2 Kimbolton MAXXIS Formula TKM Festival 2017 Welcome Dear Driver On behalf of Tal-Ko Racing, Maxxis Tyres and the Hunts Kart Racing Club we have pleasure in welcoming you to the 2017 Maxxis TKM Festival which this year follows on the same successful format allowing you to race for Festival awards as well as for the prestigious ABkC O plates. Our well tried unique format allows drivers of all experience to race together in the Festival section before splitting into Elite and Festival finals. And you can race quite separately for the O plates. We ve still not had anyone manage to do the double! We have Motorsport TV full coverage for the event being beamed to 200m homes across the world. We will also have talent scouts looking out for more future stars from within the TKM class to follow in the wheel-tracks of FIA World Champions Jenson Button and Anthony Davidson. Whether novice or expert we hope to see you at the event. I am sure we will have a bumper entry so don t delay getting those entry forms in on time to guarantee your place. 3 Event Info At A Glance The Festival retains its very popular and unique format combined with the opportunity to race for the TKM ABkC O plate titles. Two events in one! Drivers of every level from novice to experienced welcome though novices are not eligible to compete for the O plates. We want to give the maximum racing for your money. The weekend includes two full days of racing and optional Friday testing (which most people do). On Saturday evening there will be licensed refreshments and a hog roast. Control tyres will be used and tyres will be held in parc ferme for most competitors. See detail information. There is no control fuel. Timed qualifying, three heats, a pre-final and final for all classes. Loads of racing for your money! How does it work? Thursday site opens at 9.00am to allow drivers to set up for the race weekend. See later information for the renting of pit bays. Friday will be session testing all day starting at 10am. Only competitors that have entered the Festival are permitted to practice. Saturday will start with official practice and then move onto timed qualifying with the order of times used to set the grid positions for all heats. No weather problems because if wet the positions/times will be based on order within your qualifying heat. And a revised system to avoid last year s issue. On Sunday there will be a last heat with your results used to determine your grid position for the pre-final. In some categories there may be more than three heats depending on numbers. In the large Festival classes, after the heats, the top 34 from heats go into the Elite pre-final. The next 30 into the Festival Cup pre-final. If necessary there will be B finals with the top 4 going through. Results from the pre-finals will be used to set the grids for the finals. ABkC TKM O Plates The TKM O plates will be run as a separate event with separate regulations. We have designed the races so that if you wish to you can compete in both the Festival and the O plates with the same kart or with another kart. You will have to enter both events separately and will require two sets of tyres there are specific order forms for each section. We will run just one grid of 34 karts in each O plate so make sure you get your entry in promptly. Clubman This class will run in line with the TKM Clubman class regulations subject to one minor change as follows: - Sprocket is free. Subject to sufficient numbers we plan to run the Clubman class separately to the Extremes for heats and finals. Tyres All Classes Including O Plate Except Clubman All competitors will be required to use new Maxxis slick tyres which must be ordered and paid for with Tal-Ko Racing. These tyres will be sold to you at a discounted price of 140 inc VAT.

4 The control tyres will be issued and marked in parc ferme. Competitors must mount their own tyres on wheels within parc ferme and the tyres will be stored there at all times apart from when the kart is on the track until the end of the meeting or when a driver retires. A tyre spike is provided. You will be limited to just one set of dry tyres for the event. In the case of a puncture you may replace a tyre, but only if it is approved by a scrutineer within parc ferme. A compressor and inflation points will be available to all drivers within parc ferme. Note an official tyre sniffer will also be in use. Note that you do not need to use your control tyres until timed qualifying, though you may if you wish use them for official practice on Saturday morning. They will be in parc ferme for collection and removal. When entering please note there are separate tyre order forms for Festival and O plate please make sure you use the correct one and of course complete both if applicable. Tyres Clubman New tyres not permitted. Tyres to be as usual TKM Clubman regulations. Tyres will not be subject to parc ferme restrictions but will be marked for use and subject to the restriction of only one set throughout the race weekend. Wet tyres used must be of the previous red label type. Fuel We will be carrying out random fuel testing. You are permitted to use any fuel which meets MSA regulations. Novices Yes you can race and are very welcome but you cannot compete for the O plates which require a National licence. Testing Friday will be for testing the cost of which is separate to the event fee at 45 per driver. Note that testing will simply be split into Junior, Senior and Clubman with more than one grid where applicable. There will NOT be any separation for Festival/ O plate. Pit Bays Pit bays will be available to book for the weekend at a cost of 20 for the three days. You must book prior to the event and they are on a first come first served basis. Call for availability Timed Qualifying Drivers may take to the track and may finish when they want within the allocated time. Once a kart has come back into the parc ferme/grid area it may not go out again. Transponders A TAG Heuer timing system will be in use. Transponders of suitable type must be used. They will be available for hire from Race Control at a cost of 10 for the weekend. It is your responsibility to ensure your transponder is fitted and working at all times when on track. Saturday Evening for Competitors and Families Hot and cold food along with music will be organised on Saturday evening.

5 Entry Forms It is vital that you mark the entry form with your address legibly written so we can you a confirmation. Make sure you also complete the tyre order form(s) and return to Tal-Ko with payment. Note there are separate forms for Festival and O plate. If you are doing both then complete one of each but you can send your payment as one item. Race Numbers Because of the large number of drivers taking part not everyone will be able to have their usual race numbers. We will do our best to oblige but HKRC members and earliest entries will take precedence. Once you have been allocated a number you cannot change it at the race meeting. Entry Opening & Closure Date Entries open on June 12 on our on-line system. You can also enter by post before that. The entry closure date is midnight on Wednesday, August 2. It will be rigorously enforced. You MUST enter in good time or you might not get an entry. If you are not sure if you can attend, put in your entry. It will be refunded if you cancel before the event.

