Mitigating the Threats Posed by Aquatic Invasive Species in Ireland ICAIS, Niagara 23 rd April 2013 Joe Caffrey Inland Fisheries Ireland, Ireland
Scope Status of high impact aquatic IS in Ireland Pathways and Vectors What are we striving for? Biosecurity development in Ireland - focus on stakeholder New biosecurity initiatives
Biosecurity Policies, strategies and mechanisms for the prevention and mitigation of the negative impacts of invasive species Hemimysis anomala
Aquatic IS Status in Ireland Ireland is an island with a unique ecology Reduced high impact aquatic invasive species list
Invasive Riparian & Aquatic Plant Species Himalayan balsam Knotweed spp Giant hogweed Rhododendron Impatiens glandulifera Fallopia spp Heracleum mantegazzianum Rhododendron ponticum Nuttall s waterweed Curly leaved waterweed New Zealand pigmyweed Parrot s feather Fringed water lily Red water fern Elodea nuttallii Lagarosiphon major Crassula helmsii Myriophyllum aquaticum Nymphoides peltata Azolla filiculoides
Invasive Aquatic Invertebrate & Fish Species Asian clam Zebra mussel Bloody red shrimp Dace Chub Corbicula fluminea Dreissena polymorpha Hemimysis anomala Leuciscus leuciscus Leuciscus cephalus
Fallopia spp. (Knotweeds)
Rinerroon Bay, Lough Corrib (c. 2000) pre-lagarosiphon infestation
Rinerroon Bay, Lough Corrib post-lagarosiphon (2005)
Elodea nuttallii (Nuttall s pondweed)
Azolla filiculoides (Red water fern)
Corbicula fluminea (Asian clam) Up to 18,000 per sq m Produce up to 70,000 per indiv per yr
What s Next? Horizon scanning has revealed no. species on our doorstep!!! Killer shrimp Signal crayfish Topmouth gudgeon Salmon fluke (Gyrodactylus) Koi Herpes Virus Large-flowered waterweed Creeping water primrose Floating pennywort
Pathways and Vectors Increase in international transportation, trade and globalisation Key Pathways for Introduction in Ireland * ornamental and aquaria trades vessels (comm or leisure) intentional release (e.g. for angling) Key Vectors for Spread in Ireland * ornamental and aquaria trades leisure activities intentional releases escapes natural dispersal Policy measures to tackle AIS must address risks associated with these pathways and vectors * Many highly invasive plant species still being legally sold
Intentional Introductions - based on misperceptions Zebra mussel (Dreissena polymorpha) to improve water clarity Fish species to improve diversity or preferred angling species Possibly most major imminent threat to Ireland (now spreading in UK) Killer shrimp (Dikerogammarus villosus) to improve angling success Must demonise these species
What are we striving for? Comprehensive national Biosecurity Programme that can identify and effectively tackle invasive species risks to Ireland s environment, economy and to human health New Zealand - biosecurity measures, rules and regulations are in place and actively policed by NZ biosecurity agencies, under Ministry of Biosecurity - regulatory capacity to be responsive to events or risks - long-term contracts in place to effectively respond to AIS Norway - disinfection of angling equipment entering the country is compulsory; disinfection certificate must accompany equipment - nuclear option when deemed necessary
What s Needed to Achieve Effective Biosecurity? Appropriate legislation and enforcement Coordinated monitoring, surveillance and rapid reaction capabilities Tried-and-tested control / eradication procedures Educated and participative stakeholder groups (and public)
IFI s 5 Point Plan INSPECT boat, motor propellers, trailers and equipment REMOVE any plant or animal; drain water from boat and engine CLEAN / DISINFECT power hose boat and equipment, flush engine DISPOSE dispose of safely e.g. compost NOTIFYwww.fisheriesireland.ie or / FISH Check Clean Dry
Biosecurity Development in Ireland IFI has adopted lead role for aquatic and riparian invasive species Education & Awareness Information literature media websites, Twitter, Facebook signage on watercourses DVDs
Biosecurity Development in Ireland IFI has assumed lead role for aquatic and riparian invasive species Education & Awareness Information Alerts literature media websites, Twitter, Facebook signage on watercourses IS app for smart phones DVD EU Life+ CAISIE project literature 24/7 Emergency number
Biosecurity Development in Ireland IFI has assumed lead role for aquatic and riparian invasive species Education & Awareness Information Alerts Training literature media websites, Twitter, Facebook signage on watercourses IS app for smart phones DVD literature 24/7 Emergency number Something Fishy ID courses practical demonstrations
Biosecurity Development in Ireland Biosecurity must become an instinctive and integral part of one s water-based activities Cleaning and Disinfection to stop introduction and spread Development of Protocols and Procedures for Stakeholder Groups - relatively accessible -easy to use - efficient - environmentally safe - cost effective Disinfection methods Drying Hot water Household bleach Virkon Aquatic Collaboration with 3 rd level institutions to explore new methods
Biosecurity Development in Ireland Anglers are important vectors of AIS spread Angling : Method Development and Stakeholder Engagement Aim provide the angler with the info and tools to self-regulate
Biosecurity Development in Ireland Roll out of basic disinfection facility in 2010 IADA (angling alliance) competition No Dip No Draw compulsory disinfection at all IADA events
Biosecurity Development in Ireland Upgraded disinfection systems in 2011 and largely run by anglers, clubs or federations - small levy imposed on angler to fund disinfection - compulsory to disinfect - proof of disinfection need to register
Biosecurity Development in Ireland Upgraded disinfection systems in 2011 and largely run by anglers, clubs or federations - small levy imposed on angler to fund disinfection - compulsory to disinfect - proof of disinfection need to register World Cup Trout Fly Fishing Tournament, Lough Mask 2011 and 2012 World Pairs, Leitrim and Fermanagh European Police Angling Championships, Lough Muckno International Pike Angling Championships, Lough Ree many other events.
Biosecurity Development in Ireland New Initiatives Invasive Species App for Smart phones Free to download Info on main species Prompt for photo georeferenced IFI server for immediate ID Rapid reaction, if necessary Uploaded to database
Biosecurity Development in Ireland New Initiatives Angler Disinfection Kit portable kit for individual angler sufficient for up to 20 angling relatively inexpensive (< 1 per trip) first of its kind
Biosecurity Development in Ireland New Initiatives Permanent Disinfection Station dedicated to specific fishery serviced unit combination lock angling gear and boats wrist band for proof planned roll-out in 2013
Where to from here? Ensure buy-in for biosecurity/disinfection from all anglers and angling organisations Roll-out facilities for other stakeholders (e.g. boaters, cruiser operators, etc.) Provide training (AIS identification, awareness) at broadest possible level Provide accessible technology for reporting AIS sightings Provide informative, user-friendly signage on watercourses Biosecurity must become integral part of one s fishing/boating experience
