1 AUTHORIZATION TO CARRY APPLICATION GUIDE This application guide details all necessary documentation required to process your application for an Authorization to Carry (ATC) for protection of life from predatory animals in remote wilderness areas OR for Alberta residents dispatching of animals in traps. Once completed, forward your application to the Chief Firearms Office via mail or fax. ATC Application Form (CAFC 680) 2. Authorization to Carry Questionnaire 3. Proof of firearms proficiency testing (Within the Last 12 Months) See attached proof of proficiency letter for additional requirements 4. Non-Refundable Processing Fee (Note: All applicants approved for their first ATC will only be issued a permit valid for one year.) $40 1 Year $80 2 Years (Only Available for Renewals) 5. Applicable Permits and Training (see questionnaire) Example: Guiding Licence, Free Miner Certificate, Registered Fur Management Licence In addition, all applications for protection of life from predatory animals in remote wilderness areas must also include: (Note: trapper applications are exempt from providing the following) Employer s written confirmation of employment describing work duties; or If self-employed, a copy of your municipal business operating licence; or If self-employed, a letter from your residential municipality exempting you and your business activity from the requirement of a business licence. As per s.55 (1) of the Firearms Act, the Chief Firearms Officer may, at their discretion, ask for additional information to process your application. 2 Chief Firearms Office Alberta & Northwest Territories #720, Jasper Avenue Edmonton, Alberta T5J 3L9 Dear Sir or Madam: Re: Instructions to Testing Official for Proof of Firearms Proficiency Sections 4(a) of the Authorizations to Carry Restricted Firearms and Certain Handguns Regulations require the applicant to provide proof of successful completion in firearms proficiency and the use of force. Proof of proficiency must be provided for each firearm listed on the Authorization to Carry Application. This will certify that the Testing Official has observed: Name of applicant Registration Certificate Number for firearm(s) Type of ammunition fired Date of firearms proficiency testing (Note: Proficiency testing must be completed within the last twelve months) Location of firearms proficiency testing (Note: Location for proficiency testing must be at an approved range for the type of firearm being fired.) Firearms proficiency shall include: Examples of shooting positions (standing, kneeling or prone) Examples of shooting distances (3, 5, 7, 15 or 25 metres) Numeric score and scoring method used to establish certification The Testing Official can be anyone that is in possession of a VALID firearms licence, is the registered owner of a restricted firearm and or prohibited firearm of the same type as the firearm(s) of the applicant. (Example: if the applicant is using a revolver for the proficiency test, the Testing Official must own a revolver as well.) All tests that are scheduled must be made known to the Chief Firearms Officer well in advance of the tests being taken by the applicant. The information regarding testing shall include location, date and time. Be advised: A representative from the CFO Office may attend a test unannounced. Also, the Testing Official must ensure that the applicant has the appropriate Authorization to Transport the firearm(s) he/she will fire. Should the applicant not have the appropriate ATT, the Testing Official must not conduct the tests and is required to reschedule with the applicant. Thank you, 2
3 AUTHORIZATION TO CARRY PROOF OF PROFICIENCY: To be completed by Testing Official (2 pages) This will certify that I have observed the applicants Proof of Proficiency based on the following: Name of applicant: Firearms Licence Number: Registration Cert #(s), Make & Model: Type of ammunition fired: Date of firearms proficiency testing: Approved range for firearms proficiency testing: Firearms Proficiency has included (Check all that apply) Loading: Unloading: Drawing & firing from holster that is to be used: Yes No Type of holster used: (Note: Holsters authorized for use shall be designed to be worn on a belt around the outside of the waist (fully exposed, no concealment), have at least 1 strap (with snap closure) that retains the firearm in the holster OR has been specifically manufactured for the handgun(s) in use and designated as a minimum Level I retention holster. The holster shall be of a design that when the firearm is placed in the holster that the trigger is completely covered/protected.) Shooting Positions: Standing Kneeling Prone Shooting Distances: 3 M 5M 7M 15M 25M (Note: For dispatching animals; the maximum firing distance is 5M.) Target Type: Silhouette Bulls Eye Other Scoring method for dispatching trapped animals: 60% of all rounds fired must impact a circle with a radius of 2 inches. A minimum of SIX (6) rounds must be fired from each distance. Scoring method for protection of life from predatory animals in remote wilderness areas: 60% of all rounds fired must impact a circle with a radius of 9 inches. A minimum of SIX (6) rounds must be fired from each distance. 3
