3 Foreword On behalf of the partners in clubgolf, it is my pleasure to introduce this. strategy for the development of junior golf in Scotland. Since its launch in 2003, clubgolf has progressed significantly and now enjoys great success. This strategy seeks to build on that success as we look to develop still further in the period to the 2014 Ryder Cup and beyond. The success of clubgolf has been widely recognised, and our future growth will be. guided by the lessons we. have learned as well as the opportunities that arise within Scottish sport clubgolf is at the core of each partner s commitment to developing our sport. As our national strategy it seeks to do what is right for Scotland and aims to widen opportunities, increase participation in golf, and build foundations for Scottish success on the world stage. In the short time since clubgolf s inception we have formed strong links between education and golf, seen significant improvements to facilities, and developed a robust coaching network. The success of clubgolf has been widely recognised, and our future growth will be guided by the lessons we have learned as well as the opportunities that arise within Scottish sport. This strategy outlines the strategic goals and framework that will guide our work over the next five years. We are very grateful for the cooperation and hard work of all involved in clubgolf and the way in which these people and organisations have worked in partnership. 4 A message from the First Minister The Scottish Government remains fully committed to the continued. development of clubgolf. Scotland s great tradition and history in golf is world-renowned. With Gleneagles hosting the Ryder Cup in 2014, the Scottish Government recognises the fantastic opportunity to develop the sport further over the coming years. Since its launch in 2003, as part of Scotland s successful Ryder Cup bid, clubgolf has introduced many thousands of young people to golf, a sport with its roots in Scotland. It has also been instrumental in offering those talented golfers who want to develop their potential in the sport the opportunity to do so. The Scottish Government firmly believes it is important that our young people are given every opportunity to adopt healthier, more active lifestyles. Health is the key unifying theme of the Government s Commonwealth Games Legacy Plan. We want to see every individual and organisation across Scotland play its part in helping create an Active Nation. clubgolf is well placed to make a vital contribution to this effort. Scotland has a great tradition and history in golf and. clubgolf will help to ensure. this legacy continues I am confident that clubgolf will continue to go from strength to strength enabling more young people to be introduced to the sport and allow those with talent to be identified and supported through an appropriate player pathway. clubgolf has achieved much in a relatively short time and the new clubgolf strategy aims to build on this success, by providing an inspirational vision to aspire to, for all partners involved. 5 Background and Context The aim of clubgolf is to create a development pathway from entry level through to the highest levels of achievement, enabling increased access to golf, higher participation levels, improved standards of performance, and. sustained growth in the future. Part of Scotland s successful Ryder Cup bid, clubgolf was born out of the Scottish Government s pledge to introduce every child in Scotland to golf by age nine. Since its launch in 2003 clubgolf has seen around 140,000 children introduced to golf at school. In 2009, 38,784 nine year olds participated in the introductory game clubgolf is demonstrably increasing interest,. participation and proficiency in golf among children in Scotland, and it now has. a foundation on which. to build a sustainable. long-term programme CLUBGOLF EVALUATION RESEARCH REPORT, MW ASSOCIATES, 2008 firstclubgolf, and 273 clubgolf centres delivered coaching in structured programmes to 10,436 children. The early stages of these programmes depend on a large volunteer workforce, and 1,264 volunteer coaches, trained and qualified through the PGA Coach Education System, actively coached in An evaluation of clubgolf progress to date can be viewed at clubgolf provides leadership, direction and support for the development of junior golf in Scotland. In 2006, clubgolf Scotland Limited (CSL) was established to deliver clubgolf. Each of the partners is represented on the CSL Board. The partners are the Scottish Golf Union, Scottish Ladies Golfing Association, The Professional Golfers Association, The Golf Foundation and sportscotland. Continued involvement and support from the partners, and from other key stakeholders (including the R&A, European Tour, Ryder Cup Ltd, local and national government and associated agencies) is vital to the ongoing success of clubgolf. clubgolf delivery consists of four stages which form part of the Scottish Golf player pathway. clubgolf regional staff work in partnership with local authorities and Active Schools to deliver the introductory stage firstclubgolf, and with golf clubs and facilities to deliver the three stages which comprise the clubgolf core skills programme. clubgolf offers recommended equipment, coaching materials and ongoing support to participating centres. Our inclusive approach means we also work with golf clubs and facilities that offer or promote other development programmes that deliver against clubgolf goals and fit with the player pathway. clubgolf has made some real achievements in recent years, and now aims to develop junior golf in Scotland further. Our vision to 2014 and beyond is set out in this strategy. 6

6 Resourcing clubgolf strength in partnership Each of the clubgolf partners has fully committed to this strategy and to working in partnership with each other and with all other stakeholders in Scottish Golf. To strengthen the existing partnership, all agencies and organisations that have a contribution to make to the development of junior golf are encouraged to commit to creating opportunities for children to participate, by working within the clubgolf framework. 11 Actions and Outcomes Access and Opportunities to Play Golf clubgolf strives to ensure excellent opportunities exist for any child who wants to play golf, regardless of their background or circumstances. No matter their background or ability, children introduced to the game can look forward to a lifetime of enjoyment,. and will develop a range. of personal skills and qualities that will help them later. in life. 12 Structured Programmes We seek to provide programmes in which children can learn the basic skills of golf, and in which they are shown the importance of a range of related activities including physical and mental preparation, as well as the fundamental rules and etiquette of the game. clubgolf provides an environment where children can have fun and feel safe as they develop their golfing skills. We support coaching programmes that provide wide opportunities through school club links, are aligned to the player pathway in Scottish Golf, and that link with County, Area and Academy structures to ensure talented young golfers have the opportunity to progress. The 2014 vision is that... Quality coaching materials are available to support school and club programmes Participation in all programmes is monitored annually We continue to review and develop our introductory game, firstclubgolf We continue to review and develop our core skills programme and. supporting materials There are 15,000 children in coaching programmes at clubgolf centres All children capable of doing so have the opportunity to progress through. clubgolf stages Any child with a desire to develop their potential in the sport will have the benefit of a clear pathway of support for their talent. 13 Actions and Outcomes Coaching The aim of the golf coaching system is to develop and sustain an appropriate and effective coaching workforce which will always deliver the right coach to the right place at the right time. Well trained volunteers, working alongside and under the guidance of more qualified PGA coaches, will enable us to deliver the clubgolf outcomes at every stage of the player pathway. 14 Actions and Outcomes Clubs and Volunteers clubgolf is dependent on clubs and volunteers committing their time to enthuse and encourage young golfers and to welcome them into our sport. Our commitment is to ensure clubgolf volunteers are well supported and feel empowered to take full ownership of the coaching programmes they are involved in, and our network of clubgolf Regional Managers is in place to provide that support. Clubs and volunteers have a big part to play in growing the game, and by embracing the opportunities of clubgolf they can bring more young people into the game, and into membership of their clubs. 15 Actions and Outcomes Facilities Large practice areas and open spaces are not always required to deliver clubgolf coaching, and in most cases the key challenge for clubgolf centres is effective management of the facility they already have. However as clubgolf continues to grow, access to suitable facilities will become a significant constraining factor. A national picture of the facilities needed to support the delivery of clubgolf will help us achieve successful outcomes. This will require a coordinated approach where everyone involved in the delivery of clubgolf works together to find practical and affordable solutions for facility access and use.
