Welcome address by the ARAE secretary Mr. Arif lkram, Capatin of Boats, Karachi Boat Club and Chinna Creek Regatta Secretary, welcomed all participants. The ARAE-FEARA Honorary Secretary, Chandan Roy Choudhury, called the / Annual General Meeting of the ARAE-FEARA to order. 2. Confirmation of minutes of 71 st AGM held in Manila The following points were discussed: 1) New ARAE-FEARA rules, Item 4b, Rule 29 2, 3 and 4 Lane Rowing.

2 It was clarified that dubs are encouraged to move to racing in 3 or 4 lanes, but that those who cannot accommodate more lanes may continue with 2. 2) Item 4d, Rule 35 Four Event The move to a coxless four event was further discussed Do we move towards FISA >lanciards, or do we maintain tradition. Points: a) Amended ARAE-FEARA rules state that from 2017 all four races must be coxless four. b) The Olympics and FISA are moving away from the coxed four, but it is still offered at Henley. c) Coxed four is a heritage race for ARAE-FEARA and there is also a trophy for best cox. Conclusions: a) At present, hosting clubs have the option to offer the coxed four or the coxless four event. i) Clubs must announce which race they will offer in the previous year's AGM. This is to give participating clubs adequate time to train for the proper event. b) Each club must ponder this question and come to next year's meeting to vote. Each club has its own development program, it may be that clubs'will be ready for coxless four by 2017 in any case. Proposed Madras Boat Club, seconded by The Lake Club. c) For now, the plan to move to Coxless Four exclusively from 2017 stands, unless there is a vote to change it at the next ARAE-FEARA AGM. 3) Item 4a Rule 53 Progression Tony Levick has not sent the new progression system despite requests to do so, so the existing system stands. 4) Proposal to Approve Minutes from the 7f t AGM made by Karachi Boat Club, and seconded by Bolgoda Lake Rowing Club. 3. Approval of amended rules prepared by Arif lkram as per last AGM discussion 1) Printing of Rule Book to i be done with approval. Necessary to finalize some content. a) Missing FEARA foundation year. The 50 th FEARA was in Colombo in 2004 in Colombo, but it was not held every year. ARAE and FEARA events were merged in b) Clubs in the old rule book to be included in the new one: i) Rules say: (1) In order to join as a permanent member, a club must attend 3 consecutive regattas and is then eligible for membership. (a) In order to retain permanent membership a club must not be absent from 5 consecutive regattas, otherwise it will removed from the member's list and will lose its voting rights. (b) Exception: Not counted will be years in which a club cannot attend due to visa or similar issues to attend at a particular venue. The club must attend the next possible venue. (i) Clubs must send a justification of why they cannot attend it is up to the AGM to apply the 3 year (joining) or 5 year (continuing) rule on a case by case basis. ii) List of active members as follows, with the year accepted for permanent membership: 1933 Members) (Founding Calcutta Rowing Club

(2) College of Military Engineering, Kirkee: Until the 1997 ARAE in Colombo, the army was part of ARAE. At the AGM in 1997, ARAE was divided into 2 categories, civil and army. Officers take part in the civil category. Army/navy/police jawans (professionals) take part in the army category and win a different trophy. Keep them on for one more year and get it clarified. Founding members to be life members. iv) Participants on the way to membership (1) EASTer Rowing Club in Singapore If they had attended in 2013 it would have been their third year in a row and they would have been eligible for membership. (a) They did not attend, so must start from 1 again. (2) KBC nominated that Lahore Canal Boat Club be recognized as having completed the first of the three consecutive regattas necessary for membership. (a) Introduction of Lahore Canal Boat Club: LCBC was founded in It was active between 1996 and 2006, and then again from There are rowing activities in their canal for 8 months of the year in Dec, Jan, and Feb there is no water. They could host an event, but would prefer to do so in Islamabad. 2) KBC proposed that the amended rules be accepted, and The Lake Club seconded. 3) KBC is to print the rule book and bill the secretariat. 4. Approval of next ARAE-PEARA venue and confirmation by the host clubs 1) 73 rd ARAE-FEARA a) Colombo would like to host in the calendar year 2014, as they are celebrating their 150 th Anniversary. They propose July 19, 2014, but are also free to host in August, September, November or December. i) Objections were raised to all other months except for December. ii) December 2014 was approved. (1) Colombo noted that hotels will be 20-25% more expensive in December (high season runs from Nov Jan), but this information did not alter the decision. b) Colombo confirmed that they will be offering the Coxless Four. i) They have 30 days to alter this decision if they require, failing which, the Coxless Four will be confirmed for the 73r d ARAE-FEARA. c) Colombo confirmed that they will offer quad scull as third event next year. 2) The decision was made to go by ordinal designations rather than by year dates in setting regattas. a) Schedule for upcoming events: i) 72 nd KBC, Karachi Dec rd CRC, Colombo Dec th MBC, Madras Jan th CME, Pune TBA 76 th Dubai Suggested to be requested from DRSC ii) Arif Ikram will attend a meeting in Dubai in Jan 2013 and will ask them to host the 76 th regatta, so that India is not hosting many years in a row. (1) If they cannot then it will revert to The Rowing Center.

