2 Local Rules and Conditions of Competition FOR 2018 USGA CHAMPIONSHIPS The Rules of Golf as approved by the United States Golf Association and The R&A govern play. See applicable championship or qualifying round Notice to Players and Entry Application for additional Local Rules and Conditions. Complete text of Rules and Appendix I may be found in the Rules of Golf, effective January Unless otherwise noted, the penalty for breach of a Local Rule or Condition is: Match play Loss of hole Stroke play Two strokes LOCAL RULES Out of Bounds Defined by inside points, at ground level, of white stakes and fence posts. Rule 27-1b. Water and Lateral Water Hazard Stakes and Lines When a water hazard or a lateral water hazard is defined on only one side, it is deemed to extend to infinity. When a water hazard or lateral water hazard is bounded by out of bounds, the hazard margin extends to and coincides with the out of bounds line. Ground Under Repair Defined by white lines. Fire ant hills, sodcovered trenching for temporary cables and French drains are deemed to be ground under repair. Rule (Note: For a player whose ball is in a water hazard and is affected by a fire ant hill see Decision 1-4/10.) Ground under repair may include areas of unusual damage, including areas where spectators or other traffic has combined with wet conditions to affect materially the ground surface, but only when so declared by an authorized member of the Committee. When immediately adjacent to an obstruction, such an area is part of the obstruction. Embedded Ball Through the Green Local Rule as prescribed in Appendix I is in effect. Seams of Cut Turf (Sod Seams) Local Rule as prescribed in Appendix I is in effect. Accidental Movement of a Ball on a Putting Green When a player s ball lies on the putting green, there is no penalty if the ball or ballmarker is accidentally moved by the player, his partner, his opponent, or any of their caddies or equipment. (NOTE: Full text of Local Rule available at Turf Plugs on the Putting Green May be repaired even if they are not 4 ¼ inches. Immovable Obstructions Include plastic bumpers on roads and paths and mats secured to the ground with spikes when the bumpers or mats cover cables. White-Lined Areas Tying Into Artificially-Surfaced Roads and Paths Have the same status as the roads and paths, that of obstructions. Wood Chips and Mulch Are loose impediments, unless otherwise provided for in the Notice to Players. Integral Parts of the Course Include cables, rods, wires and wrappings when closely attached to trees; artificial walls and pilings when located in hazards, unless otherwise provided for in the Notice to Players. Temporary Power Lines and Cables Local Rule as prescribed in Appendix I is in effect. Temporary Immovable Obstructions Local Rule as prescribed in Appendix I is in effect. Wrong Score for Hole in Stroke Play If a competitor returns a score for any hole lower than actually taken due to failure to include a penalty stroke that the player did not know he had incurred, the player is not disqualified. The penalty for the applicable Rule is applied, but there is no additional penalty. (NOTE: Full text of Local Rule available at CONDITIONS Clubs: Grooves Optional Condition is in effect see applicable Championship entry application for details. List of Conforming Driver Heads Optional Condition as prescribed in Appendix I is in effect. List of Conforming Golf Balls Optional Condition as prescribed in Appendix I is in effect. Limitation on Golf Balls ( One-Ball Rule ) Optional Condition as prescribed in Appendix I is in effect. Pace of Play See separate memorandum to players for pace of play guidelines, when applicable. Discontinuance of Play Optional Condition as prescribed in Appendix I is in effect. All practice areas are closed during suspension for a dangerous situation until the Committee has declared them open. Players who practice on closed practice areas will be asked to cease doing so; failure to comply may result in revocation of entry. Note: A suspension for a dangerous situation will be signaled by one prolonged airhorn note. All other types of suspension will be signaled by three consecutive airhorn notes, repeated. Resumption of play will be signaled by two short airhorn notes, repeated. Practice Prior to and after his round in stroke play, a player may practice on the designated practice areas. Rule 7-1b applies to other practice in stroke play, and Rule 7-1a covers practice before the round in match play. Transportation Optional Condition as prescribed in Appendix I is in effect. Close of Competition The competition is deemed to have closed when the trophy has been presented to the winner or, in the absence of a prize ceremony, when all scores have been approved by the Committee. The result of a match is considered to have been officially announced when the Committee has approved the result as posted on the public scoreboard.
