(Motion #17-11/18/15-BOD) ARABIAN BREEDERS SWEEPSTAKES MOTION by Jan Decker to adjourn the AHA Board of Directors meeting and convene as the Arabian Breeders Sweepstakes Trustees. Motion Passed Unanimously. (Motion #18-11/18/15-BOD) MOTION by Jan Decker to adjourn as the Arabian Breeders Sweepstakes Trustees and reconvene as the AHA Board of Directors meeting. 3 MOTION by Nancy Harvey: Whereas, The Arabian Breeders Sweepstakes is charged with generating excitement and enthusiasm that leads to increased nominations, and the U.S. Show Commission with the U.S. National Show; and Whereas, The market for horses shown by Amateur Owners is the largest in our industry, and there is significant demand for Sweepstakes events for Amateur Owners, as well as demand for Sweepstakes performance events for horses of all ages, and significant desire among Amateur Owners for a second opportunity to compete while attending U.S. Nationals; and Whereas, The value of nomination is increased by increasing demand for horses that carry the Sweepstakes nomination and the Arabian Breeders Sweepstakes Commission expects that demand for Sweepstakes horses will increase if Amateur exhibitors must have a Sweepstakes nominated horse to compete for significant prize money at the U.S. National Championship Show; Therefore, Be It Moved, That the Arabian Breeders Sweepstakes, in cooperation with the U.S. National Show Commission, create the opportunity for six events to be held in conjunction with U.S. Nationals for Amateur Owners to ride, one each in Western Pleasure, Country Pleasure, and Hunter Pleasure (Arabian and Half-Arabian/Anglo-Arabian), in which each competitor will contribute to a prize money jackpot, and the Arabian Breeders Sweepstakes Commission will add $15,000 to each of the six purses; and, Be It Further Moved, That three of these events will be for Arabian and three events for Half-Arabian/Anglo- Arabian horses aged 4 and over that have been nominated as Breeding Entries into the Arabian Breeders Sweepstakes. Sweepstakes Prize money and the additional Jackpot prize money will be awarded 20% to the Champion, 10% to the Reserve Champion, and 8.75% to each of the remaining Top Ten. These payback percentages and implementation may be adjusted as deemed appropriate by the Arabian Breeders Sweepstakes Commission. Any Jackpot prize money not distributed shall be equally divided among all placings. Sweepstakes prize money not awarded will be retained in the Sweepstakes principal fund. The cost of the awards (trophies, plaques and ribbons) will be covered by U.S. Nationals class entry fees. ARABIAN HORSE FOUNDATION MOTION by Nancy Harvey, to ratify the Arabian Horse Foundation s re-appointment of Jim Cada and Nancy Harvey to the Arabian Horse Foundation Board of Directors. Motion Passed Unanimously. (Motion #21-11/18/15-BOD) AWARDS COMMITTEE MOTION by Cheri Clark: Whereas, Classes are often small in the Working Western Division resulting in difficulty in the attainment of points for achievement awards, and Page 3 of 9

4 Whereas, Scores are often more representative of the horse/amateur attainment and expertise (as presently used in the dressage division), and Whereas, Achievement Award points accrued at Regionals and Nationals would remain as presently designated (50% rule applies) or opt for points using the following tables, Therefore Be It Moved, Achievement Award points at AHA Recognized qualifying shows Class A and (USEF/EC/AHA One Day shows) could accrue points either by the number of horses in the class, as presently designated (50% rule applies) or opt for points using the following tables for both Horse and Amateur. (Motion #22-11/18/15-BOD) BREEDING/IN-HAND COMMITTEE MOTION by Howard Shenk: Whereas, In the opinion of the proponent, the ultimate goal of a Breeding class should be to help ensure that the highest quality horses breed on, ensuring the longevity and sustainability of our breed, and Whereas, In the opinion of the proponent, the show ring drives the market and sales for breeding decisions, and Whereas, In the opinion of the proponent, the breeder may have future opportunities to breed to various stallions, widening the gene pool for breeding and in-hand horses, and Page 4 of 9

