side of the field. 9. Downers Grove Park District Youth Soccer does not keep standings or records for the awarding of championships. No awards or trophies of any type are awarded. *Note: all games are governed by FIFA and US Soccer rules and regulations with local exceptions adopted. Divisions Pre-Kindergarten 2 nd Grade 1. Game duration: four 10 min quarters (5 minute halftime). 2. Number of Players: 4V4. 3. Ball Size: #3. 4. Field size: 20 x 30 yards. 5. Substitutions are allowed on the fly. 6. Players on defense are not allowed inside the goal area. 7. There are no off-sides for this level. 8. No penalty kicks. 9. Ball out of play on sidelines will result in a kick in for PreK-Kindergarten. 10. Ball out of play on sidelines will result in a throw in for 1 st -2 nd Grade. 11. Ball out of play on the end lines will result in a corner kick or goal kick depending on which team kick it out. 12. Defensive players should be at least 3 yards from the opposing team on all restarts (kick ins, throw ins, goal kicks, corner kicks and free kicks). 13. Slide tackling will not be allowed. 14. No goalkeeper is used at this age level. 15. Games are monitored by the coaches. One coach per team is allowed on the field. 16. No intentional heading allowed. Free kick will be given to opposing team. 3 rd -4 th Grade 1. Game duration: two 25 min halves (5 minute halftime). 2. Number of players: 7V7 (6 field players and 1 goalkeeper). 3. Ball size: #4. 4. Field size: 40 x 55 yards. 5. Goal size: 6.5 x There can be no coaches on the field at this age level. 7. Substitutions are unlimited and can occur at any stoppage. 5

6 8. Off-sides will be enforced. 9. Legal slide tackling will be enforced. 10. Throw-ins: There will be one re throw for each team. 11. Pass back to the GK will be enforced. 12. The build out line will be applied to this division. o The build out line is used to promote playing the ball out of the back. o When the GK has the ball, either during the play or from a goal kick, the opposing team should. move behind the build out line. o GK can play the ball right away or once the opposing team is behind the build out line. The GK can pass or throw/roll the ball to a teammate. NO PUNTING. o After the ball is into play by the GK, the opposing team can cross the build out line and play resumes as normal. o A restart from the GK s hands or goal kick will take place if the opposition infringes inside the build out line. 13. Games are officiated by a center referee and two assistant referees. 5 th -6 th Grade Girls 1. Game duration: two 30 min halves (5 minute halftime). 2. Number of Players: 9V9 (8 field players and 1 goalkeeper). 3. Ball Size: #4. 4. Field size: 50 x 75 yards. 5. Goal size: 7 x There can be no coaches on the field at this age level. 7. Substitutions are unlimited and can occur at any stoppage. 8. Off-sides will be enforced. 9. Legal slide tackling will be enforced. 10. Legal heading will be allowed. 11. Throw-ins: The throw attempt should be legal, or a violation will occur. 12. Pass back to the GK will be enforced. 13. Games are officiated by a center referee and two assistant referee. 5 th -6 th Grade Boys 1. Game duration: two 30 min halves (5 minute halftime). 2. Number of players: 6V6 (5 field players and 1 goalkeeper). 3. Ball Size: #4. 4. Field size: 40 x Goal size: 6.5 x 18. o Number of players, field size and goals size have changed this season due to low enrollment. 6. There can be no coaches on the field at this age level. 7. Substitutions are unlimited and can occur at any stoppage. 8. Off-sides will be enforced. 9. Legal slide tackling will be enforced. 6

7 10. Throw-ins: The throw attempt should be legal, or a violation will occur. 11. Pass back to the GK will be enforced. 12. Heading the ball will be allowed. 13. Games are officiated by a center referee and two assistant referee. 7 th -9 th Grade 1. Game duration: two 30 min halves (5 minute halftime). 2. Number of players: 6 v 6 (5 field players and 1 goalkeeper). 3. Ball Size: #5. 4. Field size: 40 x Goal size: 6.5 x 18. o Number of players, field size and goals size have changed this season due to low enrollment. 6. There can be no coaches on the field at this age level. 7. Locations Practice Field Locations: Henry Puffer Elementary School (2220 Haddow Ave, Downers Grove, IL 60515) McCollum Park (6801 Main St, Downers Grove, IL 60516) Game Field Locations: McCollum Park (6801 Main St, Downers Grove, IL 60516) Whitlock Park (40th and Fairview Downers Grove, IL 60515) O Brien Park (6909 S. Dunham Rd, Downers Grove, IL 60516) Alternate field locations in case of poor field conditions of original game fields: Ned Bell Park (1216 Brookbank Rd, Downers Grove, IL 60516) Washington Park (835 Prairie Downers Grove, IL 60515) Game/Practice Cancellation General Information: Soccer games will be cancelled if excessive rain has caused field conditions to become poor or unsafe in the judgment of the coordinator or referee. The Downers Grove Park District s definition of poor or unsafe field conditions includes: o Standing water on the field. o Water surfacing or bubbling up when walking on the field. o Field muddy to the point that footing becomes unstable. o Presence of thunder and lightning. The park district will utilize the Thor Guard lightning predication system. 7