6 SUPPLEMENTARY REGULATIONS HKRC MAXXIS TKM FESTIVAL 2017 Applies to all competitors 1. Hunts Kart Racing Club will organize Maxxis TKM Festival for 2017 on following dates: Optional Friday testing 11th August, Saturday Race day 12th August & Sunday Race day 13th August under National B Permit. 2. The events are held under the general regulations of the Motor Sports Association 2017 yearbook (incorporating the provisions of the international sporting code of the FIA) and these supplementary regulations. 3. The events will be open to holders of a) an appropriate current MSA Competition licence and b) racing membership of an ABkC club. 4. HKRC will host Maxxis TKM Festival The intention of the organisers will be to organise the meeting to the following approx. timetable Friday signing on from 2pm to 6.30pm. Saturday signing on 7.30 am to 8.40 am - scrutineering from 7.30 am to 9.00 am (queue closes 8.45 am) drivers briefing 9.30 am and thereafter practice and races. No competitor will be allowed to join the scrutineering queue after 8.45am. These times are subject to variation at the discretion of the organisers. Full details in ASRs. Drivers briefing will be held before practice and all drivers must attend. Drivers aged under 18 must be accompanied by their parent or guardian. 6. The race event will be held over 3 days with the Friday testing being optional and will run timed qualifying plus 3 heats and a Pre Final and Grand Final. Timed qualifying will provide the grid position for all heats. The results for all heats will provide your grid position in the Pre Final & your finishing result in that will be your grid position for the Grand Final. The event will run on circuit one 989.5m. Karts only are eligible to race. Timed races +1 lap will be used along with a qualifying session to be timed 7. The start positions for all kart classes will be rolling with the start line situated along Hines straight between post 8 and Practice will be for a minimum of 3 laps on Sat and if changeable, weather/time permitting also on Sun. All karts are to have clear numbers on all 4 sides. 9. Competitors and Traders attending the meeting are asked to bear in mind the following when setting out their pit space: Where tents/canopies are erected these shall, as far as practicable, be alternated with any parked vehicle, in order that the spread of fire from one such canopy to an adjacent canopy is minimised. Where pit spaces are laid out with vehicles in tandem a vehicles of entrants and official vehicles may enter the paddock area. Any vehicles or equipment which, in the opinion of the organisers, is parked in contravention of the proper use of the paddock will be moved on by request. The entrant responsible for the vehicle or equipment shall be ineligible to race until the organiser's directions have been complied with similar arrangement of parked vehicles and canopies are maintained. For the purpose of these recommendations a caravan shall be treated as a canopy. The intention of these recommendations is the maintenance of a space of approx. 3 metres between canopies where it is considered there is a risk of a fire hazard. 10. Judges of fact will be - the chief lap scorer (judging laps completed & judging jump starts), the Chief Scrutineer/ Eligibility Scrutineer (on technical matters), a Clerk of the Course judging start line speed and jumped starts, Chief Timekeeper judging finish positions and one or more noise officials (judging kart sound levels), all Clerks and Observers judging track limits, and an official judging displacement of front fairings and all will be named in the event programme.- additional JOF for nose cones 11. Trophies will be allocated to each class for every 1-5 competitors 12. The maximum number of starters on track will be 34 for all classes. All entries must be made on-line or by post sent to the Competition Secretary, Daphne Freeman, 76 Guntons Close, Soham, Ely, Cambs CB7 5DN. A SAE (or address) MUST accompany the entry if an acknowledgement of entry is required. 13. The entry list will be open until midnight on Wednesday August 2, Standard rate entry fee is 95 for Festival and 100 for O plate and must be sent with the entry form to the Competition Secretary. Friday practice is 45 and can also be paid in advance. No entries may be made by telephone. You can enter online at Entries received after August 2 will not be accepted. 14. Should the meeting be cancelled for unforeseen circumstances the cost will be refunded minus 10% handling fee. 15. Stewards of the meeting shall be Geoff Boswell Mark Lawman, Clerk of Course, Geoff Hitchings Secretary of Meeting Daphne Freeman, Chief Scrutineer Nigel Freeman, Chief Timekeeper Sarah Freeman-Harding. 16. Provisional results are posted after timed qualifying & each race in race control with published results posted in race control and after the meeting on the HKRC website. Results are determined by finishing position of competitor completing the agreed number of laps. Grid positions for the pre final will be determined by the heat results. In the event of a tie in timed qualifying, the winner will be determined by first highest position recorded. In the event that the finals cannot be completed the results will be determined on the calculated grid position for the final. If there is a tie for points the winner will be determined by the first highest position of finishes. Live timing/race positions is available on-line 17. Where the class is split over 2 or more qualifying sessions, If the fastest time achieved in the slower group is not more than 101% of the fastest time achieved in the faster group, or the fastest time achieved in the slower group is more than 101% of the fastest time achieved in the faster group but the Clerk of the Course DOES

7 NOT confirm a significant change in track and/or weather conditions, the classification will be determined by the order of the fastest times achieved by each driver. 18. If the fastest time achieved in the slower group is more than 101% of the fastest time achieved in the faster group AND the Clerk of Course confirms a significant change in track and/or weather conditions: 1 st place goes to the fastest time of the first group (fastest time overall) 2 nd place to the fastest time of the 2 nd group, 3 rd place to the 2 nd fastest time in the 1 st group, 4 th place to the fastest time of the second group and so on. 19. Should several drivers achieve the same time, the tie will be settled on the basis of their second best time. Drivers starting the timed qualifying session but not setting a time will be placed at the back of the grid. Followed by the drivers that were excluded from the session. Once a driver has taken to the track in qualifying they cannot return to the pits to make changes and then go out again. 20. Protest regulations can be found in the current MSA yearbook. 