5 Whereas, Whereas, Moved, Moved, ARABIAN HORSE ASSOCIATION In the opinion of the proponent, it can be seen that many exhibitors feel that a previous Senior National Championship Stallion or Mare may have an unfair advantage in the eyes of the judges, and In the opinion of the proponent, in the past once a Stallion or Mare had achieved these titles, their job became to help be a progenitor of the breed and/or to move on to the performance arena; Therefore, Be It That COMP 1216 be amended by adding; 9. That U.S. National Champion Senior Stallion and/or Senior Mare no longer be allowed to participate at the U.S. Nationals in their respective divisions after achieving said title; and, Be It Further 10. That Canadian National Champion Senior Stallion and/or Senior Mare no longer be allowed to participate at the Canadian Nationals in their respective divisions after achieving said title. and, Be It Further That COMP be amended by adding; 6. For Senior Stallion and Senior Mare qualification exceptions refer to COMP and Motion Passed Unanimously. (Motion #23-11/18/15-BOD) COMPETITION ADVISORY COMMITTEE MOTION by Margo Shallcross: Whereas, The Competitions Department Advisory Committee and the Agenda & Resolutions Committee has reviewed the draft of the 2016 AHA Handbook and found it in compliance with the approved Board motions of 2015; Therefore, Be It Moved, That the draft of the 2016 AHA Handbook be approved as amended; and, Be It Further Moved, That the Competition Department be given the authorization to include the approved extraordinary motions of the Board and the approved resolutions into the 2016 AHA Handbook. Effective Immediately. (Extraordinary 2/3 vote) Motion Passed Unanimously. (Motion #24-11/18/15-BOD) DRESSAGE COMMITTEE MOTION by Rusty Cook: Whereas, The discipline of Western Dressage is growing and the proficiency of horses and riders in this discipline is improving; and Whereas, The possibility of tied scores exists, and did occur in the exhibition of Western Dressage at the 2015 Sport Horse Nationals; and Whereas, Western Dressage in Arabian shows follows the rules as established in Chapter WD of the USEF Rule Book (and comparable section in EC) and there is no provision in these rules for breaking ties beyond comparison of scores under General Impressions; Therefore, Be It Moved, That the following wording be added to the AHA Handbook, COMP 718: Page 5 of 9

6 Ties in Western Dressage shall be broken following the procedure outlined in the USEF Rule Book AR171. Effective: December 1, Motion Passed Unanimously. (Motion #25-11/18/15-BOD) MOTION by Rusty Cook: Whereas, Arabians, Half and Anglo Arabians competing in open shows can currently only qualify on scores, and not placings converted to points based on the number of entries as in Working Hunters, and other disciplines; and Whereas, It is in AHA s best interest to promote Arabian, Half and Anglo Arabian Horses competing at Open Dressage Shows; and Whereas, The information is already being recorded on the Open Show Reporting Form; and Whereas, Not being able to use placings converted to points places Arabians, Half and Anglo Arabians that compete at Open Dressage Shows at a tremendous disadvantage as they can only receive one qualifying score per class, and two or three qualifying classes are needed for National or 2 scores for Regionals, whereas with the point program they could qualify for many classes based on points due to the number of horses in a class at open shows; and Whereas, with the addition of numerous classes at SHN for dressage at all levels, in some cases, (Open, ATR, AOTR) horses could need as many as 9 qualifying scores to qualify for all classes offered at one level; and Whereas, In some parts of the country there are no Arabian dressage competitions and limited Open competitions where Arabians can compete; Therefore, Be It Moved, That the AHA Handbook, OPEN 101 be amended as follows: DRESSAGE OPEN SHOW RESULTS REPORTING 2. The horse must be properly enrolled and qualifying scores must be properly reported on the Open Qualifying Show/Event Results Form. 3. The Open Qualifying Show/Event Results Form must include the judges' name, signature of the Show Secretary, Manager or technical Delegate, a copy of the prize list and the required information as stated on the form. (Res. 7-93) a. For Dressage Walk-Trot 10 & Under through Third Level submit all placings, Number of Horses in Each Class, levels and percentage scores of 55% or better. b. For Fourth Level and higher submit all placings, Number of Horses in Each Class, levels and percentage scores of 50% or better. c. That AHA Calculate points for Regional and National Qualifications consistent with the number of horses shown in a class as per Chapter 11 of the AHA Handbook. Effective: December 1, Motion Passed Unanimously. (Motion #26-11/18/15-BOD) INTERNAL AUDIT COMMITTEE MOTION by Chris Culbreth, That the Arabian Horse Association ( the Association ) Board of Directors approve the President s expenses in the amount of $3, for the period July 1, 2015 Page 6 of 9