3 2018 U.S. GIRLS JUNIOR CHAMPIONSHIP - SECTIONAL QUALIFYING 2018 U.S. JUNIOR AMATEUR CHAMPIONSHIP - SECTIONAL QUALIFYING UNITED STATES GOLF ASSOCIATION Beatrice Country Club June 15, 2018 NOTICE TO PLAYERS (This notice supplements the Local Rules and Conditions of Competition for USGA Championships) Distance Measuring Devices: During this competition a player may obtain distance information by use of a distance-measuring device. If, during a stipulated round, a player uses a distance-measuring device to gauge or measure other conditions that might affect his play (e.g., elevation changes, wind speed, etc.), the player is in breach of Rule Abnormal Ground Conditions: Decorative Flower and Plant Beds are deemed to be ground under repair even though not so defined by white lines. Rule Turf Nursery located right of hole #18 is ground under repair from which play is prohibited. If interference exists, relief must be taken. Such nursery is not defined, but it constitutes all of the area cut at approximately putting green height or less. Rule Drop Zones: Water Hazard on Hole #1 As an additional option under Rule 26-1, if a ball is in the water hazard (yellow), the player may drop a ball under penalty of one stroke on the area marked DZ located near the water hazard. Water Hazard on Hole #5 As an additional option under Rule 26-1, if a ball is in the water hazard (yellow), the player may drop a ball under penalty of one stroke on the area marked DZ located on the forward teeing ground. Water Hazard on Hole #6 As an additional option under Rule 26-1, if a ball is in the water hazard (yellow), the player may drop a ball under penalty of one stroke on the area marked DZ on the blue teeing ground. Water Hazard on Hole #7 As an additional option under Rule 26-1, if a ball is in the water hazard (yellow), the player may drop a ball under penalty of one stroke on the area marked DZ on the white teeing ground. Water Hazard on Hole #10 As an additional option under Rule 26-1, if a ball is in the water hazard (yellow) short right of the putting green, the player may drop a ball under penalty of one stroke on the area marked DZ located near the water hazard. Water Hazard on Hole #13 As an additional option under Rule 26-1, if a ball is in the water hazard (yellow) near the putting green, the player may drop a ball under penalty of one stroke on the area marked DZ located in the fairway. Loose Impediments: Wood chips, pine straw and mulch are loose impediments. Rule Obstructions: Birdhouses and their posts are immovable obstructions. Rule Flower and plant beds enclosed by cart paths or adjacent to immovable obstructions are deemed to be part of the obstruction. Rule Immovable obstructions adjacent to each other are to be treated as a single obstruction. Rule Staked Trees (including tree wells associated with staked trees) are deemed to be immovable obstructions. Rule Out of Bounds: Out of Bounds is defined by the perimeter fence, white dots and white lines in addition to white stakes. Deciding Ties: In the case of a tie for the last qualifying place or for any of the two alternates places, concerned players shall immediately play-off hole-by-hole until a winner is determined. The play-off will take place beginning on hole #1 unless otherwise notified by the Committee. Scoring Area: Scoring Area A scorecard is deemed to be returned when the player has left the scoring tent. Teeing Ground: The USGA tee-markers define the teeing ground for the boys competition. The Blue tee-markers define the teeing ground for the girls competition. Transportation: Players and caddies must walk at all times during the stipulated round. Temporary Immovable Obstructions (TIO s): USGA tents, coolers, signage and the fan near the putting green on hole #11 are temporary immovable obstructions. Relief may be taken on either side of these TIO s. Water Hazards: The water hazard on hole #15 plays as a lateral water hazard during play of hole #14. 5 Grooves Condition of Competition In Sectional Qualifying as well as in the Championship proper, the player s clubs must conform to the groove and punch mark specifications in the Rules of Golf effective from January 1, The Condition of Competition is available for review on the entry application and applies to all fairway woods, hybrids, irons and wedges. The USGA and The R&A have created a reference resource called the Informational Club Database to assist golfers in determining whether their irons, wedges, hybrids and fairway woods comply with the Rules of Golf effective from January 1, 2010 and are permissible for play under the groove condition of competition, which is in effect for all USGA Amateur Championships. For information about and to access the database, please use the following link: Additionally, for other information regarding the groove condition, please use the following link: Finally, for information regarding the conformance status of clubs not listed or for any other questions regarding the condition, please contact the USGA Research and Test Center at (908) Player Club Testing is available for all USGA Amateur Championships. Please use the following link: for more information. The USGA strongly suggests that all players verify the conformance of their clubs well in advance of their scheduled qualifying competition. It is the player s responsibility, not the USGA s responsibility to ensure that his clubs conform. Waiting until the day of the competition is the fault of the player. The Committee is under no obligation to test the club the competitor may play. However, if it is later determined that the club is non-conforming, including after the competition has closed, the player will be disqualified.