21. Other than driver and mechanic there is no access to remove kart from parc ferme post race. 22. Two engines and one chassis may be submitted for scrutineering for use by each driver for the race meeting. Prior to the start of the first race of the meeting a driver may, with the permission of the Clerk of the Course substitute a chassis or engine provided that such engine or chassis has been scrutineered. During the meeting the Clerk of the Course may, subject to scrutineering, permit the substitution of the chassis where the original chassis has been damaged beyond repair during practising or racing. On testing day, once scrutineering has been completed, no further testing is permitted for that day. All karts must be race prepared before being taken for scrutineering. If race numbers are required to be changed by a competitor, written instruction must be given and numbers changed before next race and confirmed by a scrutineer. All karts and engines must conform to the information appearing on scrutineering cards, which must be signed by the driver (unless the driver is under 18, then the scrutineering card must be signed by the parent or guardian responsible for the driver) and by the scrutineer 23. Only one set of slick tyres are permitted during the meeting, including qualifying. The organisers may mark tyres at any time. You may only change two tyres (one front and one rear) if either damaged or punctured, and after having them checked by a scrutineer. Where applicable tyres will be allocated in parc ferme and the competitor mounts on to rims. Wheels and tyres must remain in parc ferme at all times other than when the kart is taking part. Any removal of tyres outside of this may result in exclusion. If the Clerk of the Course or Chief Scrutineer suspects that kart tyre performance has been enhanced, then the club has the authority to ask for another set of tyres to be used at the competitor s expense. Tyres must NOT be left at the circuit. 24. Drivers must place their karts on the dummy grid one full race before their next event and remain with their kart until their race starts. The dummy grid will be closed after the preceding race has left the grid and competitors not in position at this time may be placed on the back of the grid. Only the driver and one mechanic will be allowed on the dummy grid and must use the passes provided. Only minor adjustments may be carried out on the dummy grid. Air may be removed from tyres but not added. Drivers in all classes other than Clubman may be asked to remove and refit their front nosecone without the use of tools. 25. In the event of a red flag or major incident the HKRC Ltd Major Incident Plan will come into operation as per the displayed copy that is posted in the clubhouse 26. All entrants are responsible for the members of their supporting team, relatives and friends, for the proper positioning of the vehicles and equipment and for their proper use of all club facilities. Drivers will be excluded from the meeting if they, or any members of their team, are found damaging crops, any part of the track or surroundings; breaching these rules, or in any way conducting themselves contrary to a standard reasonably expected such as abusive or threatening behaviour to any HKRC official will result in a LIFE ban. The club will refuse for LIFE the future entry of any offender. 27. Motorised bikes/ scooters and one/two wheel electric hoverboards are not allowed to be used in the paddock, track, or car park areas around the site over the race weekend. Push bikes, skateboards etc. may not be used from 9.30a.m until 6.00 p.m. on any day where practice, either unofficial or official, or racing is taking place. 28. Animals at the circuit must be kept within your pit space whilst racing or practice is taking place. Animals are not permitted in the Parc Ferme and Dummy Grid areas or on the circuit at any time. Offenders may be excluded from the meeting and refused entry to future meetings. 29. By entering the championship the Driver and Entrant/Driver understands that the series is filmed for television broadcast, distribution on DVD and by other forms of electronic media exposure, including internet streaming and by still images. The Promoters, Producers and authorised photographers retain copyright over any and all images gathered, which may be used by the series and other media companies at any time in the future. By entering the championship, you agree to make your driver/yourself available for interviews and other media purposes as requested by the film crew from time to time. The Producer/Editor retains the right to use the images gathered of anybody in the paddock within the final edited programme, in any way that the Editor decides has merit and in order to support a programme feature, racing incident or storyline. By entering you agree not to withhold any rights to such use at any time before filming, or after any filming/editing. 30. No repairs are permitted to be made to karts on track. The driver must remain within a safe location and recover the kart to parc ferme when instructed by an HKRC Official. Anyone found repairing the kart on track will be excluded from the race. 31. No onboard cameras are permitted for use in a judicial appeal relating to racing incidents by Clerks of Course or Stewards 32. Kart engines are to be started in designated areas on site and not before the agreed start time of 10am

8 33. No fluids are to be disposed of using site drains. Anyone found contravening this will be banned from HKRC Race Stops - Should the need arise to stop any race or practice, RED FLAGS will be displayed at the start line and at the marshals signalling points around the circuit. This is the signal for all drivers to cease circulating at racing speeds, to slow to a safe and reasonable pace and return to an area as directed, which will automatically become a Parc Ferme area. At all times be prepared to stop as directed by race officials. Any race that is stopped will be as MSA specific Karting regulations and current MSA Kart Race Yearbook. See U7.9 and U7.10.The competitor involved in the incident MUST report to the medical personnel before being allowed to take part in any further racing. Note any competitor who is deemed to have been lapped at the time of the race being stopped will be deemed to be lapped on the final results, unless they have successfully unlapped themselves. Any kart which has not taken the original start will not be allowed to take the re-start, unless the race was stopped due to a false start, or the race is being completely re-run. 34. Race n Respect: All competitors and their associates commit to the MSA Race n Respect campaign and agree to positively promote and demonstrate the Racing Code which appended to these regulations, Appendix 2. Where any reports of disrespectful conduct are judged to be well founded the organisers may issue warnings or require remedial action and/or report the matter to the stewards who may impose appropriate penalties which can include loss of Championship points and/or race bans through to expulsion and referral to the MSA. 35. The penalty for transgression of supplementary regulation numbers 9, 26, 27, 28, 30 and 33 is up to and including exclusion from the meeting. It should be noted that all these items are applicable throughout the meeting including the optional practice, the club s decision is final on these matters.

