2 ** 2017 PA STATE HEALTH REQUIRMENTS ** The Pennsylvania Department of Agriculture (PDA) Bureau of Animal Health and Diagnostic Services would like to inform all exhibitors in Pennsylvania to the health requirements recommended for animals shown at PDA-sponsored events for 2017: 1. A Certificate of Veterinary Inspection (CVI) issued by an accredited veterinarian. For in-state horses the CVI must be issued after May 1, 2017 and for out-of-state horses the CVI must be issued within 30 days of the opening date of the show. 2. A current rabies vaccination administered by a licensed veterinarian is required for equines. Either a rabies vaccination certificate or vaccination information included on the CVI form can be used as proof of rabies vaccination status. 3. Negative for Equine Infectious Anemia (EIA) by an official test within 12 months prior to the opening date of the exhibition. A copy of the official EIA test results must accompany each animal. 4. All animals must be free of infectious and contagious diseases. This is not a complete listing of the animal health requirements for the 2017 show season but is simply a description of major changes. To view all the animal health requirements for PDA sponsored fairs for 2017 please visit our website at Also, keep in mind that each individual fair has the authority to require animal health standards that go beyond the minimum standards required by the PA Department of Ag. Health Rules for Horses 1. For every horse entering the fairgrounds, the exhibitors are required to show the required PA Dept. of Ag Health Requirement forms as listed above. These forms include: a CVI form, Certification of Rabies and a Copy of a negative EIA/Coggins test. 2. No equine showing evidence of infectious, contagious, or parasitic diseases will be admitted to the show grounds. 3. Horses should be immunized to prevent contagious respiratory diseases not less than 15 days before the show. Fees/specialized rules are listed under each show schedule. All horse show exhibitors MUST enter the grounds through Homan Lane, Gate 4 off of Rte. 45. All Centre County Residents Horse Show exhibitors MUST pay the regular admission fee (either daily or weekly) to enter the fairgrounds and must also purchase a parking pass. Note - your parking pass MUST be hung from your vehicle s rear view mirror at all times to avoid getting a parking ticket from Grange Fair parking enforcement. Water, restrooms, showers and food are available. Shuttle bus service to and from the fair is provided. Overnight camping permits are required to be displayed at all times. There is absolutely NO camping or sleeping permitted in the horse barns or stalls. Camping hookups are available at $30.00 per night. All tents pitches and/or campers parked overnight will be required to pay a $15.00 per night Dry-lot camping fee even if no electric or water is used/required. Camping permits are purchased at stall office. General Show Rules 1. No unsportsmanlike conduct will be tolerated. 2. For safety & liability reasons horses with known kicking issues, or those showing such tendencies, are not permitted to enter these shows & will be asked to leave the arena & warm-up areas for the duration of the fair. 3. There will be a two (2) minute gate call unless a show secretary has been notified of a tack change at the time of registration. (Tack Change 5 min. only). 4. It is a condition of entry that the Centre County Grange Fair Association and the Fair Horse Show Committee will not be held responsible for any accident that may occur to, or be caused by a horse/ pony or individual while on the show grounds, or for any articles that may be lost, damaged or stolen. 5. Show Committee reserves the right to cancel, combine, or change any classes. 6. No refunds unless a class is cancelled or the horse is performing in another ring and cannot make the gate call or the horse is declared unsound by the show committee. 7. Registration for classes must be made at least two (2) classes in advance - with the exception of the Centre County Residents Shows which do not allow any changes after the 9pm registration deadline on Saturday, Aug. 19th. 8. The Pee Wee classes are for riders who have not mastered the canter or lope. These riders may not show in any other classes except Pee Wee and Walk-Trot classes. 9. The judge s decisions are final. 10. Any questions pertaining to the operation of the show will be directed to the show committee. Their decision will be final. 11. A negative Coggins test required within 12 months of show date, a CVI form issued after May 1, 2017 and evidence of a Current Rabies vaccination is also required. 12. Proof of age is required as of January 1, Disqualifications do not place. 14. Pee Wee and Novice Rider classes will be walk-trot only. 15. Exhibitors entering any walk-trot classes will be restricted from entering any other cantering classes. 16. AQHA novice classes will be walk-trot-lope/canter. 17. Use of alcohol is PROHIBITED at all times during the Fair!!! 18. No Cross entries in halter classes. 19. Open/AQHA Show Paybacks will be mailed to recipients. Exhibitors must fill out an Exhibitor Payback Registration form available in Secretary s office to be eligible for paybacks. Centre County Residents Show Paybacks will be available for pick up according to the sign in the horse show office. 20. A $30.00 fee will be assessed for all returned checks. 3
