1 Kentucky National Horse Show INFORMATION AND GENERAL RULES This show is a regular member show of the United States Equestrian Federation. Every class offered herein is covered by the rules and specifications of the current USEF rule book and will be conducted and judged in accordance therewith. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary level or above and Combined Driving Competitions at the Advanced level, Dressage, Reining, and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing, Dressage, Reining and Combined Driving Competitions upon purchase of a $30 show pass. Participants in the following classes are exempted from the requirements of this rule: 1) leadline 2)exhibitions 3)games and races 4)classes for 4-H members 5) walk/trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program) 6) USDF introductory level tests, pas de deux and quadrille classes 7) NRHA endorsed reining competitions 8) Opportunity classes 9) Citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation 10) USEA beginner novice division and 11) assistant handlers in Sport Horse Breeding classes. ENTRIES: Entries close Monday September 3, 2018 and should be postmarked by that date in order to avoid late fees. New Entries made after this date will be charged a one time late fee of $25 per horse. Entry blanks must be completed, signed, and accompanied by an open check in order for numbers to be released. Current Coggins certificates should accompany each horse. All horses must comply with current USEF and Kentucky State requirements concerning horse health certificates and vaccination/testing requirements. See Important Equine Health Information for more details. STALL & OFFICE FEES MUST BE PAID BEFORE STALLS WILL BE ASSIGNED OR ENTRIES PROCESSED. If an open check is sent to reserve stall and pay for office fees, the show reserves the right to use that check on the closing date to prepay stalls. FOREIGN EXHIBITORS: All fees must be paid in US Funds with checks drawn on a US Bank. OFFICE FEES: All horses, showing and non-showing, will be charged an office fee of $75 in addition to their stall or day hauler fee. This fee covers all schooling sessions, ambulance on grounds, medical personnel, traffic personnel, the Horse Ambulance on standby, and admission to all show performances and exhibitor receptions. A $15 nightwatch fee will be charged to all horses with

2 stalls. A 3.5% fee will be charged for all Credit Card payments. Cards accepted are MasterCard, Visa, AmEX. REFUND POLICY: Until September 1, 2018 all stall fees are fully refundable if WRITTEN notice is given to show organizer ( or regular mail both accepted). After September 1 stall fees are not refundable. Office fee refunds will be decided on a case by case basis; but in general office fees fees are not refundable unless special circumstances can be shown. All scratched horses will be charged the $75 office fee. Entry, Nomination, and Ass'n fees are in most cases fully refunded ; at the show's discretion. DAY HAULERS/ SHIP IN s /Hack overs: There will be a day hauler/ hack over fee of $45 per horse/per show AND YOU MUST COMPLY WITH ALL HORSE PARK RULES AND REGULATIONS FOR DAY HAULERS. Parking allowed in designated areas ONLY. This fee includes the $30 per horse that the KHP charges the show for ship- ins/hack overs. STALLS: Stalls are $275 per stall, for the time period of noon Monday 9/17 thru midnight Sunday 9/23. Early arrivals will be charged $50 per night. Horses who are on the grounds after Midnight Sunday 9/23 will be charged $50 per day and prior payment must be made in the show office. This fee is absolutely nonnegotiable and will be billed thru the show office. Stalls are of permanent and/or temporary construction, with doors; 11 x11. Hay and bedding will be for sale on the show grounds. STALL FEES MUST BE PAID IN ORDER FOR STALLS TO BE ASSIGNED; this may be done only by sending an official entry form ALONG WITH STALL PAYMENT. We also accept stall reservations & entries via equestrianconnect.com Stall assignments are made giving priority to entries received prior to September 3. Stall availability is not guaranteed for late entries. Please note all horses on the grounds with a stall will be enrolled in the nightwatch program and will be required to pay $15 PER HORSE for the show week. This is not an optional program. NON-NEGOTIABLE PAYMENTS: Exhibitors who issue non-negotiable checks/credit cards to the horse show will be charged an additional $100 for each time the check/cc is returned by the bank; AND PROMPTLY REPORTED TO THE USEF FOR DISCIPLINARY ACTION. In addition, EquiShow Inc. and The Kentucky National reserve the right to bar from future competitions any competitors that have previous nonnegotiable payments. Payments made via Credit Card: All credit card transactions will be charged a 3.5% fee. Stalls may be prepaid using a credit card by calling or enclosing a separate sheet attached to your entries containing the following