8 o Sharp or other dangerous objects on the field. When games or practice are cancelled by the Park District due to unsuitable field conditions, coaches will be responsible for notifying their teams. Coaches and parents may check the Soccer Hotline # at EXT: 49 in the morning after 8:00 am on game days and after 4 pm during the week. Game Change/Cancellation Request Procedures for Coaches: o Keep your game changes to a minimum. o Ask other parents on the team to fill in if you cannot attend games. o The Park District need at least one week s notification of game change in order to provide a referees for applicable division. Referees for game changes are not guaranteed. o If a game change needs to be made, please talk to your opponent s coach to figure out the day, time of the rescheduled game. o Contact the Recreation Supervisor of the program with the necessary game change information. She will then figure out the location of the game and communicate this information with coaches. o If your opponent needs to cancel, your team can play an inter squad game, the original game should not be cancelled. This allows the schedules to remain the same and teams still get to play. o If a game is cancelled entirely due to both teams not being able to attend, please notify your teams. Practice Make Up Request Procedures for Coaches: o Practice make ups are not guaranteed during the season. o Coaches must contact the Recreation Supervisor if he or she wishes to make up a cancelled practice. o Make ups will be handled on a case by case basis due to limited field space. Code of Conduct The purpose of the Code of Conduct is to establish common expectations of players, parents and coaches so that youth sports programs provide a constructive learning experience for players in a positive sports environment. Expectations of Players 1. Players should remember the purpose of the program is for them to have a positive learning experience within an enjoyable team activity. o Develop an appreciation of the sport o Keep winning and losing in the proper perspective 2. Players will demonstrate good sportsmanship. o Be on time for meetings, practices and games o Show respect in language and behavior toward players, coaches, officials and parents 8

Players will personally strive to promote a healthy and safe environment for themselves and other players. o Check condition of all equipment for safety considerations o Monitor their own health to know the physical conditions required for playing safely o Refrain from the use of illegal substances (tobacco, alcohol, drugs) 4. Players will learn the fundamentals and develop and practice the basic skills of the sport. 5. Players will build their knowledge of the game/league rules. 6. Players will accept responsibility for their own behavior. 7. Players will know and support the Code of Conduct and understand the consequences of Code violations. Consequences can be found on page 10. Expectations of Parents 1. Parents should remember the purpose of the program is for players to have a positive learning experience within an enjoyable team activity. a. Keep winning and losing in the proper perspective 2. Parents will demonstrate good sportsmanship by being positive role models. a. Ensure that players show up on time to practices and games b. Ensure that players are wearing the proper clothing and have proper equipment for their sport c. Show respect in language and behavior toward players, coaches, officials and other parents d. Know basic game rules and reinforce them with children 3. Parents will promote a healthy and safe environment for players. a. Refrain from the use of substances that are illegal to minors in the presence of minors in the sports environment (tobacco, alcohol, drugs) b. Check the health of players to ensure their ability to play 4. Parents will provide volunteer assistance as specific needs are identified. 5. Parents will use the designated communication process when there is an issue with the program. 6. Parents will know and support the Code of Conduct and understand the consequences of Code violations. Consequences can be found on page 10. Expectations of Coaches 1. Coaches should remember the purpose of the program is for players to have a constructive learning experience within an enjoyable team activity. a. Help players develop an appreciation for the sport b. Keep winning and losing in the proper perspective 2. Coaches will demonstrate good sportsmanship by being positive role models. a. Be on time for meetings, practices and games b. Show respect in language and behavior toward players, coaches, officials and parents c. Be approachable for players and parents 3. Coaches will promote a healthy and safe environment for players. a. Monitor the field for safety considerations 9

10 b. Monitor the condition of all equipment for safety considerations c. Refrain from the use of substances that are illegal to players in the presence of players in the sports environment (tobacco, alcohol, drugs) 4. Coaches will teach and reinforce the fundamentals and basic skills of the sport. 5. Coaches should possess knowledge of game/league rules. Rules and other resources are available from the Park District. 6. Coaches will accept responsibility for the conduct of all players, assistant coaches, parents and fans connected with their teams. 7. Coaches will use the designated communication process when they have an issue with the program. 8. Coaches will know and support the consequences to players and parents if there are violations of the Code of Conduct and be consistent and fair in the application of the Code. Consequences can be found on page 10. Sanctions The Downers Grove Park District has adopted a Zero Tolerance Policy for violators of the Code of Conduct. The grounds for disciplinary action include, but shall not be limited to the following: Sanctions for Players and Spectators: Ejection/Suspension: 1) Interference with the conduct of the game 2) Failure to treat coaches, players, officials and others with respect 3) Use of alcohol, tobacco or drugs during a practice or game 4) Foul or abusive language/threatening behavior Dismissal: 1) Striking or bodily assault on another person 2) Continuing actions that originally led to the Ejection/Suspension level Sanctions for Coaches: Ejection/Suspension: 1) Not following mandated playing time rules for all players 2) Failure to develop knowledge of, or follow the league rules 3) Failure to treat coaches, players, officials and spectators with respect 4) Leaving a field or facility before a parent has picked up all players 5) Failure to coach in accordance with the Coaches Code of Conduct 6) Foul or abusive language 7) Repeat Offensives 8) Threatening a coach, spectator, official or player 9) Continued use of abusive language and/or threatening behavior 10) Allowing foul language or threatening behavior by players 11) Use of alcohol, tobacco or drugs during a practice or game 12) Sexual behavior or use of sexual language 13) Theft or destruction of property 10

11 14) Negative references to the sex, age, color, religion, national origin or any disability 15) Inappropriate attire 16) Interference with game play except for instances of medical emergency Each action has a consequence (based on severity); however, an ejection from the game will lead to an automatic one game suspension. Dismissal: 1) Striking or bodily assault on another person 2) Continuing actions that originally led to the Ejection/Suspension level The Park District reserves the right to suspend violators of the code of conduct from participation in other Park District programs through the duration of their suspension or term of dismissal. Background Check Policy The Downers Grove Park District requires all coaches to be subjected to a background check. This is to ensure the safety of our participants.