9 The Hunts Kart Racing Club Formula TKM 2017 Festival Regulations 1. SPORTING REGULATIONS GENERAL 1.1 Title & Jurisdiction: Hunts Kart Racing Cub The Formula TKM Festival is organised and administered by the Hunts Kart Racing Club in accordance with the General Regulations of the Motor Sports Association (MSA) (incorporating the provisions of the International Sporting Code of the FIA), the Kimbolton 2017 Supplementary regulations and where applicable the MSA Kart Race Yearbook 2017 Regulations, the ABkC Regulations within where applicable, and these Championships Regulations. MSA Permit No: TBC MSA Grade National B: 1.2 OFFICIALS: Co-ordinator: Daphne Freeman Chief Scrutineer: Nigel Freeman Eligibility Scrutineer: Ernie Salmon Club Stewards: Mark Lawman, Geoff Boswell, Helen Lawman 1.3 COMPETITOR ELIGIBILITY: Drivers must be fully paid up valid membership card holding racing members of the Hunts Kart Racing Club or MSA approved and ABkC member club and in possession of a valid MSA Kart Licence minimum National B or be in possession of a valid licence and medical issued by the A.S.N of a member country of the European Union. Novices permitted All necessary documentation must be presented for checking when signing-on including ABkC club membership card Closing date for entries for the TKM Festival will be midnight on Wednesday, August CHAMPIONSHIP ROUNDS: The TKM Festival will be held for Junior TKM, TKM Extreme and TKM Clubman and will be contested over one round on Saturday 12 th & Sunday 13 th August The meeting will take place at Kimbolton kart track organised by Hunts Kart Club. Track 1 will be used which measures metres direct drive. The number of corners are 10, the surface is tarmac and the track licence number is K/ All karts must be fitted with a TAG-Heuer transponder provided by the entrant at all times during practice and racing on Saturday and Sunday. This must be fitted in accordance with MSA Kart Race Yearbook Appendix 4 Section F. It is the responsibility of the driver to ensure that the transponder is working correctly, the signal is not obscured by chassis parts or bodywork and the battery is sufficiently charged. 1.5 AWARDS: All awards to be provided by the Hunts Kart Racing Club Perpetual Trophies for Elite and Festival remain the property of the organisations and must be returned in good condition Competitors are obliged to collect their award personally. In all cases awards not collected will be forfeit Presentations: Trophies are to be provided for presentation at the end of each race or at the end of the meeting presentation ceremony. Prize Giving: Any competitor not attending the presentation ceremony will forfeit the prizes the competitor may have won Entertainment Tax Liability. In accordance with current government legislation, the Hunts Kart Racing Club is legally obliged to withhold tax at basic rate on all payments to non-uk resident sportsmen/women. That is, those persons who do not have a normal permanent residence in the UK. The UK does not include the Isle of Man, Channel Islands or Eire. This means that, as the organiser, the Hunts Kart Racing Club is required to deduct tax at the relevant rate currently 20% - from any such payments they may make to non-uk residents. Under certain circumstances, it may be possible for competitors to enter into an agreement with the Inland

10 Revenue to limit the tax withheld. Any application for such an arrangement must be made in writing and not later than 30 days before the payment is due. For further information contact: The Inland Revenue, Foreign Entertainers Unit, 5th Floor, City House, 140 Edmund Street, Birmingham B3 2JH, tel: Title to all Trophies: In the event of any Provisional Results or Championships tables being revised after any provisional presentations and such revisions affect the distribution of any awards the Competitors concerned must return such awards to the Hunts Kart Racing Club in good condition within 7 days. 1.6 SCORING FOR THE EVENT Points will be awarded to all competitors listed as classified finishers in the heats Lap scoring and points will be as Annex 4 section E in the current MSA Yearbook. From the heats points, in classes where there are less than 34 drivers all will proceed into the pre-final. Where more than 34, the top 34 drivers in each class will progress directly into the Elite Cup pre-final. The next 30 drivers will go directly to the Festival Cup pre-final. The balance of drivers will be in B/C Finals etc. of which the top four finishers will take the 4 positions on the grids for the next Final. The club reserves the right to cancel any final after the B Final i.e. C, D, E etc. If it is deemed necessary by the race officials. Pre finals may be run subject to sufficient time Points appeal c COMPETITORS PROMOTIONAL OBLIGATIONS Competitors will be required to carry sponsors badges, which will be supplied and must be fitted to competitor s race suits Competitors will be required to display sponsors decals/stickers, which will be provided, on their karts, helmets and visors in a position as requested by race officials Competitors may be required to take part in further promotional activities during the event Failure to comply on request to 1.7.1, 1.7.2, could result in immediate exclusion from the event, or forfeiture of any prize or award. 2 SPORTING REGULATIONS Judicial Procedures 2.1 Rounds: In accordance with section C of the current MSA Yearbook and the specific penalties in these regulations and the supplementary regulations for the meeting. See appendix In accordance with section C of the current MSA Yearbook 2.3 Under no circumstances at any time should a driver under the age of 18 be seen by the Clerk of the Course or Stewards of the meeting without a parent or guardian being present. 2.4 Judicial proceedings will not carry on after 7.00 pm any matters not resolved by this time will be heard at a later time arranged by the club. 2.5 See also the MSA Race n Respect appendix 2 to which we all embrace. 3 SPORTING REGULATIONS Championship Race Meetings & Race Procedures Competitors are responsible for sending in correct and complete entries with the correct entry fee no later than 14 clear days prior to the meeting. On-line entries preferred All correct and complete entries will only be acknowledged with the inclusion of a S.A.E with entry form, advising the competitor of acceptance or otherwise, within 5 says of receipt by the organising club Incorrect or incomplete entries (including driver to be nominated entries) are to be held in abeyance until they are complete and correct and the date of receipt for acceptance of entry purposes shall be on the date on which the secretary of the meeting receives the missing or corrected information or fee Any withdrawal of Entry or Kart changes made after acceptance of any entry must be notified to the Secretary of the meeting in writing. If driver/kart changes are made after publication of entry lists with final instructions the competitor concerned must apply for approval of acceptance by the Stewards of the Meeting BEFORE signing on The entry fee for the meeting is Entry fee refunds will be given providing withdrawal of entry is received in writing before 9am Saturday 5th August less 5% handling fee. 3.2 SCRUTINEERING Pre race scrutineering will be on Friday and Saturday All competitors will be given a scrutineering card. It is their SOLE responsibility to fill this card in correctly and to hand it to the scrutineer at pre-race scrutineering. This card must contain the following information: - Driver s name, class and race number. The chassis unique number as current MSA Yearbook, Formula TKM sequential plate number (where applicable) and each engine s unique number and seal number if used.