3 information: Card number, expiration date, & billing address/zip code. This information will be stapled to your entries but will not be available in the show software. We also accept electronic entries and stalls via equestrianconnect.com. USEF/USHJA FEES: All Exhibitors are required to pay the $23 USEF Federation Fee; plus a $7 per horse USHJA fee. Non-Members of USEF or USHJA will be required to purchase a non-member pass in order to participate, unless they are entered only in opportunity or exhibition classes. SCHOOLING/ATTIRE/HEADGEAR: Jumping will be permitted only when medical personnel are present on the grounds. Protective headgear must be worn by all riders whenever mounted. Headgear for all riders must meet ASTM standards, carry the SEI Tag; and be properly secured by a harness. Hunter Rings will be available for schooling the day prior to the shows. Schooling schedule to be posted. DOGS: Dogs MUST BE ON A LEASH AND UNDER CONTROL AT ALL TIMES. Owners of Dogs that disrupt a competitors round will be required to pay the affected horses entry fee in said class. Dog owners failing to comply with USEF rules regarding dogs may be subject to penalty and/or warning cards issued. 4 NON-SHOWING HORSES: All horses on the grounds that do not compete in any classes will be charged a non-show fee of $75; plus the office fee of $75. CAMPGROUND RESERVATIONS: To reserve a campsite at the KHP campground you must call the campground store at Reservations cannot be made through the horse show. JUMP ORDER: A rotating jump order will be established for all classes over fences. Starters have the authority to scratch entries who are not timely. COURSES: Will be posted at least 30 minutes prior to each class. At management s discretion a dotted line may be put into effect to restrict the size of the courtesy circle in hunter classes. POLING: Manual poling and the use of bamboo offsets is prohibited at all times on the show grounds. PRIZE MONEY: Prize money won will be credited to each horses account and the balance owed paid upon checkout. All Owners of horses winning over $600 MUST PROVIDE PROPER TAX ID NUMBERS AND COMPLETE AN IRS W-9. PHOTO AND VIDEO RIGHTS: It shall be a condition of entry to this show that this competition, it's management, or any jump provider may utilize any photo or video of any exhibitor, owner, trainer or horse shot during the competition for any purpose whatsoever, including, but not limited to: advertising, websites, or results publication. SCHEDULE CHANGES: Show management reserves the right to change, cancel, or combine classes; make course alterations and do all things necessary to compensate for excessive or inadequate entries; and/or inclement weather. SHOW LICENSEE: The USEF Licensee for this show is EquiShow Inc., a Tennessee corporation. IMPORTANT EQUINE HEALTH INFORMATION: Show management would like to make the following recommendations to all exhibitors who plan to travel to the Kentucky Horse park this year. Monitor our website (thekentuckynational.com) or facebook page for updates to this information. 1. Kentucky requires all horses entering the state to provide a negative Coggins test within one year of entry as well as a certificate of Veterinary Inspection signed by a licensed veterinarian within 30 days of entry. Horses originating within the state of Kentucky must have a certificate signed within 150 days. All horses entering the gorunds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus vaccinations within 6 months prior to entering the grounds and the date of vaccination must be noted on the certificate