7 through September 30, These expenses have been examined by the Internal Audit Committee and have been determined to be acceptable. Motion Passed Unanimously. (Motion #27-11/18/15-BOD) SPORT HORSE NATIONAL SHOW COMMISSION MOTION by Cathy Gage: Whereas, The Young Horse Dressage class has been previously approved by the AHA Board of Directors, and Whereas, AHA Handbook references need to be approved regarding the holding of this class at Sport Horse Nationals; Therefore Be It Moved, That the following be included in the AHA Handbook in COMP 707. DRESSAGE CLASS REQUIREMENTS: YOUNG HORSE DRESSAGE 7. To be held at Sport Horse Nationals. USEF Dressage Test for 4-Year-Old Horses (current edition) will be used. 8. Horses will be examined for soundness. A jog will be scheduled prior to the Championship class at which time all horses must be presented to the treating veterinarian and a member of the judging panel for examination. Horses not presented for the jog or who do not pass the jog will not be eligible to show in the class. 9. Tests shall be ridden from memory and whips are prohibited. The standard size court will be used for all classes. Please refer to USEF Dressage Division Rules for complete tack and attire requirements. 10. The two member judging panel will consist of either: One (1) USEF R Judge and one (1) USEF S Judge or two USEF S judges, both of whom will have the Young Horse designation. The panel shall sit together at C. Judges shall give one score and fill out general comments on one Marking Sheet. Competition Management shall provide a sound system and a microphone to allow the judges to give the audience a short summary after each ride. 11. Horses will be ranked in order of their scores in each test. Breaking of ties for individual classes will be in accordance with DR If two or more horses are tied for the same placing, breaking of ties will be at the judging panel s discretion. 12. Refer to SWP 116 and SWP 118 regarding payback for Sweepstakes eligible horses. Motion Passed Unanimously. (Motion #28-11/18/15-BOD) WORKING WESTERN COMMITTEE MOTION by Chris Culbreth: Whereas, The provision of added money is a common practice in the sport of cutting; and Whereas, The amount of added money in Arabian cutting competitions is used to determine the level of judge required; and Page 7 of 9

8 Whereas, The publication of the amount of added money within the prizelist for a show may influence competitors to enter said show; Therefore, Be It Moved, That The following be added to COMP 301.2: All shows offering cutting classes must publish the intent to jackpot entry fees to the exhibitor or not, the portion, if any, and any entry fees that will be retained by show management, and the amount of added money for each class within the official prizelist. This information is to be finalized no later than 30 days prior to the first day of the show. Any changes to the added prize money after the official prizelist is publicized must be done as an addendum and notification must be sent to exhibitors via and/or mail and must be posted on the competition s website (if applicable). Notification must be done at least 15 days before the published close of entries or 30 days before the first day of the show, whichever is deemed the earliest date. Motion Passed Unanimously. (Motion #29-11/18/15-BOD) YOUTH NATIONAL SHOW COMMISSION MOTION by Nancy Harvey: Whereas, Entries have been decreasing in the Limited Reined Cow and Working Cow Horse Classes at Youth Nationals; and Whereas, Qualifying for these classes is difficult to the lack of classes offered because very few shows are holding these classes; and Whereas, These classes show versatility of the Arabian Horse; and Whereas, The Arabian Youth National Show Commission would like to attempt to increase class numbers at the Youth National Show; Therefore, Be It Moved, That qualifications are waived for both Arabian and Half-Arabian/Anglo-Arabian Limited Reined Cow Horse JTR and Arabian and Half-Arabian/Anglo Arabian Working Cow Horse JTR classes at the 2016 Youth Nationals. Effective: Immediately. Motion Passed Unanimously. (Motion # /18/15-BOD) DISTANCE NATIONAL SHOW COMMISSION MOTION by Jan Decker: Whereas, The Distance Nationals dates and site require Board of Director approval; Therefore, Be It Moved, That the 2016 AHA Distance Nationals be held at Alanna and Gunnar Frank s ranch in Vinita, Oklahoma on September 22-25, Motion Passed Unanimously.