4 DRAFT HORSE SHOW General Rules More specific rules may also apply - see detailed Draft Horse Show program book. 1. Horses may arrive on Wednesday, August 23rd at 8 a.m. unless other arrangements are made. 2. The age for Youth Drivers will be determined as of January 1, Senior Division is ages 14-19, Junior Division is age All youth will not be permitted in the ring without an accompanying adult for the Youth Classes. 3. Stallions are not permitted in the Youth and Ladies classes. 4. It is the responsibility of the owner to see that the vehicles and tack are in good repair. 5. Attire: All exhibitors and helpers are required to be in proper dress when in the ring. 6. No harness bridles or bareback pads will be accepted in riding classes. 7. Riding Classes: Horses will be expected to be shown at walk, trot and canter in Open Riding. Youth classes will be walk / trot only. 8. STALLING: Stall fee is $30 per horse stall and $45 per tack stall. Shavings is the preferred bedding (NO STRAW). Shavings will be available for purchase. 9. ENTRY FEES DUE: August 1, Late Entries will need to pay an additional $7.00 office fee. 10. Committee has the right to combine classes or divide classes. 11. Amateur - Driver has not shown in A, B or C show for HEALTH RULES FOR HORSES - Refer to Page 2 - note special State 2017 Requirements. All tents pitched and/or campers parked overnight will be required to pay a $15.00 per night Dry-lot camping fee. 4 Resident s Stalling Rules Centre County Residents are required to exhibit their horses in the Horse Barn beginning Sunday, August 20, 2017 after 6:00 p.m. or at the conclusion of the Open Show (but no later than 8:00 a.m. Monday, Aug.21) and they must remain on exhibit through Tuesday, Aug absolute move out deadline is by 8 a.m. on Wed. Aug. 23 at the latest. Note: Residents might have to clean their stalls before moving in to them (without compensation - since stalls are being offered for Free). Stalls must remain occupied thru the end of Tuesday s show and they must be properly cleaned when vacated. Show paybacks will be forfeited if this rule is not followed. Centre County Residents Show Paybacks will only be available for pick-up in the horse office following the conclusion of the Tues. Open Show for a limited time frame (approx. 1 hr). Paybacks not picked up during this time frame are forfeited. As part of having their horse on exhibit, residents will be invited to participate in the Residents Only shows free of charge. Attire for these shows will be casual. However, please wear form-fitted shirts with pants or jeans (no shorts allowed). Please also use discretion; improperly dressed exhibitors will not be allowed to enter the ring. Proper footwear with a heel is required by every exhibitor. Approved headgear is required for all riders under the age of 18 yrs. Schooling chaps and half-chaps are permitted. When leaving the barns, all stalls MUST be completely stripped clean and broomed out; all bedding materials placed in the proper manure dump areas. If stalls are not properly cleaned and broomed, all paybacks will be forfeited. If you wish to also show in the Open Show on Sat. Aug.19 or Sun. Aug.20 and use a stall, you must pay the regular stall fee for those days. Use the Centre County Grange Fair Horse Show Reservation Form that appears in this booklet to reserve your stalls. Please Note - There will be multiple horse shows and other equine events during the fair, so stalling will be handled on a first-come/first-serve basis with all reservations. Barn Rules 1) Visitors - Please DO NOT feed horses, enter stalls, or place objects in the stalls. 2) No Running in the barn is permitted. 3) Do Not mount horses in the barn. 4) No Motorized vehicles may be driven through the barn or down the aisle. 5) NO equine will be stalled without sufficient bedding (at least 2 bales of clean shavings) - NO STRAW. 6) NO horse or pony may be ridden by anyone except the owner, exhibitor or trainer. 7) We strongly encourage the use of safety headgear during practice sessions. 8) Please keep safety in mind at all times while riding on the show grounds. 9) Exhibitors must display courteous behavior to visitors and other exhibitors and respect other exhibitors property. 10) Emergency Card Information must be properly displayed on each stall door. Stall Decorating Contest 1) Stall decorations will be judged by independent judges. 2) No Registration is required - information will be taken from properly displayed emergency information cards that have been placed on stall doors. 3) Prizes will be awarded as follows: 1st Place 2nd Place 3rd Place Individual: $15.00 $10.00 $ 5.00 Farm / Group: $30.00 $20.00 $10.00 All exhibitors are expected to keep their areas clean. 9
5 Centre County Residents Shows Monday, Aug a.m. - Green Gamer Show (walk/trot only) Monday, Aug p.m. - Rodeo Gaming Show (must canter/gallop - No walk/trot) Tuesday - 9 a.m. - Open Horse Show Rules for the Residents Shows 1) These shows are open to CENTRE COUNTY RESIDENTS ONLY!!! 2) All Exhibitors of the Centre County Residents Shows will be required to pay the regular admission to enter the Grange Fair gates unless you purchase the special discounted Horse Show Entrance ticket - see page 3 of the General Information for details. 3) Pre-registration is required for all of the Residents Shows - NO EXCEPTIONS! Everyone MUST pre-register no later than Saturday, 8/19 at 9 p.m. Note: Centre County Resident horse move into the barns is not until Sun. 8/20 approx. 6 p.m. (plan accordingly). Forms will be available to download from the Grange Fair website or they can be picked up at the horse show office area from the outside pickup box which will be available all weekend. NOTE: To speed up your registration & check-in process of getting your back numbers, please all forms (Registration, copy of Coggins, Rabies verification, and copy of CVI form) to Kathy Fye (kathyfye@hotmail.com) by Thurs. Aug. 17 by 4 p.m. Every ed registration received will be confirmed with a reply message back - if you do not get a confirmation reply, it is your responsibility to drop off all of your forms by the Sat. 8/19, 9 p.m. deadline. Forms can be dropped off at the office drop-box anytime thru the 9pm deadline. There will be NO ADDITIONS OR CLASS CHANGES permitted following the 9 p.m. deadline - this is to enable the show committee to have time to prepare the reports needed to operate a smooth running show day which will benefit everyone. 4) There will be posted office hours on the horse show office door for any questions related to the Centre County Residents Show registration process. 5) Classes are FREE - there will be no entry fees for these shows but YOU MUST place your horse in the barns no later than 8:00 a.m. Monday, Aug. 21 and it must remain on exhibit through the end of the Tuesday, Aug. 22 show (or forfeit any Paybacks won in the shows). 6) You must follow all stalling rules on page 9. 7) No stallions, No nursing foals, No lactating mares permitted on fairgrounds. 8) All General Rules on Page 3 & the State Special Health Rules on Page 2 also apply.