11 The driver, and if under 18 the parent or guardian must sign the card. It is stressed once more that both the completion and handing in of this card is their sole responsibility of the competitor. These cards will be the only method used to check that each competitor is using at all times the equipment declared and presented by him/her at pre-race scrutineering. Engine and tyre marking will be carried out at scrutineering. At any post race scrutineering the chassis, engine and seal number (if used) must be those stated on the scrutineering card. Should it be found that the chassis or engines do not comply with the above requirements it will be considered a matter of fact for which there will be no appeal. 3.3 BRIEFINGS Organisers will notify competitors of the times and locations for all briefings in the final instructions for the meeting. Competitors must attend all briefings. 3.4 PRACTICE The minimum period of practice to be provided is to be 3 laps. Should any practice session be disrupted the Clerk of the Course shall not be obliged to resume the session or re-run sessions to achieve the championship criteria and the decision of the Clerk of the Course shall be final. 3.5 QUALIFICATION Each driver must complete a minimum of 3 laps practice in the kart to be raced and in the correct session in order to qualify for the heats and the Clerk of the Course and/or Stewards of the meeting shall have the right to exclude any driver whose practice times or driving are considered to be unsatisfactory as per MSA regulation J RACES The standard minimum scheduled distance shall be 8 laps whenever practicable but should any race distance be reduced at the discretion of the Clerk of the Course or Stewards of the meeting it shall still count as a full points scoring round. Races will be a minimum of timed qualifying, 3 heats, a pre-final and final RE-SCRUTINY: All Karts reported involved in contact incidents during races or practices must be re-presented to the Scrutineers before continuing in the races or practice RACE FINISHES: After taking the Chequered Flag drivers are required to: Progressively and safely slow down, remain behind any competitors ahead of them and return to the Pit Lane Entrance/Paddock All drivers entering parc ferme will as instructed by a Marshal or Official be given instruction where to park. When entering parc ferme ensure both weight scale lanes are used avoiding parc ferme entrance being blocked. Helmets are to remain on while on the circuit or in pit lane. Drivers returning to parc ferme are reminded of the need to avoid collisions which could result in their front CIK nose being activated which will result in a penalty JUDGES OF FACT: As per supplementary regulations for the event RESULTS: All Practice Timesheets, Grids, Race Results are to be deemed PROVISIONAL until all vehicles are released by Scrutineers after Post Practice/Race Scrutineering and/or completion of any Judicial or Technical Procedures and including any tests on fuel or tyres. 4 RACE PENALTIES 4.1 Infringement of Technical Regulations: Arising from post qualifying and/or race Scrutineering or Judicial Action: Minimum Penalty: The provisions of MSA regulations and as stated below in The minimum action resulting from infringement of technical regulations arising from post race scrutineering or Judicial Action will be exclusion from the race or timed qualifying session, and the maximum action will be exclusion from the meeting, except that this will not be applied in the case of drivers/karts being underweight, or in the case of a technical infringement due to an incident during the race, such as an Air Box falling off etc. The penalty for these types of infringements, which will be at the discretion of the Clerk of the Course, shall be exclusion from the race.