4 It is an offense under Section 106 of the Firearms Act to knowingly make a false or misleading statement, either orally or in writing, or to knowingly fail to disclose relevant information, for the purpose of obtaining an authorization. 5 AUTHORIZATION TO CARRY QUESTIONNAIRE INSTRUCTIONS: Please complete this applicant questionnaire and return it with all of the supporting documentation. If there is insufficient space for your responses, please add a separate sheet of paper (be sure to indicate the question number). 1. Please provide your valid applicable permit (Example: Guiding Licence, Registered and/or Resident Fur Management Licence). Please attach a copy of your permit to this document. 2. Employment locations in remote wilderness and trapping areas a. For trapping: i. REGISTERED Fur Management Licence holders: Provide your valid Registered Fur Management Area Number(s) and their corresponding geographical locations (legal land description). Please provide any further RFMA(s) that have been approved by your local Fish & Wildlife Officer or Conservation Officer. Please also include land locations that you own or occupy that you are trapping on. If you are authorized to trap on an RFMA without a licence, the holder of the RFMA must provide written confirmation of your authorization to trap. ii. RESIDENT Fur Management Licence holders: Provide your Permission to Trap form(s) and their corresponding geographical locations (legal land description). b. For protection of life from predatory animals in the remote wilderness: Describe the remote geographical areas where you need to carry a firearm. Please indicate the specific location(s) and/or legal land descriptions (latitude/longitude, range and township road, concession address etc). Please include a marked map of the area you will be operating within. Ensure that there are readily identifiable reference points marked on the map. 5
6 3. Please provide the make, model, caliber and serial number of the firearm(s) you intend to use for: a. Dispatching of trapped animals (if applicable). Note: caliber is limited to rimfire Note: dispatching of animals in traps is only applicable to Alberta trap lines. b. Protection of your life or of other individuals from wild animals (if applicable). NOTE: an Authorization to Carry only permits the carrying, transport and use of ONE (1) restricted/prohibited handgun. You may have up to two (2) restricted/prohibited handguns listed on the Authorization to Carry to allow a back up firearm or a secondary firearm for the two common activities associated with the purpose of trapping listed above. 4. While working in the field, how many people usually work in the immediate area with you? Immediate area in this case, means co-workers within ear shot distance. Please describe the types of activities that are performed and the type of safety supervision that is in place. 5. For protection of life in remote wilderness, please explain why you cannot carry a rifle or a shotgun while performing your work. 6
7 6. Risk Management: a. For trapping: What is your plan for ensuring the safety of others working in the immediate area while you are dispatching? Note: dispatching of animals in traps is only applicable to Alberta trap lines. b. For protection of life in remote wilderness: Please explain your plans to reduce encounters with predatory wildlife. c. Have you contacted the local Fish & Wildlife Officer OR Conservation Officer (in Alberta) OR Renewable Resource Officer (in NT) to advise that you are making application for an authorization to carry for protection of life or dispatch? Has the local Fish & Wildlife or Conservation Officer (in Alberta) OR Renewable Resource Officer (in NT) assessed the threat to human life from predatory animals in the area you will be working? Please provide the name & contact number of the Fish & Wildlife or Conservation Officer (in Alberta) OR Renewable Resource Officer (in NT) contacted. What date did you speak with the officer and what was the information they provided? 7

When were you authorized? Please include the authorization number of any previous Authorization to Carry. b. Have you, under a previous Authorization to Carry, ever had to discharge a restricted firearm or prohibited handgun for protection of your life? Please explain, in detail, the circumstances leading up to the use of the firearm and what transpired after the discharge of the firearm. 11. Please list all firearms training courses (include Canadian Restricted Firearm Safety Course (CRFSC)/Canadian Firearms Safety Course (CFSC) and any predatory wildlife awareness training you have taken. Please provide detailed information, including dates, locations and who delivered the training. 9