5 3) Madras would like to host in 2016, and will confirm within 30 days. a) CME Pune was scheduled to host before Madras, so they will be asked to respond within 30 days if they have an objection to Madras hosting in ) Al proposed to move ARAE to January rather than December. a) It was agreed by all members that ARAE-FEARA annual regatta would be held in January for the 73 rd ARAE-FEARA Regatta. (ie The 74 th ARAE-FEARA regatta will be held in January 2016). 5. Discussion on presentation of original trophy 1) Transportation of the original trophies to each regatta city is cumbersome and expensive. 2) Suggested that the host club can make replicas of the cup, and the originals then stay in the office of the secretariat. Replicas would then be kept permanently by the winning club. a) Making replicas to replace the original trophies also presents difficulties: i) If copies are to be made by each hosting club, it will be difficult for them to copy a trophy if it does not have the original. (1) Specifications to be sent to the host club? (2) Secretariat to make molds to be used for duplication? ii) If originals are kept in the secretariat and copies are made there, they still have to be carried to the regatta venue. b)suthplidatia of The Lake Club has offered to work on this issue. He will come up with a few different plans of how to duplicate the trophies and coordinate with Colombo. 3) The Lake Club wants to introduce a new trophy to replace the lost Women's Pair tro()i KBC proposed, was seconded. 4) Rule 19 - $100 for trophies will be paid to the hosting club as contribution towards cog of trophies and certificates. 6. Annual ARAE fee and mode of payment 1) Annual Fee a) All permanent member clubs must pay US$100 to the ARAE-FEARA secretariat. i) The annual fee is to be paid at the time of the AGM. ii) The annual fee is due of all permanent members, even those who are not participating in the yearly regatta. iii) How to spend the money is to be decided at the AGM. iv) The accounts must be submitted annually at the AGM. 2) This annual fee is separate from the money that the host club is authorized to collect a) For the official dinner. The host clubs have collected US $10.00/person for man y /ears, but this is no longer sufficient to cover the cost of the meal. i) It was suggested that there be a ceiling of how much the host club can collect. ii) US $20.00 was decided as the new maximum ceiling. (1) If a club wishes to spend more per person on the dinner it must subsidize the cost. b) For trophies.

6 i) Certificates of merit and participation should be provided to all participants c) All other expenses are the responsibility of the host club. 7. Any other matter with the permission of the Chair 1) Colombo stated that they will send an update about the 73 rd ARAE-FEARA regatta within the next two months boats to be used, number of lanes, costs, etc. 2) It was proposed that ARAE should have a permanent website and Facebook page. 8. Vote of thanks by KBC Mr. Arif lkram, Captain of Boats, Karachi Boat Club and chinna'creek Regatta Secretary, thanked all of the participating clubs and adjourned the meeting. 7 1- WILLINGDON ROWING TROPHY Presented in 1935 by His Excellency, Lord Willingdon, Viceroy of India, for the competition amongst entrants for the Four Oared Racing (ARAE MEN 4+) 2- VENABLES BOWL Presented in 1935 by A.V. Venables Esq., Chairman of the ARAE and President of the Calcutta Rowing Club, for competition amongst entrants for the Coxswain less Pairs Event (ARAE MEN 2-) 3- MACKLIN SILVER CHALLENGE Presented in 1935 by L.H. Macklin Esq., for competition amongst entrants for the Single Scull Event (ARAE MEN lx) 4- H O O G L Y C U P Presented in 1956 by the Calcutta Rowing Club for team competition in accordance with the following conditions:- Competition for the cup shall be decided on the following points basis: - Event. 1st 2 nd Willingdon Trophy 10 08, Venables Bowl Macklin Sculls The Cup shall be presented as a team prize to the most successful club on the above basis and no individual prizes shall be presented to the winners. In the event of a tie, the cup shall be awarded jointly to the winning clubs. No club shall gain points on the above basis for more than one crew in any one event.