5 of Veterinary Inspection or documented by means noted in USEF GR845. All paperwork must accompany the horses upon their arrival and be available throughout their stay. 2. Please try to arrive on grounds between the hours of 8am and 8pm beginning Monday September 17. Arrivals outside this time frame must contact the stabling supervisor at least 24 hours prior to make arrangements. HORSE PARK REGULATIONS: 1. There is a $5 per day/ $15 per week parking pass fee for each event. No Parking is allowed in the barn aisle areas. Empty horse trailers must be dropped in the designated Ky Horse Park Trailer lot and NOT dropped in the barn area. The Park charges the show an additional parking fee for horse trailers used for ship-in s. 2. All RV s and/or trailers with living quarters are REQUIRED to go to the campground if being used. TIMES. 3. Horses and Horse drawn vehicles have the right of way AT ALL 4. The Horse Park is not responsible for delivery of any mail or packages sent to horse show exhibitors. Check with Stable office for delivery address. 5. Reduced Park admission is available to event participants and must be obtained at the Visitor Information Center. 6. Electrical Equipment: in compliance with the State Fire Code; the Horse Park will no longer allow any of the following in the stalls, barns, or tents: any 2 prong appliance, any 2 prong plug extension cords, light duty cords for indoor use, 3 way adapters unless specifically for outdoor use, or any adaptors without 3 prong connections. 7. Only the following vehicles are approved for use on Horse Park Property: golf carts, mopeds, Gators/Mules (NO 4 WHEELERS). Scooters or motor bikes with engine displacement 50cc or less. Approved vehicles must not be operated in the tourist areas of the Park and must be driven by a licensed driver at least 16 years of age. All vehicles operated after dark must have a headlight and taillight. Use of unauthorized vehicles may result in a citation. 8. Exhibitors wishing to bring their own golf cart onto Horse Park

6 property must purchase a golf cart license. These can be obtained through Cunnigham Golf Carts All drivers must be 16 years old with a valid driver s license. Carts are not allowed in the tourist area of the Park. 9. KHP Facility Fee : Starting in 2016 the Kentucky Horse Park elected to charge all horses, showing and non-showing, at each event a $10 per horse facility fee in addition to the rental fees paid by the event itself. They have requested that the fee NOT be hidden or absorbed by the event. Therefore, it is listed as a seperate "line item" on the entry blank, and is required to be paid by all horses on the grounds. It will be utilized by KHP to make direct improvements to the Equine Event Facilities. Sharps Containers: Competition management shall place a minimum of one sharps container per each competition, whether or not stabling is provided. Additionally, at least one sharps container per fifty occupied stalls in barns housing competition horses. It is the competition management s responsibility to replace such containers when full and dispose of them properly. Competition management may fine any individuals including trainers, owners, exhibitors, or their agents up to $100 for improper disposal of needles or other sharp disposable instruments. If local law has different requirements, Local law will prevail. USEF RULE!!!! Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the grounds of licensed competitions. Minors who have a valid temporary license may operate the above described vehicles as long as they are accompanied by an adult with a valid driver s license. Violations of this rule will be cause for sanctions against the parent(s), guardian(s), and or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent, guardian, and or trainers from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6 of the USEF Rules. Wheelchair and other mobility assistance devices for individuals with disabilities are exempt from this rule. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are

7 solely responsible for any damages, claims, losses, or actions resulting from that operation. EXHIBITORS PLEASE NOTE: By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the Federation ) and the local rules of the Competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the Competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable-casts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the Competition for the promotion, coverage or benefit of the Competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4

18 Class 324 Region 4 ASPCA/NHSAA Maclay Championship A hunt seat equitation class open to Junior members of the ASPCA who have been certified by the National Horse Show as being qualified to compete in the Regional Championship held at the Kentucky National. Entries in this class must enter directly with The National Horse Show using the special entry blank provided in this prize list or on their website: NHS.org. Qualified participants should also declare this class on their regular entry blank (CLASS 324). 22 Developing Jumper Summer Finals Presented by Classic Champions Inc. Open to all 5,6,7 year old jumpers who meet the following eligibility requirements: 1. Have a foaling date during 2013 for 5 YO class, 2012 for 6 YO class, 2011 for 7 YO class. 2. All USEF horses must be recorded and age-verified. Non-USEF horses must have a valid FEI or National passport and present to show office, plus valid breed registration papers by an approved breed registry. 3. Must be microchipped. If conditions of eligibility are not met before the class is scheduled, you will not be able to show. All entries for the developing jumper summer finals are required to pay a reduced jumper nomination fee ($100) in addition to their start fee. A discount of $50 will be applied for horses who have participated at the other KHP Spring/Summer shows. Prize Money won is all awarded in the final (3rd) round and will be credited to horse's account upon checkout. Horses who have competed in at least one Developing Jumper class at the following shows will receive a discounted Nomination Fee: Kentucky Spring 1or2, Country Heir 1or2, Kentucky Summer 1or2 Please declare which show on the official entry blank.