12 5 TECHNICAL REGULATIONS All kart, general, safety and technical Regulations to conform to relevant sections of the current MSA Yearbook and Kart Race Yearbook, and Formula TKM Regulations. All class regulations to conform to the current MSA Kart Race Yearbook 2017 (Gold Book) except as set out below:- 5.1 TYRES All tyres will be to the class regulations as shown in the MSA Kart Race Yearbook set of slick tyres only will be allowed for timed qualifying and racing per competitor for the event, plus one extra front and rear, these extra tyres may only be allowed at the discretion of the event scrutineer if in his opinion either one front of rear tyre is unsafe to use. It is the competitors responsibility to make sure that the scrutineer inspects a faulty tyre before the karts leave the track exit / weighing area/parc ferme Approved tyre compounds will be lodged with an independent rubber laboratory for comparison purposes. Should any dispute over tyres arise, a competitor s tyres will be taken and if proven to be illegal that competitor will pay the cost of lodged Competitors must be aware that an MSA approved tyre sniffer will be in use. The driver of any kart found to have tyres showing an abnormal level of chemical content at least 50 per cent higher than average readings from competitors will be deemed in breach of MSA rule U and tyre sampling will take place as per MSA regulation D36, the results will be provisional until the results of the test Other than in Clubman, all slick tyres must be control tyres as supplied through the entry, fitted and retained in parc ferme at all times when the kart is not being used on track. Any driver not returning tyres for storage may be excluded from the remainder of the meeting. Wets are not restricted to parc ferme In the Clubman category only used tyres with no more than 2.8mm of tread depth in slicks may be used. They do not have to be held in parc ferme but will be marked. Wet tyres used must be of the previously used red label Maxxis tyre. 5.2 COSTS Competitors should be aware of the MSA regulations With reference to the costs involved in eligibility checking and note that these regulations will also extend to tests or checks made on fuels and tyres. Any competitor found to have been using fuel, tyres or equipment not conforming to these regulations; will be subject to any costs involved in carrying out any necessary tests or eligibility procedures. Friday Timetable Tyre Draw Tyre draw times will be announced in the Final Instructions. Tyres can be put on rims during their respective tyre draw and then placed in tyre bay Some may use same rims Friday practice etc so there will be time slot allocated for fitting tyres on rims then placed in tyre bay this will be on Friday on Sat Anyone missing their tyre draw at allotted time will be asked to come back at Anyone missing their tyre draw not a major problem as tyres will be drawn for them by tyre bay staff.

13 The ABkC National Open TKM Championships SPORTING REGULATIONS - GENERAL Title & Jurisdiction The ABkC National Open TKM Championship (TKM O Plate) is organised and administered by Hunts Kart Racing Club Ltd in accordance with the General Regulations of the Motor Sports Association (MSA) (incorporating the provisions of the International Sporting Code of the FIA), the Kimbolton 2017 Supplementary Regulations and where applicable the current MSA Kart Race Yearbook. Regulations, the ABkC regulations within and these Championship Regulations for the O Plate classes and any other final instructions issued by the organiser. It is the competitor s responsibility to ensure they have all these publications and have read them thoroughly. All members of ABkC affiliated clubs are invited, ABkC permission has been given. All necessary documentation including ABkC club membership card must be presented for checking when signing on. A PG Entrant licence must be produced in accordance with U if the driver is a minor. Competitors may enter in both the TKM O Plate and Festival races but it is their responsibility to ensure that they are available for each race, the organisers take no responsibility and will not provide any delayed start Registration 1. Entry fees will only be refunded if withdrawn prior to the closing date, minus an administration charge of Entries withdrawn after the closing date will not be entitled to a refund. a cost of 40. All O Plate competitors are expressly forbidden to practice or use the circuit in any type of kart on the Monday, Tuesday, Wednesday, or Thursday directly prior to the meeting. Any competitor reported or deemed to have done so by an official of the organising club or an ABkC official, may be excluded from that meeting. Entries open June 12 and close at standard rate at midnight on Wednesday August 2. CHAMPIONSHIP ROUNDS 1. The ABkC O Plate championship will be held for Junior TKM & TKM Extreme and will be contested over one round on Saturday 12 th & Sunday 13 th August The meeting will take place at Kimbolton kart track organised by Hunts Kart Club. Track 1 will be used which measures metres direct drive. The number of corners are 10, the surface is tarmac and the track licence number is K 2017/125. All karts must be fitted with a TAG-Heuer transponder provided by the entrant at all times during practice and racing on Saturday and Sunday. This must be fitted in accordance with current MSA Kart Race Yearbook Appendix 4 Section F. It is the responsibility of the driver to ensure that the transponder is working correctly, the signal is not obscured by chassis parts or bodywork and the battery is sufficiently charged. Scoring 1. From the heat points calculated as per Kart Race Yearbook App 4 Section E the grid for pre final will be formed. The result of that race will set the grid for the final. In the event of 2 or more drivers having the same

14 points after all the heats are finished the driver who finished highest in their first heat will be awarded the higher grid position. 2. Points appeal C For all classes entrants supply wet tyres but no more than one set of NEW tyres may be used. Wet tyres will not be parc ferme d. 4. Approved tyre compounds will be lodged with an independent rubber laboratory for comparison purposes. Should testing take place, and if proven to be illegal, the competitor will pay the cost of the analysis and any associated costs. Tyres may be subject to further tests under U.20 at any time if the Clerk of the Course has reason to believe that the tyres do not conform to the regulations. Initial tyre tests may be carried out by a portable volatile organic compound (VOC) detector used to detect the application of illegal chemical substances applied to tyres, in contravention of MSA regulation U & U16.9.7, and if detected tyre testing will take place under U.20. Fuel 1. Fuel as per MSA regulations. There is no designated control fuel. The only addition to this petrol that is allowed is the addition of freely available brands of oil. 2. Testing of fuel will be carried out in accordance with D34.1 and D34.2. If you have fuel samples taken for further analysis of additives (including oil), you will be required to make a written declaration to the scrutineer stating the make and type of oil that you have used in your petrol, and the ratio mix. 3. If your samples do not conform to your written declaration or are found to be ineligible you will be excluded from the meeting and reported to the MSA and ABkC. If proven to ineligible that competitor will pay for the cost of the tests and all associated costs incurred. 