7 USGA CHAMPIONSHIP QUALIFYING PACE OF PLAY GUIDELINES SUMMARY The Pace of Play Committee will designate four (4) holes on the course as Pace of Play checkpoint holes. A Checkpoint Official will be stationed near each checkpoint hole to monitor and indicate (if needed) a group s position on the course. When a group is out of position at any checkpoint (including the 4th checkpoint), the players in the group are liable to penalty under these guidelines and will be notified by the Checkpoint Official. When a group has been notified of a missed checkpoint, the group is expected to regain its position by the next checkpoint. If the group reaches ANY subsequent checkpoint out of position, each player in the group is liable to incur the applicable penalty (see schedule of penalties below). MAXIMUM ALLOWABLE TIME Maximum allowable time is the MAXIMUM time deemed necessary by the Committee for a group to complete its stipulated round. This is expressed in a per-hole and aggregate time format on the chart attached to this document. A group s maximum allowable time begins at its assigned starting time, or if the starting time is delayed, at the adjusted starting time. Checkpoint hole completion times are determined after all players in the group have holed out and the flagstick has been replaced in the hole. Time associated with playing the game, e.g., course difficulty and walking times between holes, is included in all maximum allowable times. A group is out of position when it: OUT OF POSITION STROKE PLAY Takes more than the maximum allowable time to finish a checkpoint hole and completes play of a checkpoint hole more than 14 minutes after the group ahead of them.* * The first group(s) of each wave is measured only against maximum allowable time until they are within 14 minutes of the group ahead of them. GROUP OUT OF POSITION MONITORED BY A RULES ROVER Any group that is out of position may be monitored by a Rules Rover. A Rules Rover, when monitoring a group, may individually time strokes made by a player(s). A time exceeding 40 seconds to play a stroke may be considered excessive if the group becomes liable to penalty. A player(s) concerned about a non-responsive (slow) fellow-competitor(s) in the group should request a Rules Rover to monitor the group in case it may become or is liable to penalty. Information gathered at any time by a Rules Rover or a member of the Rules Committee may be used by the Pace of Play Committee during the review process to determine whether a group or player(s) is in breach of these guidelines. PENALTIES Players in a group that have missed one or more checkpoints are liable to penalty according to the following schedule of penalties: 1st missed checkpoint warning* 2nd missed checkpoint liable to a penalty of one stroke 3rd missed checkpoint liable to an additional penalty of two strokes 4th missed checkpoint liable to disqualification * If a group successfully clears each of their first 3 checkpoints, but is out of position (misses) at the 4th checkpoint, each player in the group is liable to a penalty of one stroke. FINAL DETERMINATON REGARDING BREACH/REVIEW PROCESS Before returning scorecards, any group that is liable to penalty should consult with the Pace of Play Committee to have a final determination made regarding their breach (i.e. lodge an appeal). A player(s) who was out of position during the round that elects not to consult with the Pace of Play Committee to determine whether they were in breach of these guidelines prior to returning their score card is deemed to be in breach of these guidelines and incurs the penalty or penalties according to the above schedule of penalties. The Pace of Play Committee will determine that a group who has been found to be out of position is not in breach of these guidelines only if: The group was delayed by the Committee. The group was delayed by a circumstance beyond control of the player or the group. The group was delayed by another player(s) in the group. Any incurred penalties are to be applied to the player s score on the checkpoint hole where the breach(es) occurred.

10 USGA Group Pace of Play Guidelines Summary All players are expected to have an understanding of these guidelines prior to playing in the championship. The following is a brief summary of said guidelines. The Pace of Play Committee will designate four (4) holes on the course as checkpoint holes. A Checkpoint Official will be stationed at each checkpoint hole to monitor and indicate (if needed) a group s position on the course. Each group will be given a maximum allowable time in which to play 4 or 5 holes within each of the four (4) checkpoints. Times will be reflected on the player(s) scorecards. Each group will be required to complete each checkpoint hole within their maximum allowable time or within 14 minutes of the group ahead. Always look ahead not behind. When a group is out of position at any checkpoint (including the 4 th checkpoint), the players in the group are liable to penalty under the guidelines and will be notified by a Checkpoint Official. If a group successfully clears each of their first 3 checkpoints, but is out of position (misses) at the 4 th checkpoint, each player in the group is liable to a penalty of one stroke. When a group has been notified of a missed checkpoint, the group is expected to regain its position by the next checkpoint. If the group reaches ANY subsequent checkpoint out of position, each player in the group is liable to incur the applicable penalty (see schedule of penalties in guidelines). In four-ball stroke play, when a player is determined to be the sole cause of a group s delay and incurs a penalty under these guidelines, the player s partner also incurs the same penalty. Any group that is out of position may be monitored by a Rules Rover. A Rules Rover, when monitoring a group, may individually time strokes made by a player(s) and record actions made by a player(s) between strokes. A time exceeding 40 seconds to play a stroke may be considered excessive if the group becomes liable to penalty. A player concerned about a non-responsive (slow) fellow-competitor(s) in the group should request a Rules Rover to monitor the group in case the group is or becomes liable to penalty under these guidelines. A player may inquire about the group s status at any time. A Rules Rover will not advise a group that it has regained its position on the course, i.e. the players will not be told that they are no longer being monitored. If a group misses two or more checkpoints, the player(s) may request a review before signing and returning their scorecard(s). Review and application of the penalty will only occur in the scoring area, not during the stipulated round. Discussion of the situation with the Checkpoint Official on course will only cause further delay of the group (see review process in guidelines). Posted signs and atomic clocks will be located on all checkpoint holes.