4. A minimum of three litres to be available is recommended (U.16.18) but a minimum of 1.3 litres is mandatory to allow for on site testing and/or analysis of additives (including oil). A deposit of 300 will be required towards the cost of the analysis fuel testing 5. Any time during the meeting you may be requested by the Eligibility Scrutineer to replace under supervision the fuel in the kart with fuel that will be given to you by the scrutineer for use for the remainder of the meeting. The cost of the fuel is to be paid by the competitor prior to their next race. Scrutineering 1. Pre race scrutineering will be on Friday afternoon and Saturday morning. Engines or chassis may be sealed at any time, and you may be requested to fit special nuts to your equipment for this purpose. This does not preclude the Scrutineer s right to fully dismantle the engine or components if required. Should it be found that the chassis, engines or seals do not comply with the above requirements, or that the tyre markings or bar codes, are missing or incorrect, it will be considered to be a matter of fact for which there will be no appeal. It is the responsibility of the competitor to ensure that a seal or mark is not missing or damaged. No seal can be replaced if the kart has left parc ferme. The Clerk of the Course will hold a hearing and the minimum penalty may be exclusion from that race or timed practice session. In the case of the minimum penalty the provisions of C3.5.1 would not apply. 2. Any time during the meeting you may be requested by the Eligibility Scrutineer to remove any component from your engine or kart, which will be sealed and held by the scrutineer, and replace it with a standard homologated unit, that will be given to you by the scrutineer, for use for the remainder of the meeting. The said unit is to be returned in good working order at the finish of the meeting, when your unit will be returned, unless it is impounded by the scrutineer for testing. 3. Any time during the meeting you may be requested by the Eligibility Scrutineer to replace under supervision the fuel in the kart with fuel that will be given to you by the scrutineer, for use for the remainder of the meeting. The cost of this fuel is to be paid by the competitor prior to their next race. 4. All Competitors will be given a scrutineering card. It is their SOLE responsibility to fill in this card correctly and to hand it to the Scrutineer with all engine logbooks. This card must contain the following information:- Drivers name, class and race number, the unique chassis number, each engines unique number and the numbers of any chassis or engine seals used and the bar code numbers of the 4 slick tyres being used for the meeting. The driver and if under 18 the entrant must sign the card. It must be stressed that both the correct completion and handing in of this card is the sole responsibility of the competitor. These cards will be the only method used to check that each competitor is using at all times the equipment declared and presented by him/her at pre race scrutineering. At any post race scrutineering the chassis, engine and seal numbers (if used) must be those stated on the scrutineering card. Should it be found that the chassis or engines do not comply with the above requirements it will be considered a matter of fact for which there is no appeal. Any competitor protesting an engine or chassis, will be responsible for any costs incurred during both stripping down and rebuilding. 5. Prior to the first heat a driver may substitute an engine and/or chassis after obtaining the permission of the Chief Scrutineer. During the meeting should a chassis be damaged beyond repair on the recommendation of the Chief Scrutineer and at the discretion of the Clerk of Course a second chassis will be permitted. 6. If through force majeure the final in any class is not held, the result will be declared as per the grid positions earned for the pre final.

15 Awards 1. All awards to be provided by Hunts Kart Racing Club Ltd. A full list of sponsors and any additional prizes will be provided to all entrants. 2. Trophies will be provided at a ratio of 1 5 for overall positions. The winner in each O Plate class will be entitled to use the O Plate at all ABkC Clubs for 12 months, or until the 2018 O Plate meeting for that class if earlier. Perpetual trophies remain the property of the ABkC and must be returned, in good condition, when requested. The top three competitors are obliged to collect their awards personally at prize giving, otherwise they are forfeit. 3. In the event of any Provisional Results being revised after any provisional presentations and such revisions affect the distribution of any awards the competitors concerned must return such awards to Hunts Kart Racing Club Ltd in good condition within 7 Days. 4. Entertainment Tax Liability: In accordance with current government legislation, the organising club is legally obliged to withhold tax at the basic rate on all payments to non-uk resident sportsmen/women and account to HMRC using form FEU1, the quarterly return of payments made to non-resident entertainers and sportsmen/women. That is, those persons who do not have a normal permanent residence in the UK. The UK does not include the Isle of Man, Channel Islands or Eire. This means that as the organizer or organising club is required to deduct tax at the current rate applicable from any such payments they may make to non- UK residents. Under certain circumstances, it may be possible for competitors to enter into an agreement with the Inland Revenue to limit the tax withheld. Any application for such and arrangement must be made in writing and not later than 30 days before the payment is due. Tel: & Fax: Entries In both classes there is a minimum entry of 10. In the event of either of these numbers not being met Hunts Kart Club and the ABkC reserves the right to cancel the meeting or amalgamate classes or not award the O Plate or perpetual trophy. Races Once the kart has entered the dummy grid area the driver/mechanic must position it on their grid position or as directed by the grid marshal. Tyre pressures may be adjusted on the grid but only by removal of air additional air cannot be added. Other minor adjustment may take place. SPORTING REGULATIONS JUDICIAL PROCEDURES 1. Rounds: In accordance with Section C of the current MSA Yearbook and the 2017 Karting Penalty table of mandatory penalties shown in Appendix 1. The minimum action resulting from infringement of technical regulations arising from post race scrutineering or Judicial Action will be exclusion from the race or timed qualifying session, and the maximum action will be exclusion from the meeting, C3.5.1 shall not apply for minor infringements such as a driver being underweight or in the case of technical infringement due to an incident during a race, such as an airbox, exhaust etc, falling off. The penalty for these infringements shall be exclusion from the heat or final. 2. Stewards: In accordance with Section C of the MSA Yearbook. 3. Judges of fact: As per supplementary regulations for the event TECHNICAL REGULATIONS Tyres 1. All kart, general and technical Regulations to conform to relevant sections of the current MSA Yearbook, MSA Kart Race Yearbook 2017 and the ABkC Class Regulations contained therein. 2. All class Regulations to conform to the MSA Kart Race Yearbook 2017 (Gold Book) found on the MSA and ABkC websites. 1. In the TKM O Plate classes entrants must purchase one set of slick tyres from the approved supplier, Tal-Ko Racing, on the form provided and each entrant will then receive a random set at the meeting at the time on the timetable for the event. Tyres must be paid for before being issued. It is the entrant s responsibility in all classes to ensure that the tyres are marked or the bar-code logged on the scrutineering card and that the marks are in place at all times during the meeting.

16 2. For the TKM O Plate classes a parc ferme system will be used for slick tyres. At no time are competitors tyres to go outside the parc-ferme except when going to the dummy grid, on to the circuit, or returning directly from the circuit or scrutineering area. Entrants may provide a separate set of tyres for all official practice and warm up. 3. Competitors must be aware that an MSA approved tyre sniffer will be in use. The driver of any kart found to have tyres showing an abnormal level of chemical content at least 50 per cent higher than average readings from competitors will be deemed in breach of MSA rule U and tyre sampling will take place as per MSA regulation D36, the results will be provisional until the results of the test. 4. The testing of fluids other than fuel will be as D Competitors should be aware of MSA regulations D and C5.3.3 with reference to the costs involved in eligibility checking and note that these regulations will be extended to tests or checks made on fuel or tyres. Failure to pay these costs will result in the exclusion and/or being not permitted to enter any future ABkC championship. The only additive allowed to the fuel is freely available brands of oil. The use of any other fuel or additives will result in exclusion from the event or as class regulations. If samples are taken you are required to provide the scrutineer with a written declaration of the make and type of oil used and the mix ratio with the fuel and the brand of the fuel SPORTING REGULATIONS RACE MEETING PROCEDURES Races 1. There will be timed qualifying, three heats, a pre final and final for each competitor, subject to Any karts involved in incidents resulting in damage must be re-presented to the scrutineers before continuing in races or practice. 3. Drivers must place their karts on the dummy grid one full race before their next event and remain with their kart until their race starts. The dummy grid will be closed after the preceding race has left the grid and competitors not in position at this time may be placed on the back of the grid. Only the driver and one mechanic will be allowed on the dummy grid and must use the passes provided..in the case of a meeting state being changed from either Wet or Dry prior to the grid departing, an appropriate amount of time will be allowed for the driver/mechanic to change their tyre choice. The Clerk of the Course will make a decision on how long is permitted and advise all competitors for the race of his decision and the revised time of race start.competitors will be either in the Pre-Race assembly area or will return there from the Dummy Grid. A new race time will be announced. It should be emphasized that if the meeting is running as an Open Meeting then no additional time will be allowed. Only one kart is allowed in the Parc Ferme area.once taking the Chequered Flag drivers are required to slow down progressively and safely and proceed to the weighing area or parc ferme as directed by a marshal with no overtaking. 4. Results: All times/results will be published as soon as possible after each timed practice/race and displayed on the notice board at Race Control. All timed practice timesheets, grids, race results are deemed to be provisional until all vehicles are released by Scrutineers after post practice/race scrutineering and/or after completion of any judicial or technical procedures and including any tests on fuel or tyres. Competitors must use allocated race numbers during ALL practice sessions and races. These must be displayed on all four sides of the kart 5. The scales provided for competitors use are deemed correct on the day. After any race all TKM O Plate drivers must go to the Parc Ferme area. Any driver and kart directed or requested by an official to go into the weighing/scrutineering area, should not leave this area without the specific permission or instruction of the Series Scrutineer, or any person designated to do so in his absence. In the case of drivers under 18 years of age, we would suggest the entrant satisfy himself or herself that this permission has been given. The minimum penalty for any driver or kart leaving this area without permission will be exclusion from the race/timed qualifying.no person or persons, other than the driver may enter the weighing/scrutineering area, until instructed to do so by a scrutineer. Failure to comply could result in judicial action being taken against their driver. COMPETITOR PROMOTIONAL OBLIGATIONS 1. Competitors will be required to carry sponsors badges, which will be supplied and must be fitted to competitors race suits. Competitors may be required to have video cameras on their karts supplied by the organisers or video producer, the images produced are the property of the organisers. 2. Competitors will be required to display sponsors decals / stickers, which will be provided, on their karts, helmets and visors in a position as requested by race officials. Full details will be given in final instructions at the event. 3. Competitors in the top three positions must present themselves for the podium prize-giving in their race suit and if requested by the organisers wear only the hat provided. 4. Competitors may be required to take part in further promotional activities during the event.

17 5. Failure to comply on request to 5.1, 5.2, 5.3 or 5.4 could result in immediate exclusion from the event, or forfeiture of any prize or award. 6. Tobacco related advertising is forbidden on karts, drivers or mechanics apparel. 7. It is a condition of acceptance of entry that a driver will, when so directed, by the Chief Scrutineer or his deputy, carry mini-video cameras and recording equipment upon their kart. Film or video of any part of the event for commercial purposes is forbidden, unless with specific written permission of the organisers. 8. By countersigning as parents/guardians/guarantors of minors they agree that they have no objection to still or moving images being taken of the driver / volunteer official undertaking their sporting activities. 9. By entering the championship the Driver and Entrant/Driver understands that the series is filmed for television broadcast, distribution on DVD and by other forms of electronic media exposure, including internet streaming and by still images. The Promoters, Producers and authorised photographers retain copyright over any and all images gathered, which may be used by the series and other media companies at any time in the future. By entering the championship, you agree to make your driver/yourself available for interviews and other media purposes as requested by the film crew from time to time. The Producer/Editor retains the right to use the images gathered of anybody in the paddock within the final edited programme, in any way that the Editor decides has merit and in order to support a programme feature, racing incident or storyline. By entering you agree not to withhold any rights to such use at any time before filming, or after any filming/editing has taken place TYRE DRAW Details of tyre issue will be given in final instructions.
